This article investigates the impact of business incubator's support service and manager's capabilities on the start-up economic performance. BI's support services consist of physical infra, management/legal service, networking service, financial service, technical service, and education/training service. The results show that most BI's support services(except education/training service) have a positive effect on the start-up economic performance. This study also analyzes the gap between the importance and the satisfaction of BI's services. The results show that the satisfaction of BI's services is much lower than the importance. It can be explained that the start-ups' expectations are not able to meet. In conclusion, BI's services have a major impact on the start-up economic performance, but actually they didn't meet the expectation of the start-ups. In the future, the quality level of BI's services and manager's capabilities needs to be improved. The improvement will have a positive effect on the survival and growth of the startups.

Background: Incidence and mortality rates for cancer have increased dramatically in the recent 30 years in Taiwan. However, not all patients receive treatment. Treatment refusal might impair patient survival and life quality. In order to improve this situation, we proposed this study to evaluate factors that are related to refusal of treatment in cancer patients via a cancer case manager system. Materials and Methods: This study analysed data from a case management system during the period from 2010 to 2012 at a medical center in Northern Taiwan. We enrolled a total of 14,974 patients who were diagnosed with cancer. Using the PRECEDE Model as a framework, we conducted logistic regression analysis to identify independent variables that are significantly associated with refusal of therapy in cancer patients. A multivariate logistic regression model was also applied to estimate adjusted the odds ratios (ORs) with 95% confidence intervals (95%CI). Results: A total of 253 patients (1.69%) refused treatment. The multivariate logistic regression result showed that the high risk factors for refusal of treatment in cancer patient included: concerns about adverse effects (p<0.001), poor performance(p<0.001), changes in medical condition (p<0.001), timing of case manager contact (p=.026), the methods by which case manager contact patients (p<0.001) and the frequency that case managers contact patients (${\geq}10times$) (p=0.016). Conclusions: Cancer patients who refuse treatment have poor survival. The present study provides evidence of factors that are related to refusal of therapy and might be helpful for further application and improvement of cancer care.

ATM technology, which acts as a representative high-speed bandwidth technology, plays an important role in Internet environment. ATM network, supporting QoS(Quality of Service) and various traffic characters in high speed, configures many VPC(Virtual Path Connection)/VCC(Virtual Channel Connection). It is important to guarantee the QoS of each connection and it is necessary for the network manager to search element affecting the QoS of VPC/VCC and to control ATM network correctly. In the paper, the management information of VPC/VCC, that ATM network manager Using the fault notification for ATM switch, we can manage the configuration, fault and performance of ATM network. Thus, we extracted the configuration, fault and performance monitoring item from the ATM-MIB and SNMP M4 Network Element View MIB. And we designed the ATM network configuration, fault and performance management system based on the extracted item.

Policy-based networking offers a network manager the ability to manage the network in a holistic and dynamic fashion rather than force a network manager to manage the network by dealing with each device individually. Policy-based networking is focusing on users and applications instead of emphasizing devices and interfaces. An important part of the policy-based networking is to simplify the task of administration and management for different disciplines. The Defense Information System(DIS) of today are complex and heterogeneous systems. Operational needs are not a trivial task and Quality of Service(QoS) is not generally guaranteed. So, important data may be missed or congested by trivial data. Policy-based networking provide a way to support QoS and simplify the management of multiple devices deploying complex technologies. This paper suggest implementation of policy-based networking in DIS to improvement of performance, and implementation is progressed step by step. Especially this paper is focusing on the providing QoS with policy-based networking using Lightweight Directory Access Protocol(LDAP) Server.

This study intend to make easy modification, even if there is a new job or structure change, by modularizing program and computerize and automation of production control management used in CIM. Under the condition where manager control production on the job-site, for increasing connection with other operation and management on the computer by monitoring center computer, Recognizing information by computer is needed, it is possible by converting transaction. So production increase and quality improvement are possible by diminishing manager's and producer's work with the result of the study combining POP and CIM, after that, in e-business and m-business period that every enterprise must pass, customer satisfaction and sales promotion are possible with employee's computerizing minds. These study result also can knowledge process condition with theoretical class and have a power in finding a solution with foundation of theoretical knowledge.

As a way of augmenting constrained resources of mobile devices such as CPU and memory, many works on mobile cloud computing (MCC), where mobile devices utilize remote resources of cloud services or PCs, have been proposed. Typically, in MCC, many nodes with different operating systems and platform and diverse mobile applications or services are located, and a central manager autonomously performs several management tasks to maintain a consistent level of MCC overall quality. However, as there are a larger number of nodes, mobile applications, and services subscribed by the mobile applications and their interactions are extremely increased, a traditional management method of MCC reveals a fundamental problem of degrading its overall performance due to overloaded management tasks to the central manager, i.e. a bottle neck phenomenon. Therefore, in this paper, we propose a clustering-based optimization method to solve performance-related problems on large-scaled MCC and to stabilize its overall quality. With our proposed method, we can ensure to minimize the management overloads and stabilize the quality of MCC in an active and autonomous way.

As of December 2013, 63 distance education training centers has been operating in the form of private, university affiliated and national/public centers. LMS is related to distance training quality as the system because distance education training centers are managing training by using LMS. In this paper, LMS functions of distance education training centers were analyzed to enhance the quality of distance training. In results of the analysis, it is showed 70.07%, 72.09% and 70.41% that implementation ratio of necessary LMS functions for trainee, manager and tutor. Functions of the lowest implementation ratio were "training support" of trainee mode, "statistics management" of manager mode and "communication" of tutor mode. The results of this paper will be helped to improve LMS for effective distance training of distance education training centers.
