A Study on Stabilization Measures for Foreign Military Product Quality Using the International Quality Assurance System (국제품질보증제도 활용을 통한 방산 국외도입품 품질 안정화 방안)

  • Purpose: The study proposes extended application of reviewing and developing international quality assurance system for useful and practical quality stabilization of foreign military product. There are several problems with quality assurance activities for foreign military products. To improve theses problems, this study researches measures and effects of entrustment of quality assurance activities to suppliers group abroad by utilizing the system. Methods: In order to carry out the research, consignment system for international quality assurance activity of advanced country has been analysed through this study. By applying the consignment system to the case of foreign military product, the possibility and effects of consignment is researched. Results: Through this study the procedure and substance of the international quality assurance system is verified. The quality assurance activities were consigned to suppliers group by utilizing the system, thus application basis for international quality assurace activities is established. Conclusion: Defense Import through The Quality Assurance System of trade countries using the International Quality Assurance System suggests the solution to endemic problems. The Introduction Military Product with the Quality Assurance System of Korean Government improves the competitiveness of defense export.

Correlation of Quality Assurance System of Hospitals, Social Worker's Attitudes toward Quality Assurance Activities, and Quality on Social Services (병원의 질 보장 수준과 사회복지사의 질 보장에 대한 태도, 의료사회사업서비스 질과의 상관관계 연구)

  • Background : There have been many studies and efforts about quality management in health services, but there were not founded quality assessment on social services. This study was designed for understood level of quality on social service, identified for correlation factors of quality assessment on social services in general and teaching hospitals in Korea. Methods : The subjects of this survey were 80 leaders of social service units. The survey data from each subjects were measured to evaluate level of quality that service provider perceived of sample hospitals. Social worker's attitude of quality assurance activities, perception of quality assurance system in that hospitals were measured. Under the method of one-way ANOVA, t-test and correlation, associated factors of quality assessment in social work service was analyzed. Results : The major findings were as following ; First, the level of quality perceived showed less score, especially the lowest was the score of quality of outcome. Second, social worker's attitude of quality assurance activities showed high score, but quality assurance system of hospitals showed less score. Third, the level of quality assurance system of hospitals, social worker's attitudes of quality assurance activities. Conclusion : The quality of social work service correlated positive hospitals's quality assurance system, social worker's attitudes of quality assurance activities. Therefore, to assure the proper level of quality, qualified for hospitals system of quality assurance, and needed to a educational program for enhanced social workers's attitudes in quality assurance activities.

  • Purpose: This study is in order to secure high quality of military supplies, it is important to secure design quality in the development phase. I will review how to establish a quality assurance system in the development phase based on the author's seminar presentation contents and application example of Hanwha Systems Co., Ltd. Methods: To guarantee design quality in the development phase, in 2002, quality assurance system that is adequate for SQA(Software Quality Assurance)'s requirements of CMM(Capability Maturity Model) was conduct. In 2009, based on the CMMI(Capability Maturity Model Integration) Level 5, there has been continuous and reenforced quality assurance activities. Results: By suggesting the construction and a case study on application of R&D quality assurance, it would be helpful for companies aiming to construct or enhance quality assurance system. Conclusion: To secure high quality for military supplies, a development QA system should be established to secure quality in the development phase. In addition, Total life cycle QA system for development, mass production and operation phase should be reestablished.

  • A prerequisite for improving the quality of a product is to enhance the quality of its parts supplied from outsourced enterprises. An enterprise certified by ISO 9001 Quality Management System is expected to develop their effective quality assurance system and maintain it through continuous control and improvement, thereby ensuring the good quality of products that they produce. However, it is reported that small and medium-sized enterprises certified by ISO 9001 have difficulty establishing an effective quality assurance system. This study aims to propose a new method of improving a quality assurance system that can be more effective in small and medium-sized enterprises. This study collectively considered requirements specified in several international standards on quality system and the results of expert group brainstorming to identify evaluation areas and items for assessing a quality assurance system. Based on these evaluation areas and items, a set of checklists for diagnosing and improving a quality assurance system was developed. In order to demonstrate the usefulness of the proposed method, this study applied it to ten small and medium-sized enterprises and could identify four approaches for improving their current quality assurance system. The presented improvement method, which consists of establishment of quality goals and quality innovation plan, defective products corrective activities, 4M and design change process, improvement of customer quality information management, is expected to be utilized as a useful tool for the enhancement of the quality assurance system of small and medium-sized enterprises.

  • Quality assurance is a central issue concerning higher education and distance education. The purposes of this study are to analyze cases of quality assurance system in overseas open university and to draw implications which help establish quality assurance system in domestic distance education institution. UKOU and UT are mega-university with more than 100.000 enrolled students. They have centralized quality assurance system and quality assurance department that is responsible for building and installing quality assurance for effective quality control. In addition, They have quality improvement culture that seeks continuous improvement. Members of the University share awareness of the importance of quality assurance and evaluate and monitor their work. Because results for quality assurance of education is not tangible, quality assurance system is carefully planned over a long period of time as is necessary to proceed in integration.

In this paper, we tried to develop the fundamental quality assurance procedures that can be applicable to the new-product design stage, to the production stage and to the after-sales stage of the production system.

Analysis of Strategies for Quality Assurance in Online Education: The Implications of the Role of an Instructional Design Team to Support Faculty

  • This study investigates faculty support for quality assurance in online education, and offers suggestions for its improvement based on feedback from Instructional Design (ID) staff working at a public university in the U.S. Qualitative research using semi-structured interviews was conducted with seven ID staff in order to examine their perceptions regarding faculty support related to quality assurance in online education. The results of the data analysis indicate that four types of faculty support-quality assurance reviews using Quality Matter (QM) standards, templates, individual consultations with ongoing support, and monitoring-were offered for faculty. Faculty support for quality assurance in online education could be improved by developing specific quality assurance standards, recruiting external experts, examining learning effects, developing a quality assurance management system, and sharing documents among ID staff. This study highlights the necessity of quality assurance in online education and provides cases of faculty support in a real higher education setting.

  • Since commercial operation of Kori-1 nuclear power plant in 1978, twenty units are under operation and six units are under construction at 2011 present. Nuclear power become a main energy source in our country. However, the plant was constructed by a USA vendor in its beginning period, the Quality Assurance requirements of USA was applied. Even though Quality Assurance requirements were newly established to the Korea Atomic Energy Act, its contents are quite similar to those of USA. And 10 CFR 50 App.B, ASME NQA-1 apply to most of nuclear industries as a quality assurance plan. In this paper, Quality Assurance requirement of domestic nuclear industries has been investigated and applicable method of ISO Quality Assurance application to the nuclear industries is suggested by a comparison ISO 9000 and nuclear quality assurance specification.

  • The purpose of the research is to analyze the status and problems of the e-Learning quality assurance system on e-Learning contents and service provider(institutes) in the field of enterprise education. In addition, the research is to suggest the direction and strategies for revising and developing the system. The research put emphasis on two systems of the e-Learning quality assurance(contents, service provider) which directly influence financial support of government. This study depended mostly on literature review, supplemented by expert panel meetings. In the case of the quality assurance system on e-Learning contents, the followings are suggested; (1)admitting the contents made of the combination of modules in the approved module set, (2)making easier the qualifying of modified contents for maintenance, (3)revising evaluation criteria, (4)providing substantial feedback. In the field of service provider, the followings are requested; (1)differentiating of qualifying system by industry and scale of company, (2)extending the qualifying cycle, (3)improving the feedback and sharing system.

A study on Product Assurance for development of Ka band Communication Payload System of COMS (통신해양기상위성의 Ka 통신탑재체 개발 제품보증 연구)

  • It is anticipated that quality assurance for the Ka band Communication Payload System(COPS) development program of the Communication, Ocean & Meteorological Satellite(COMS) may be a core technical factor to be concerned in order to avoid any failure, and to assure its performance during the mission lifetime in space. Those can be managed and verified and assessed by performing the Quality Assurance (QA) and risk management which helps to prevent and reduce the critical fails. This paper introduces the Product Assurance (PA) system and procedures for Ka band Communication Payload System which was established and performed during the Qualification Model (QM) manufacturing phase. In this paper, we present detailed process for the products manufactured by local companies according to PA procedures operated through whole phases from design to test of equipment. Also this paper shows Quality Assurance (QA) procedures and detailed their processes for assured the product quality manufactured by local companies.
