A New Scheme for Risk Assessment Based on Data Context for De-Identification of Personal Information (개인정보 비식별 조치를 위한 데이터 상황 기반의 위험도 측정에 관한 새로운 방법)

  • This paper proposes a new measurement scheme for estimating the processing level according to risk when performing de-identification in the use of personal information by practitioners in the organization in line with the recently revised Data 3 Act. Our proposed methods considered the surrounding circumstances surrounding the data, not just the data, for risk measurement, and divided the data situation into three categories more systematically so that it can be applied in all areas in a general-purpose environment, the data utilization environment, and the data (self) so that it can be calculated quantitatively based on each context risk according to the presented classification. The proposed method is designed to calculate the risk of existing de-identifiable information in a quantitative manner so that personal information controller in general organizations can use it in practice, not just in the qualitative judgment of experts.

  • There are many difficulties to the engineers in the assessment of tunnel safety. Consequently, objective assessment of concrete lining is hard even by the experts of tunnel assessment. Of several difficulties in the assessment of tunnel safety, in this study, tunnel concrete lining was focussed iud evaluated quantitatively and objectively using the Fuzzy theory which it generally considered to be appropriate for the assessment, control and judgment. T-FLAS based on fuzzy theory was developed in this study for the quantitative and objective assessment of the concrete lining in tunnels. Based on the application of T-FLAS on the evaluated field data, it was shown that the assessment system using fuzzy theory(T-FLAS) can be the effective and objective method for the assessment of concrete lining.

  • Flicker is the 'variation in brightness or he perceived won stimulation by intermittent or temporally non uniform light'. This phenomenon is blown as the cause of eye strain and headaches. Many researchers are dedicated to reducing this phenomenon. The flicker phenomenon also exists in PDP as some other display types, and is a critical problem in 50 Hz PDP. However, it is difficult to define flicker by more than one subjective judgment. So, an objective measurement of flicker is necessary and convenient for research on displays. In this paper, a computational prediction model is proposed which is used to predict luminance flicker (not chromatic flicker) by giving a quantitative output that describes the probability of occurrence of flicker. Through this work, we expected to provide a practical tool for flicker-free design in PDP.

Correlation between Compressive Strength and Unit Weight of Lightweight Foamed Controlled Low Strength Material (CLSM) Using Coal Ash (석탄회를 활용한 경량기포 CLSM의 압축강도와 단위중량의 상관관계)

  • With the increase in the application of CLSM using coal ash, we performed a basic research on CLSM material, laying focus on the correlation between compressive strength and unit weight of lightweight foamed CLSM. The unconfined compression strength is a criterion for the judgment of the possibility of re-excavation and an important factor determining the economy, efficiency, and excavation character. However, to know the quantitative compression strength value takes a certain amount of time, because the applicability of unconfined compression strength of CLSM is judged by the standard of 28days. Therefore, in this study the relation between compressive strength and unit weight (foam slurry unit weight, apparent unit weight) is analyzed focusing on lightweight foamed CLSM. We also suggested a formula which can easily predict the 28-day compressive strength only using unit weight value without the need to cure the slurry for 28 days.

  • Risk identification based on the government quality assurance activity for military goods is being conducted to determine the risks to be reflected in a government quality assurance plan. On the other hand, current risk evaluation method focuses mainly on the functional requirements of the product specifications, which is a lack of reflection and identification of risks considering the process and the method is determined from a personal opinion, for example experience and know-how, which results in a lack of objectivity. Therefore, a standard of judgment according to quantitative data, which includes the present process control data using the FMEA method is required to improve the objectivity and dependability. This paper proposes useful suggestions for a government quality planning method to apply the results of FMEA to hand grenades.

  • Ocular inspection in oriental medicine, which identifies sickness by patient's skin color, is usually applied by doctor's subjective judgment. In order to reduce the subjectiveness of diagnosis, we propose a method of objective and quantitative analysis for ocular inspection. The most issued features for ocular inspection are how to identify the color of patients' face in various situations, and how to link the relation between color and sickness. For resolving these two issues, the color system of CIE Lab is adopted for analyzing and classifying the color characteristics. The classification of color features is verified by experiments on groups of patients and non-patients. The results of experiments showed that the proposed method can provide an objective means for ocular inspection using patient's skin color.

  • The method of predicting the future may be predicted by technical characteristics or technical performance. Therefore, technology prediction is used in the field of strategic research that can produce economic and social benefits. In this study, we predicted the future market through the study of how to predict the future with these technical characteristics. The future prediction method was studied through the prediction of the time when the market occupied according to the demand of special product. For forecasting market demand, we proposed the future forecasting model through comparison of representative quantitative analysis methods such as CAGR model, BASS model, Logistic model and Gompertz Growth Curve. This study combines Rogers' theory of innovation diffusion to predict when products will spread to the market. As a result of the research, we developed a methodology to predict when a particular product will mature in the future market through the spread of various factors for the special product to occupy the market. However, there are limitations in reducing errors in expert judgment to predict the market.

Economic Effects Analysis for Passenger Car's Idle Stop and Go Strategy: Focusing on Seoul Metropolitan Area (승용차 공회전제한장치 장착전략의 경제효과분석: 수도권 지역을 대상으로)

  • The greenhouse gas emission generated by idling vehicles is a critical issue in the greenhouse gas reduction from the transportation sector. Recently, the mandatory application of the Idle Stop and Go (ISG) for buses, trucks and taxis is in the process of legislation. Focusing on the regulation is about to apply to passenger cars, this study analyzed the quantitative economic effects of the ISG installation by passenger car types in Seoul metropolitan area to support proper policy making. The benefit cost ratio of ISG installation on commercial passenger car of Seoul is the most effective, calculated as 8.55. Accordingly, the amount of 660 liters (per year per vehicle) of fuel and 1,606 kg (per year per vehicle) of $CO_2$ could be reduced. The results of this study might be used as an index for judgment of policy such as determining appropriate subsidy for ISG installation on passenger cars.

  • The Personal Information Protection Act has been revised continuously since its establishment, and as a way to secure stability properly, the guidelines as well as enforcement ordinances and regulations have been changed, too. It seems that people's recognition and awareness of private information have already evolved to a certain level that is regarded to be fairly high. However, no one can exactly imagine how much ripple effect scrapping discarded paper regarded simply as waste material which is often and easily practiced in our everyday lives exerts and how many socially significant events it may arouse in our lives. Private information is produced, operated, preserved, utilized, distributed within the frame of law unidentified, and then discarded with a particular purpose. While going through a series of processes, each piece of that private information comes to be reproduced melting a lot of information. It is used and also changed beneficially sometimes to richen our lives or as basic material for welfare. Meanwhile, its importance is decided by its weight or mass and then often gets discarded after all. It means that the process of disuse is being done in a way to arouse the possibility of invasion of personal rights and also the second and third and also more exposure of private information. Therefore, approaching the meaning of automation politically, this study aims to suggest how to secure stability in the process of discarding private information in terms of logical automation.

Gist-based Message Design Principles for Health Promotion and Public Health Education: Explication of Fuzzy Trace Theory (핵심정보 중심의 건강증진 및 보건교육 메시지 구성 원리: Fuzzy Trace Theory의 함의)

  • Objectives: This paper aims to explain principles of gist-based health message design and discuss their implications for health promotion and public health education. Methods: After reviewing Reyna and Brainerd's Fuzzy Trace Theory(FTT), the authors explicate how to transform FTT into a practical guidance of health message design. Our explication is based upon FTT's reasoning that human intuition, rather than analysis, takes a primary role in message recall and comprehension, followed by judgment and decision making. We expect gist-based message design to be appropriate to serve such intuition. Results: Four principles of gist-based message design are offered: (1) provision of qualitative, as well as quantitative, information of gist, (2) inclusion of visual images corresponding to gist, (3) use of effective message formats to emphasize the gist (4) inclusion of relevant reasons and contextutal information. Conclusions: Gist-based message design has theoretical and practical implications for health promotion, specifically in the field of public health education, the press and governmental communication toward the public, and provider-patient communication in medical settings.
