PERFORMANCE EVALUATION FRAMEWORK FOR ENGINEERING CONSULTANTS OF TAIPEI RAPID TRANSIT SYSTEMS

  • The quality of performance evaluation on engineering consultants that provide design-related technical services is difficult to be measured, and only a handful of papers discussed the quality during the design stage. Although design cost is relatively far less than construction cost for a project, the decisions made in the design phase have a significant impact on the final products of the project, especially for large public construction projects. Therefore, this research focuses on reviewing and then establishing a performance evaluation framework for the consulting firms that execute detailed design and provide technical services for the Taipei Rapid Transit Systems (TRTS). By interviewing experts, this study first established a set of indicators to evaluate these firms' performance. Then, those indicators were incorporated into the four aspects of balanced scorecard (BSC) to establish the architecture of the evaluation mechanism. The weight of each indicator was calculated by analytic hierarchy process (AHP) from a survey conducted among experts. The results showed that the top-three indicators were quantity take-off, functions conformity, and budgeting. The framework of performance evaluation established by this study can be applied to measure service performance during the design stage. It not only facilitates the monitoring of consulting firms, but also helps to reduce unnecessary change orders and disputes during the construction stage.

  • This paper proposes performance measurement method of quality small-group activity in business. This paper collects and analyzes quality circle activities data respect to tangible and intangible effect in national quality circles competitions festival. This paper proposes QPI (quality-circle performance index) based on Balanced Scorecard for quality small-group activity in quality improvement area. QPI is to measure the performance of quality improvement activities in the business firms. QPI is able to use widely in industries to provide a performance measure of quality small-group activity. In this paper, we propose the application method of QPl.

  • There is no doubt that BSC(Balanced Scorecard), ABC(Activity-Based Costing System), EVA(Economic Value Added System) draw sensation in the world as the tools of Performance Evaluation System and Quality Control. They are useful tools that can help succeed in the dynamic and competitive business environment. These three tools are discussed respectably. However, it also brings doubt whether it is possible to integrate the three tools made in the similar time and which way is appropriate among the three tools according to the type and the circumstance of business. In fact, these tools are not the opposing relations but the complementary relations. Consequently, this paper explains the relations of the three methods and suggests the process of the integrated models. Besides, it provides an idea about when Performance Evaluation System and Quality Control are needed for companies under different aspects considering the circumstance used the respective methods individually.

  • In this study, we consider to assess the information ability of individuals related to local information. Questionnaire surveys are frequently used for studies on the measuring of information index and such specified indexes of society development. However, if questionnaire papers measured individuals' abilities and such parts of quality, the subjective judgments of respondents cannot but be intervened. Therefore a method which will enable subjective points to be comparatively objectified is needed. In this study, when an attempt is being made to measure individuals' information capacity through questionnaire surveys as the process for calculating the standards of regional information levels. Cases have been looked at for times when, by using a scorecard, individuals' subjective survey result have been be changed to be comparatively objectified scores and such process. The logit model was used in the preparation of the scorecard. In this study, we have presented a clue which enables the comparative measurement about regional information gaps by using characteristics of regional population statistics.

A Study on Performance Measurement of Generational Diversity Company using Balanced Scorecard (BSC): The case of Japanese Companies (균형성과평가(BSC)모델을 활용한 청년·고령자 고용상생기업의 경영성과측정 -일본의 사례분석을 중심으로-)

  • This study aims at analyzing the management strategy and performance of companies that have been pursuing Generational Diversity. The management strategies were examined in terms of production, organizational structure and skill development. Performance was then evaluated using Balanced Scorecard (BSC). We selected four Japanese companies that practice Generational Diversity between the younger(age less then 34) and older generation(age older then 65). Our findings suggest the following. The common management strategies of the four companies include 1) creating generation-diverse teams 2) ensuring flexible work arrangements and 3) providing skill training programs. These strategies have yield positive outcomes such as sales increase, cost reduction (financial perspective) and expansion of the market share (customer perspective). Non-financial performance includes improvement of product and service quality (internal business perspective) and skill improvement of both the young and the old workers (learning and growth perspective). This study provides practical implications to domestic companies for their successful management of generational diversity in workplace.

  • The objective of this research is to analyze the effects of quality management system constructed by ISO 9001 certificates through BSC perspectives. Evaluation of quality management system based on BSC framework can consider short-term financial performance as well as nonfinancial performance characteristics, which will derive future financial results. This results show that QMS has an indirect effect on business performance through quality performance and customer satisfaction, which are internal business process and customer perspective, rather than have direct effects on financial performance. Finally we suggest implications of this study and future research direction.

  • Organizational abilities which assure human resource of excellent quality in enterprise and organization, manages human resource effectively and systematically will be depended on the performance and successful or not of enterprise. The organization which readies to accept changes will survive, the organization makes full use of changes to opportunity and strategy will be a winner. Now when the environment of enterprise is uncertain and environment of management changes, organization should manage HRM in strategic point of view to maintain persistent competition superiority. We investigated how outsourcing affected on organizational performance perception according to inducting BSC from the employees of metro. As a result of the investigation, outsourcing is perceived importantly in study, growth, internal process point of view, but didn't perceived in finance and customer. We guessed that outsourcing would be perceived importantly in financial point of view as a cost reduction. In 5 years from the beginning of metro, it seemed to be perceived importantly, as organizations grow older, perceptions of outsourcing are perceived low because of stabilization of organization and labor's resistance. It is why that the more outsourcing is performed, the more reduction of organization and decrease of employees is expected as much as cost reduction.

  • 본 연구는 기존의 평가방법 및 평가시스템의 문제점을 지적한 후, 영리조직의 성과측정 방법론인 균형성과표(BSC: Balanced Scorecard) 접근을 채택하여 지자제 웹 사이트 성과측정 프레임워크를 제시한다. 또한 본 연구에서는 이 프레임워크를 지원하는 정보시스템을 설계하고, 프로토타입을 개발한 후, 군단위 지방자치단체의 사례를 보여줌으로써 본 프레임워크 및 시스템의 적용 가능성을 보인다.

Certifying the Quality of Electronic Commerce Services (전자상거래 서비스 품질 인증에 관한 연구)

  • An extensive literature review has been made in this paper to build the evaluation hierarchy structure for the certification of electronic commerce services. In building the evaluation hierarchy structure, major candidate evaluation factors are selected by bench marking the various certification practices, including the Malcolm Baldrige award, ISO9000, and BSC(balanced scorecard) techniques. This paper deployed principal component analysis and factor analysis techniques to develop a statistically solid and systematic evaluation model. The final evaluation model, as presented in this paper as a model for the certification of electronic commerce services, produces a numeric score on the 100% scale, which can be served as a metric for the certification decision. The AHP technique was used in converting the various qualitative and quantitative evaluation values into a single measure for the certification decision.

A Comparative Study among KPI Developing Methods (핵심성과지표 개발 방법 비교연구)

  • Purpose: There are several KPI(key performance indicators) models: BSC(balanced scorecard), IPOO(Input-process-output-outcomes) indicators, QCDP(quality-cost-delivery-productivity) indicators. This paper analyze these models and gives some suggestions to help the effective usage of KPI. Methods: This paper reviews and summarize the criteria to evaluate the PI(performance indicators) through literature review. Evaluation and analysis on the PI factors of the KPI developing models is performed by the criteria. Results: Criteria to evaluate the PI, which can be used to evaluate the goodness of PI is suggested. This paper also proposes some suggestions for the KPI models and their factors for the effective development of PI in the organization. Conclusion: This research will help the managers to develop and select useful PI and KPI for their business and processes.
