In most countries, public libraries have played a role as a hub of knowledge and information, complex culture of local communities, and a third place for meeting and communication. And recent public libraries are focusing on enhancing their core competencies and expanding services using digital technologies to meet the era of digital transformation and the 4th industrial revolution. However, after the COVID-19 pandemic occurred, all public libraries are repeatedly closed, reopened, and partially closed, and all resources are devoted to providing non-contact, digital and online alternative services, and are expected to continue in the future. As a result, future public libraries are bound to face a trilemma in which digital expandability, complex cultural space, and importance as a place of knowledge and information service are conflicting. This study discoursed on the public library trilemma in the post-COVID-19 era and suggested ways to overcome it. The orientation of the future public library is the fusion and harmony of multiplicity and multipurpose, place and space, knowledge & information and complex culture, face-to-face service and remote service. The main body of a public library is not the finger (digital and non-contact), but the moon (knowledge information center).

The implementation of an place-based rural policy requires changes in the intra-governmental relations and between the public and private sectors and civil society. Over the past decades, Japan has been increasingly devolving and decentralizing public responsibilities and resources to sub-national government levels. There is assumption that such transfers produce more efficiency in terms of public management and create better conditions for economic development. At the same time, these transfer respond to new expectations of citizens and civil society to participate more closely in the democratic decision-making process. Coordination is also needed at the local level to integrate sectoral approaches, to involve private partners and to achieve the appropriate geographic scale. Local public and private actors join a partnership and pool knowledge and resources. This type of local partnership is characterized by the participation of different actors, including municipalities, sub-regional government institution and development agencies. The participation of private actors(private firms, cooperatives, associations, non-profit organizations, farm organizations, other categories organizations, etc,) is also important.
The contemporary concept of publicness is reinterpreted from the point of view of contemporary publicness. Contemporary perception of public space has now branched and grown into a multitude of non-traditional sites with a variety of programs in mind. In this study, the aim is to discuss how contemporary public library has been evolved as public space and how to create User-centered interaction. In the case of developed countries, the Public Libraries have showed the expected effects because they have more systematic and efficient plan. Also, these libraries are placed with each facility, not distributed separately. It promotes the accumulation of profit on the space and Increases the efficiency. They support more effectively users' activities through the linkages between each facility and create the active interaction between users. Formation of the various interactions and synergies between space had been induced. Publicity means that the state will relate a combination of a number of specific public area. In addition, open space, public place, shall be directed to: This place as one of the users in order to have meaning, must be equipped with the facilities and space to communicate and understand the local role. Methods of the study are to analyze the concept and role of the users with the concept of modern publicity, to examine the concept of multi-complexity of public libraries for the user-oriented publicness, to learn about the characteristics of public spaces in the public libraries that appear in the advanced countries, to examine how to affect these characteristics in the public libraries, and to suggest the possibility and the various application methods on the characteristics of a public space. In the end, the public libraries for the realization of the publicity, support program complexity such as education and culture, welfare facilities, and public service facilities. In the 21st century, these complexity to improve the quality of service in public libraries. These spaces can be an alternative to be kept comfortable in a more vibrant area, and can affect the social, natural, cultural, and environmental aspects of the physical environment and the objects and relationships, as well as expand.
The theory of Place is based on the relations of human being, environment and architecture in the view of the existentialism and phenomenology. A place has two respects, the one is Natural place as landscape and the other is Man-made place as city, public building , private house. These properties of place are appeared through axis , directions, boundaries, centers , enclosures that are basic elements in architecture . Therefore these elements embody sense of place as orientation , identification , identity. imageability, stabilitas loci, heirarchy. And these sensually compositional elements of poace concretize district, landmark, node, path, edge that ceate a setting into work and place in architecture & interior design.
It becomes possible to conserve and manage the records also which the Head of Archives(National Archives of Korea) designated at the Records Center(Special Records Center) based on the amendment of the Article 30 of the Enforcement Ordinance of the Public Records Management Act on Nov. 2014. However, the right for the decision for above is given to the National Archives of Korea and other operation and preservation management system different with existing ones such as that relevant Records Centers prepare preservation countermeasure of subject for the amendment and additionally perform all sorts of works about the management should be prepared when the amendment treatment is executed. This research is part of the Korean-ASEAN Official Development Assistance (ODA) project, specifically exploring the possibility of using public libraries as a place for Information and Communication Technology (ICT) literacy training for women from ASEAN (Association of Southeast Asian Nations) countries. Women from ASEAN countries are often minorities in ICT capacity building. A survey of 1,000 female public library users - 100 people from each of the ten ASEAN countries - and in-depth interviews with librarians from national libraries were conducted. The survey results showed that 68.8% of respondents perceived public libraries as a suitable place for ICT literacy training. 27.5% of respondents visited libraries for ICT-related activities, including information retrieval, e-mail, SNS, etc., Meanwhile, findings from the interviews highlighted the importance of having up-to-date ICT infrastructure - computers, Internet, professional ICT skill training for librarians, strategic planning for policies, budgets, and cooperation with other related institutions - in public libraries in order to provide effective ICT training.
The meaning and role of public space has existed based on the periodical situation like history. The more the time has passed, the faster the meaning of it has changed. We can see the differences of it from the one which used to be. This study is about Platoon Kunsthalle which is so-called the complex cultural space. The purpose of this study is to show how the user is related to the program for the planning of the public space. It is based on the procedure of the research with absorbing the place. The people who are using the space are absorbed for knowing the user's action. And then, the specific actions are written and the status of the using space is photographed. The research is based on asking and answering about that. The result of this study is as follows : The first is that young people between 20's and 30's are using a hall comparing with other age through daily using of space and features of users. Also, Using between 7p.m. and 9p.m., a dinnertime, takes the first place and using of meals and beverages is major at lunch due to restaurant and bar. User behavior of "sitting" is the biggest part and the hall is used for the public purpose connected with "talking". The second is that the daily hall space is classified with the spacial area indirectly based on the condition. Also, it depends on the time and the using. The third is that the unusual hall space is depended on the program which is the role of leading the extention of using the space. That is why the program is important because it is effected directly to the way of using the space and the place of the furniture. I am looking forward that this study is the basic data for the planning of the public space in the complicated culture.

From 1990, Seoul Metropolitan Government has established an urban master plan for the efficient city management by introducing the central place structure with a multi-tiered hierarchy. In the plan, Seoul City uses the strategy of developing the station influence area around the urban railway, in order to form the central place structure, effectively. . Therefore, reviewing impacts of urban railway is the most fundamental study for understanding changes in the spatial structures of Seoul. In the study, we have analyzed the changes in the central place structure of Seoul City with the public land price changes in station influence area around the urban railway at each year of 2000, 2005, and 2010. The purpose of this study is to make an in-between space considered as an abandoned thing to the central place of commercial area by utilizing it to form the each places' identities. The methodology of the design is not about one complete form but about a continuous process by negotiation. This process is proceeded by holding council between public institution and private owners of the buildings and applied the rules to various cases in similar places in the commercial area. This project has been developed in order to construct a healthy network to connect buildings nearby and programs in a block. This place could provide the ground for public communication between any group to visit this place and make the spatial milieu of the city.
