  • According to broad spread of smart phone, interest for LBS is increasing. but the marine alert system for providing public LBS service. the practical use of LBS is weak because the range of tracking location is from 200M to 1KM in korea. This study try to research the methods for setting up LBS high definition open platform system, good operation of LBS system and improvement of public use of LBS.

Involvement of Social Media in Disaster Management during the Wenchuan and Ya'an Earthquakes

  • Social media is being increasingly utilized in disaster relief work to identify safety issues, locate displaced-victims, and seek or provide support for those who need help. The presence of social media in disaster management has changed significantly in recent years, as it was not prevalent in the 2008 Wenchuan earthquake, but had become a powerful force in the 2013 Ya'an earthquake. This paper discusses the development of social media in disaster management via making a comparison between how it functioned in the two earthquakes. It examines the following aspects: who are the stakeholders that use social media in the earthquake management; how do they adopt this means in response to the earthquakes; and what are the outcomes of adopting social media with regards to public engagement and collaboration in an emergency event. As Sina Weibo acts as the equivalent of China's Twitter, the methodology relies on an analysis of posts in Weibo. The outcomes primarily show that: (1) authorities, celebrities and the public actively adopted social media for the purpose of information dissemination and resource mobilization; and (2) social media users are both content consumers and content generators in the times of earthquakes. The study concludes that social media as a backchannel communication tool is helpful for government institutions, corporations, and nonprofit organizations to build relationships with their stakeholders in the disaster management cycle. The result will interest academics and emergency management practitioners who are concerned with improving disaster communication.

  • As of August 2005, there are 9,007 facilities for public primary, middle and high schools in Korea. But because of depopulation, hereafter it is expected to allocate much more budget and interest to utilizing the existing facilities reasonably rather than new buildings construction. At present the maintenance of educational facilities is depend on not a preventive but a post preservation. And there is no established maintenance organization and system, which causes both facility deterioration and squandering of the nation's resources. Thus the object of this paper is to examine a maintenance system of established public school facilities and to improve the system which is enable to maximize the efficiency for the existing maintenance organization.

  • This study is an empirical research on what effects public tax officers' pride, external image, and organization identification as tax specialists have on their organizational commitment. The results of the verification showed that their organizational commitment gets deeper as their satisfaction about pride, external image, and organization identification get greater. In order to meet the public interest in taxation and the demand of the time with positive attitudes and facilitate the functions of the taxation administration, public tax officers' organizational commitment should be intensified by increasing their pride as tax specialists, enhancing external images of the taxation administration, making substantial and realistic efforts, and letting public tax officers have organization identification.

  • Drought is a natural disaster that directly affects agriculture, which has a great impact on the global agricultural production system and yield. The lack of water storage in most parts of the country due to the lack of precipitation has caused a great increase in social interest in drought due to the dryness of rice fields and crops. As the drought period increases and the drought intensity becomes stronger, it is believed that drought damage to crops will continue; thus, it is necessary to understand the vulnerability to irrigation performance and the ability of irrigation facilities. Therefore, this study conducted a vulnerability assessment of irrigation facilities (public Groundwater well) in cities across the country. The survey was conducted using statistical data from 2007 to 2016, and the vulnerability score was calculated according to the vulnerability evaluation procedure for drought in the irrigation facilities (public groundwater wells). Among 157 regions, 136 areas were very vulnerable; 14 areas were vulnerable; 3 areas were normal; 4 areas were good, and 0 areas were excellent. The vulnerability assessment can be used as basic data for the development or maintenance of field irrigation facilities in the future by understanding the vulnerability of irrigation facilities.

  • The study, on the one hand, reflects the recent social interest in crisis management including user safety and library disaster preparation, and, on the other hand, presents a detailed safety management manual that is a reference for library work sites concerning accidents that may occur in public libraries. The proposed safety management manual consists of safety management elements for the four areas of 'safety management planning', 'safety management for each crisis type', 'information resource restoration', and 'safety management checklist', as well as their detailed sub-categories. This allows each public library site to use the manual to establish safety management plans according to their situation and educate their employees.

  • The purpose of this study is to examine the issues that can be expected in the smart intelligent information society led by artificial intelligence and the Internet of Things, and how to resolve the issues in terms of PR.The results were as follows. First, there are three major issues that can be expected Second, in order to resolve the issue, it is necessary to prepare and carry out a public interest campaign to create and participate in a new paradigm for the alienated public.   • Purpose: This aims to find a strategic plan for the feasibility study of a medical center extension project in order for local public medical institutions to obtain public interest and profitability through a survey of residents. Research design, data and methodology: The structured questionnaire was distributed at random, and a total of 219 people responded as users or patients responded to the questionnaire in a self-filling manner. Through this questionnaire, the feasibility and necessity of the extension of Gangneung Medical Center(GMC) was measured. All data processing was analyzed by applying version 26.0 of IBM SPSS statistical package program. The main contents of the questionnaire included reasons for using GMC, inconveniences, overall level of medical care, satisfaction, intention to revisit, the necessity of GMC's complex ward extension project, and GMC consisted of 8 questionnaires, including the desired service for the extension of the complex ward. Results: As for the necessity of the GMC complex ward extension project, 95.9% of residents said they wanted the complex ward extension project, 2.3% said it was not necessary, and the remaining 1.8% had other opinions. Conclusions: GMC complex ward extension project is necessary.

  • This study identified what children's TV program model should KBS offer to the realization of the value of children audience. Results demonstrated that educational and norm, content diversity & children's interest, cultural diversity, and program accessibility were derived as the characteristics of children's programs pursued by parents bringing up children. This study further expects the efforts of KBS to provide children's programs that people want may serve as a key mechanism for enhancing awareness of the need for public broadcasting and contributing to the realization of normalizing TV license fees.

Does Public Diplomacy Need a Theory of Disruption? The Role of Nonstate Actors in Counter-branding the Swedish COVID-19 Response

  • Public diplomacy (PD) scholars tend to consider two main principals: the country or agent that conducts PD (Actor A), and target groups in the host country in which PD is conducted (Actor B). The field currently lacks theories of how communications between Actors A and B can be disrupted by a third party, such as a group of motivated trolls, an organised advocacy group, or a hostile country and its agents. The purpose of this article is to outline some theoretical considerations for how the PD research field might move away from a two-actor model of PD to one in which disruption is part of the discussion. The case study explores the activities of an interest group called Media Watchdogs of Sweden (MEWAS). MEWAS was a group of around 200 members who met in a hidden Facebook group to coordinate off-platform activities aimed at influencing perceptions of how the Swedish government handled the COVID-19 pandemic in the eyes of foreign governments, researchers, decision-makers, and media. Much critical news coverage in the international press has been linked to this group. Unpacking some of MEWAS' activities, which can be considered a quite typical mixture of legitimate and illegitimate communication techniques used by activist groups, can help to shed light on some difficult questions regarding disruption in PD.
