Public Information Quality, Customer Value and their Effects on Satisfaction of SMEs (공공정보의 품질, 고객가치 및 만족도에 관한 연구)

  • The purpose of this study is to identify the factors which affect the customer value and satisfaction of public information services used by the researchers in SMEs(small-and-medium size enterprises). The results, based on statistical analyses of a survey conducted in Korea are as follows; 1) the customer value is positively influenced by the service quality; 2) the customer value, in turn, is positively associated with the customer satisfaction; 3) information needs moderate the relationship between service quality and customer value but does not moderate the relationship between the customer value and satisfaction.Our findings propose the importance of the service quality and the effort to maximize the information customer values.

  • This study public hospital productivity and private hospitals, comparative analysis was divided into capital productivity, labor productivity, value-added productivity, based on the findings public hospitals are able to ensure the public interest to provide stable and profitable health services of good quality. It proposes measures to improve productivity. Investigation period were based on the fiscal year 2013, the target of 39 public hospitals are private hospitals surveyed were selected for a total of 147 hospitals with 108. In the conclusions showed as the most important factor in the profitability of labor productivity, the productivity of public hospitals variables, because exert a significant impact on the productivity and efficiency of future public hospitals are required to establish an effective personnel management system. Analysis of Federal Expenses to Restore, Repair, Reconstruct, or Replace Disaster Damaged Roads and Bridges in the U.S.

  • In the U.S., the state, local, tribe, and territorial governments seek funding from the federal government through the Public Assistance program to carry out these recovery works. In this paper historic public assistance data between 1998 and 2021 have been analyzed to derive several insights such as: types of disasters causing the most damage, states requiring more support, net present value of the federal expense etc. This paper has found that the states requiring more support from the federal government are not always the states suffering the maximum losses from the disasters. It has also found that the net present value of the federal expense between 1998 and 2020 to restore, repair, reconstruct, or replace disaster damaged roads and bridges across the U.S. is $15 billion in 2021 values. Moreover, this paper has tested the correlation between the states' public assistance funds requirements and the existing condition and performance of roads and bridges as revealed by the American Society of Civil Engineer's infrastructure grade card. It has found a weak correlation between these two. The outcomes of this paper can be used by the decision makers to analyze the viability of any possible alternative to the exiting public assistance program. The insights can also help in better decision making in pre-disaster preparation and post-disaster funds allocation.

A new Direction for the Preliminary Feasibility Study of Public Healthcare Facilities (공공의료시설 예비타당성조사 방법론 개선 방향에 관한 연구)

  • Due to COVID-19, the importance of public medical facilities, especially hospitals specializing in infectious diseases, is rising. Despite the government's strong will, the establishment of public medical facilities and infectious disease hospitals has not been properly established. This is because the overall system related to the construction of public medical facilities does not sufficiently reflect social and economic changes and the trend of the times. The purpose of this study is to derive limitations and problems related to the guidelines for preliminary feasibility studies of public medical facilities and to present alternatives. This study proposes 'Option Value' as an alternative. Since the option value is a willingness to pay for an uncertain situation, it is theoretically reasonable and reasonable to reflect it as an additional benefit. Normally, the value of existence is not seen, but the system that is seen in a crisis is in the 'medical and health'. Therefore, it is necessary to find a system that is invisible even in the feasibility evaluation in the medical and health, and constantly improve and develop a methodology that can estimate changes in the welfare of citizens within the system. I expect this study to play a role as a catalyst.

Antecedents of Employee's Public Service Motivation in Healthcare Organization (병원종사자의 공공서비스동기와 영향요인)

  • Purpose / Approach : This study aims to analyze the level of public service motivation and its antecedents by using survey data of 1,498 professional employees in public and private hospitals. Findings : Among job-related, organization-related, and socialization-related factors of professional employees, the socialization factors have a strong effect on individual's overall and the four sub-dimensions of public service motivation. While the effect of organizational identification is prominent in the public hospital, professional identification is more powerful in the private hospital. Person-job fit and person-organizational value fit also play a significant role in determining public service motivation. Organizational vision salience in public hospital has negative effect on public service motivation and attraction-to-public-service dimension. The significant determinants and its effect size are different according to hospital type and each sub-dimension of public service motivation. Practical Implications : The empirical findings show that individual's level of public service motivation in hospitals could be enhanced through the interaction between individual and their organization, and various organization-related factors. Further implications of the study are discussed from human resource management perspective in hospitals.

A Study on Regional Differences in Healthcare in Korea: Using Position Value for Relative Comparison Index (한국 지역 간 보건의료수준의 상대적 위치 비교 연구: Position Value for Relative Comparison Index를 활용하여)

  • Background: This study aims to measure regional healthcare differences in Korea, and define relatively underserved areas. Methods: We employed position value for relative comparison index (PARC) to measure the healthcare status of 250 areas using 137 indicators in five following domains: healthcare demand, supply, accessibility, service utilization, and outcome. We performed a sensitivity analysis using t-SNE (t-distributed stochastic neighboring embedding). Results: Based on PARC values, 83 areas were defined as relatively underserved areas, 49 of which were categorized as moderate and 34 as severe. The provincial regions with the most underserved areas were Gyeongbuk (16 areas), Gangwon (13), Jeonnam (13), and Gyeongnam (12). Conclusion: This study suggests a relative comparison approach to define relatively underserved areas in healthcare. Further studies incorporating various perspectives and methods are required for policy implications.

Estimating the Stock Value of Woraksan National Park Using Turnbull Distribution-Free Model (Turnbull 분포무관모형을 이용한 월악산국립공원의 자산가치 평가)

  • Benefit-cost analysis is a useful tool for organizing information on the relative value of alternative public investments like national park preservation projects. When the value of all significant benefits and costs can be expressed in monetary terms, the net value (benefits minus costs) of the alternatives under consideration can be computed and used to identify the alternative that yields the greatest increase in public welfare. However, since goods and services of national parks are not commonly bought or sold in the marketplace, it can be difficult to express the outputs of a national park preservation project in monetary terms. In this case the dichotomous choice contingent valuation is employed to elicit the public benefit value. In this paper, a distribution-free approach, Turnbull empirical distribution model, is employed to analysis the benefit value of Woraksan National Park. The result is shown that annual use and preservation values of Woraksan National Park are estimated 6.5 and l37.4 billion won. Also, flow and stock values are estimated 143.9 and 3,021.7 billion won, respectively.

A Survey on the Safety of the Imported Foods in Gwangju (광주지역 수입식품의 안전성에 대한 조사연구)

  • In order to provide fundamental data of food circulation policy, we performed monitoring the safety of the imported food which was circulating through Gwangju from March to October, 2005. Acid and peroxide value which are barometers for evaluation of the quality of lipid were investigated in 130 samples of imported oil treatment food. Not-permitted tar pigment and artificial sweetner were investigated in 139 candies by TLC and HPLC. The content of sulfur dioxide in 129 samples of dried fishery products and dried fruits was investigated by Monier-Williams method. In 130 samples of imported oil treatment food, 9 samples (6.9%) were incongruent with acid value, 6 samples (4.6%) with peroxide value and 4 samples (3.1%) with acid value simultaneously with peroxide value. In 139 imported candies, not-permitted artificial sweetner were found in 2 samples (1.4%). In 129 samples in which sulfur oxide was analyzed,4 samples (3.1%) were incongruent. Finally, in total 398 samples in which this study was analyzed, 25 samples (6.3%) were incongruent.

  • It is difficult to found the concept of public interest properly, being ambiguous to distinguish media and service as to the convergence of broadcasting and telecommunications. Accordingly, it is necessary to found the concept of public interest not related to the character of media and service in the age of digital convergence. Therefore this study intended to re-found the concept of public interest, as to industrial changes in the age of convergence of broadcasting and telecommunications. The convergence of broadcasting and telecommunications causes the changes of value chain, which includes contents, platform, network, terminal. It could not help avoiding modifying the industrial structure of broadcasting and telecommunications, because of the changes of value chain. The changes of industrial structure needs the changes of ideology, regulatory policy, regulatory system, and it creates the foundation of new regulatory idea. The purpose of regulatory idea in the age of digital convergence is to practice public interest, and it is an ultimate purpose to increase consumers' welfare. Consequently, for increasing comsumer' welfare, it is necessary to achieve diversity, fairness, objectivity, the preservation of social value in the aspect of contents. Also in the aspect of platform, it is necessary to achieve the protection of privacy, consumer protection, harmful information blocking, and in the aspect of network, it is necessary to achieve the maintenance of secure network, fair competition. Finally, in the aspect of terminal, it is necessary to achieve the maintenance of compatibility, the solution for digital divide. Then regulatory policy of each value chain from a legal and institutional perspective, should be promoted to provide public interest, step by step.

Raw Fish Consuming Behavior Related to Liver Fluke Infection among Populations at Risk of Cholangiocarcinoma in Nakhon Ratchasima Province, Thailand

  • Opisthorchiasis is a health problem in rural communities of Thailand, particularly in the northeast and north regions. Therefore, this study aimed to investigate raw fish consuming behavior related to liver fluke infection among the population at risk for opisthorchiasis and cholangiocarcinoma (CCA). A cross-sectional descriptive study was conducted in Meuang Yang district, Nakhon Ratchasima province, northeast Thailand, between June and October 2015. Participants were screened for CCA, and samples who had a high score of CCA risk were purposively selected. A predesigned questionnaire was utilized to collect the data from all participants. $X^2-test$ was used for analysis of associations between demographic data and raw fish consumption. The results revealed that participants had past histories of stool examination (33.0%), liver fluke infection (21.0%), praziquantel use (24.0%), raw fish consumption (78.0%), relatives family consuming raw fish (73.0%), and relatives family with CCA (3.0%). Participants consumed several dished related to liver fluke infection, mainly raw fermented fish (13.0%), under smoked catfish (5.00%), raw pickled fish (4.00%), and raw spicy minced fish salad (3.00%). The most common types of cyprinoid fish were Barbodes gonionotus (39%), Hampala dispar (38%), Puntius brevis (37%), Cyclocheilichthys armatus (33%), Puntioplites proctozysron (32%), and Luciosoma bleekeri (30%), respectively. Participants had a low level of knowledge (mean=3.79, SD=0.74), moderate attitude (mean=7.31, SD=7.31) and practice (mean=38.64, SD=6.95) regarding liver fluke prevention and control. Demographic variables like age (>36 years old; $X^2-test=17.794$, p-value=0.001), education (primary school; $X^2-test=18.952$, p-value=0.001), marital status (married; $X^2-test=12.399$, p-value=0.002), and income (<5,000 baht; $X^2-test=27.757$, p-value=0.015) were significantly associated with raw fish consumption. This result indicates that the population had risk consumption for liver fluke infection particularly of various cyprinoid fishes that are $2^{nd}$ intermediate hosts. Therefore, health education is required to improve their behavior.
