Understanding why the public agricultural information services would meet troubles?: based on systems thinking approach

  • This study aims to understand why public information systems in agricultural fields have shown lower performances than other industrialized fields and industries and how these problems would be fixed and overcame. To accomplish this research purpose, this study would overview the previous studies on developing agricultural information systems in public sectors and would find out meaningful and considerable factors. This study would accept the methodologies of literature review and systems thinking approaches to understand the relationships among the found factors and to suggest the conceptual research model. Agricultural information system should take care to reduce implement and maintenance costs to reduce the negative relationships between costs and expected service value and between expected service value to perceived service value. Also, it should be understood that impersonal response would reduce the eager to use the services, so the government sectors should consider positively to adopt the concept of CRM even though the government sectors traditionally have ignored its necessity. The failure of public information systems/services may be caused not only by lack of the contents but also by the failure of the persistent post management.

A Study on the Technology Transfer Efficiency for Public Institutes Using DEA Model (DEA 모형을 이용한 공공연구기관의 기술이전 효율성 분석에 관한 연구)

  • This study measured technology transfer efficiency for public institutes. The study made use of DEA being one of the non-parametric linear programming to evaluate technology transfer efficiency for public institutes and to measure technology efficiency, pure technical efficiency and scale efficiency. The measurement of the technology transfer efficiency for public institutes was as follows: The cause of the technology transfer inefficiency was affected by pure technical inefficiency more than by scale inefficiency. Public institutes' RTS(Return To Scale) value varied depending upon the features of the organizations than the features of the regions. Public research institutes' RTS value is more effective than universities' RTS value. We compared the RTS group with the RTS of Projected DMU groups. The RTS group had constant returns to scale effect while the RTS of the Projected DMU had increasing returns to scale effect. The technology transfer efficiency of public institutes varied depending upon the features of the organizations and regions : The technology transfer efficiency of public institutes were as follows : public research institutes at the metropolitan area, public research institutes at the local areas, universities at the metropolitan area and universities at the local areas. In other words, the technology transfer efficiency was affected by organizational characteristics more than by regional characteristics at the place where public institutes were located.

Analysis of Federal Expenses to Restore, Repair, Reconstruct, or Replace Disaster Damaged Roads and Bridges in the U.S.

  • In the U.S., the state, local, tribe, and territorial governments seek funding from the federal government through the Public Assistance program to carry out these recovery works. In this paper historic public assistance data between 1998 and 2021 have been analyzed to derive several insights such as: types of disasters causing the most damage, states requiring more support, net present value of the federal expense etc. This paper has found that the states requiring more support from the federal government are not always the states suffering the maximum losses from the disasters. It has also found that the net present value of the federal expense between 1998 and 2020 to restore, repair, reconstruct, or replace disaster damaged roads and bridges across the U.S. is $15 billion in 2021 values. Moreover, this paper has tested the correlation between the states' public assistance funds requirements and the existing condition and performance of roads and bridges as revealed by the American Society of Civil Engineer's infrastructure grade card. It has found a weak correlation between these two. The outcomes of this paper can be used by the decision makers to analyze the viability of any possible alternative to the exiting public assistance program. The insights can also help in better decision making in pre-disaster preparation and post-disaster funds allocation.

Making Consumer to Buy Funds: Factor Portfolio in Global Stock Distribution Market (일반 소비자의 공모펀드 구매유인 제고 방안: 글로벌 주식유통시장에서 요인포트폴리오 활용)

  • Purpose - We investigate how to increase consumer incentives to buy public offering funds, resulting in activating the public offering fund market. In particular, this study aims to find ways to expand diversity and to improve efficiency of public offering fund. The public fund market of Korea has been stagnant in recent years. However, the public offering fund market plays a very significant role in terms of consumer welfare. Since only a few wealthy investors can participate in the private equity market, the stagnation in the public offering fund market usually reduces the opportunity of consumer's buying funds thus ultimately affecting their future wealth. Research design, data, and methodology - To attain our purpose, the 'factor-based portfolio strategy' has been considered. It is an alternative portfolio strategy, which composites the advantages of the passive management and active management. For our empirical anaylsis, we used global stock distribution market data over the period of 1991 and 2016. Then we constructed portfolios based on firm-size, firm-value, and momentum. Finally, a regression model was set, then hypotheses were tested, analyzing the performances. Results - First, among the 15 factor-based portfolios of global, Europe, Asia-Pacific(ex Japan), US and Japan, in eight portfolios, positive excess returns are observed at 5% significance level. Further, there is another portfolio with positive excess return at 10% significance level. Second, most of the portfolios with significant excess performance show positive relationship with the market portfolio. However, the firm-value based portfolio in Asia-Pacific region shows no relationship, and the firm-value based portfolio in US shows negative relationship. Third, we confirmed that the two firm-value factor portfolios in Asia-Pacific region and US, not having positive relationship with market portfolio, provide significant excess returns. Conclusions - In this paper, we provide empirical evidences supporting that the factor-based portfolios expand the diversity of funds and improve the efficiency of investment performance. However, there is no guarantee that the efficiency will continue in the future. In addition, various constraints and costs must be considered. Nevertheless, our novel findings in the advanced financial market such as US and Asia-Pacific are very interesting and offers important implications.

  • In order to achieve sustainable growth in the era of global competitiveness, a speedy and flexible strategy is needed in the fast changing management environment. For this purpose, strengthening the core confidence in the organization along with acquiring competitive advantages that cannot be easily copied by competitors should be done based on dealing with needs from customers and markets positively. In this study, the creative value innovation strategy and creative value design methodology will be presented to improve company competitiveness.

Philosophical Review of Korean Public Informatization Policy (우리나라 공공 정보화 정책에 대한 철학적 조망 : 가치철학을 기반으로)

  • This study reviews Korean public informatization policy implemented in last 20 years from the philosophical perspective and attempts to suggest directions to be considered in the future. To accomplish the research goal, this study first analyzes literature in the relevant areas, including philosophy of value, administrative ideology, and public informatization policy. Second, based on the results of literature review, criteria to analyze the public informatization policy are established. Then, the Korean public informatization policy is analyzed based on the established criteria. Lastly, implications for planning and implementing public informatization policy are suggested. Significance of the study lies in its attempt to examine public informatization policy from the philosophical perspective. However, due to its exploratory nature, this study has limitations including less rigorous measurement instruments, limited source of data, limited number of propositions established. Therefore, further studies are needed in these areas.

Priority Analysis of Criteria for Evaluation of Public Hospital Using Analytic Hierarchy Process (AHP를 이용한 공공병원 평가지표의 우선순위 및 가중치 개발)

  • This study looks at priorities in managing public hospitals by figuring out categories needed to examine the quality of each hospital. In order to analyze priorities and relative importance of valuation indicator in Seoul municipal hospitals, surveys were sent via e-mail to medical professionals who have participated in evaluation of municipal hospitals. The analytic hierarchy process (AHP) was conducted using the Expert Choice 11.5 program. The results show that 'providing public service' is considered to be the most important category for all kinds of public hospitals, followed by 'improving the quality of medical care', 'hospital management and governance', and 'efficient hospital management'. The importance of 'hospital management and governance' and 'efficient hospital management' is different depending on the types of hospitals, but the importance of 'providing public service' and 'improving the quality of care' remains the same regardless of the types of hospitals. Based on these results, the study comes to a conclusion that public hospitals should place high value on certain categories and their management purposes should differ depending on their specific fields and characteristics. This study will help furthering discussions on the identity and roles of public hospitals.

Disclosure Quality and Economic Value Added

  • Purpose - This research investigates the effect of disclosure quality with two main components, reliability and timeliness, on economic value added in Iran. Research design, data, and methodology - The sampling includes 170 Tehran Stock Exchange listed companies from 2008-12. Multiple regression analysis was applied to test the hypotheses and estimates of the coefficients. Firm size and return on assets were the control variables. Results - The results show that timeliness of information has a positive impact on economic value added. We did not find any significant relationship between disclosure quality and reliability of information and economic value added. The regressed model shows that there is no significant association between firm size and economic value added. The results also show that there is a positive association between return on assets and economic value added. Conclusions - Theoretically, timely information is effective in decision-making. This study shows that timeliness of information has positive effect on the creation of economic value added. However, disclosure quality, reliability, and firm size do not effect on economic value added. Companies with greater return on assets produce greater economic value added.

Comparison between Korean Regional Public Hospitals and Private non-profit General Hospitals for Investment Efficiency and Management Performance (지방공사의료원과 민간 종합병원 간의 투자효율 및 경영성과 비교)

  • This study analyzed the financial information between 2011 and 2014 comparing management performance and utilization of capital and human resources between private non-profit general hospitals and regional public hospitals operated as general hospitals. The purpose of this study was to enhance the productivity for financial independence of regional public hospitals. Comparison analysis variables were value added to the total assets, value added to the productive activity tangible fixed assets, value added to personnel expenses, ratio of value added, and operating margin to revenues. According to the analysis results, regional public hospitals showed lower investment efficiency indicator and higher ratio of value added, as well as significantly lower operating margin-to-revenues compared with private non-profit general hospitals. Moreover, the effect of investment efficiency indicators on operating margin-to-revenues was value added to the productive activity of tangible fixed assets and value added to personnel expenses in regional public hospitals; the value added to personnel expenses in private non-profit general hospitals had a significant effect on the operating margin-to-revenues, the effect of value added to personnel expenses was the greatest. Therefore, it is necessary to asset utilization to the revenue and propriety of human resources to personnel expenses in regional public hospitals.

The Way of Establishing Weights for IS Evaluation Areas and Items by means of AHP : Focusing on Public Sector (계층분석기법을 이용한 정보시스템 평가영역 및 평가항목별 가중치 설정 방안: 공공부문을 중심으로)

  • It is tried that evaluation areas and items of information system in public sector are derived ration-ally and its weight value call be applied differently to type of information system to enhance validity and objectiveness of measurement in evaluating IS in this research. To obtain the goal of this research, firstly, five sectors - system sector, user sector, organization and management sector, the degree of strategic contribution to IS, and the degree of optimizing re-source in IS - are categorized based on broadly reviewing previous theoretical and practical research. Secondly, IS type in public sector is divided into internal operation one and customer oriented one that is object of the IS, and divided into application oriented and IT infrastructure oriented which are influence by IS. Thirdly, evaluation areas and its items are measured by 5 point scales (Likert summated scales) in addition to analysis of validity and reliability to improve objectiveness of establishing evaluation areas and its items. Fourthly, the weight values in the evaluation areas and its items are derived by using analytic hierarchy process. According to the results of analysis of weight value through AHP, it were found to be 30.4% to organization and management sector. 25.5% to degree of strategic contribution, 21.0% to user sector, 13.5% to degree of optimization of resource management, and 9.6% to system sector. and. different weight values each of the four IS type are proposed which establishing in this research. The main implications of this study is that the criteria by which IS in public sector can be categorized 4 ones is suggested and The weighted evaluation for four types of IS based on the AHP analysis enables proposing an objective evaluation method of IS in public sector for considering individual IS characterics.
