Nowaday special attention is being paid to the conservation of all species or ecosystmes of sites for public projects. Many environmental conservation policies and projects in Japan emphasize the coexistence of man with nature and close contact with nature. The objectives of this study was to investigate policies and projects for the creation of areas for the close contact with nature in Japan, to characterize change of techniques for the space creation over times, and to classify those policies and projects implemented by many government agencies. This study was mainly carried out by literature survey of laws, policies and projects related to environmental conservation pertinent to national scale. Major findings of this study can be summarized as follows: First, two most significant turning points for the environmental conservation in Japan were the establishment of the Office of Environmental in 1971 and the enactment of many laws influenced by the awareness of global environmental problems since 1990. Second, polices and projects for the creation of areas for the close contact with nature started in 1960s by the Office of Forestry, and focused on planting and development of simple facilities in forests. And the conservation of natural environment, ecological restoration and the expansion of urban green spaces, and the creation of biotopes and other areas for the close contact with nature in urban areas were the major characteristics of environmental conservation in Japan during 1970s, 1980s, and 1990s, respectively.

In this study on the creation of parks in North Korea, which is closely re]toted to the developmental stages in North Korea, park construction plans are investigated according to the following periods: 1) from the Liberation of Korea in 1945 to the outbreak of the Korean War, 2) from the end of the Korean War to the 1950's, 3) 1960's and 4) 1970's and 1980's Major North Korean parks are also presented and common characteristics of park-making in North Korea are analyzed in the following way : 1) the character and function of the parks, 2) the development of landscaping, 3) the creation of unique North Korean parks. This study was conducted through archival research of North Korean documents and it may be limited due to the intrinsic problem of reliability that the documents have, and also to an impossoble on-the-spot survey. However this study is of value because it presents North Korean parks, as yet unpublished in South Korea, and it can be used as valuable information for further study and especially for the planning of parks and green space system in preparation for a probable unified Korea. For a profound stuffy, broader and more accurately detailed North Korean documents must be obtained and opened to the public. A comparative study on the principles of spatial composition and design elements of the parka in South and North Korea mutt also be conducted so as to find a model for the Korean park for a future unified Korea.
Waste to Energy Plant were recognized as hateful facilities, and there were many conflicts in the location due to social problems such as the NIMBY phenomenon due to problems such as damage to property in the surrounding area, odor, and image loss. Problems such as air pollution and odor are solved by the development of advanced prevention facilities such as electric dust collectors, wet cleaning systems, semi-dry reaction towers, bag filters, and catalyst towers (SCR: Selective Catalytic Reduction), and air recycling facilities in waste storage tanks. However, it is being avoided because of the perception that it is an incinerator. To resolve these conflicts, the government installs and operates resident convenience facilities to compensate residents near resource recovery facilities, provides green space and improves the environment, and supports heating expenses in accordance with the 「Waste Treatment Facility Support Act」. The purpose of this study is to derive implications through the analysis of domestic and overseas case studies for resident convenience facilities and environment improvement for the promotion of local communities in resource recovery facilities and use them as basic data for community promotion and environmental improvement when installing resource recovery facilities in the future.

This study aims to examine what factors citizens value in urban parks and green spaces in terms of usage and aesthetic value and to find ways to deal with the changing patterns of user satisfaction for these various green elements. To achieve this, the study developed a dynamic model employing a transactional approach to evaluate environmental quality for 1999 and 2007 in Anyang City as well as a conceptual model of parks and greens satisfaction. This study relied on an empirical study method including the 1999 and 2007 green conditional survey and citizen questionnaires totaling 573 in the year 1999 and 982 in the year 2007. As a result, first, the factor 'urban parks' is the most important factor and 'cityscape' is the second most important factor in parks and greens satisfaction(PGS). Second, PGS in turn causes environmental quality satisfaction(EQS), which is related to two items--'urban livability' and 'aesthetic quality'--in the model. This means that PGS is the intervening variable of urban livability. Third, the factor analysis resulted in six factors: cityscape, urban green, linear facilities, urban parks, riverside green, and urban forest. 'Riverside green' emerged as a factor in 2007 as a result of public participation in the 'Anyang River Revitalization Project'. Fourth, through a transactional view, the environmental changes result in either a change in or stability of public attitude. The levels of satisfaction were elevated but patterns of satisfied-unsatisfied items remained unchanged for most factors. The perception of riverside a greenway and linear surface facilities(pedestrian walkways, biking and jogging trails, etc.) have changed positively. PGS changed significantly in 2007, as a result of urban events and development, including parks, rivers and greenways which were built through the joint effort of the local government and civic participation.
The aim of this research is to develop the sentiment indicators of housing welfare for evaluating housing welfare policies conducted by the Korean government. The methods of this research are used by analysis of related documents, FGI (Focus Group Interview), and survey. The survey was made by experts and consumers. To analyze the survey, this research also uses confirmatory factor analysis by SPSS (Statistical Package for the Social Science) program, AHP (Analytical Hierarchy Process) by Expert Choice program, frequency, average, percentages, Factor analysis etc. As a result of this research, selected housing welfare indicators are settled as follows: In the housing welfare aspect, 11 indicators in the department of 'Housing Satisfaction' and 11 indicators in the department of 'Community Satisfaction' (22 in total) are suggested. The indicators are 1) Water Supply and Distribution Equipment 2) Heating equipment 3) the size of the exclusive residential area 4) the number of rooms 5) Ventilation and Lighting 6) Sound Insulation (Indoor Noise) 7) Air Pollution/Odor 8) House Deposit 9) Rent Paid 10) Maintenance (Dwelling) Cost 11) The length of Occupation 12) Proximity to Welfare Facilities 13) Educational Environment 14) Convenience of Facilities (shops, hospitals etc.) 15) Convenience of Transportation and Commuting 16) Distance from Workplace 17) Landscape and Green Space (Tree, Flowers, Grass etc.) 18) Vandalism (Destruction Behavior, graffiti etc.) 19) Privacy 20) Noise in Public Places (Drinking, Loudly Talking etc.) 21) Safety from Crime 22) Safety from a Disaster. As of 2007, the housing welfare sentiment index is measured by the survey of 1,000 inhabitants in the public housing, which shows 3.51.

Korea Train Express (KTX) is now leading the train industry, heralding a new renaissance of transportation and changing the old construction-oriented policy to one based on customers' needs that intends to offer better service in speed, convenience, and space creation around the railroad stations. These new policies aims to provide differentiated 'utility' based services, with the commitment to environmentally friendly 'green growth'. Nevertheless, the new policy has the unspecified 'public' as its target and tends to change bus users to train users rather than automobile users to train users. Furthermore, due to the heavy dependence on automobiles, there exists the definite limit of the new policy to attract the automobile users to train services. The purpose of this paper is to analyze the car dependence in Seoul metropolitan area. Based on the analysis using structure equation modeling, it can be described that environment consciousness and public satisfaction level affect on the car dependence. Author concludes that emotional marketing needs to go with utility marketing and Incentive marketing to weaken the heavy dependence on automobiles and to successfully prompt the change to train services.
Background and objective: With the revision of the Act on Urban Parks, Green Areas, Etc. in 2013, the "urban agricultural park" was newly established under the subcategory of "themed park," thereby establishing the institutional basis for the creation of urban agricultural parks. However, urban agricultural parks are still in the early stages of their introduction. There is a lack of research on direction setting and specific operation management that considers urban residents' needs and the city's physical infrastructure. Methods: We utilized the public service design process suggested by the Ministry of the Interior and Safety of the Republic of Korea in 2019 to identify problems and develop directions for urban agricultural parks. The process consisted of the following four steps: Understanding, Discovering people's needs, Defining real problems, and Developing ideas. Results: As four types of ideas for revitalizing urban agricultural parks, 'information users want to know,' 'user participation in design,' 'venue for local communities,' and 'urban agricultural parks as health and rest areas' were derived. This means that urban agricultural parks must provide the information users want; users must plan, decide, and implement such information by directly participating in the creation and efficient management and operation of urban agricultural parks; and urban agricultural parks must be used as a venue for local communities. Urban agricultural parks should also be spaces for health and relaxation. Conclusion: Urban agricultural parks should avoid the unified space and passive participation patterns of existing urban parks, and become real spaces for resident participation that can satisfy all the production, leisure, landscape, ecology, and psycho-social needs of the users of urban agricultural parks. Furthermore, it is necessary to introduce a more systematic and diverse operating system so that it can work to revitalize the local community and connect organically with the function of the city.
The City Complex Development and TOD originated from the Compact City are entrenched domestically. The New Urban Development such as these changes Structure of Urban space from the Automobile to the Public Transportation. Also, Transit-Oriented Development is drawing attention as sustainability because it has effects of Environment as Green growth. However, An empirical Study is insufficient about Influence Factors of Transit Oriented Development. Therefore This study sets up the Density spaced 1000m apart of Transit Oriented than the existing and did 7 Types considered of Accessibility, Complexity and Design Element according to the Factorial analysis. As a result, this study drew that (1) 'intraregional accessibility of public transit', (2) 'degree of development', 'pedestrian-friendly facility', (3) 'interzonal accessibility of public transit', (4) 'land-use of the city centre', 'complex using of rail station area', 'complementary public transit' are related 201 in number of the Subway stations according to the Multi-dimensional scaling.
This study has the purpose to reveal the differences of residents' using behaviors of living facilities at 3 complexes. The physical characteristics of the complexes have been investigated by a literature study and field survey. In addition, questionnaires were answered by residents on living facilities using behavior on community environment. The tools of analysis are frequency, percentage, and cross tabulation using SPSS WIN 12.0 program. Followings are the results of the study. 1) The developmental concept of 3 complexes maintained its initial identity. (1) The residence-oriented complex, having wider residential space, had better downtown access and more convenient facilities for daily life. (2) The residence-government mixed complex, constructed with an eco-friendly concept, had wider green and public service space and good downtown access but on the other hand, had less convenience facilities because of a short period from construction. (3) The residence-industry mixed complex, located in sub-urbanity and conceding more land for industries, had poor access to downtown but had more convenient facilities for workers' use. 2) The most frequently visited convenience facilities were shopping facilities, large or small, and banks, and activities were commonly done in the complex or adjacent area. This means it is recommended that the developer of the new complex locate convenience facilities in multi-core concentration types or street types rather than one-core concentration types.
This study was aimed at determining the characteristics of circular multi-family housing under the assumption that the shape of a residential building affects local identity. A total of six case studies were included in this study, three case studies on idle historical industrial facilities turned into residential buildings and another three on multi-family housing located in newly developed residential complexes. The study drew its conclusions as follows. First, the design of circular multi-family housing was intended to maximize security and defense from the outside in older times. This was later developed as the terrace house style with geometric urban squares designed under the urban planning of the Baroque period. This evolved high-density housing with a courtyard in the center offering a green open space, with the aim of restoring a sense of humanity. Second, the six case studies on circular multi-family housing were analyzed from the viewpoint of each factor of local identity, including historical and cultural, landscape, and community. Third, the historical and cultural elements of circular multi-family housing are found in some unused historical industrial facilities remodeled into residential buildings. They provide new capabilities and shapes desired by society at a given time, while maintaining familiar styles and elements of history, integrating a legacy of the past into the present. Fourth, circular multi-family housing with unique shapes and structures often become landmarks of a region with their distinctive appearance against a uniform urban environment and the monotonous scenery of residential complexes. They also show a high level of visual awareness with the distinctive shapes made possible when new elements are added to a historical exterior. Finally, circular multi-family housing with courtyards in the center prompt social contact between inhabitants, especially with dormitories and rental houses for the low-income bracket, which provide a small individual units with high use common space. Circular multi-family housing are planned in a manner similar to a small village or a city. They are designed to enhance sense of community, allocating various public amenities and provide cultural and commercial spaces on the ground floor and courtyard areas.
