  • This Paper presents a concert of Public Service Obligation related with validity, suitability and rationality. As we know, The Public Service Obligation of KNR is a largest factor of loss in the Railroad Industry. In the future, PSO concept and Calculating methods have to be changed for providing rational Public service based on the various focus.

An Empirical Study on Introduction of PSO Bus Line under Semi-public Bus System (시내버스 준공영제에서 정책노선 운영 제도 도입을 위한 실증적 분석)

  • Recently, the need to introduce bus lines on a welfare basis is increasing as public intervention in bus routes is accelerated through semi-public bus system. The main objective of this study is to establish the concept of PSO (public service obligation) bus line on a welfare basis and propose a classification method of PSO bus line under semi-public bus system. We introduced 3 indexes such as "equity" in terms of bus line distribution, "publicity" in terms of age distribution, and "profitability" in terms of bus operating revenues. On the basis of 3 indexes, we introduced the PSO bus line, which is fair and public, even if it is not profitable. Based on the concept established in this study, we divided 130 ordinary city bus lines in Busan Metropolitan City into 8 PSO bus lines. Also, considering the positive impact of public buses, which are less profitable, but improve the mobility of residents and secure public community, we suggested the need to introduce public buses in bus service shortage areas.

Measuring Public Service Values of Rural Railways : A Case Study of Young Dong and Donghae Nambu Lime (벽지노선의 지속적 운행을 통한 공익적 가치 측정 : 영동선과 동해남부선을 사례로)

  • In response to the government's recent attempts to introduce competition and efficiency criteria in the rural railway service provision, this study is to empirically estimate public service values on continuous operation of two rural railways-Young Dong Line (YDL) and Donghae Nambu Line (DNL)-that will be realized beyond the passengers' use values. Based on a contingent valuation survey conducted on 600 passengers and local residents, YDL respondents were willing to pay significantly higher amount compared to those of DNL respondents. Especially tourists traveling on YDL were willing to pay the highest amount, and local residents of DNL were willing to pay relatively high amount. The results will provide useful information in makings decisions on the selection of PSO railways, the amount of PSO compensation and which railways to close, so on.

A Study for Revising Compensation Criteria of Public Service Rail Transport (철도 공익서비스비용 보상기준 개선방안 연구)

  • After the railway reform in 2004, Korea National Railroad was divided into two separate organizations. The Korea Railway Network Authority is responsible for the construction of new line. Korea Railroad corporation is a public-owned railway operator. The compensation for the loss of rail operator from the Public Service Obligation(PSO) observance is specified in the Law of Rail Industry Development No.32, No.33. However, it is necessary to revise the compensation criteria of PSO after the actual enforcement of the law for more efficient rail operation. This study aims for revising compensation criteria of PSO. In this study, we suggested a revised compensation criteria. The scope of compensation for the loss of regional line operation was adjusted by new criteria considering the characteristics and the business results of the line. The compensation rate is linked with the actual business results of the line for giving motivation to the rail operator.

Reforming the Free Fare System in Urban Railway : A Case Study on Shinbundang Line (도시철도 무임수송제도 개선 방안 : 신분당선 사례)

  • Since most of the urban railway operating agencies are established and operated by local governments, Public Service Obligation(PSO) is given priority. Therefore, free riding is carried out based on individual laws and regulations. In Korea, as the aging population goes, the increase in the number of elderly passengers on the urban railways is leading to a free rider as a big part of the fiscal deficit of the city railway operators. However, there have been no previous researches on free pass riding, and especially, it is necessary to study free ride on private investment projects. Several alternatives including a full charge case, free-ride for 70 years old over case, and separate fare charge (900won) are considered. Separate fare charge (900won) was selected as the optimal alternative since there is no fare income adjustment between operating agencies and no subsidy from government.
