Analysis of the Korea Communications Commission establishment process : Focusing on Strategic behavior of Advocacy coalition (방송통신위원회 설립 과정의 특성 분석 : 옹호연합의 전략적 행동을 중심으로)

  • The purpose of this study is to analyze the strategic behaviors of the Broadcasting advocacy coalition and IT advocacy coalition in the process of establishing the Korea Communications Commission(KCC) in 2008. Broadcasting and telecommunications convergence policy has been confronted with long-term conflicts because of ideological clashes between public interest and industrialism and stakeholder relations. Under this circumstance, the two advocacy coalitions sought to bring out the favorable outcomes through strategic behavior. However, the strategic behaviors were limited, and the establishment of the Korea Communications Commission was decided by political negotiation. Since then, KCC has been buried in political issues and has produced policy failure cases. In order to reduce these adverse effects, it is necessary to establish institutional devices in the reorganization process. Above all, efforts are needed to overcome the practice of using organizational restructuring as a political tool.

  • In recent years, the importance of collaboration has been emphasized in the public sector as well as private companies. In a study for private enterprises, individual enterprises stressed the innovation through collaboration with other organization such as enterprise, university, and other agencies. Other companies and agencies have the technology they need, so that they share skill or knowledge, and they do to create more new developments. This implies a collaborative system can be a win-win collaboration with all partners. It also requires collaboration in the public sector. Because they have many problems that can not be solved at the level of individual institutions. However, public institutions lie ecologically unfavorable in a collaborative environment than the private sector. The organizational structure is hierarchical. In addition, relationships between collaboration partners not recognize horizontally. Of course, communication is not smooth. This study examines successful collaboration case in private sector and we want to draw implications for public organizations. Finally, we discussed ways to promote collaboration in the public sector.

The Effects of Prosocial PR Appeals on Policy Acceptance: a case of Environmental Policy (친사회성 정책홍보 메시지의 소구유형이 정책수용에 미치는 영향)

  • The objective of this study is to find out whether policy acceptance(attitude formation and intention of action) is affected by the message appeals(rational vs. emotional) when policy PR messages emphasize prosociality, and by various factors such as trust in government, involvement, and demographic factors as moderating variables. Although message appeals does not show any difference by itself, interaction effect is observed between trust in government and message appeals; the rational appeal is more effective to those with low trust in government while the emotional appeal is more effective to those with high trust. No other interaction effect is founded but involvement, gender, and age group show important main effect in policy acceptance; high-involvement group and female group are more favorable in attitude toward prosocial policy and behavior intention compare to the each of counterparts, whereas older group is more favorable in behavior intention.

  • The purpose of this study is to analyze comprehensively Jeju Self-Governing School Policy (JSSP) by using the four dimensional views of policy theory frame and to suggest its improvements. The results are as follows: First, JSSP should improve differentiation of curriculum and locality centered on local basis, wide application of the special laws, and professional accountability. Second, JSSP should improve the policy structure of educational governance and differentiated standard of students achievement assessment, resolve equity issue, and secure the self-finance of the schools. Third, JSSP should improve localization of educational administration, administrative and financial support for teachers, parent's empowerment, and students understanding of the policy, and expand principal invitation system, Fourth, JSSP should improve public relations, the roles of the Council and professionalism of assessors, and adopt efficiency approach into the assessment system.

A Study of the Relations between Characteristics of the Elderly with Disabilities and Extra Health Care Costs Caused by Disability (장애노인의 특성과 장애로 인한 추가소요 의료비 지출간의 관련성 연구)

  • This study found a relationship between the characteristics of the elderly with disabilities and extra health care monthly costs caused by disability and suggests methods for effectively managing health care spending of the elderly with disabilities. This study used data from the 2011 Survey on the Disabled conducted by the Ministry of Health and Welfare and the Korea Institute for Health and Social Affairs. The results of the analysis indicate that the relations between the socio-demographic characteristics of the elderly with disabilities and extra health care monthly costs caused by disability of the elderly are influenced by factors such as gender, age, members of the household, average monthly income and type of health insurance. Elderly people with disabilities spend too much for their medical care. To solve this problem, the government needs to find a variety of policy approaches to improve administrative procedure, establish a medical delivery system and enhance health care services.

Interorganizational Networks of the Self-supporting Service Organizations in Chonju Area (전주지역 자활 관련 조직들의 네트워크 구조에 관한 연구)

  • This study analyse interorganizational networks of the self-supporting service organizations using data on the 31 organizations in Chanju area. Interorganizational networks are operationalized in two ways: conference network and referral network. First, this study attempt to examine the characteristics of interorganizational networks of the self-supporting service organizations. Using block model, I can capture some of the structural features of interorganizational networks. Major findings of block modeling are as follows: (1) Public organizations are more inactive to make a connect with other organizations. (2) Most of organizations incline to make a connect with same kind organizations. Namely, employment service organizations incline to flock together, and social welfare organizations are also much the same. Second, this study attempt to examine the determinants of interorganizational networks of the self-supporting service organizations. Relations between pairs of organizations are modeled as a function of dyadic level covariates in accordance with resource dependence, transaction cost, and organizational domain theory. Measure of informal ties between organizations are also included as covariates. Applying logit and tobit regression methods, this study reveals that most variables have effects on the dyadic relations of organizations. Through this empirical analysis, I can suggest policy implications for the self-supporting programs in Korea.

The Belt and Road Initiative in Lebanon: A Promising Initiative in a Complex Society

  • The study aims to investigate Lebanese-Chinese relations within the framework of the Belt and Road Initiative. Lebanon formally joined the effort in 2017; this paper emphasizes Lebanon's geostrategic importance. The paper presents an assessment of the investment risks in Lebanon, which is considered an economically unstable country with a volatile security situation, with many internal and external political hurdles. The paper refers to the obstacles and challenges that the Chinese investor may face in Lebanese society. The study employs qualitative descriptive analysis to address the status of Chinese investment in Lebanon and the consequences of this partnership; the paper examines previous research related to the Belt and Road Initiative and the Lebanese political, security, and economic situation literature. Due to the deteriorating security situation, external intervention, and the economic crisis, the results reveal that Lebanon is not a top investment priority for China, which is a big impediment to China entering into economic cooperation with Lebanon. The findings of this study suggest that the Lebanese government should adopt an anti-corruption policy to build confidence for the Chinese investor, reduce unnecessary public spending, and hold a national dialogue to build confidence among the Lebanese parties.

Operating Report of a Hospice Cyber Counselling Program (호스피스 사이버상담 프로그램 운영에 대한 소고)

  • Purpose: This study is to report the operating result of the Hospice Cyber Counselling Program for improving quality of lift for terminal patients and their families. Methods: This study was performed followed by counsellor training, building strategy of public relations, management, and evaluation of the effect in order. Results: 72 subjects visited our cyber homepage and became members for approximately 9 months from Oct. 2004 to July 2005; 17 subjects in their 20s (23.6%), 12 subjects in their 30s (16.7%), 17 subjects in their 40s (23.6%), and 13 subjects above 50s (18%). Classified by diagnose related group, cancer related disease consist of 90%. As for the relationship between contents of counselling and counselling applicants, families consist of 90% and self-applicants only 10%. Only 30 members used on-line counselling and their counselling frequency was just 35 times. Although counselling frequency and the number of members who used the counselling site were not high, they tend to contact with a counsellor continuously and use the site actively after the first counselling. Conclusion: Cyber counselling program for hospice was practically managed to improve quality of life for terminal patients and their families as a basic activity for hospice business activation. Basic public relations with regard to hospice business by mass media and the press should be performed continuously and the hospice training program is required for medical personnel to be continue.

Examination about the Television's Role of Nutrition Education through Content Analysis of Nutrition-related Programs (영양관련 프로그램의 내용분석을 통한 텔레비전의 영양교육적 역할의 검토)

  • In order to examine the television(TV)'s role of nutrition education and the nutritional interests and problems of the general public in the 1990s, a comtents analysis was done on two nutrition-related TV programs, a regular round-table talk show and a newscast. Broadcast from January 1993 to July 1997 and from January 1997 to July f1997, respectively. Nutrition-related information was classified into five categories. Food and nutrient(39.5%) and diseases(34.7%) were most frequently telecasted, which were followed by food habits and general health(13.0%), traditional dishes and cookery(8.2%), and food sanitation and safety(4.6%). In becoming the latest year, some trends in the issues displayed increased telecasts about disease, dish and cookery, and food safety, while the telecasting of food and nutrient decreased. The contents about the relations hip between life-style(including diet) and chronic degenerative diseases and the importance of balanced diets and regualr meals for health promotion became particularly emphasized. Overall, two TV programs provided the public with positive, practical, and sometimes practive nutrition education messages for improving eating life and health care. They also raised the public's awareness of the nutritional importance of Korean staple foods such as rice, kimchi, seaweed, and soysauce, and they sometimes satified the audience's curiosities by introducing Korean food culture or foods of Buddhist priests. When the accident of food toxicity occurred concrete information about how to manage it was rapidly given to the public. In addition they played a role in food balance policy by telecasting over-product foods such as garlic and onion. However some negative points appeared. Telecasts on milk and its products and diabetes mellitus showed the least frequently. These shows should be broadcast more often considering the present nutrition and health problems in Korea. Some functions or effects of foods were mostly explained by only physicians of Chinese medicine. Sometimes misinformed, unclear, overemphasized, biased, or unfair information was televised to the public. If these problems could be solved through the sincere cooperation between nutrition faculty and TV produces, become televison could a more complete and effective medium for educating the public about nutrition.

  • Nowadays, the rapid progress and worldwide use of smart-media(SNS) has resulted in coming of the smart media convergence age. In practice, however, the effectiveness of smart media convergence society is limited by the difficulties of using it, which include accessibility, waiting for loading, clutter, old information, privacy risks, expensive communication, etc. The conquest of these difficulties must be policy target of broadcasting and telecommunication for high quality of communication life. From this perspective, this paper proposes a new policy of broadcasting and telecommunication based on the dynamic quality of life for the smart media convergence society. This smart convergence policy will not promote only the development and production of smart media contents but also its stable supply and it will secure the accessibility and privacy. In conclusion, this paper reveals that the components of quality of life are important elements of broadcasting and communication policies which will eventually lead to the popular use of smart media and enhance its quality.
