범죄예방 환경설계 관점에서 공동주택 단지 내 공공보행통로의 개선방안 연구 (Improvements of the Public Pedestrian Passage in the Apartment Complex from Crime Prevention Through Environmental Design Aspect)

  • A public pedestrian passage induces traffic into the apartment complex, and therefore, it requires the application of Crime Prevention Through Environmental Design(CPTED). This paper aims to analyze the conditions and to suggest the improvements of public pedestrian passages in apartment complexes, applying a 3-D approach from CPTED aspect. The first aspect is "Designation": 1)The linkage between the public pedestrian passages is weak, and their designated purpose becomes unclear. 2)When the designated purpose is not considered for each complex, the closure rate is high. 3)The closure rate of the "Through type" is high. It suggests that the pedestrian network should be built and vitalized at the local urban level. The second aspect is "Definition." The public pedestrian passage lacks a social, cultural, and legal definition and only has a passive physical definition. It suggests that a legal definition and specialized guildline be prepared. The third aspect is "Design": 1)Insufficient territoriality exists between the public pedestrian passage and the inside of the complex. Territoriality should be reinforced between the public pedestrian passage and the rest of the internal territory. 2)The landscaping adjacent to the public pedestrian passage lacks deliberation. Since this is where safety and privacy collide, detailed design and maintenance of the landscaping is required. 3)It lacks systematical crime prevention facilities and should compensate accordingly.

Evaluation of BTIP's Performance After the Implementation of PPK-BLU Policy in Indonesia

  • The implementation of PPK-BLU in Indonesia was not followed by a comprehensive change in aspects of organization, human resources, and finance. Based on this background, this study aims to provide a comprehensive evaluation of the BTIP after the implementation of the PPK-BLU policy in the implementation of telecommunications services and information to the public in Indonesia. This research used integration of the McKinsey 7S method, Analytical Hierarchy Process, and Likert scale. The integration of these methods can provide a detailed quantitative analysis. Based on the overall evaluation results of carrying out the PPK BLU, BTIP has a performance value of 81.195%, which puts it within the Good category. The McKinsey 7S elements used as a whole have the following values: one aspect is categorized as Very Good, namely, the strategy aspect with a value of 91.025%; two aspects are categorized as Good (structural aspects with a value of 86.857%, and skill aspects with a value of 81.432%); three aspects are categorized as Adequate (style aspect with a value of 76.441%, staff aspect with a value of 78.605%, and share value aspect with a value of 76.331%); one aspect is categorized as Bad, that is the system aspect with a value of 67.503%.

신 서비스유통포맷으로서의 비즈니스센터의 서비스품질 평가척도 개발 (Developing the Service Quality Scale of Business Center: A New B2B Service Retailing Format)

  • Purpose - This study aims to verify the construct of the service quality suitable to the characteristics of the business center, to develop the scale that can measure the service quality objectively, compare the diverse business centers in Korea, and present desirable methods of business center management and operation. Research design, data, and methodology - In the first stage, literature research and focus group interviews with current users and actual business experts of business centers were conducted. In addition, 69 early stage scale items were derived. In the second stage, a Delphi survey was conducted on the experts of business and academic circles. The measurement items in the early stage were supplemented and revised. The content validity rate (CVR) of 69 measures was computed and then the experts' opinions were used. As a result, the business center service quality scale, made up of 9 organizing factors and 36 measurement items, was constructed. In the third stage, a survey was conducted on the occupants who were currently using the business center. It was to confirm if the developed business center service quality scale could be actually utilized. The data of 435 samples collected were used. To refine the scale items, the exploratory factor analysis (EFA) was conducted repeatedly. Results - The business center service quality scale, made up of 8 factors and 33 items, was developed again. The 8 factors are reliability, speed, kindness, specialty, responsibility, appearance, convenience, and public interest. The reliability coefficient (Cronbach's Alpha) of each factor is greater than .7. Thus, it was confirmed that there was reliability in the measurement items. Further, the model suitability was verified using the confirmatory factor analysis (CFA), and the convergent validity and the discriminant validity were verified. This proved the construct validity. Through this process, the Korea Business Center Service Quality Scale was developed. Based on factor analysis, the developed business center service quality (BCSQ) scale consists of 4 aspects, 8 factors, and 33 items, comprising the "process quality" aspect: reliability (3 items), speediness (4 items), kindness (3 items) factors, the outcome quality aspect: expertise (3 items), responsibility (5 items) factors, the environment quality aspect: appearance (5 items), convenience (3 items) factors, and the public interest aspect: public interest (7 items) factor. However, according to CFA, the BCSQ scale consists of a total of 4 aspects, 8 factors, and 33 items, comprising the "process quality" aspect: reliability (3 items), speediness (3 items), kindness (3 items) factors, the outcome quality aspect: expertise (2 items), responsibility (4 items) factors, the environment quality aspect: appearance (3 items), convenience (2 items) factors, and the public interest aspect: public interest (3 items) factor. Conclusions - The BCSQ scale could serve as a diagnostic tool that will allow business center managers to determine service areas that are weak and in need of attention, and to improve the service quality of the business center.

지방의료원의 재무적 효율성과 공공성 향상을 위한 관련 요인 분석 (Financial Integrity Strategies for Sustainable Development of Local Public Medical Centers: Focused on Financial Efficiency and Publicness)

  • The objective of this study is to investigate financial integrity strategies for sustainable development of local public medical centers, and particularly focus on seeking ways to enhance its financial efficiency and publicness. The data which was collected from 33 local public medical centers was analyzed by Data Envelopment Analysis to measure its financial efficiency. Then, Matrix Analysis was used to examine the association of financial efficiency and publicness of local public medical centers with related factors. In the aspects of facilities and location, according to the results, the local public medical centers which have larger number of available hospital beds or located in bigger cities were examined to have higher degree of publicness. In the aspect of human resources, greater number of doctors made both financial efficiency and the degree of publicness decreased, whereas higher participation rate of educational program for doctors affects increasing its financial efficiency and publicness. Lastly, in the aspect of costs, higher labor, material, and administrative cost diminished financial efficiency, but enhanced the degree of publicness. Based on these results, this study concluded that enhancing the publicness of local public medical centers should be pursued by increasing the accessibility with better facilities and location, and also concurrently organizing rational expenditure structure with appropriate cost investment to the resources of local public medical centers. Also, it is necessary to enhance both financial efficiency and publicness simultaneously by improving the quality of health care services through the educational programs for medical staffs.

도시형 한옥주거지의 물리적 변화에 따른 사회적 특성변화 (Change of Social Aspect Resulting from the Physical Changes of the Urban Traditional Housing)

  • Korean urban traditional housing abandoned by the social apathy promptly disappearing form our sight, or ruining. It tells that the strategies we are using today are impossible to fulfill socio-economic needs of residents here. So it needed to find out the strategies which can change this place better to live in. Consolidating the street parking lots fer cars can be one of the important solutions to the area. By using cul-de-sac, after setting up small unit of communities, we will have chance to have a small public space, and at the same time it can help to set up our tradition of people's intimacy inside the community. Most people have their own cars, and the need of parking lots becomes more serious. So, a meeting place like public well in the past must replace parking lots. On the other hand, it is important to re-consolidate existing land to obtain appropriate land size for other uses. Today, the use of private space (house, private lots, etc..)and public space(streets, local offices) is very important. NIMBY (Not In My Back Yard) attitude should also be reconsidered. All these negative social aspects come from negative social relationship, thus we should consider them with care and deep understandings. The traditional housing of Korea should not be abandoned as slum, but this should be transformed in terms of the conservation since it is superior in its ecological and energy conservation aspect.

방송통신 융합에 따른 산업구조의 변화와 공익성 (The Change of Industrial Structure and Public Interest as to the Convergence of Broadcasting and Telecommunications)

  • 방송과 통신의 융합으로 매체와 서비스의 구분이 모호해지면서 공익성의 개념을 새롭게 정립해야 할 필요성이 증가하고 있다. 이에 따라 본 연구에서는 방송통신 융합시대에 산업의 변화에 따라 모든 매체와 서비스에 적용가능한 공익성 개념의 정립을 시도하였다. 방송과 통신의 융합으로 미디어 산업은 콘텐츠, 플랫폼, 네트워크, 단말이라는 가치사슬로 변화하고 있다. 디지털기술의 발전으로 향후 방송과 통신은 이러한 가치사슬에 따라 산업구조 개편이 불가피해지고 있다. 산업구조의 변화는 이념과 규제정책, 그리고 규제체계의 변화를 수반하고 있다. 그렇지만 융합시대에도 미디어 서비스는 기본적으로 공익성 구현의 의무가 있으며, 이러한 공익성 구현의 궁극적인 목표는 수용자 복지의 증진에 있다. 수용자 복지증진을 위해 콘텐츠 측면에서는 내용의 다양성, 공정성, 객관성, 사회적 가치보존, 플랫폼 측면에서는 개인정보 보호, 소비자 보호, 유해정보 차단, 네트워크 측면에서는 안정적 망 유지, 공정경쟁, 단말기 측면에서는 호환성 유지, 디지털 격차해소 등이 필요하다. 그리고 이러한 공익적 가치를 구현하기 위한 법, 제도적 측면의 규제정책 추진이 요구된다.

기록정보서비스 관점에서 공공저작물 자유이용 법제화의 의미와 한계에 대한 고찰 (A Study on the Provisions in Line with the Free Use of Public Works in the Aspect of Archival Information Services)

  • 본 연구는 2013년 12월 "저작권법"에 도입된 공공저작물의 자유이용 규정의 의미와 세부사항을 기록정보서비스 측면에서 분석한 결과 다음과 같은 한계가 있음을 파악하였다. 첫째, 공공저작물 자유이용규정이 적용되는 기관이 매우 제한적이어서 기록관리법 적용기관을 포괄하지 못하고 있다. 둘째, 국가, 지방자치단체, 공공기관이 생산한 업무상저작물 대다수가 미공표기록임에도 불구하고 자유이용 공공저작물이 되기 위해 공표를 요건으로 하는 것은 대상 저작물의 범위를 지나치게 제한하는 것이다. 이러한 문제점을 개선하기 위하여 각급 학교의 업무상저작물을 자유이용 범위에 포함시키고, 공표 요건을 공개요건으로 변경하는 법개정이 필요함을 제안하였다. 또한 향후 기록관리기준표나 현용 및 준현용기록의 메타데이터 표준에 저작권 관리 항목을 추가하여 기록물 등록과 동시에 저작권 정보를 관리할 것을 제안하였다.
