Public buildings as a public space of the community have a close relationship with local residents and urban space. Public buildings are not a simple role as office space, but closely related to the life of the local residents. In addition, a variety of approaches, spatial, and program elements should be considered. Rising awareness for public buildings recently, aspect of design also has began to be interested. Small building is a public building that can actively cope with the social and economic environment in the rapid change. However, small building is lacking the design consideration according to the scale and economics. This paper is to present the Design Indicator that can be used to create 'small public buildings' that has been alienated from the large public buildings design development. This is intended to derive and utilize the design categories and design detail indicator of small public buildings. There are composition of design categories and design detail indicator of developed small public buildings. Design categories have developed six such as Public and Harmony, Access, Landscape Design, Space, Sustainable Design, Technique and Performance. Design Detail indicator of Small public buildings have developed all 24. Presented Design Categories and detail indicator are composed of design indicator available in all areas of design evaluation and review that includes design, function, environment, and technology of public buildings. And it is possible to apply with small public buildings in all purpose.

21st century has different characters from 20th century which was an era of machine and rationality based on the industrial revolution. With the advent of the digital revolution, it became an era of pluralism, culture, and emotion. The digital technology made it possible to connect the whole world together in real time and brought about the entirely new notion of time and space. It also dramatically altered the world view. Now we have a different set of social and cultural values from the past. This paper researched the influences of these social and cultural changes on public designs. The leading trends of public designs were analyzed and the successful cases were studied. The main research methodologies were the document review and the instrumental case study. The major social & cultural paradigms of a present era were classified as 'pluralism', 'digital & information revolution', 'human-centered value (against machine-centered value of 20th century)', and 'organic world view'. Each of the classified paradigms was analyzed more to find out the influences on the various trends of public designs. 'Pluralism' has influence on 'experiential public design', 'community art', and 'public design of local values'. 'Digital & information revolution' has influence on 'content-centered public design', 'smart public design', 'immaterial public design', and 'performance in public design'. 'Human-centered value' has influence on 'universal design approach in public design', and 'emotional public design'. 'Organic world view' has influence on 'sustainable public design', and 'ecological public design'.

Objective: This paper aims to discuss the case study of Design Dive: Service Design Workshop that was held to improve public services by applying service design methods(February 2011~May 2011). In so doing, it suggests the ways in which public services can be innovated from a design-oriented perspective. Background: As citizens' social and cultural awareness of services is enhanced, there have been emerging needs for innovation of public services. Accordingly, the methods of service design which is to design holistically users' experiences have been considered as an important means to innovate public services. Method: In this regard, the present paper introduces and explores the example of the Design Dive Workshop as a platform whereby service design is achieved. In particular, it analyzes the results of the workshop. Results: The paper presents the results of the workshop and the 10 possible scenarios of public services that were explored in the workshop and suggests models for empowering the workshop participants. Conclusion: Service design is a very effective methodology for providing a new perspective on user-oriented design of public services. The workshop had educational effects on enhancing the participants' awareness of the role of public service design. Application: The Design Dive workshop contributed to improving public services and achieved positive educational results. The methods developed in the workshop can effectively be applied to various occasions on which public services should be improved.

Recently, Public Design is being applied at many kinds of urban development. But the application is not carried out well owing to ambiguity of the object of plan. The object of the design and the role from it are based on defining of the realm and type of public design. So, it is necessary to study more about the realm and type of the public design in accordance with the context of the related space and region. Through the analysis of the public design, some points of conclusion have been attained. First, the realm and type of public design is to be more simplified than ever: public facilities and public medium. So, public facilities are to be oriented toward placeness on the one hand, and public medium is to be used for regional marketing on the other hand.

Since a government design department office was set up in 2007, active design projects have been implemented. With this opportunity, each local self-governing organization has improved its administration and institutions, and are planning intensive research on public design for efficient execution of public design projects. However, recent public design projects have caused many problems due to unspecialized design processes, a lack of cooperation with relevant organizations, and unsatisfactory management systems after projects. Therefore, to overcome such problems in the execution of public design projects, a procedure-centered model should be developed. This study aims to analyse the process structures for the strategic execution of public design projects, and the methods and content of the execution process. For this purpose, this study looked into the process structures of public design projects based on design management strategies in order to draw suggestions needed for the execution process through advanced cases. The study is summed up as follows: First, when the process of public design projects was examined in terms of management strategies and design management strategies, it included two dimensions: the management structure of general projects and the design of development projects. Secondly, through the analysis of public design cases, this study discovered useful methodologies and the main programs used and drew suggestions needed for each step in public design projects. It is expected that the results of this study will be helpful for the development of a process model appropriate for national public design projects based on the current status of the project execution and to make a contribution to systematic development in national public design.

There are various form of public elements in modern urban space. These public elements mingle with sociocultural elements which consist of each city, determining urban environment's image. Especially, since the social value of design becomes important, the social role of public design has been emphasized as an effective value for public interest and environment. It is just about 10 years since design mind in the public sector has been made domestically. Even though domestic public design has been studied not so long, it has developed with radical change of social culture and science technology. This study targets public environment in modern dense urban space. Also, it grasps the trend of public design studies through analysing and documentary survey of the existing studies, and based on that result, aims at presenting the direction that domestic public design studies should progress. This study selected 253 theses(1989.6~2015.11) by collecting primary, secondary data about public design studies, and implemented overall meta-analysing about the trend of domestic public design studies. As a result, public design has been studied intensively in the field of design about environment, architecture, etc. The trend analyzing of study purpose and keyword has a tendency which is weighted towards exploratory study focused on suggestion and development about object and realm of public design. The trend analyzing of study area tends to study overall part of public space or public facility rather than specific area and object. The most parts of studies analyze domestic area, especially Seoul metropolitan area. Also, the study method weighted in favor of some qualitative analysis has been utilized.

Recently, multiple metropolitan counties and local authorities have been actively working on improving their local existence with various methods and strategies. Such change cannot be observed when local authorities were chosen by the government. Also, the public administration has recently emphasized important factors of public design which seeks better lifestyle and outward beauty from quantitative growth and policy of strongly considering outward form due to the compressive modernization. Public design intends to complete aesthetic factor and improve the quality of life as the efficiency as the value of public administration. The purpose of this study is to discuss how public school has been evolved as public space and how to create local user-centered interaction. The study retrieve the communication which the essential publicness in the school public design and the self-management which is the original value in terms of sociology. The method in which the characters of the public design of the publicness have been changed will be concentrated on in public area. In addition, the study has been focused on the efforts of the reflection of the development in public design are the challenges for the aim of the design of the publicness.

This study aimed to evaluate how universal design principles are embodied in the Public Service Center. It will be used for planning the basic materials of the interior environmental design for Public Service Center facilities and for developing ways to improve interior environments in order for them to be conveniently used. In studying a method, we conducted an Universal Design check list to evaluate interior environment, targeting five Public Service Center facilities located in Gwangju Metropolitan city. This study investigated the Universal Design suitability of center interior Public Service Center on the basis of the tools for Universal Design check list which was composed of supportive design, adaptable design, communicability, safety-oriented design, and accessible design. Through theoretically considering the services of Gwangju's old city hall public service center, which got divided into common space, public service space, waiting space and informative material space. Evaluation on universal design application level showed that those with best universal design application are supportiveness and safety in public service space, communication efficacy and safety in waiting space and safety and accessibility in informative material space and acceptability in waiting space had the lowest application level.

The purpose of this study is to propose the reasonable method for effective public building construction process. Public building service administration is necessary to make efficient public building supply and demand program. As a result, current public building precess need four steps(organize public assets, various process, establish public building service administration, design criteria). 1. Planning phase : Participation of Private Experts is guaranteed to enhance public building's function such as welfare, entertainment. 2. Design Phase : Detailed design review makes efficient and user oriented public building. 3. Construction Phase : Public Architect solve various problems among the participator especially in case of government local building construction. In conclusion, well formulated design criteria and Public building service administration make public building efficient in various field.

Modern public library is expanding its role as generalized cultural facility. Therefore public library that has comfortable and physical environment for various age and various users are needed. The purpose of this research is to evaluate the application of universal design in common space of public library, and trying to suggest environmental improvement plan that various users could comfortably use the library based on its data. The scope of this research were adjusted as 8 public libraries located in Seoul and metropolitan area of Seoul. Spacial scope that was set of this research was common space of public library and scope of content was about application of universal design. As a result of the research, first, the application of universal design toward common space of public library were appeared as low. Second, constant management and application development of universal design is needed. Third, as roles and functions of public library become various from now on, application of delicate universal design is needed for intention of users.
