Predicting the location and intensity of precipitation still remains a main issue in numerical weather prediction (NWP). Resolution is a very important component of precipitation forecasts in NWP. Compared with a lower resolution model, a higher resolution model can predict small scale (i.e., storm scale) precipitation and depict convection structures more precisely. In addition, an ensemble technique can be used to improve the precipitation forecast because it can estimate uncertainties associated with forecasts. Therefore, NWP using both a higher resolution model and ensemble technique is expected to represent inherent uncertainties of convective scale motion better and lead to improved forecasts. In this study, the limited area ensemble prediction system for the convective-scale (i.e., high resolution) operational Unified Model (UM) in Korea Meteorological Administration (KMA) was developed and evaluated for the ensemble forecasts during August 2012. The model domain covers the limited area over the Korean Peninsula. The high resolution limited area ensemble prediction system developed showed good skill in predicting precipitation, wind, and temperature at the surface as well as meteorological variables at 500 and 850 hPa. To investigate which combination of horizontal resolution and ensemble member is most skillful, the system was run with three different horizontal resolutions (1.5, 2, and 3 km) and ensemble members (8, 12, and 16), and the forecasts from the experiments were evaluated. To assess the quantitative precipitation forecast (QPF) skill of the system, the precipitation forecasts for two heavy rainfall cases during the study period were analyzed using the Fractions Skill Score (FSS) and Probability Matching (PM) method. The PM method was effective in representing the intensity of precipitation and the FSS was effective in verifying the precipitation forecast for the high resolution limited area ensemble prediction system in KMA.
In this study, we developed a rainfall forecasting model using data from radiosonde and rain gauge network and neural networks. The primary hypothesis is that if we can consider the moving direction of the rain generating weather system in forecasting rainfall, we can get more accurate results. We assume that the moving direction of the rain generating weather system is same as the wind direction at 700mb which is measured at radiosonde networks. Neural networks are consisted of 8 different modules according to 8 different wind directions. The model was verified using 350 AWS data and Pohang radiosonde data. Correlation coefficient is improved from 0.41 to 0.73 and skill score is 0.35. Statistical performance measures of the Quantitative Precipitation Forecast (QPF) model show improved output compared to that of rainfall forecasting model using only AWS data.

The typhoon Rusa passed through the Korean peninsula from the west-southern part to the east-northern part in the summer season of 2002. The flash flood due to the Rusa was occurred over the Korean peninsula and especially the damage was concentrated in Kangnung, Yangyang, Kosung, and Jeongsun areas of Kangwon-Do. Since the latter half of the 1990s the flash flood has became one of the frequently occurred natural disasters in Korea. Flash floods are a significant threat to lives and properties. The government has prepared against the flood disaster with the structural and nonstructural measures such as dams, levees, and flood forecasting systems. However, since the flood forecasting system requires the rainfall observations as the input data of a rainfall-runoff model, it is not a realistic system for the flash flood which is occurred in the small basins with the short travel time of flood flow. Therefore, the flash flood forecasting system should be constructed for providing the realistic alternative plan for the flash flood. To do so, firstly, Flash Flood Monitoring and Prediction (FFMP) Model must be developed suitable to Korea terrain. In this paper, We develop the FFMP model which is based on GIS, Radar techniques and hydro-geomorphologic approaches. We call it the F2MAP model. F2MAP model has three main components (1) radar rainfall estimation module for the Quantitative Precipitation Forecasts (QPF), (2) GIS Module for the Digital terrain analysis, called TOPAZ(Topographic PArametiZation), (3) hydrological module for the estimation of threshold runoff and Flash Flood Guidance(FFG). For the performance test of the model developed in this paper, F2MAP model applied to the Kangwon-Do, Korea, where had a severe damage by the Typhoon Rusa in August, 2002. The result shown that F2MAP model is suitable for the monitoring and the prediction of flash flood.
We report the result of post-outburst observation of HBC722, the new FU Orionis-like young stellar object (also known as LkHa 188-G4 and PTF 10qpf; A. Miller et al., 2011). We have been monitoring this object since Nov. 2010 with KASINICS (Korean Astronomy and Space Institute Near Infrared Camera System) at Bohyun Optical Astronomy Observatory (BOAO). The observations were performed two times; the first observation was conducted in Nov. 19, 24, and 25, 2010. And the second one was done in March 22 and 25, 2011. We used three filters: J, H, and Ks band. We did aperture photometry with IRAF packages and standardized the photometric result (instrumental magnitude) with 2MASS data that were used as standard stars. As a result, we have found that the brightness of the target decreased in all bands and its colors reddened: the magnitudes and colors of the target are J=10.37, H= 9.49, Ks=8.59, J-H=0.88, and J-Ks=1.36 on Nov. 19, 2010. And those are J=10.81, H=9.81, Ks=9.28, J-H=1.00, and J-Ks=1.53 on March 25, 2011. The previous study showed the similar decrease of brightness in J and H band except for Ks band., They were J= 10.03, H= 9.14, and Ks= 8.65 on Sept. 2010 and those were J= 10.02, H=9.24, and Ks= 8.59 on Nov. 2010. Consequently, we can conclude that HBC722 is fading out continuously from last November to this March.
This study evaluated the accuracy of rainfall and flood forecasts in Sancheong basin with three rainfall events such as typhoon and stationary front by using LDAPS provided by Korea Meteorological Agency and MSM provided by Japan Meteorological Agency. In the rainfall forecast result, both LDAPS and MSM showed high forecast accuracy for wide-area prediction such as typhoon event, but local-area prediction such as stationary front has a limit to quantitative precipitation forecast (QPF). In the flood forecast result, the forecast accuracy was improved with the increase of the lead time, and it showed the possibility of LDAPS and MSM in the field of rainfall and flood forecast by linking meteorology and water resources.

기상이변으로 인해 국지성 호우의 발생 증가와 그로 인한 수재해 피해가 증가하고 있다. 따라서 수재해를 사전에 예측하고 저감하기 위해 비구조물적 대책인 실시간 홍수예보시스템 개발 및 운영에 관한 연구들이 수행되고 있다. 일반적으로 홍수예보시스템은 대피선행시간 확보를 위해서 초단시간 혹은 단기 수치예보모델을 수문해석모형이나 예보기법의 입력으로 활용하고 있다. 초단시간 예측은 기상레이더를 기반으로 외삽, 이류, 셀 추적 등의 기법을 활용하여 0~3시간 이내의 강수예측을 수행한다. 그러나 역학이나 물리적 과정이 동반되지 못하여 0~ 2시간 이내에서의 예측성은 높은 반면, 예측시간이 길어질수록 예측력이 낮아진다. 단기수치예보모델은 종관관측에 의존하면서 역학이나 물리과정을 동반하므로 0~6시간 혹은 12시간 이상의 예측을 수행하지만, 수치모델의 고유특성인 스핀업 등의 예측 불확실성이 내재되어 있어 예측 초기시간에서의 예측력이 낮은 한계가 있다. 따라서 강수예측의 정확도 향상을 위해 레이더와 수치예보모델의 병합기법이 필요하다. 본 연구에서는 통계분석을 통해 경험적으로 산출된 시간적 가중치를 이용한 기존 병합기법의 한계를 극복하면서 호우에 따른 가변성을 반영하는 실시간 병합기법을 개발하고, 수문학적인 활용성을 평가하고자 하였다. 사용된 예측강우 자료는 레이더 기반인 MAPLE, KONOS, 공간규모분할 예측강우와 수치예보모델 기반인 UM와 ASAPS의 예측강우이며, 제시한 가중치 산정기법은 직전 예측강우의 오차가 현 시점의 예측강우의 오차와 유사하다는 가정하에 오차항을 포함한 과거 1시간 예측강우들간의 가중치 조합이 과거 지상관측강우와의 평균제곱근오차가 최소가 되도록 화음 탐색법을 이용하여 찾는 것이다. 가중치 조합은 예측강우의 생산 시간 간격을 고려하여 매 10분마다 산정하며, 미래 3시간 예측까지 산정된 가중치를 적용한다. 수도권 영역을 대상으로 병합된 예측강우와 레이더 관측강우를 비교한 결과, 정량적 정확도가 향상됨을 확인할 수 있었다. 또한, 예측강우의 수문학적 활용성은 도시유출해석모의를 통해 평가하였다. 그 결과, 병합된 예측강우로 모의된 수심이 관측수심과 유사하여 수문학적 활용성 확인할 수 있었다.

최근 국지성 집중호우 및 돌발홍수와 같은 급격한 기상변화로 인한 기상재해의 발생빈도가 증가함에 따라 기존 지상 기상관측소로부터 얻어지는 직접탐측 자료보다는 기상레이더와 위성영상 등 원격탐측 자료를 사용한 수문분야의 연구가 활발하게 진행되고 있다. 기상레이더는 넓은 지역에 걸쳐 실시간으로 강수현상 감시가 가능하며 지상우량계로는 파악이 불가능한 미계측 유역을 통과하는 국지적인 호우현상이나 강우장의 이동 및 변화의 파악도 빠른 시간에 가능한 장점이 있다. 본 연구는 기상레이더 공간적 분포와 지상관측소(AWS 및 ASOS) 자료를 연계한 통계적 레이더 강수량 추정(Quantitative Precipitation Estimation, QPE)과 레이더 강수장을 직접 추적하는 강수장 예측(Quantitative Precipitation Forecast, QPF)를 연계한 해석방안을 수립하였으며, 모형 적용과정은 다음과 같다. 첫째, 강우장의 공간적인 이동을 고려하기 위해 강우장으로 부터 이류(advection)패턴을 추출하여 각 강우세포가 가지는 이동방향 및 이동속도를 고려한 강우장 추적기법을 통하여 2시간의 선행시간을 가지는 강우장을 예측하고자 한다. 둘째, 과거 기상레이더 이미지와 지상관측소의 강수 특성을 파악한 후 앞서 예측된 레이더강우장의 형태와 가장 유사한 과거 레이더강우장과 동일 시간대에 지상관측소 강수시계열을 시나리오 형태로 구축한다. 본 연구를 통하여 개발된 기상레이더 영상 이미지 상관분석 기법을 활용한 초단기강우예측은 집중호우시 홍수 예 경보를 위한 수문모형의 입력자료로 활용이 가능하다. 즉, 수문모형과 연계한 고해상도 단기홍수 예측기술 적용이 가능할 것으로 판단되며, 향후 실시간 재해 예 경보에 활용성을 평가하고자 한다.

최근 이상기상현상과 기후변화로 인하여 국지적인 집중호우의 빈도 및 규모가 증가하고 있으며, 이로 인한 돌발 홍수피해가 증가하고 있다. 이러한 홍수 피해를 줄이기 위해서는 정확도가 우수한 초단시간(1~2시간 이내) 예측 강우량 정보가 필요하다. 본 연구에서는 집중호우에 대한 초단시간예보 및 실황 예측을 위해 시공간적으로 고해상도 자료를 제공할 수 있는 기상레이더 강우자료와 위성영상 자료를 결합하여 초단기 강수 예측기법 개발 연구를 수행하였다. 또한 기상레이더 강우량은 지상강우관측에 비해 정확성이 낮고, 많은 불확실성을 포함하고 있으므로, 위성영상에서 산출되는 강우자료와 결합하여 강우추정의 정확도를 개선하고자 하였다. 레이더 볼륨자료에서 반사도 자료를 추출하여, 1.5km CAPPI(Constant Altitude Plan Position Indicator) 자료를 생성하고, 반사도 CAPPI 자료의 패턴 상관분석을 통하여 강우시스템의 최적 이동벡터를 산출하였다. 또한 이동벡터를 고려하여 시공간적으로 외삽하여 강우이동 예측 모델을 개발하고, 초기자료로 레이더와 천리안 위성(Communication, Ocean and Meteorological Satellite, COMS) 영상자료에서 생성되는 강우자료를 결합한 강수장 자료를 이용하여 강수 예측장을 생성하였다. 레이더-위성 결합 초단기 강우예측 모델의 정확성 검증을 위하여 2014년 8월 25일 부산 및 영남 지역에 발생한 집중호우 사례에 대하여 지상기상자동관측시스템(Automatic Weather System, AWS) 강우 측정 결과를 비교 분석 하였으며, 그 적용 가능성을 검증하였다. 초단기 강우예측 분석 결과 지상강우자료와의 오차가 발생하나, 추후 여러 통계적 후처리 과정을 통하여 그 성능이 개선될 것으로 보이며, 보다 정확한 강우량 예측을 위해서는 지속적인 알고리즘 개선 및 모형의 검 보정이 필요할 것으로 사료된다.

기상 예보자료는 발생 가능한 재난의 예방 및 대비 차원에서 매우 중요한 자료로 활용되고 있다. 우리나라 기상청에서는 동네예보를 통해 5km 공간해상도의 1시간 간격 초단기예보와, 6시간 간격 정량강우예보(Quantitative Precipitation Forecast, QPF)의 단기예보 정보를 제공하고 있다. 그러나 이와 같은 예보자료는 강우량의 시·공간변화가 큰 집중호우와 같은 기상자료를 활용한 수문학적인 해석에는 한계가 있다. 예보자료를 수문학에 활용하기 위한 시·공간적 해상도 개선뿐만 아니라 방대한 기상 및 기후 자료의 예측성능을 개선하기 위한 다양한 연구가 진행되고 있다. 본 연구에서는 기상청이 제공하는 지역 앙상블 예측 시스템(Local ENsemble prediction System, LENS)와 종관기상관측시스템(ASOS) 및 방재기상관측시스템(AWS) 관측 데이터 및 동네예보에 기계학습 방법을 적용하여 수문학적 정량적 강수량 예측(Hydrological Quantitative Precipitation Forecast, HQPF) 정보를 생산하였다. 전처리 과정을 통해 모든 데이터의 시간해상도와 공간해상도를 동일한 해상도로 변환하였으며, 예측 변수의 인자 분석을 통해 기계학습의 예측 변수를 도출하였다. 기계학습 방법으로는 처리속도와 확장성을 고려하여 XGBoost(eXtreme Gradient Boosting) 방식을 적용하였으며, 집중호우에서의 예측정확도를 높이기 위해 확률매칭(PM) 방식을 적용하였다. 생산된 HQPF의 성능을 평가하기 위해 2020년에 발생한 14건의 호우 사상을 대상으로 태풍형과 비태풍형으로 구분하여 검증을 수행하였다.

Accurate quantitative forecasting of rainfall for basins with a short response time is essential to predict streamflow and flash floods. Previously, neural networks were used to develop a Quantitative Precipitation Forecasting (QPF) model that highly improved forecasting skill at specific locations in Pennsylvania, using both Numerical Weather Prediction (NWP) output and rainfall and radiosonde data. The objective of this study was to improve an existing artificial neural network model and incorporate the evolving structure and frequency of intense weather systems in the mid-Atlantic region of the United States for improved flood forecasting. Besides using radiosonde and rainfall data, the model also used the satellite-derived characteristics of storm systems such as tropical cyclones, mesoscale convective complex systems and convective cloud clusters as input. The convective classification and tracking system (CCATS) was used to identify and quantify storm properties such as life time, area, eccentricity, and track. As in standard expert prediction systems, the fundamental structure of the neural network model was learned from the hydroclimatology of the relationships between weather system, rainfall production and streamflow response in the study area. The new Quantitative Flood Forecasting (QFF) model was applied to predict streamflow peaks with lead-times of 18 and 24 hours over a five year period in 4 watersheds on the leeward side of the Appalachian mountains in the mid-Atlantic region. Threat scores consistently above .6 and close to 0.8 ∼ 0.9 were obtained fur 18 hour lead-time forecasts, and skill scores of at least 4% and up to 6% were attained for the 24 hour lead-time forecasts. This work demonstrates that multisensor data cast into an expert information system such as neural networks, if built upon scientific understanding of regional hydrometeorology, can lead to significant gains in the forecast skill of extreme rainfall and associated floods. In particular, this study validates our hypothesis that accurate and extended flood forecast lead-times can be attained by taking into consideration the synoptic evolution of atmospheric conditions extracted from the analysis of large-area remotely sensed imagery While physically-based numerical weather prediction and river routing models cannot accurately depict complex natural non-linear processes, and thus have difficulty in simulating extreme events such as heavy rainfall and floods, data-driven approaches should be viewed as a strong alternative in operational hydrology. This is especially more pertinent at a time when the diversity of sensors in satellites and ground-based operational weather monitoring systems provide large volumes of data on a real-time basis.

② 유료서비스를 이용하려는 회원은 정해진 요금체계에 따라 요금을 납부해야 합니다.
제 5 장 계약 해지 및 이용 제한
제 15 조 (계약 해지)
회원이 이용계약을 해지하고자 하는 때에는 [가입해지] 메뉴를 이용해 직접 해지해야 합니다.
제 16 조 (서비스 이용제한)
① 당 사이트는 회원이 서비스 이용내용에 있어서 본 약관 제 11조 내용을 위반하거나, 다음 각 호에 해당하는
경우 서비스 이용을 제한할 수 있습니다.
- 2년 이상 서비스를 이용한 적이 없는 경우
- 기타 정상적인 서비스 운영에 방해가 될 경우
② 상기 이용제한 규정에 따라 서비스를 이용하는 회원에게 서비스 이용에 대하여 별도 공지 없이 서비스 이용의
일시정지, 이용계약 해지 할 수 있습니다.
제 17 조 (전자우편주소 수집 금지)
회원은 전자우편주소 추출기 등을 이용하여 전자우편주소를 수집 또는 제3자에게 제공할 수 없습니다.
제 6 장 손해배상 및 기타사항
제 18 조 (손해배상)
당 사이트는 무료로 제공되는 서비스와 관련하여 회원에게 어떠한 손해가 발생하더라도 당 사이트가 고의 또는 과실로 인한 손해발생을 제외하고는 이에 대하여 책임을 부담하지 아니합니다.
제 19 조 (관할 법원)
서비스 이용으로 발생한 분쟁에 대해 소송이 제기되는 경우 민사 소송법상의 관할 법원에 제기합니다.
[부 칙]
1. (시행일) 이 약관은 2016년 9월 5일부터 적용되며, 종전 약관은 본 약관으로 대체되며, 개정된 약관의 적용일 이전 가입자도 개정된 약관의 적용을 받습니다.
