An Evaluation of Accessibility in Public Convenient Facilities based on the Disabled User Experience - Focus on the community center - (장애인 사용자 경험에 기반한 공공편의시설 접근성 평가 - 주민센터를 중심으로 -)

  • The objective of this study is to investigate the difference between the standard 'design guideline' in barrier free laws for the disabled and the disabled's real experience in public convenient facilities. It is mainly focused on accessibility by the disabled people who use an electric motion wheel chair, a wheel chair and crutches as well as a visual impaired person in the public resident centers. For this purpose, four resident centers in Busan have been selected as the objects of investigation. We observed and video recorded the disabled people with various handicaps to access and use facilities in four resident centers, and interviewed them afterwards. We found out problems from the perspective of the disabled and figured out the difference between barrier free laws and the disabled's real experience. The research result is as follows. First, it is important to make the arrangement of public convenient facilities according to the flow of the user's movements. Second, it is necessary to provide better conditions for the disabled to access the public toilet easily and conveniently. Third, it is essential for public convenient facilities to be more strictly controlled by regulations. Fourth, we need to make better standards that could reflect real experiences of various disabled users. Fifth, we need to keep providing the best follow-up service for the disabled in terms of using public convenient facilities safely. This study can contribute for designers to understand specific users through their experiences and suggest improvement ideas for better public convenient Facilities.

The Analysis on the Actual Condition of Convenient Facilities for the Handicapped (肢體障碍人 便宜施設 設置에 관한 實態 分析- 영주시 공공건축물을 중심으로 -)

  • The disabled peoples increase in number by disasters from the industrialization and urbanization. The physically handicapped people experience many difficulties in using the facilities in the public buildings. So, this survey proposed the necessary conditions for the handicapped peoples to use without any trouble in public buildings. The objects of investigation were public buildings, village offices, a public library, synthesis hospitals banks, an express bus station, a wedding building, a railroad station etc.. Conclusions were as follow \circled1 The most of buildings were established access road in regulations but parking area was established inappropriately in regulations \circled2 The most of convenience facilities were concentrated on first floor but were established barely in more than second floor. \circled3 The most of convenient facilities were established in appropriately in regulations. \circled4 The other convenient facilities(reception desk, ticket agency, work desk etc.) were not established nearly in the buildings of investigation.

  • The purpose of this study is to suggest institutional reformation of public office facilities by analysis the status of services on welfare for the aged and disabled. For this study, we have researched and analyzed on two different aspects. The aspects are space composition of public office facilities, welfare systems and service support within region. And we can get the following important points as conclusion; (1) We need to consider on not only access for public office facilities site but also the connection on business such as block plan on zone and connection between quarters. Architectural plan has to be considered. (2) Most of the public office facilities use human service resources as a supporting system for shortage of convenient facilities. Variety of welfare services are required. (3) We need to secure various programs and space for local peculiarities and social demand.

A Study on the appropriateness of Public Facilities Scale (기능전환에 따른 동사무소 공간의 적정규모에 관한 연구)

  • With the changing consciousness of community people and the rising standard of living, there has recently been an emphasis on the creation of public facilities' new functions and their role as local community facilities. This changing trends are accordingly requiring a change in spatial structure of the public facilities. In this study, an analysis was conducted with 24 public facilities situated in the Buk-gu district of Daegu to identify the adequacy of their space scale after functional variation. The results of this study are summarized as follows. 1) The site area of public facilities has been being widened after functional variation since more spaces are needed to provide an outdoor resting space with community people, expand a parking space, and operate a community center. 2) The factors that had a direct effect on the change in the use of space are the reduced space for administrative work and the expanded scope of the community center's function. Specifically, the areas of activities for civil service and administrative work and for reserve forces have been reduced due to reduction of function, and floor division by each function group has been becoming stricter due to addition of a community center's function. 3) It was shown that in terms of the space for functions of public facilities, spaces for civil service and waiting have increased mostly after function variation. After functional variation, the scale of spaces for civil service and administrative work has been being planned within the range of $200\~300 m^2$, regardless of the number of population to be covered by public facilities. 4) The space for public use is showing the greatest increase in public facilities which have been built after functional variation. The major factors seem to be the increased moving passages, the expanded convenient facilities for community people, and the increased convenient facilities for disabled. Facilities scale plans have been being made more systematically, compared to the conventional facilities.

  • Purpose: This study aims to suggest the architectural planning guidelines for the nurse area and patients' convenient facilities design of the wards in central public hospitals of the communities. Methods: In order to suggest architectural planning guidelines, expert's interview, field survey and analysis of the floor plan have been conducted in this paper. Results: This paper presents room configurations and space program, which determines the areas and structures of the spaces in the wards. Also it suggests the examples of floor plans which contains how to design nurse area and convenient facilities of the patient in the wards. Implications: The result of this research would be useful as a reference when the architect tries to design nurse area and convenient facilities of the patient of the wards.

  • The student hall and its convenient facilities are hot-core space for various student activities in university campus. It has been for most of the student a place of sweet memories and romance imprinted by a positive image of a cozy atmosphere of unique eating establishments or student hectic activities that used to take place. However, it is questionable whether that facilities are open for all of the students and other users including the handicapped. Therefore, the purpose of this study is to evaluate student convenient facilities and to provide an improvement guideline for the wellbeing of students and other users, based on universal design concept. For that purpose, eight universities were selected for an investigation and 81 survey items were developed based on universal design concept; supportive, adaptable, accessible, and safety-oriented design. The analysis found that accessibility to main entry areas, main entry doors, stairs, and handicapped parking were positively evaluated, while information system for handicapped, handicapped public bath, and corridors lacked some notion of supportive and accessible design. Finally the study suggested some useful planning and design guidelines for an extensive and precise application of universal design concept.

  • In view of the fact that modern society has a range of origins causing disability, the population of acquired crippled is escalating. Hence, it is obligatory to facilitate every visitors can utilize facility equitably because public libraries are being changed to compounded service area. Particularly, it is urgent to manage space planning and accommodation by considerate the requirement traits of disabled who are a susceptible social group about knowledge information. This study analysis installation of toilet, the inevitable factor of hygiene facility, for disabled equipped in four different public libraries in Daegu with related on the standards of establishment for prolonged stay through advanced research and legislation connected on handicapped. This study provides foundation data to establish construction plan for disabled to alleviate inconvenience of taking service of public library, and to compose satisfying hygiene facility.

A Study on the Status of Indoor Smoking Rooms and Compliance with Indoor Smoke-free Policy in Some Public Facilities in the Seoul Metropolitan area and the Daegu and Gyeongsangbuk-do Province Area (수도권과 대구·경북지역의 일부 다중이용시설에서 흡연실 설치와 금연구역 정책 준수 수준 파악)

  • Objectives: The purposes of this study were to investigate the installation rates and status of indoor smoking rooms in public facilities and to determine the level of compliance level with smoke-free policies in accordance with the National Health Promotion Act. Methods: A visiting survey was conducted on 1,206 public facilities in the Seoul Metropolitan Area and the Daegu and Gyeongsangbuk-do Province area. Researchers selected public facilities such as bars, coffee houses, and internet cafes using convenient sampling. They visited without prior notice, checked the existence of indoor smoking rooms, and recorded their status. Results: Internet cafes (110/116) had the highest installation rate of indoor smoking rooms, followed by bowling clubs (17/19) and billiard rooms (87/100). Depending on the type of business, 50-88% of smoking rooms were not completely enclosed. Coin karaoke rooms showed the least inadequacy in this regard. In addition, out of 512 smoking rooms, in 33% (n = 169) smoking indoors was observed in non-smoking areas. Only 9% of public facilities were in full compliance with the indoor smoke-free regulation. Conclusions: It was found that most of the public facilities with indoor smoking rooms did not comply with the smoke-free policy, and smoking was still observed inside some facilities. Therefore, there is a need for a policy that prohibits indoor smoking rooms completely.

  • The Educational facilities is accomplishing the role as the community facilities through various programs that the culture leisure long-life education facilities etc. But The local residents do not use that facilities which is opened in the community actually well. Because it does not consider the various things that convenient for resident users who is not student. With sameness, School library which is opened to local community can not expect as a Public library with modem library services. The purpose of this study is propose the direction of architectural plan that must be considered for the sufficient role the School library which is opened to local community as the Public library.

Exploring an Instrumental Measurement of Quality of Housing Environment (주거환경의 질 척도에 관한 연구)

  • This article tries to develop an instrument for assessing the quality of housing environment by using 67 housing environment variables. The method of factor analysis is used to explore the dimension of the quality of housing. As the result, 5 dimensions of housing environment are extracted. They are, according to the order of their importances, house structure and indoor environment, outdoor facilities and natural environment, indoor facilities and economy, public facilities and social relationship, and convenient facilities and residential feasibility.
