A Research on the National Qualification Assurance System for Engineers and Craftsmen (기술.기능계 국가자격의 질 관리 방안 연구)

  • This study aims at understanding the current situation of quality assurance on technical qualification that can take the initiative in developing human resources in a technical field and exploring a scheme for improvement. To achieve this goal. the method of quality assurance was examined, the current situation, problems and needs on technical qualification, and foreign cases on the method of quality assurance were analyzed. Based on this. the study proposed the methods of quality assurance on technical qualification and operating system and a follow-up program on technical qualification items. The collection and analysis of the relevant materials, a survey targeting qualification holders and personnel managers in industries as respondents, expert consultations, face-to-face interviews of experts and qualification holders in the technical industry to reflect their opinions were applied for the methodology of the study.

The Scope of Practice for Registered Nurses in 64 South Korean Laws

  • Purpose: The role of registered nurses is expanding in scope as the healthcare paradigm shifts from acute, hospital-based care to community and population-based care. Given this paradigm shift, this study explores the legal aspects of the role of a registered nurse. Methods: We used document analysis for extracting laws and legal orders related to nursing from the entirety of Korean law. Using textualism approach, we examined the contents utilizing a framework that was developed based on the role classification of community nurses by Clark in this study. Results: A total of 119 items related to nursing were derived from 64 laws. Of these, 71.4 % can be performed by people in multiple types of occupations including nurses. As a result of analyzing required qualifications, 45.4% of 119 items required additional qualifications besides registered nurse license. Analysis of workplace and activity type demonstrated that 26.1% of the 119 items were related to medical institutions, with nurses performing mostly "Client-oriented role." More than half (68.9%) were non-medical institutions, with nurses performing mostly "Delivery-oriented role." Some, however, did not stipulate the nurse's roles clearly. Conclusion: Therefore, to match the enhanced scope and responsibilities of registered nurses and to appropriately recognize, guide, and hold these nurses accountable, laws and policy must reflect these changes. In doing so, these updated laws and policies will ultimately serve as a basis for improving the quality and safety of nursing services.

A Comparative Analysis of Evaluation and Recognition of Foreign Qualification in Germany, Denmark, and Norway (독일, 덴마크, 노르웨이의 해외자격 평가인정제도 비교 분석)

  • This study aims to provide the policy implications for the Korean government which has to attract foreign workers with higher education degrees in order to address shortage of human resources. As a way of doing this, the study has compared the foreign qualification evaluation and recognition (FQER) systems in Germany, Denmark and Norway. The results of the study reveal that the three countries are similar in that they have developed their own FQER systems according to the Lisbon Recognition Convention and has thus provided everyone with opportunities to have his/her qualifications evaluated fairly. However, there are differences in terms of the evaluation target, the recognition of prior learning and the linkage between the evaluation and employment approval for foreigners among the three countries. These cases altogether provide meaningful policy implications for the Korean government that has to develop its own FQER system in the near future.

  • Trams are rail vehicles that run on tracks along public, urban streets; they also sometimes run on separate rights of way. Tram vehicles run more efficiently and their overall operating costs are lower than those of similar vehicles. In general, trams provide a higher capacity service than buses. However, when tram stops in the middle of the road do not have pedestrian refuges, trams can cause speed reductions for other transport modes (buses, cars), as in such configurations other traffic cannot pass whilst passengers are alighting from or boarding the tram. In this study we examined the qualifications of overseas tram operation. The Railway Safety Act, sub-laws, and other relevant laws were examined to determine complementary measures.

Priority of the Government Policy to support Industrial Security - Focus on a companies' demand and efficiency of policy - (산업보안 지원 정책 결정의 우선 순위 - 기업 수요와 효율성을 중심으로 -)

  • This study surveyed the subject of companies' industrial security on priorities of the government policy for the confidentiality of corporate and the necessity of expanding the government support for the industrial security. In determining the priority, we should consider all opinions of companies, individuals, societies, and governments that associated with the confidentiality. Especially in industrial security, companies are the most significant beneficiaries and consumers of security policy and it would be the basis for supporting on policy-making. As a result, we analyzed the 50 valid questionnaires collected from security personnel of Korean corporations and 'Enhance support for education and promotion of human resource (On/Off-Line)', 'Establish Security management and Security measures', and 'Enhance Security professionals status via qualifications/certifications' are shown as 1st, 2nd, 3rd priority of government policy to protect Corporate confidential information including its customer information. All respondents of the study says that the Government support for Industrial Security should be enlarged.

Revised Clinical Ladder System Model Based on Nurses' Clinical Competence and Professional Activities for Nurses in General Hospitals (종합병원 간호사의 간호역량, 전문성 활동에 따른 임상경력관리체계 수정모형)

  • Purpose: The purpose of this study was to propose a revised Clinical Ladder System(CLS) Model for nurses based on the evaluation of clinical competence and professional activities of nurses working in general hospitals. Methods: Data were collected between September 10 and October 30, 2017. Participants were 50 head nurses from 10 general hospitals with over 400 beds located in Seoul City and Gyeonggi Province. Each head nurse evaluated clinical competence, qualifications, and professional activities of 5 staff nurses at each of the 5 levels of CLS in her unit. The total number of the nurses evaluated was 245. Data were analyzed with descriptive statistics and t-test, one-way ANOVA, and $Scheff{\acute{e}}$. Results: Over 80% of the nurses were university graduates. As the CLS levels increased, clinical competence, qualifications, and professional activities also increased significantly. Education material development and quality improvement activities were carried out by nurses from level 2, research and evidence based practice activities were carried out from level 3, and nurses at level 4 or 5 participated in most of the professional activities as leaders. Conclusion: In order to retain excellent nurses in general hospitals, recognizing and rewarding nurses according to the revised model of the CLS are recommended.

  • Chinese construction corporations take more market shares in the global construction market. The performance of Chinese construction corporations need to be reviewed from the capability and qualification system of the engineers including supervision engineer. The purpose of this study is to analyze the characteristics of professional qualifications for supervision engineer in China. The research methodology is to investigate the qualification exam system, process and examination subjects for searching the fundamental body of knowledge about supervision engineer qualification. The results shows that the qualification system in supervision engineer are classified in detail for the body of knowledge and operated by the government. The qualification examination requires broad and defied knowledge structure together with practical experiences. The research results may lead further research subjects of Chinese construction related qualifications and education system in the ways of more specificity, expertise, and practicality. The mutual understanding of qualification system becomes major issue to build better collaboration in global market.

  • This study theoretically examines the essence of the competencies, qualifications and grades newly required in the era of the 4th industrial revolution, points out that the engineer rating system does not reflect the new talent and practical capability, and conducts theoretical and empirical analyzes on improvement of the rating system. The current rating system need to be improved because it is not possible for graduates and experience workers to upgrade. Also, it is reasonable that the current highest grade of engineer, the Professional Engineer, which is a sort of qualification, is not a grade but a function of calculating the grade. Based on this theoretical background, empirical analysis of the question investigation and focus group interview shows that the rating system should be improved to four grades or return to the previous system in 2013. And if it is reduced to four grade, it should go in the way that the professional engineer and the qualified engineer combined. In the industry, the future skills of engineers are as follows : qualification, ability to use emerging technology, problem solving, understanding and utilization of major, and data management, etc. These can be summarized as qualification, education (degree) and career. In particular, the engineering industry considers qualifications, degrees, and career experience, and career experience as the most important elements of the rating system. In this regard, it is necessary to introduce a method that accurately reflects the career experience in the improvement of the engineer rating system.

  • The relevance of the research involves outlining the need for modern professionals to acquire new competencies. In the conditions of rapid civilizational progress, in order to meet the requirements of the labor market in the knowledge society, there is a readiness for continuous training as an indicator of professional success. The purpose of the research is to identify the impact of various forms of application of information technologies for lifelong learning in order to provide the continuous self-development of each person without cultural or age restrictions and on the basis of rapid digital progress. A high level (96%) of need of the adult population in continuing education with the use of digital technologies has been established. The most effective ways to implement the concept of "lifelong learning" have been identified (educational camps, lifelong learning, mass open online courses, Makerspace activities, portfolio use, use of emoji, casual game, scientific research with iVR game, implementation of digital games, work in scientific cafes). 2 basic objectives of continuing professional education for adults have been outlined (continuous improvement of qualifications and obtaining new qualifications). The features of ICT application in adult education have been investigated by using the following methods, namely: flexibility in terms of easy access to ideas, solving various problems, orientation approach, functional learning, group or individual learning, integration of leisure, personal and professional activities, gamification. The advantages of application of information technologies for continuous education (economic, time, and adaptive) have been revealed. The concept of continuous adult learning in the context of digitalization has been concluded. The research provides a description of the structural principles of the concept of additional education; a system of information requests of the applicant, as well as basic technologies for lifelong learning. The research indicates the lack of comprehensive research in the relevant field. The practical significance of the research results lies in the possibility of using the obtained results for a wider acquaintance of the adult population with the importance of the application of lifelong learning for professional activities and the introduction of methods for its implementation in the educational policy of the state.

  • The purpose of this study is to analyze and interpret the current situation of private security companies·guards for the past three years, security companies by size, general·special (new education), and qualification system provided by the Police Agency, Security Association, etc. It provides a theoretical foundation for private security and provides a new perspective for interpreting private security. As a result, through the current situation, this private security has a concentration of metropolitan area and facility security, an abnormal personal protection company contrast, the number of personal protection institutes, there is a special security shift to regular jobs, and the current continuous education On the other hand, the education of special security guards has been shown to be limited. In the qualification system, the utilization of security instructor qualifications and the utilization and public relations of personal probation officer qualifications will appear. The current state of typical private security is as follows. The first is the balanced development of private security and the clarity of business divisions. Second, the quality of private security education and educational institutions must be high. Third is the recognition of the qualification system and active public relations.
