  • Objectives: This study evaluated the odor emission characteristics from fundamental environmental facilities at an industrial complex area in Daegu City. Methods: The odor samples were collected from May 2015 to January 2016 and were analyzed for specified offensive odor substances. The odor quotient and the odor contribution was calculated. Results: Ammonia was detected in all samples monitoring specified odor compounds, followed by hydrogen sulfide and acetaldehyde. According to contribution analysis, hydrogen sulfide shows the highest contribution in all facilities. At wastewater treatment plants A and B and sewage treatment plant F, it was followed by acetaldehyde. At wastewater treatment plant C, it was followed by imethyl sulfide. Conclusion: The major component of odor can be determined by evaluating the degree of contribution to the odor intensity rather than the concentration of the individual odor components. To increase the effectiveness of odor reduction, policies focused on materials with a high odor contribution are needed rather than focusing on high-concentration odor compounds.

And it is in presenting specific solutions by fully reflecting the opinions of experts. Research design, data and methodology: This study consisted of analyzing the following three research topics: 1) the differences of youth residential support housing policy impact on young adults' housing stability, 2) the problems and solutions of youth housing support policy, and 3) the differences of experts' opinions on the impact of government policy on youth housing stability. The subject of this study is the government's seven housing policies for young people. The targets include Happy Public Rental Housing (Happiness Housing), Station Area Rental Housing for youth (Station Area 2030), Public Dormitory for College Students (Public Dormitory & Hope Dormitory), Jeonse Rental Housing for College Students (Subject Lease Rental Housing for College Students), Social Housing for Young People, and Share House. The data was organized through expert surveys from 1st to 30th June 2020. The experts surveyed include professors & researchers, public officer & public institutions staff, and private developers of young adults' housing. The methodology of analysis on the problem and the solution of government policy was Frequency analysis. And analysis methods on differences of experts' opinion were ANOVA, Levene' test, and Schefe test. Results: Problems in Government's youth residential support housing policy include high rents, lack of supply, difficulty in acquiring rental housing, inconvenience in using shared spaces, conflicts with cohabitants, and invasion of privacy. Solutions include expanding supply to urban areas, establishing long-term plans, securing privacy, diversifying business methods, establishing platforms for rental housing transactions, and expanding various public support (financial support, etc). Conclusions: There was a difference in perception among groups of experts on the impact of public rental housing (called 'happiness housing') in youth housing stability. It is very urgent to come up with the most reasonable policy to support youth housing. This requires in-depth discussions by experts to narrow their differences.

Methods: We distributed questionnaires to 57 physical therapists and collected completed questionnaires from 51 We analyzed the data using frequency analysis, independent t-tests and analysis of variance. Results: The results were as follows; 1) General characteristics of participants were 68.6% female, 64.7% over 35 years old, 43.1% working over 10 years in the public health centers. 2) Most (56.8%) participants treated 20~29 patients a day 66.7% were regular staff members and 33.3% irregular ones. 3) Participants, who worked at the public health center and who worked at the Seoul Metropolitan affiliated organization, showed a sense of dignity about their job. 4) Regular staff members showed a higher satisfaction rate with interpersonal relations than irregular ones. Satisfaction in the work place was greatly increased in those over 40 years old. • With the passing of Special Act on Promotion and Support for Urban Regeneration (will be hereafter referred to as the Urban Regeneration Special Act) in December 2013, urban regeneration projects have begun in full scale. 13 regions including Jongno District, Seoul were selected as the urban regeneration leading area in 2014 and 33 regions as urban regeneration general regions in 2015 to push ahead a nationwide urban regeneration front supported by government funds. However, it is not clear if these urban regeneration projects will be revitalized by the sole means of government's financial support. Above all, cooperation among all interested parties including the central government that is propelling urban regeneration, local governments, state corporations, private entities, and citizens is urgent. In an urban regeneration project, delegation between state and private entities is absolutely crucial. The central government and the pertinent local government must provide their support by forming new policies and repairing old institutions that are right for urban regeneration, securing the necessary subsidy, and outsourcing government-owned land development. A state corporation must play its part in every aspect that requires public character such as an overall project management of an urban regeneration project, cooperation with the local government, and infrastructure installation. The private stakeholder must share his private capital and know-hows as a construction investor and a development businessman to make possible a successful urban regeneration project. In order for these public and private entities to cooperate with one another, it is necessary to reestablish the role of a public developer and contemplate running an urban regeneration project that permeates public character through a public developer.

  • Enterprises as well as central and local governments have tried to apply ubiquitous technology to the actual life on the various types of business and projects. In this paper we develop strategic plan to provide public service on public areas based on needs analysis of public services as well as trend analysis of ubiquitous and web technology. Ubiquitous service model should be based on geospatial web which can incorporate participation and collaboration concepts, as the wire/wireless network system develop rapidly. To achieve this purpose, we suggest the following projects; 1), construction of internet map based on geospatial web technology, 2), development of web contents based on geospatial web, 3), installing ubiquitous equipment, and 4), upgrade Seoul Metropolitan Government's homepage and internet system which can incorporate web 2.0 concepts. Ubiquitous service model should be based on not only development of ubiquitous technology but also needs of consumer such as citizen, enterprises, and public sectors which have an interest in that place. Geospatial web will be the core of development of ubiquitous service models.

  • Purpose: Numerous researches about healthcare buildings have been performed however, they were mainly focused on convenience or healing condition for medical treatments. The hospitals consume energy and generate $CO_2$ as twice as the residential or commercial buildings do(Lim, et al., 2010a:154). The public regional hospitals are especially in serious conditions. They are more than 20 years old in average. Energy efficiency and environmental friendliness in the public regional hospitals are far behind ones in private sectors. Even though the ministry of health & welfare is supporting renovation of the builidngs and enhancement of the facilities every year, it is not integrated including sustainibility. In this study, we investigates current conditions of the regional public hospital in envrionment-friendly standpoint, especially focused on Chungcheong Province area Hospitals. Methods: we investigates current conditions of the regional public hospital in envrionment-friendly standpoint, especially focused on Chungcheong Province area Hospitals. The study was executed by qualitative and quantitative evaluations with site inspection, drawing analysis and interviews. Results: Through this study, we found that the Chungnam regional public hospitals can be environmentally improved by management plans and programs. Implications: Based on this analysis, Korean Green Building Certification for healthcare facilities will be developed in near future.

  • This study is to evaluate the economies of scale of the public libraries in metropolitan cities. The results of the regression analysis confirm that for all samples of libraries there is diseconomies of scale in library operations (${\Sigma}b_{n}$≒6.14∼10.91). Therefore, all the types of public libraries should be improve productivity by user-based collection development, increasing circulation turnover rate, activation of in-library use, strengthening mobile library services, rational planning of services area, development of reading programs connected with the curriculum, a new branch library plans, etc.

  • This paper suggests improvements in travel cost function of transit assignment model by analysing existing model. Two types of travel cost function are widely used for congested public networks. The one is used for strictly restricting public transport capacity. Another is non-decreasing function such as BPR function. In this paper, we analyse two types of travel cost function in case of intercity rail. The characteristics of intercity rail are different from those of public transit in urban area. Therefore travel cost function must be differently applied in each case.
