과학기술 연구자들의 협업을 지원하기 위해서 정보 자원 공유에 기반한 정보 유통 체제가 필요하나 현재 정보 유통 체제에서는 서로 이질적인 형태로 정보가 표현되어 있기 때문에 정보 공유의 기술적 한계를 갖고 있다. 그리고 대량의 정보 속에서 사용자가 원하는 정보를 선별하여 제공하기 위해서는 새로운 정보 유통 플랫폼이 필요하다. 본 논문에서는 지식 기반 정보 유통 플랫폼 상에서 이용되는 국가과학기술 R&D 기반정보를 지식화하기 위해 국가과학기술 R&D 기반정보 온톨로지를 구축하여 이용함으로써 각 기관별로 관리하고 있는 인력, 성과물 등의 과학기술 R&D 기반 정보의 표준화된 지식관리 체계로 이용할 수 있다. 우리는 국가과학기술 R&D 기반정보 온톨로지를 구축하기 위하여 한국과학기술정보연구원(KSITI) 내부 성과물 정보의 실제 데이터들을 이용하여 온톨로지의 Individuals를 생성하였다. 정보 유통 플랫폼에서 온톨로지 형태로 구축된 지식을 이용하면 과학기술 R&D 기반정보에 대한 효율적인 관리가 가능하고, 정형화된 형태의 지식으로 개념화했기 때문에 지식 데이터의 공유와 재사용이 가능하다. 또한 단순 질의 검색이 아닌 의미 기반 추론을 이용한 지식 검색이 가능해지는 장점을 가진다. 우리가 구축한 국가 과학기술 R&D 기반정보 온톨로지를 이용하여 정보유통플랫폼(OntoFrame-K)에서 연구자 네트워크, 연구자 추적, 연구맵의 추론 서비스를 제공한다.

Recently, one of the issues to be discussed from the viewpoint of product management in National R&D Programs is about the management of intellectual property produced by joint research and development. According to existing legislative system, the main R&D institute and collaborative enterprise own the patent produced by joint R&D activities together at the rate of investment. But, there are many discussions if that is right in legal principles and in substance. Patents by Cooperative National R&D Programs are very different from common patents because of its characteristics and have scheme controlled complexly by related laws and ordinances. This paper aims to review the legal theory on the possession and utilization of patents produced by Cooperative National R&D Programs, and to try to find out the improvement of existing legislative system. For this purpose, after looking into the meaning and the legal system of Cooperative National R&D Programs, and examining the ruling theory on the possession and utilization of co-invented patent, finally research the problems and improvement of existing related legislative system.

There have been fierce debates on the issue of generalizability of management functions, techniques, and practices between public and private sectors. Recognizing the growing concerns for the similarities and differences in R&D settings between the two sectors, we compared three public and three private R&D institutes in terms of environment and resources, project management, and R&D productivity. Our results show that there coexist similarities and differences at the same time between the two types of R&D institutes. So, we cannot conclude definitely whether R&D management is really generic or not. But, the authors weakly reject the assertion of generic property of management as far as R&D management is concerned.

국가R&D사업의 추진결과와 활동현황에 대한 종합적이고 다각적인 분석을 위해 1999년도부터 매년 모든 국가R&D사업에 대해 주요 연구 성과인 논문, 특허, 기술료 등에 대한 국가R&D 조사분석 자료 수집이 실시되고 있다. 국가R&D 표준정보 수집을 위해 2003년도에 '국가연구개발사업 종합관리시스템(CORDI, 현재 SIMS)'이 구축되었고, 매년 국가R&D 조사분석 자료들의 수집 분석이 실시되고 있으나, 전자기록의 속성을 갖는 국가R&D 조사분석 자료, 특히 조사분석의 검증자료에 대한 장기적 보존을 위한 관련 연구는 전무한 상태이다. 따라서 본 연구는 국가R&D 조사분석의 검증자료에 대한 장기적 보존과 나아가서는 평가의 활용 및 정보 시스템간의 상호운용성을 높이기 위한 국가R&D 조사분석 검증자료의 보존 메타데이터 모델을 제안한다.

This paper aims to find out the R&D personnel management strategies which enhance the productivity of researchers. The R&D personnel management practices are examined focusing on career development and compensation scheme. As proxies for higher motivation and/or productivity, job satisfaction and propensity to leave of researchers are analyzed to evaluate the management practices. Using the survey data from researchers in the Korean automobile industry. this paper suggests the management strategies to raise job satisfaction and thus lower propensity to leave of R&D personnel.

Configuration and data management system to support processes for the weapon system should support the concurrent engineering and collaborative activities for various documents, drawings, part informations and structural informations, etc. which are produced through R&D processes for a long time. This thesis attempts to identify major functions in the configuration and data management system to support processes for the weapon system R&D into services based on a service oriented architecture. In order to identify major services in the configuration and data management system to support processes for the weapon system R&D, a configuration and data management system to support processes for the weapon system R&D was proposed with a service oriented architecture with four layers including a service consumer layer, a business service layer, an application service layer and a application layer, and major services were identified for each layer. In order to identify major services in four layers, this thesis adopted a bottom-up approach to identify the necessary business services from a well-defined domain implementation system rather than a top-down identification method in general. This thesis tried to identify the essential services in implementing the configuration and data management system to support processes for the weapon system R&D as a system based on the service oriented architecture using such a bottom-up service identification method while limiting those services to the general PDM system aspects and the business areas of the configuration and data management system to support processes for the weapon system R&D.

This study examines the personal characteristics, organizational attitudes, technical performances, and reward preferences of R&D professionals with Ph.D. degree in large private companies in Korea. Based on survey data from 887 professionals in nine different R&D organizations, the following results are found; 1) R&D professionals with Ph.D. degree exhibit higher autonomy preference, need for achievement, self-efficacy, technical career orientation, and performance proficiency than other R&D professionals; 2) As their organizational tenure increases, performance proficiency and transfer career orientation increases but their socialized level of organizational goals and values does not change; 3) They produce more technical publications and exhibit more positive organizational attitude than other R&D professionals; 4) They are more likely to prefer job content, professional, and job security rewards. These empirical findings suggest several theoretical and practical implications for the management of R&D professionals with Ph.D. degree in the large Korean firms.

This study intends to develop R&D policy agendas that are required to prepare a smart library/smart society in Korea libraries. To the end, methodology was established to explore policy issues and agenda for library R&D, and the preliminary agendas were drawn from informetrics, subject analysis, and brainstorming techniques. Then, the preliminary agendas were revised through supplementary works, such as the comprehensive investigation into research papers and the recent research projects. Based on the results, evaluation for the R&D agendas was performed. The Analytic Hierarchy Process (AHP) method was used as a structured technique for analyzing the importance and the priority of the agendas. This study can be used for improving and/or expanding quality of information services in Korean libraries and for exploring the requirements to play a crucial role in the future society.
