The Econometric Evaluation of the Impact of R&D Incentive on Technological Outcomes (R&D지원정책이 기술성과에 미치는 영향분석)

  • Among numerous policy influencers' and researchers' advices and policy suggestions, there is little opposition to the proposition that technology is essential to the economic development. The role of technology has never been more emphasized than today in Korea as in any other countries. The effects of the government's innovation policy on corporate R&D activities and more broadly the economic welfare of a whole nation are widely recognized with intuitional and empirical evidence. That is, various R&D incentives reduce the marginal cost of a firm's R&D efforts, inducing as much increase of its R&D investment to result in a better chance to acquire target technology. This paper examines the impact of R&D incentives on the technological outcomes by analyzing individual firms' investment behaviors subject to the government's R&D incentive policies. An econometric model of technological outcomes is estimated on a project level with cross-sectional data. "Probit model" is employed for estimations. Special attention was given to the effectiveness of R&D programs by estimating policy impact by types of investment. The data were collected from 928 different R&D projects completed between 1987 and 1993. With the single equation approach, we were able to find that the structure of investment is a far more significant factor in technological outcomes than the total amount of investment. The analysis also shows that the two types of firms' matching investment, in-kind and cash, do not bear a complementary, but a substitutive relations to each other. It also reconfirms the proposition that R&D incentives increase firm's financial investment. Despite many supportive studies emphasizing the cooperation between innovation performers, it is also found that the larger the number of institutions involved in a project, the less likely it leads to a technological success, And meeting the proposed deadlines without postponing is estimated to be a good barometer to predict the outcome of an R&D project. Also the probabilities of success for major variables are represented for policy implications, after calculating marginal effects.

  • The relationship between R&D Polices(R&D subsidy, tax incentives) and firm R&D expenditures is analyzed through firm's profit maximization function. As a result, the relationship between R&D policies and fmn R&D expenditures is determined by the relationship between firm R&D expenditures and market price. In case of major innovation which cause the fall of market price, the elasticity R&D subsidy and firm R&D expenditures is negative(substitution). In case of minor innovation which cause the rise of market price, the elasticity R&D subsidy and firm R&D expenditures is positive(complement). Tax incentives is bring about the increase of firm R&D expenditures. R&D subsidy and tax incentives are substitutively influenced at firm R&D expenditures.

  • In 1998, Korea IT company operation 10,000 and Gross Domestic Product(GDP) was 9.3%, IT industry employee 380,000 persons. In 2001, growing the company 20,000, GDP 12.9% and 500,000 employee. National policy have diverse programs to the IT sector. Ministry of communication(MOC or MIC) have invested by the R & D Program from later 1980'. National subsidizes direct or indirect to the programs, it's not market principal but subsidized to organization(Institute, college, company etc), this paper analysis the national subsidize system and suggestion the advanced system.

  • The purpose of this paper is to develop an online analytical processing (OLAP) database system for small and medium-sized enterprises (SMEs) growth support. In this paper, we made a model of measuring SME size first. The model is composed of five determinants of firm growth such as employment, sales, the amount of export, own technology, and the ratio of R&D expenditure to sales. Second, we designed the FREQUENCY dimension table which will make staged support of R&D expenditure. We developed the OLAP database system by using three dimensions including the FREQUENCY dimension, and using the model of measuring SME size. Also we assessed past decisions on R&D expenditure support in the Small Business R&D Support Project by using the OLAP database system.

  • The shortage of R&D personnel and the lower productivity of SMEs are critical issues in strengthening SMEs. Government provides various policies to deal with these issues. The aim of this paper is to analyze current status and policy issues of R&D personnel and to suggest policy alternatives to improve the availability of R&D personnel in SMEs.

  • Because of the difficulties on budget estimation of National R&D projects, it is expected that the errors of decision making can be reduced if the information on project performance and its evaluation result is provided to the decision stakeholders in a timely manner, as a reference. In reality, however, the result of project evaluation is not utilized in its own purpose. One reason is that the information on evaluation result and budget is not shared at the right time. The other is that the interconnection between systems to support those information is not realized yet. Therefore, the current status of National R&D projects is analyzed in terms of before and after the reign of current government. In particular, this paper is focused on the improvement through the procedural and systematic approaches and attempted to suggest the enhanced process for the seamless interconnection between National R&D performance evaluation and budget information.

  • The disaster and safety R&D budget has continued to increase since 2008, but the fire safety R&D budget is a small part. Therefore, successful outcomes that could lead to the economic growth of the fire safety industry have not been achieved. This paper suggests a fire safety R&D budget expansion, reinforcement of R&D capacity, and performance growing plan by analyzing the factors that affect the performance of a fire safety R&D project. Empirical analysis was performed through one-way ANOVA and regression analysis using the statistical program, SPSS statistics 21.0. As a result, this study suggests that the continuous expansion of R&D funds and the securing of excellent trained research manpower will be necessary to obtain qualitatively superior patents and papers.

The influence of tax credit on firm's innovation performance (조세감면이 기업의 R&D혁신성과에 미치는 영향)

  • For a long time, most of advanced countries have supported the innovative firms with various support methods such as tax credit, subsidy, human resource education, and so on. Tax credit for innovation is the most popular industrial policy in these countries including Korea. However, in Korea, the effect of tax credit policy has been rarely analyzed. On the other hand, a considerable number of studies discover that tax credit policy in other countries influences positively on invest of R&D expenditure. This paper shows that tax credit policy positively influences on firm's innovation performances in Korea. The evaluated innovative effect of tax credit policy in this paper is more persuasive because it introduces various innovation performance variables including patent application with Propensity score matching method(PSM).

The Effect of Government Support on Management Performance of ICT Venture Companies : Focusing on the Effectiveness of Funding and R&D Support (정부 지원이 ICT 벤처기업의 경영 성과에 미치는 영향 : 자금 및 연구개발 지원 효과를 중심으로)

  • Today, venture companies are increasingly important in that they play a key role in national economic growth. However, ICT venture companies are having great difficulties in securing a sustainable competitive advantage due to rapid environmental changes, and as one of the ways to solve this problem, they rely on the government's support policy. Accordingly, this study analyzed the effect of government support on management performance of ICT venture companies. For empirical analysis, the data from the 2016 ICT venture panel survey was collected, and 687 and 538 companies were selected to analyze the effect of funding and R&D support, respectively. Then, through propensity score matching, companies that received government support and companies with similar characteristics (control group) were compared and analyzed. As a result of the analysis, it was found that funding support had a significant effect on the growth potential of ICT venture companies, and R&D support had a significant effect on the stability of ICT venture companies. This means that there is a difference in management performance of ICT venture companies depending on the type of government support. Through this study, it was possible to confirm the effect of government's policies, and various support policies for specific purposes should be pursued to foster ICT venture companies. In addition, for the continued growth of ICT venture companies in the future, it will be necessary to consider package (technology, management, commercialization, etc.) support rather than individual funding support or R&D support.

  • This paper analyzes the effects of government-sponsored R&D on firm's employment and management performance, using the panel data of manufacturing firms in the area of Busan, Ulsan and Gyungnam. The paper applies PSM to estimate the treatment effects(ATT) without sample selection bias. The findings show that government-sponsored R&D in the area has positive effects on the participating firms' employment and R&D for several years after completing R&D projects.
