Reliability Management - From the Perspective of Quality Management Engineer Test (신뢰성관리 - 품질경영기사 시험의 측면에서)

  • Sampling In this study, we examined the problems and their improvement plans associated with the reliability management sector in quality management engineer test conducted in Korea. First of all, there seems to be a problem in that the terminology is not unified and some techniques essential for reliability analysis are not included. We also looked at quality and reliability tests performed in foreign countries (especially USA) that Koreans often acquire. In particular, it can be seen that the CRE test almost overlaps with the contents of the reliability management engineer test in Korea. However, while the USA is an open book test, Korea is not, so the problem is that there are too many formulas to memorize on the part of the test takers. In addition, the analysis of the data is done manually without using computer software. If the test were an open book test like the CRE test in USA, it will be a test that can go beyond fragmentary knowledge and check whether test takers have the essential elements in reliability management. Lastly, if we adopt re-certification system through education and work within a certain period of time, as in USA, it will be a qualification test suitable for modern people living in a flood of information.

An Analysis of Test Trends for Landscape Structure Construction and Management in Engineer Landscape Architecture Examination (조경기사 필기시험 중 조경시공구조 및 관리학 분야의 출제경향 분석)

  • The purpose of this study is to analyze people who applied for and passed engineer landscape architecture examination that had been conducted from 2007 to 2016, the test frequency and trends by the question types in the landscape structure construction and management area, and the test tendencies and features by question types, and thereby to find the test trends for landscape structure construction and management in engineer landscape architecture examination. the analysis results are presented as follows: The people who applied for and passed engineer landscape architecture examinations that had been conducted from 2007 to 2016 were analyzed. as a result, the numbers of applicants and those who passed the examination have been on the decrease from 2011 and from 2012, respectively. the 10-year average rate of successful applicants for engineer landscape architecture examination was 11.2%. The test frequency and trends by the question types in the landscape structure construction area, and the test tendencies and features were analyzed. as a result, based on the key words in the seven categories (construction plan & process management, landscape materials, landscape planting foundation, work classification based construction, landscape estimation, basic structural mechanics, and survey), the questions about work classification based construction accounted for the largest, or 25.2%, and the questions about landscape planting foundation accounted for 3.3%. therefore, landscape planting foundation had lower test frequency and was less important than other categories. The test frequency and trends by the question types in the landscape management area, and the test tendencies and features were analyzed. as a result, based on the key words in the nine categories (operation and use & maintenance, pruning management, fertilization management, weed management, irrigation and drainage management, wintering management, pest management, and lawn management, and landscape facility management), the questions about operation and use & maintenance accounted for the largest, or 37.2%, and the numbers of the questions about fertilization management and irrigation & drainage management and of the questions about waterscape facility of landscape facility management have been on the increase from 2011 and from 2015, respectively. According to the analysis on the test tendencies for landscape structure construction and management areas in the examination there have been questions in a wide range and variety of categories. in terms of the landscape structure construction area, the frequency of questions in work classification based construction, landscape materials, and excellent quality in terms of the landscape management area, the frequency of questions in fertilization management, irrigation & drainage management, and waterscape facility of landscape facility management tends to increase because of environmental factors like climate change.

  • Since 1997, JAB (The Japan Accreditation Board for Conformity Assessment) had started the activity of accreditation for the laboratory based on U.S. PL101-592: the Fastener Quality Act that was signed by President Bush on 1990. The number of accredit laboratories are 69 in Japan, 21 in Taiwan, 2 in Korea and 189 in U. S. A, as of 09/10/1998. The JAB accreditation encompasses the requirements of the ISO/IEC Guide 25, and the relevant requirements of ISO 9002. The purpose of ISO/IEC Guide 25, also had been harmonized as JIS Z 9325 'General requirements for the competence of calibration and testing laboratories 'mainly facilitates and promotes acceptance of calibration and test results between countries to avoid barriers to trade through as 'one stop testing'. The features and differences between Guide 25 and ISO 9000 will be clarify in this report.

Improvement of Personnel Cost and Placement Scale of Quality Manager for Construction (건설공사 품질관리자의 인건비 및 배치규모 개선)

  • In order to calculate the quality management cost of construction work, the process must conform to relevant laws and regulations. In details, the cost of the various items such as quality test fee and quality control activity cost are required to be calculated. Regarding the quality management costs, the labor cost is applied to the quality examination fee and the calculation unit quantity in the construction quality management duties. The application of the unit price of the labor cost stipulates that Construction Association of Korea and Korea Engineering & Consulting Association apply the unit price which is surveyed and published. However, in the related laws and regulations, the standard of the quality manager and quality tester is not clear. This accounts for the confusion in the cost of construction management and the cost of labor. In the current law, the allocation standard of quality control personnel is specified according to the size of the construction, but the standard of placement of quality testers is not specified. At the construction site, there is no assignment criteria manpower for quality testers except quality managers, or very little work is being done. The quality control personnel conducts the quality test work to be carried out by the quality tester, and this carrying out heavy work. Therefore, it is difficult to maintain quality control activities. In this study, the labor cost of quality management expenses and the allocation criteria of quality managers and quality testers are established and presented for the purpose of securing the quality of the construction work and preventing the construction work. It is stipulated that the standards of the relevant laws and regulations, which are not clear, should be classified into quality control personnel and quality testers according to the size of the construction. Based on the unit price of Korea Engineering & Consulting Association, the personnel expenses of quality managers and quality testers are proposed to apply the unit price of engineer (professional engineer, specialist, advanced, intermediate, beginner) and skilled technicians (advanced, intermediate, beginner).

  • It is very important moments to look revolutionary changes on the whole industries in the upcoming new millennium. Traditionally, packaging was differentiated from design, production, and quality test in improving productivity. Therefore packaging concept should be updated as the time changes. For the productivity improvement, Packaging should be regarded as the value added goods and changed with leading edge technologies to meet various market needs due to its complex faces based on econo-environmental nature.

  • Purpose: The purpose of this paper is integrated tolerance design process by advantages of engineering design and 6 sigma statistical tolerances design. Methods: Integrated tolerance design process can determine the goals by using engineer's experience and clarify tolerance by 6 Sigma statistical methods. Integrated design process can be applied by using non-linear simulations. Results: We applied integrated design process to the optical disc drive spindle motor and get good result. Conclusion: If this method is applied test method in the early stages of development, then Design can be reduced development time and cost.

  • In this study, TI(Toxic Index) of Daphnia toximeter corresponded to ecological toxicity standard 1 TU(Toxic Unit) was set up using Daphnia toximeter and when operating NOEC(water quality standards for drinking water) and $EC_{50}$ Daphnia toximeter alarm was issued appropriately, which enables real time ecological toxicity evaluation. I studied to get a good shot and the research was conducted by investigating domestic and international related data and conducting a preliminary study. 6 of 59 hazardous substances (As, Hg, Cr, Diazinon, Dioxane, and Phenol) recommended by the water quality monitoring items for artificial river water were selected and static, dynamic and quality management test, TI was shown to be good in other materials except Diazinon, and as a result of $EC_{50}$ spiking test, TI was matched to TU by distinguishing between 1 TU and 1 TU. in suggesting the complementary point of ecological toxicity management system and the future of research on water Daphnia toximeter.

A Study on the Evaluation Method of National Technical Qualification for Soil Environment Based on NCS (NCS 기반 토양환경분야 국가기술자격 실기시험 평가방법에 관한 연구)

  • Human Resources Development of Korea has been practicing performance evaluation for occupational qualification licences in environmental sectors that include water, air, and wastes management, but not soil. The purpose of the study was to improve overall quality of the national qualification test in the soil sector to better train applicants based on National Competency Standards (NCS), which is designed to emphasize site-specific conditions and knowledge. This study systematically analysed the current licence test in the soil sector with respect to qualification units, performance criteria, knowledge, techniques, and attitude as described in NCS. Furthermore, test evaluation was conducted to examine the validity of the revised licence test. The test results indicated the revised test method would bring positive outcomes to the related industry. Upon the reviews and amendments by the field experts, the result of this study could serve as a framework to the development of more robust and reliable licence test.
