Issues and Tasks in Setting up the Concept of Publicness in Social Service (사회서비스 공공성 개념의 재구조화 쟁점과 과제)

  • Recently, discussions on strengthening publicness have emerged to solve social service problems. Its importance is also emerging, but there is not enough discussion about the significance and importance of publicness. Therefore, in this study, the concept of social service publicness, which was presented in previous studies, was categorized and examined, and the future tasks were sought by restructuring the concept of social service publicness. Social service publicness can be variously understood as the concept of organic union in terms of the publicness of the subject, the publicness of the process, and the publicness of the content. Therefore, it is necessary to discuss it from an overall and broader perspective than the existing concept of publicness. In addition, empirical verification and typological studies of publicness can be a useful way to understand the current publicness. Furthermore, social service publicness needs to materialize realistic meaning through a process of discourse rather than a simple conception. It is meaningful in that it attempts to define the elements of social service publicness from a new point of view and suggests future research directions in previous studies in the field of social welfare.

The Effect of Publicness on the Service Quality in Long-Term Care Facilities (공공성이 노인장기요양시설의 서비스 질에 미치는 효과)

  • This study reconsiders the concept of publicness by raising a question about the problems which the recent marketization of social services in South Korea. The existing perspective on publicness, however, is insufficient to account for the entire Long-term care market because only public organizations have publicness. Accordingly, this study presents 'integrated publicness', particularly 'dimensional publicness' and 'normative publicness'. A disproportional stratified sampling procedure was used to consider ownership. A merged dataset combining surveys from 248 Long-term Care facilities and on-line resources was used and analyzed by multiple regression, negative binomial regression and multiple imputation analysis. The analysis results suggest as follows. First, ownership publicness appeared more effective in the overall. Second, the regulations on the government funding did not show effective, and the regulation on evaluation system showed the effect. Third, professionalization of normative publicness showed a negative effect on service structure and showed a positive effect on service process. Lastly, user of free services whose public accountability was identified to be effective on service structure and outcome. These findings suggest that not only existing ownership but also dimensional publicness and normative publicness showed an effect on service quality. In this respect, this is important as the performance produced by empirical models of integrated publicness, in this situation that the outcome of marketization is insignificant.

Exploratory Study of Publicness in Healthcare Sector through Text Network Analysis (텍스트 네트워크 분석을 통한 보건의료 영역에서의 공공성 탐색)

  • Background: The publicness concept in healthcare has been built to its social consensus relying on historical context, with the result that the meaning of publicness has a great diversity and heterogeneous nature in Korea. Thus it needs to be addressed to clarify the meaning and boundary of the publicness concept in healthcare, so as to discuss its social implication. Methods: In order to investigate whether or how the publicness concept is used in healthcare, we conducted a text network analysis in 779 news articles from 8 Korean daily newspapers over a recent 5-year period. Results: The publicness concept was closely related to medicine and medical institution, and formed a conceptual network with public health, medicine, welfare, patient, government, Jin-ju city, and health. Keywords relating publicness tended to be similar between four major newspapers; however, the association with Jin-ju city, government, and society was noticeable in Kyunghyang Shinmun and Hankyoreh, and so was patient and service in Dong-A Ilbo. Conclusion: Publicness and medicine was closely associated, and government seemed to remain as a main actor for public interest. Publicness was related with a variety of actors and values, with its expanded boundary. The different contexts of publicness by newspapers might reflect each ideological inclination. The textual importance of publicness was relatively low in part, which suggests that publicness was used in a loose sense or as a routine.

A Study on the Architectural Publicness in Hague City hall (헤이그 시청사에 나타난 건축적 공공성에 관한 연구)

  • The purpose of this study is to analyze the architectural publicness of Hague city hall by Richard Meier. The Hague city hall shows the systematic and comprehensive configuration of architectural publicness. Meier applied publicness to the city hall from concept and the configuration of space to object design. Architectural publicness of Hague city hall can be realized by providing large public space including atrium, programs about public events, linear space for street activities and the lower location of public facilities in the city hall without the limitation of weather, lime and size of space. Architectural publicness can obtain its real meaning when physical conditions meet the standard of public activities. Besides this, the Hague city hall case shows the desirable role model of city administrator and NGOs in that public events are organized by the independent body. The publicness of architecture is influenced by various factors including physical and political systems. The case study of the architectural publicness is very important in that it is very hard to generalize. In these basis, the study for architectural publicness can be complemented by concrete and positive case studies as well as existing humane and general studies.

An Analysis of the Relationship between Publicness and Profitability of National University Hospitals (국립대병원의 공공성과 수익성 관계 분석)

  • The purpose of this study is to analyze the relations between publicness and profitability of national university hospitals in Korea. Finance and management data from 2008 to 2010 were collected from balancing accounts and annual reports in 13 national university hospitals. The dependant variables are used profitability indicators which are operating margin, net profit to gross revenues, normal profit to gross revenues. The independent variables are publicness indicators which are medical social work, ratio of medical aid in inpatients, ratio of medical aid in outpatients, publicness index. The results show that operating margin, net profit to gross revenues in profitability indicators are affected by medical social work in publicness indicators. Normal profit to gross revenues in profitability indicators is strong related to medical social work and hospital province in publicness indicators. Based on these results, this study suggests implications to balance the publicness and the profitability in national university hospitals.

Discourse and an Agenda for Religious Publicness: Faith, Sacred Objects, and Holy Sites (종교 공공성의 담론과 의제 - 신앙, 성물과 성지 -)

  • In Korea, the concept of publicness, although conceptually unclear, is being used as a medium between religious groups and other areas of society. In this situation, it is necessary to discuss the concept and agenda of publicness related to religions. For this purpose, we reviewed the relationship and agenda between publicness and faith, and then analyzed the cases of creating sacred objects and holy sites in connection with the concept of publicness. Specifically, according to Chapter II, Publicness and Faith, theologians and sociologists interested in publicness generally presuppose or aim for social participation and change. In this context, the agenda related to religious publicness can include the ground of non-Christian publicness, interreligious equality in the public spheres, the status of religious bodies, and the participation of researchers in the public spheres. In Chapter III, Sacred Objects and Publicness, we divided religious publicness into 'publicness within religion' and 'publicness outside of religion.' According to this classification, rituals are a key factor in creating publicness within religion. Publicness outside of religion is not intrinsic, but is constructed through various external debates. In Chapter IV, Sacred Holy Sites and Publicness, we reviewed cases of the construction of Catholic holy sites and analyzed oppositional logic provided by other religious groups in relation to the publicness outside of religion. Those cases internally created publicness within religion but lead to evaluation and debate about publicness outside of religion in public spheres in which various religions participate. Those who opposed the creation of Catholic holy sites used the logic that Catholicism was eliminating the heritage and values of other religions, and responded by expanding this to include the logic that the Catholics were weakening publicness or creating religious bias.

What does publicness mean in social services?: A conceptual understanding on publicness (사회서비스의 공공성은 무엇을 의미하는가? -서비스 주체에 따른 공공성의 내용을 중심으로-)

  • The purpose of this study is to understand the concept of publicness in social services. Recently, it has been argued that publicness be one of the key elements of social services even under the current social service marketization. Although publicness has been discussed in different ways in various academic areas, there is no consensus of what publicness really means, especially in social services. Therefore, reviewing discussions on publicness, this study intends to discover commonly shared aspects of publicness, and ultimately to suggest meanings of publicness in social services. This study also attempts to discuss whether different types of social service producers require different types of publicness under the context of welfare mix and social service marketization. The publicness in social services is related to various aspects: the scope of service recipients, trust toward social services, appropriate composition of services, social integration, role of government, and public accountability. Also it is suggested that the specific meaning and contents of publicness can be used in different ways for each social service producer, such as public, nonprofit, or profit sector. The study has academic and practical implications. This study provides the basis for further empirical studies on publicness academically and for implementation of publicness in the field of social services practically.

A Study on the Publicness of Brooklyn Navy Yard Industrial Business Zone - Focus on Policy, Managerial Responses - (브루클린 네이비 야드 산업단지의 공공성에 대한 연구- 정책·운영적 대응을 중심으로 -)

  • Semi-industrial zone is the area where manufacturing, residential, commercial zones are mixed. Despite of their potentials in that proximity to city and convenient transportation infrastructure, a lot of semi-industrial zones in Korea have converted to other uses due to many issues such as change of industry, increasing land price, real estate speculations. Recently, local government is trying to solve their existing issues and develop them through a restoration of publicness. Now publicness is thought of as a key factor of regeneration in semi-industrial areas. In this regard, this study aims to examine the way of restoring publicness revealed in Brooklyn Navy Yard mainly focus on their urban contexts and architectural ways. Brooklyn Navy Yard, an exemplary case, is an industrial complex that has grown economically, socially and culturally through emphasizing publicness and it is evaluated as an advanced example of public industrial complex. Through the analysis of Navy Yard, this study was trying to emphasize the importance of publicness in the regeneration of semi-industrial areas and to provide implications for the Seoul Government's solutions, which are still in the conceptual stage. To analyze the publicness of the study subjects, framework and elements were derived by examining related theories and prior researches. Depending on this frame, the results of the publicness of the Navy Yard were as follows. First of all, the 'Publicness as an officiality' was identified at the characteristic of the site and Navy Yard development corporation. Second, the 'Publicness as a public interest' of the Navy Yard Development Corporation was identified in various ways of its operation methods. Finally, the 'Publicness as an accessibility' was identified in the opening of urban and architectural spaces in Navy Yard. These publicness were analyzed with seven Navy Yard's success factors. Thus, it can be interpreted that the publicness of the semi-industrial areas can contribute significantly to their success. The publicness restoring methods of Navy Yard could be used as a basic data in semi-industrial areas in the future in Korea. However they are limited to be applied directly, so extensive and in-depth research in terms of their applicability should be conducted.

Publicness of the Exterior Bus Advertising (버스외부광고의 공공성에 관한 연구)

  • Due to its intrinsic characteristic, exterior bus advertising is exposed to an unspecified number of the general public. Thus it influences on the urban publicness of the city, simply beyond leaving it as a personal marketing activity toward the industry's profit. Seoul city's campaign to improve exterior bus advertising has been to effective in removing advertisements of alcohols, tobaccos, and lascivious contents, however, there still are several advertisements that should be examined from the view point of publicness. For the case of UK, where exterior bus advertising is also actively utilizing owing to its high exposure and effectiveness, they are administrating it by setting up guidelines and regarding the importance of publicness. I also identified the meaning of publicness of exterior bus advertising from the aspects of 'publicness of territories', 'publicness of subjects', 'publicness of reasoning', and 'publicness of procedures'. Through this, I suggested that both commercial right of exterior bus advertising in the private sector and citizen's right of publicness can be harmoniously developed by properly controlling and administrating the exterior bus advertising. Furthermore, artistic approach to the exterior bus advertising from the viewpoint of city environment is expected to elevate the aesthetic possession and the level of design sense of citizens.

Financial Integrity Strategies for Sustainable Development of Local Public Medical Centers: Focused on Financial Efficiency and Publicness (지방의료원의 재무적 효율성과 공공성 향상을 위한 관련 요인 분석)

  • The objective of this study is to investigate financial integrity strategies for sustainable development of local public medical centers, and particularly focus on seeking ways to enhance its financial efficiency and publicness. The data which was collected from 33 local public medical centers was analyzed by Data Envelopment Analysis to measure its financial efficiency. Then, Matrix Analysis was used to examine the association of financial efficiency and publicness of local public medical centers with related factors. In the aspects of facilities and location, according to the results, the local public medical centers which have larger number of available hospital beds or located in bigger cities were examined to have higher degree of publicness. In the aspect of human resources, greater number of doctors made both financial efficiency and the degree of publicness decreased, whereas higher participation rate of educational program for doctors affects increasing its financial efficiency and publicness. Lastly, in the aspect of costs, higher labor, material, and administrative cost diminished financial efficiency, but enhanced the degree of publicness. Based on these results, this study concluded that enhancing the publicness of local public medical centers should be pursued by increasing the accessibility with better facilities and location, and also concurrently organizing rational expenditure structure with appropriate cost investment to the resources of local public medical centers. Also, it is necessary to enhance both financial efficiency and publicness simultaneously by improving the quality of health care services through the educational programs for medical staffs.
