2013년 정부 3.0 추진에 따른 공공데이터 개방으로 많은 관련 웹사이트들이 생겨나게 되었다. 본 연구에서는 과거의 선행연구자료 및 국내 웹사이트의 현황을 조사 정리하여, 국내 공공데이터의 개방현황 및 활용사례를 분석함으로써 공공데이터 개방의 중요성을 시사하고자 하였다. 개방현황과 관련된 웹사이트는 서울 열린 데이터 광장, 공공데이터 포털을 비롯하여 전북 3.0 포털, 경상북도 공공데이터포털시스템, 강원 공공데이터를 조사 분석하였다. 국내 활용사례는 공공데이터 활용사례집을 참고하였고, 해외사례는 해외 웹사이트인 '질로우닷컴'과 'SAFECAST'를 참고하여 조사 분석하였다.

This study defines copyrighted public records in broad sense including open government data and public domain except for some private records. Additionally, this study aims to investigate improvement plan for maximizing utilization of copyrighted public records in web-sites using customer side, without consideration of supplier side. For this purpose, qualitative study method was used with grounded theory on analyzed problems from literature review and case study. Literature review was concentrated on definition of open data and abroad utilization indicators whereas case study analyzed current situation of four web-sites providing copyrighted public records. Converged opinions from in-depth interview and various statistical data was analyzed as a basis for grounded theory, then a paradigm model was constructed and future improvement plans were presented. The findings imply that opening of copyrighted public records is not just important for quantitative results, rather it requires qualitative improvement providing latest credible information that is consistent with the demand of the customer. Thus, development of service platform and business models for copyrighted public records are urgent task.

정부는 공공데이터 품질관리 수준평가를 진행하여 공공 개방데이터의 품질관리를 진행하고 있다. 공공 개방데이터는 XML, JSON, CSV 등 여러 오픈포맷 형태로 제공되며 CSV 형식이 대다수를 차지한다. 이러한 CSV 형식의 공공 개방데이터 품질진단 시 품질진단 담당자가 공공 개방데이터 파일의 필드명과 필드 내 데이터에 의존하여 필드 별 도메인을 판단하여 진단한다. 그러나 대량의 개방 데이터 파일을 대상으로 품질진단을 수행하기 때문에 많은 시간이 소요된다. 또한 의미 파악이 어려운 필드의 경우 품질진단의 정확성이 품질진단 담당자의 데이터 이해도 역량의 영향을 받는다. 본 논문은 필드명과 데이터 분포 통계를 이용한 CSV 형식 공공 개방데이터의 도메인 판별 모델을 제안하여 품질진단 결과가 품질진단 담당자의 역량에 좌지우지 되지 않도록 일관성과 정확성을 보장하고 진단 소요 시간 단축을 지원한다. 본 논문의 모델 적용 결과 행정안전부에서 제공하는 파일형식 개방데이터 진단도구보다 2.8% 높은 약 77%의 정답률을 보였다. 이를 통해 공공데이터 품질관리 수준진단·평가에 제안 모델 적용 시 정확성을 향상시킬 수 있을 것으로 기대한다.

공공데이터는 공공기관이 만들어내는 자료나 정보를 국민에게 공개한 것이다. 정부는 공공데이터포털과 개별기관의 웹사이트를 통해 공공데이터를 개방하고 있다. 그러나 데이터 사용자 관점에서 원하는 공공데이터를 탐색하고 활용하는데 제약이 있는 것이 현실이다. 특히, 데이터 목록의 특성을 파악하고 서로 다른 데이터를 연계하는 과정에 많은 노력과 시간이 필요하다. 본 연구는 공공데이터로 개방된 데이터 목록이 갖고 있는 항목명의 공통 관계를 분석하여 데이터 목록사이의 연결 가능성을 제안한다. 공공데이터포털에서 제공하는 데이터 목록을 수집하고, 데이터 목록에 포함된 데이터 항목명을 추출한다. 추출된 항목명은 형식 개념 분석을 통해 형식 문맥 (formal context)과 형식 개념 (formal concept)으로 구성된다. 형식 개념은 데이터 목록과 항목명을 각각 외연과 내연으로 갖고 있고, 내연의 공통항목을 분석해 데이터 연결 가능성을 판별한다. 형식 개념 분석을 통해 도출한 결과는 데이터 목록의 의미적 연결에 효과적으로 활용될 수 있고, 공공데이터 개방을 위한 데이터 표준 및 품질개선에 적용할 수 있다.

In Korea, the act for promoting use of the public data has been enforced since 2013. The Key Government 3.0 Strategy was established for providing the public data as an obligation of public authorities for users to use them free of charge. The aim of open public data and using them targeted by the government is creation of a solution for vitalizing the economy by using the public data. However, the reason for low usability and tangible outcomes despite unlimited provision of open government data is as follows. That is, it is essential to address the issue of difficult software technology required to access public data for using the data. However, with the open API method currently provided, the development procedure is not easy even for IT students or specialized software developers. Therefore, strategies for each step ideal for the level of developers are required to vitalize applications based on the public data and developed by ordinary users. Two strategic methods can be used for facilitating the use of public data and applications developed by ordinary users suggested in this paper on the basis of the public data portal organized by the Ministry of the Interior and provided to all ordinary users. That is, they are applications developed in the web browser environment and those developed in the PC environment. They allow ordinary users to develop and distribute applications based on the public data to contribute to enforcing the policy for facilitating the use of public data of the government just with basic training and basic knowledge from the training without using program coding knowledge of open API which requires the knowledge of development professionals.

최근 4차 산업혁명과 빅데이터의 중요성이 대두됨과 함께 공공 빅데이터 활용을 활성화기 위한 다양한 정책들이 마련되고 있으며, 이를 활용한 다양한 부가가치 창출이 활발히 이루어지고 있다. 하지만 공공 데이터 공개 의무 확대와 법제도 개선에도 불구하고 실질적으로 공공 빅데이터를 활용하기에는 아직 한계가 있다. 문헌연구에 따르면, 공공 빅데이터 개방을 위해 정부가 정책적으로 나아갈 방향에 대해 제시한 연구는 있지만, 실제 공공 빅데이터를 활용하는 사람들의 입장까지 고려한 연구는 부족한 실정이다. 따라서 본 연구는 국내 공공 데이터 개방 생태계에 대해 파악하고, 공공 빅데이터 개방의 주체인 제공자 입장(정부, 공공기관)과 사용자 입장(기업, 민간)에 대한 인터뷰를 통해 공공 빅데이터 개방 및 활용 활성화의 촉진요인과 저해요인을 도출하고, 각 요인 간의 인과관계분석을 통해 이슈를 도출하여 해결방안을 제시한다. 본 연구는 공공 빅데이터 개방 및 활용활성화 방안에 대해 두 가지 측면에서 함께 고려한 연구라는 점에서 학술적 시사점을 가지며, 도출된 이슈와 대안은 국내 공공 빅데이터 개방 및 활용 활성화를 도모하는 이해당사자에게 실무적 시사점을 줄 것으로 기대한다.

공공데이터는 공공기관이 전자적으로 생성 또는 취득하여 관리하고 있는 모든 정보와 전자화된 파일이다. 공공데이터는 인공지능, 스마트 시티 등 차세대 신산업을 견인하는 중요한 요소로 인식되고 있다. 한국은 공공데이터 개방과 관련된 국제 평가에서 연속적으로 높은 순위에 위치하고 있다. 그럼에도 불구하고 공공데이터의 활용과 산업적 영향은 미흡하다. 공공데이터의 활용이 미흡한 이유는 다양할 수 있지만, 데이터 품질은 지속적으로 논의되는 주요 이슈이다. 본 논문은 공공데이터 품질 평가를 위한 지표를 검토하고, 개방된 공공데이터를 대상으로 정량적 품질 평가를 수행한다. 특히, 공공데이터 관리지침을 기준으로 구축 및 개방된 개방표준 데이터의 품질을 진단하여 정부의 가이드라인이 적합한지 검토한다. 데이터 품질평가는 개방표준 데이터의 메타데이터와 데이터값을 포함하고, 완전성과 정확성 지표를 기준으로 검토한다. 데이터 분석결과를 바탕으로 품질 개선을 위한 정책적·기술적 방안을 제안한다.

In order to meet the trend, construction public data are already disclosing not only data generated at the construction site but also various data ranging from inspection reports and public construction contracts through multiple portals. However, unlike the excellence of the open performance evaluated by the number of data, it is difficult to evaluate the specific level of disclosure because there is no case of analyzing the quality, ease of use, and possibility of further opening of the public construction data set. On the other hand, performance measurement is already performed using an internationally agreed evaluation method in different fields such as real estate, population, and environment. So it is essential to analyze the current status of public data openings in the construction field and to derive improvement tasks. Therefore, this study conducted a survey of researchers with the highest system utilization targeting representative public data open systems in the construction field, such as E-AIS(세움터) and KISCON. To ensure fairness and increase comparability, the questionnaire was composed using evaluation items on implementing public data conducted annually by the World Wide Web Foundation, an international non-profit organization. With these responses, we investigated the status of public data disclosure and opinions on data quality and derived tasks to improve public data disclosure in construction through the analysis of the results.

Opening government data has been one of the main goals of nations building their e-government structures. Nonetheless, more than publishing government data for public viewing, the bigger concern right now is promoting the use change to "and proving the usefulness of available public data". In order to do this, governments must be able to, not only publicize data but more so, publish the kind of data usable to infomediaries and developers in order to create new products and services for citizens. This research investigates 30 open data use cases of South Korea as listed in Data.go.kr. This study aims to contribute to a better understanding of open datasets utilization in a technologically-advanced and well-developed nation and hopefully provide some useful insights on how open data is currently being used, how it is opening up new business, and more importantly, how it is contributing to the civic society by providing services to the public.

This study aims to introduce a model for enhancing community well-being through the utilization of public open data. To objectively assess abstract notions of residential satisfaction, text data from complaints is analyzed. By leveraging accessible public data, costs related to data collection are minimized. Initially, relevant text data containing civic complaints is collected and refined by removing extraneous information. This processed data is then combined with meaningful datasets and subjected to topic modeling, a text mining technique. The insights derived are visualized using Geographic Information System (GIS) and Application Programming Interface (API) data. The efficacy of this analytical model was demonstrated in the Godeok/Gangil area. The proposed methodology allows for comprehensive analysis across time, space, and categories. This flexible approach involves incorporating specific public open data as needed, all within the overarching framework.
