초단기 강수예측 시스템은 단시간 발생하는 집중호우와 같은 위험기상에 대응하기 위해 사회·경제적으로 중요하다. 최근 국내·외에서 심층신경망을 활용한 초단기 강수예측 연구가 활발히 진행되고 있다. 심층신경망을 이용한 강수예측 모델은 훈련 데이터를 만들 때 기상데이터의 구조와 종류가 복잡하고 방대하므로 기상학적 이해를 바탕으로 복잡한 전처리 과정이 필요하다. 또한, 비선형적인 패턴의 강수 현상을 예측하기 위하여 기상의 상호작용에 대한 이해를 바탕으로 입력 데이터를 구성해야 한다. 따라서 본 연구에서는 다음과 같은 접근법을 제안하고자 한다. i) 기상레이더 합성 강수장과 강수발달에 영향을 줄 수 있는 주요 인자(레이더, 지형, 온도, 등)를 훈련 데이터 구축을 위해 패턴 분석에 적합한 형태로 정제하고 이를 구조화하여 통합한다. ii) 합성곱 신경망과 합성곱 장단기 기억 신경망을 접목하여 초단기 예측 강수장을 산출한다. 2020년 강수 사례를 이용하여 제안한 모델의 정확성을 검증하였다. 제안한 모델은 비선형적인 패턴의 강수 현상을 잘 모의하였고, 강수의 규모 및 강도에 대한 예측성능이 향상되었다. 이는 강수를 동반한 초단기 위험기상의 방재에 활용할 수 있을 것으로 기대된다.
본 연구에서는 공간규모분할 기법(SCDM)을 적용하여 레이더 예측강우를 산정하고, 도시홍수예보 관점에서 기상청 현업 레이더 예측강우(MAPLE 및 KONOS)와 함께 수문학적 활용성을 평가하였다. 본 연구에서 제시한 공간규모분할 기법은 강우를 층운형과 대류성 강우로 분리하여 각각의 이동속도를 고려하여 개별예측 및 재합성하는 것이다. 수도권 영역의 세 호우 사례를 대상으로 기상청 MAPLE 및 KONOS와의 예측강우 정확도를 평가한 결과, 본 연구에서 적용한 예측기법은 기법의 단순함에 비해 양호한 예측 정확도를 보였다. 또한, 강남유역을 대상으로 각 예측강우의 수심모의 정확도를 평가한 결과, MAPLE 및 SCDM에 비하여 KONOS가 첨두수심을 보다 정확하게 모의하였으나, 호우의 시간적 패턴 구현의 정확도가 높지 않았다. SCDM의 경우 정량적인 오차는 다소 크게 나타났지만, 전체적으로 관측수심과 유사한 모의 양상을 보였다. 추후 부족한 정량적 정확도를 보정 기법 및 수치예보자료와의 결합을 통해 개선한다면 SCDM의 예측강우가 홍수예보를 위한 입력자료로 유용하게 활용될 수 있을 것으로 판단된다.
기상 예보자료는 발생 가능한 재난의 예방 및 대비 차원에서 매우 중요한 자료로 활용되고 있다. 우리나라 기상청에서는 동네예보를 통해 5km 공간해상도의 1시간 간격 초단기예보와, 6시간 간격 정량강우예보(Quantitative Precipitation Forecast, QPF)의 단기예보 정보를 제공하고 있다. 그러나 이와 같은 예보자료는 강우량의 시·공간변화가 큰 집중호우와 같은 기상자료를 활용한 수문학적인 해석에는 한계가 있다. 예보자료를 수문학에 활용하기 위한 시·공간적 해상도 개선뿐만 아니라 방대한 기상 및 기후 자료의 예측성능을 개선하기 위한 다양한 연구가 진행되고 있다. 본 연구에서는 기상청이 제공하는 지역 앙상블 예측 시스템(Local ENsemble prediction System, LENS)와 종관기상관측시스템(ASOS) 및 방재기상관측시스템(AWS) 관측 데이터 및 동네예보에 기계학습 방법을 적용하여 수문학적 정량적 강수량 예측(Hydrological Quantitative Precipitation Forecast, HQPF) 정보를 생산하였다. 전처리 과정을 통해 모든 데이터의 시간해상도와 공간해상도를 동일한 해상도로 변환하였으며, 예측 변수의 인자 분석을 통해 기계학습의 예측 변수를 도출하였다. 기계학습 방법으로는 처리속도와 확장성을 고려하여 XGBoost(eXtreme Gradient Boosting) 방식을 적용하였으며, 집중호우에서의 예측정확도를 높이기 위해 확률매칭(PM) 방식을 적용하였다. 생산된 HQPF의 성능을 평가하기 위해 2020년에 발생한 14건의 호우 사상을 대상으로 태풍형과 비태풍형으로 구분하여 검증을 수행하였다.
Accurate quantitative forecasting of rainfall for basins with a short response time is essential to predict streamflow and flash floods. Previously, neural networks were used to develop a Quantitative Precipitation Forecasting (QPF) model that highly improved forecasting skill at specific locations in Pennsylvania, using both Numerical Weather Prediction (NWP) output and rainfall and radiosonde data. The objective of this study was to improve an existing artificial neural network model and incorporate the evolving structure and frequency of intense weather systems in the mid-Atlantic region of the United States for improved flood forecasting. Besides using radiosonde and rainfall data, the model also used the satellite-derived characteristics of storm systems such as tropical cyclones, mesoscale convective complex systems and convective cloud clusters as input. The convective classification and tracking system (CCATS) was used to identify and quantify storm properties such as life time, area, eccentricity, and track. As in standard expert prediction systems, the fundamental structure of the neural network model was learned from the hydroclimatology of the relationships between weather system, rainfall production and streamflow response in the study area. The new Quantitative Flood Forecasting (QFF) model was applied to predict streamflow peaks with lead-times of 18 and 24 hours over a five year period in 4 watersheds on the leeward side of the Appalachian mountains in the mid-Atlantic region. Threat scores consistently above .6 and close to 0.8 ∼ 0.9 were obtained fur 18 hour lead-time forecasts, and skill scores of at least 4% and up to 6% were attained for the 24 hour lead-time forecasts. This work demonstrates that multisensor data cast into an expert information system such as neural networks, if built upon scientific understanding of regional hydrometeorology, can lead to significant gains in the forecast skill of extreme rainfall and associated floods. In particular, this study validates our hypothesis that accurate and extended flood forecast lead-times can be attained by taking into consideration the synoptic evolution of atmospheric conditions extracted from the analysis of large-area remotely sensed imagery While physically-based numerical weather prediction and river routing models cannot accurately depict complex natural non-linear processes, and thus have difficulty in simulating extreme events such as heavy rainfall and floods, data-driven approaches should be viewed as a strong alternative in operational hydrology. This is especially more pertinent at a time when the diversity of sensors in satellites and ground-based operational weather monitoring systems provide large volumes of data on a real-time basis.
최근 국지성 집중호우 및 돌발홍수와 같은 급격한 기상변화로 인한 기상재해의 발생빈도가 증가함에 따라 기존 지상 기상관측소로부터 얻어지는 직접탐측 자료보다는 기상레이더와 위성영상 등 원격탐측 자료를 사용한 수문분야의 연구가 활발하게 진행되고 있다. 기상레이더는 넓은 지역에 걸쳐 실시간으로 강수현상 감시가 가능하며 지상우량계로는 파악이 불가능한 미계측 유역을 통과하는 국지적인 호우현상이나 강우장의 이동 및 변화의 파악도 빠른 시간에 가능한 장점이 있다. 본 연구는 기상레이더 공간적 분포와 지상관측소(AWS 및 ASOS) 자료를 연계한 통계적 레이더 강수량 추정(Quantitative Precipitation Estimation, QPE)과 레이더 강수장을 직접 추적하는 강수장 예측(Quantitative Precipitation Forecast, QPF)를 연계한 해석방안을 수립하였으며, 모형 적용과정은 다음과 같다. 첫째, 강우장의 공간적인 이동을 고려하기 위해 강우장으로 부터 이류(advection)패턴을 추출하여 각 강우세포가 가지는 이동방향 및 이동속도를 고려한 강우장 추적기법을 통하여 2시간의 선행시간을 가지는 강우장을 예측하고자 한다. 둘째, 과거 기상레이더 이미지와 지상관측소의 강수 특성을 파악한 후 앞서 예측된 레이더강우장의 형태와 가장 유사한 과거 레이더강우장과 동일 시간대에 지상관측소 강수시계열을 시나리오 형태로 구축한다. 본 연구를 통하여 개발된 기상레이더 영상 이미지 상관분석 기법을 활용한 초단기강우예측은 집중호우시 홍수 예 경보를 위한 수문모형의 입력자료로 활용이 가능하다. 즉, 수문모형과 연계한 고해상도 단기홍수 예측기술 적용이 가능할 것으로 판단되며, 향후 실시간 재해 예 경보에 활용성을 평가하고자 한다.
본 연구에서는 상층기상자료, 자동 기상 관측망 자료 및 신경망기법을 사용하여 단시간 강우 예측 모형을 개발하였다. 호우를 동반한 이송 기상 시스템의 이동 경로가 라디오존데로부터 획득할 수 있는 상층기상 자료 즉 상층 풍향자료와 동일한 방향으로 이동한다는 가정 하에 원거리에서 발생하는 기상현상의 발달과정을 판단 할 수 있는 알고리즘을 개발하고, 이러한 원거리 입력 자료와 예측하고자 하는 값 사이의 비선형 상관관계를 연결하는 기법으로 인공 신경망 기법을 도입하였다. 개발된 모형을 2002년 태풍 루사로 인하여 큰 피해를 입은 감천지역에 적용하였다. 포항과 오산의 라디오존데에서 획득한 700mb에서의 풍향자료와 5년의 자료기간을 가지는 350개의 자동 기상 관측망 자료를 입력 자료로 사용하였으며 결과는 상층 풍향자료를 사용한 경우에 상관계수가 0.41에서 0.73으로 개선되었으며 숙련도도 35%향상되었다. 모형의 개선도를 나타내는 통계치의 개선을 통해 상층기상자료를 활용한 강우예측 모형이 단지 지상 강우계 자료만 사용한 예측보다 개선된 결과를 보여줌을 알 수 있다.
The typhoon Rusa passed through the Korean peninsula from the west-southern part to the east-northern part in the summer season of 2002. The flash flood due to the Rusa was occurred over the Korean peninsula and especially the damage was concentrated in Kangnung, Yangyang, Kosung, and Jeongsun areas of Kangwon-Do. Since the latter half of the 1990s the flash flood has became one of the frequently occurred natural disasters in Korea. Flash floods are a significant threat to lives and properties. The government has prepared against the flood disaster with the structural and nonstructural measures such as dams, levees, and flood forecasting systems. However, since the flood forecasting system requires the rainfall observations as the input data of a rainfall-runoff model, it is not a realistic system for the flash flood which is occurred in the small basins with the short travel time of flood flow. Therefore, the flash flood forecasting system should be constructed for providing the realistic alternative plan for the flash flood. To do so, firstly, Flash Flood Monitoring and Prediction (FFMP) Model must be developed suitable to Korea terrain. In this paper, We develop the FFMP model which is based on GIS, Radar techniques and hydro-geomorphologic approaches. We call it the F2MAP model. F2MAP model has three main components (1) radar rainfall estimation module for the Quantitative Precipitation Forecasts (QPF), (2) GIS Module for the Digital terrain analysis, called TOPAZ(Topographic PArametiZation), (3) hydrological module for the estimation of threshold runoff and Flash Flood Guidance(FFG). For the performance test of the model developed in this paper, F2MAP model applied to the Kangwon-Do, Korea, where had a severe damage by the Typhoon Rusa in August, 2002. The result shown that F2MAP model is suitable for the monitoring and the prediction of flash flood.
