  • Along with the increase in demand for rescue services, the types of rescue services are also diversifying. Accordingly, rescue workers are exposed to various unpredictable dangerous situations, and the possibility of safety accidents is increasing, so the need for systematic management of safety accidents by rescue teams is emerging. It is necessary to present a roadmap for improving the quality of rescue services. An integrated technology roadmap tool that can be used immediately to improve structural quality was applied. The driving elements of the roadmap are composed of three elements that constitute the improvement of structural quality. It can be divided into safety management, professional competence and other (policy support) fields. This study intends to present a long-term and short-term roadmap by dividing it into safety management, professional competency, and other (policy support) fields.

  • This paper considers a machine maintenance problem. The machine's condition is partially known by observing the machine's output products. This problem is formulated as an infinite horizon partially observable Markov decison process to find an optimal maintenance policy. However, even though the optimal policy of the model exists, finding the optimal policy is very time consuming. Thus, the intends of this study is to find ${\varepsilon}-optimal$ stationary policy minimizing the expected discounted total cost of the system, ${\varepsilon}-optimal$ policy is found by using a modified version of the well-known policy iteration algorithm. A numerical example is also shown.

  • In recent years, for the purpose of solving the problem regarding environment protection and resource saving, certain measures and policies have been promoted to establish a green supply chains (GSC) with material flows from collection of used products to reuse of recycled parts in production of products. In this study, we propose an optimal operation of the GSC while considering the collection incentive of the used products and quality for recycling of used products. Two types of decision-making approaches are used for product quantity, collection incentive of used products and lower limit of quality level of reusable parts in the used products for recycling in the GSC. One is the decision-making under an independent policy in decentralized supply chains where a retailer and a manufacturer make decisions so as to maximize profits individually. The other is the decision-making under a cooperative policy in centralized supply chains where a retailer and a manufacturer make decisions cooperatively so as to maximize the whole system's profit. Additionally, we also discuss supply chain coordination as a manufacturer-retailer partnership based on profit sharing. Furthermore, we show the effect of the quality of the reusable parts on the optimal decisions. The collection incentive of the used products was found to bring more profitability to the GSC activity.

  • The purpose of this study was to develop service quality dimension of beauty parolrs in seoul area. The subject consisted of 545 adults with ages ranged between 20 and 30 who had evaluated service qualify dimension on one of the three different types of beauty parlors in seoul. The beauty parlors were classify into three types. Type I is franchised one, type II is located in center of city and type III is close to consumer's residence area. The result was as follows : 1. Four dimensions of the service quality of the beauty parlor were physical aspects(tangibles·accessibility·cleanness), employee aspects(empathy·capability), policy aspects of beauty parlor (management·reputation·credit card), the skill of the hair stylist. 2. To predict comsumer satisfaction. service quality dimensions were as follows : In franchised beauty parlor, the employee aspects(empathy), the policy aspect (reputation), the skill of the hair stylist were should be considered. In beauty parlor in downtown area, Physical aspects(accessibility), the employee aspects(capability), the policy aspects(reputation), the skill of the hair stylist were should be considered. And the beauty parlor in residence area, the employee aspects(empathy), the policy aspects(reputation) were should be considered.

  • This paper considers a Bayesian approach to determine an optimal PM policy with random maintenance quality. Thus, we assume that the quality of a PM action is a random variable following a probability distribution. When the failure time is Weibull distribution with uncertain parameters, a Bayesian approach is established to formally express and update the uncertain parameters for determining an optimal PM policy. Finally, the numerical examples are presented for illustrative purpose.

  • There are many pilot programs and projects to implement the water quality trading (WQT) policy. But actual trading is relatively rare. The main reason of the scarce applications of WQT policy is the difficulty in determining the equalities between the trading sites. The uncertainty of the impacts of the nonpoint sources pollutant discharges between up and downstream urban development areas also makes the implementation of the policy harder. The simulated results from the watershed modeling program will be used to calculate the point and nonpoint sources pollutants of the future urban development scenarios. The amount of suspended sediments resulting from the urban developments and rainfall intensities will be used to indicate the environmental impacts of the water body between upstream and downstream. The water quality impacts after development scenarios to the outlet of the watershed were transferred to the trading units between two sites. The recommended trading units can be used as a decision support system for policy makers and stakeholders to carry out better WQT practices.

  • This study examined the factors related to family caregiver satisfaction with institutional care services for beneficiaries under the Public Long-Term Care Insurance(PLTCI) system. Determining what contributes to family caregiver satisfaction is a critical step toward implementing effective quality improvement strategies. A national cross-sectional descriptive survey was conducted from November to December 2008, using proportionate quota sampling based on the location and level of Long-Term Care of the beneficiaries. Total 1,745 family caregivers wrote informed consents and 733 (response rate 42%) completed questionnaires, which included caregiver characteristics, organizational resources, primary objective and subjective stressors, perceived quality of services, and family caregiver satisfaction. Family caregivers were satisfied overall with institutional care. In multiple regression analysis, there was a statistically significant difference in degree of family caregiver satisfaction according to caregiver characteristics(relationship to beneficiary), primary objective stressors (insurance type of beneficiary), perceived quality of services(respect to family caregivers' idea, ADL support, expertness of staff, careful concern of staff, fulfillment of client's requests, and safety of institution's environment). In public long-term care, satisfaction efforts are in an early stage of development. This study is meaningful as the first attempt to measure family caregiver satisfaction with institutional care for beneficiaries under the PLTCI system, and to identify factors affecting the satisfaction. Among the identified factors, the policy makers, the insurer, and the providers need to pay attention to perceived quality of services, in particular, to improve customer satisfaction. Our findings can provide quality care improvement initiatives in the public long-term care setting.

  • To support various bandwidth requirements for many kinds of devices such as PC, notebook, PDA, cellular phone, a transcoding proxy is usually necessary to provide not only adapting multimedia streams to the client by transcoding, but also caching them for later use. Due to huge size of streaming media, we proposed the 3 kinds of segmentation - PT-2, uniform, bitrate-based segmentation. And to reduce the CPU cost of transcoding video, we proposed the DQS service policy. In this paper, we simulate the combined our previous two researches that are bitrate-based segmentation and DQS(Degraded Quality Service) policy. Experimental results show that the combined policy outperforms companion schemes in terms of the byte-hit ratios and delay saving ratios.
