A New Inverter Topology for High Voltage and High Power Applications (고전압 대용량을 위한 새로운 인버터 토폴로지)

  • In this paper, a new three-phase voltage-source inverter topology for high voltage and high Power applications is proposed to improve the quality of output voltage waveform. A chain converter which is used as an auxiliary circuit generates a ripple voltage and injects it to the conventional 12-step inverter. Thus, the injection of the ripple voltage results in 36-step operation with a link and 60-step operation with two links. The proposed inverter is compared to the conventional multilevel inverter in the viewpoint of ratings of phase- shifting transformers, switching devices and capacitors employed. The proposed scheme is simple to control capacitor voltages compared to the conventional schems and is cost effective for high voltage and high power application over several tens of MVA. The proposed approach is validated through simulation, and the experimental results are provided from a 2KVA laboratory prototype.

  • Phase-locked-loops (PLL) have been employed in high-speed data transmission systems like wireless transceivers, disk read/write channels and high-speed interfaces. The majority of the researchers use a charge pump (CP) to obtain high performance from PLLs. This paper presents a review of various CMOS CP schemes that have been implemented for PLLs and the relationship between the CP parameters with PLL performance. The CP architecture is evaluated by its current matching, charge sharing, voltage output range, linearity and power consumption characteristics. This review shows that the CP has significant impact on the quality performance of CP PLLs.

Development of a Switched Diode Asymmetric Multilevel Inverter Topology

  • This paper presents a new asymmetrical multilevel inverter with a reduced number of power electronic components. The proposed multilevel inverter is analyzed using two different configurations: i) First Configuration (with a switched diode) and ii) Second Configuration (without a switched diode). The presented topologies are compared with recent multilevel inverter topologies in terms of number of switches, gate driver circuits and blocking voltages. The proposed topologies can be cascaded to generate the maximum number of output voltage levels and they are suitable for high voltage applications. Various power quality issues are addressed for both of the configurations. The proposed 11-level inverter configuration is simulated using MATLAB and it is validated with a laboratory based experimental setup.

  • Renewable energy sources such as wind and solar power are free and can be easily harvested everywhere. However, one of the biggest problems when using this kind of energy source is how to increase the efficiency of power conversion system. This paper introduces a modified 3-phase inverter in order to increase the power conversion efficiency. By adding 3 bi-directional switches at output of the inverter, the current flow back DC source during zero state is prevented to minimize leakage current, so that the efficiency of whole system is increased. The proposed topology also improves the power quality to satisfy the total harmonics distortion (THD) requirement. In order to verify the effectiveness of the proposed topology, simulation results are carried out using Simulink in MATLAB.

  • The term "Strategic Alliance" which is not exactly defined in legal sector can apply to a wide variety of collaborative activities between firms, In spite of the vague conception Strategic Alliance, it has many benefit in the market. Especially, cooperation in R&D may reduce duplicative and unnecessary costs, lead to significant exchange of ideas and experience and thus result in products and technologies being developed more rapidly than would otherwise be the case. As a general rule, R&D cooperation tends to increase overall R&D activities. However, R&D agreements may cause competition problems such as restrictives effects on prices, output, innovation and variety or quality of products, To prevent its problems, competition authorities set out guidelines. The antitrust analysis of strategic alliances including R&D cooperation will vary according the substance of the actual agreement.

  • The goal of any Model Order Reduction (MOR) technique is to build a model of order lower than the one of the real model, so that the computational effort is reduced, and the ability to estimate the input-output mapping of the original system is preserved in an important region of the input space. Actually, since only a subset of the input space is of interest, the matching is required only in this subset of the input space. In this contribution, the consequences on the achieved accuracy of adopting different reduction technique patterns is discussed mainly with reference to a linear case study.

Efficient MPEG-4 to H.264/AVC Transcoding with Spatial Downscaling

  • Efficient downscaling in a transcoder is important when the output should be converted to a lower resolution video. In this letter, we suggest an efficient algorithm for transcoding from MPEG-4 SP (with simple profile) to H.264/AVC with spatial downscaling. First, target image blocks are classified into monotonous, complex, and very complex regions for fast mode decision. Second, adaptive search ranges are applied to these image classes for fast motion estimation in an H.264/AVC encoder with predicted motion vectors. Simulation results show that our transcoder considerably reduces transcoding time while video quality is kept almost optimal.

  • This paper presents a neuro-fuzzy modelling method that determines chemicals dosing model based on historical operation data for effective water quality control in water treatment system and calculates automatically the amount of optimum chemicals dosing against the changes of raw water qualities and flow rate. The structure identification in the modelling by means of neuro-fuzzy reasing is performed by Genetic Algorithm(GA) and Complex Method in which the numbers of hidden layer and its hidden nodes, learning rate and connection pattern between input layer and output layer are identified. The learning network is implemented utilizing Back Propagation(BP) algorithm. The effectiveness of the proposed modelling scheme and the feasibility of the acquired neuro-fuzzy network is evaluated through computer simulation for chemicals dosing control in water treatment system.

  • This paper tried to develop differentiation strategies of policy process in governance. Firstly, we reviewed model of policy making(output-oriented model and process-oriented model, normative or idealistic approach and realistic or empirical approach, rational model and cognitive model etc). Now gumi city is making the policy based on the process-oriented model, realistic or empirical approach, cognitive model. So gumi city was winner the test of provinces innovation in 2005. Therefore, when we make the policy, consider these factor: citizen and public service personnel participate policy making process and control policy quality.

  • The purpose of this paper is twofold; 1) to evaluate the efforts of participatory government in regulatory reform, 2) to propose the strategies and tasks for future regulatory reform in Korea. An ex-post evaluation model for regulatory performance is applied to process, output, and outcome of the regulatory reform. The results of the evaluation show that there is still room for improvement in many aspects of regulatory reform. While there has been substantial advance in regulatory quality and management, carefully planned strategies are essential for Korean regulatory reform to move to the next stage of regulatory reform. Thus, based on the evaluation, future strategies and tasks for regulatory reform are presented as short-term tasks, mid to long range tasks, and continuous tasks.
