A Study on the Development of PSEI and Measurement of Service Efficiency in Public Sector (공공부문의 서비스효율성 측정 및 지수개발에 관한 연구)

  • The customer-driven efficiency evaluation has been in the mainstream of public administration research, since the 1980s. However, there have been relatively fewer efficiency evaluation research in public administration compared to those of public institutions. This paper is to analyze the service efficiency of public sector using Data Envelopment Analysis(DEA). We suggested two stage DEA model to accomplish efficiency evaluation that an operation and performance characteristic of the public institution were reflected and then the number of the government employee and tax expenditure per residents were used as the input elements at the 1st stage and four integrated service dimensions were used as the output elements. At 2nd stage, four integrated service dimensions and citizen's satisfaction were used as the input and output elements respectively. In addition, we suggested PSEI(Public Service Efficiency Index) which showed the efficiency of the public sector using the two stages efficiency result. According to the results for '07, there were no efficient institutions among 15 DMUs and the most efficient public institution was K(0.9150). In case for '08 analysis, there was only one efficient DMU.

Future Directions for Health Promotion Programs in the Public Sector (공공부문 건강증진사업의 발전방향)

  • Objectives: This paper aims to suggest some ways we could improve the efficiency and equity in health promotion programs in the public sector. Methods: Reports published by the Minister of Health and Welfare and web-site information were reviewed. And, the empirical results and theoretical considerations provided in this study could be used in making future direction for health promotion programs in the public sector. Results and conclusion: The public sector should play a leading role in health promotion programs. The role of public sector in health promotion program is to establish the health promotion plan based on the health survey, to develop the scientific programs, to provide the free health services, and to maintain a cooperative relationship with the private sector. In order to activate the health promotion programs in the public sector, establishing the role of the public sector, changing the operation of health promotion fund, block grants for health promotion, local health promotion fund, and integration of health statistics were suggested.

Analysis of R&D Efficiency Change in IT Sector using Cumulative Malmquist Index

  • This study analyzes the changes in the efficiency of Korean R&D projects in the IT sector from 2010 to 2018. The data envelopment analysis (DEA) and Cumulative Malmquist index were used to measure the change in R&D efficiency. The results were as follows. First, the Korean IT sector has developed around hardware, applied research, development research, and private enterprises rather than software, basic research, universities, and public research institutes. Second, short-term efficiency improvement is possible in the government's R&D projects in which large-scale investments are executed. Third, in Korea, it is more urgent to improve efficiency in the public sector than in the private sector. The results provide insights into policy implications required to enhance national competitiveness in the era of the 4th industrial revolution and digital transformation.

  • Evaluating performance in public sector aims to enhance the efficiency of organizations. Evaluating the efficiency which is the ratio between input and output, organizations set directions of improvement. This research applied Data Envelopment Analysis(DEA) useful to evaluating the efficiency of organizations in public sector. Decision Making Units(DMU) of this research are 21 Information Security Organizations of departments/agencies. As the results, the mean of efficiency score of 21 DMUs is a little more than 50%. Means of departments(8 DMUs) and agencies/committees(11 DMUs) are similar to the total efficiency score. For these results, the decision makers of the information security organizations in public sector have to strive to improve the inefficiency.

The Influence of Foreign Aid on Public Sector Efficiency: A Panel Data Analysis

  • Purpose: This paper examines whether foreign aid influences public sector efficiency in policy areas of administration, education, and stability. Research design, data and methodology: The study uses panel data of 77 aid recipient developing countries over the period 2000-2020 and employs various panel data techniques to estimate. Results: We found that a percentage change in foreign aid increases administrative efficiency by 0.02 to 0.04 on average ceteris paribus in the short run. On the other hand, a percentage increase in foreign aid decreases education efficiency by 0.005 to 0.006 on average. While the impact of foreign aid on the policy area of stability is insignificant. Conclusions: The empirical results of this study have important implications for both donors and aid recipient countries. It suggests that to get positive influence from foreign aid, in the area of education and stability, the recipient countries need to increase accessibility of secondary schools with quality education especially; technical and vocational. Also, the donor should provide a minimum threshold amount of foreign aid to developing countries for reforming the institutions' capacity building.

  • This article is to analyze the service efficiency of public sector using Data Envelopment Analysis(DEA). We tried to measure the public service quality and overall satisfaction by using several DEA models, degree of combination and top2box which is a little bit different methodology from traditional ones. We used CCR, Super-efficiency and Slack based measure(SBM) model in DEA to measure public service efficiency of the 16 public institutions(7 City Halls and 9 Provincial offices). Since the traditional method based on the measurement model(CCR, BCC) has the fundamental problems without taking account of the existence of slacks inputs and outputs in several efficient units, we suggest to measure the exact amount of efficiency and inefficiency of the public sector and rank analysis many efficient units exactly through the slacks-based measure model(SBM)

  • Organizations pursue a CRM strategy for the purpose of increasing business performance and value. However, firms face a multitude of organizational challenges associated with this endeavor. To reduce their risk of failure, it is suggested that firms undertake a deep analysis of organizational readiness prior to committing to a CRM initiative. Insurance sector is no exception to this fact. There is an increased need to concentrate on the various challenges thrown open by the public insurance firms in implementing CRM. Many insurance firms have invested into customer driven CRM but research indicates varying outcomes (Schmith 2004). While it is clear that there are significant issues involved in the CRM implementation and success and environment faced by the public sector. It is clear that business should have an easier time in applying CRM systems is the strategic value for public sector. With customers demanding more service and accessibility from administrators, public sector CRM software technologies have to offer best solutions for achieving process and cost objectives (Souder 2001). With results which go far beyond improved service delivery and include sustained cost reductions, increased customer knowledge and better employee morale, CRM software implementation and post product environments offer great upside value. Although there are material differences in public sector use of CRM strategy, they share at least one glaring similarity - they have much to gain from proven CRM software technology. As business methods cross over in the public sector, many government bodies are investigating how they can adopt and adapt various CRM models (Bleyer 2003). There is a need to understand the similarities and differences in public sector CRM to foster shared knowledge, business processes and planning functions to integrate disparate technologies and software platforms and then, of course, the organizational culture to support knowledge sharing (Peters 1997). For the public sector, there are clearly identified CRM processes which have resulted in increased profits and improved efficiency. These have focused on sales, marketing and customer service activities, which often operate along fundamentally different lines in various public sector insurance companies. Thus the present research paper makes an attempt to explore how public sector CRM methods can be adopted and subsequently adapted.

  • Expectations for artificial intelligence technology are increasing, and its utility value is growing, leading to active use in the public sector. The use of artificial intelligence technology in the public sector has a positive impact on aspects such as improving public work efficiency and service quality, enhancing transparency and reliability, and contributing to the development of technology and industries. For these reasons, major countries including Korea are actively developing and using artificial intelligence in the public sector. However, artificial intelligence also presents issues such as bias, inequality, and infringement of individuals' right to self-determination, which are evident even in its utilization in the public sector. Especially the use of artificial intelligence technology in the public sector has significant societal implications, as well as direct implications on limiting and infringing upon the rights of citizens. Therefore, careful consideration is necessary in the introduction and utilization of such technology. This paper comprehensively examines the legal issues that require consideration regarding the introduction of artificial intelligence in the public sector. Methodological discussions that can minimize the risks that may arise from artificial intelligence and maximize the utility of technology were proposed in each process and step of introduction.

  • As proceeding Munmin and Kukmin's government, it is to bring in regionalism of genernal public administration and police administration, specialization, efficiency issue, demand inventing of audit technique to meet this trends. Especially, according to supporting qualitative improvement of the audit, its environment faced that orienting performance audit emphasis on not the legality but the efficiency more systematic and scientific theory or technique. In order to attain police audit's efficiency through performance audit, this study discussed that scientific management techniques should be applied police audit. Accordingly, the primary purpose of this study is to apply public audit to scientific management technique, bring to light limits in public sector(especially, police sector). To be efficiency audit(namely, performance audit), 1) OR techniques are explained linear programming, network modeling, PERT/CPM, queuing matrix model, simulation, 2) Statistical analysis methods are argued delphi technique, data envelopment analysis(DEA), analytic hierarchical process(AHP), time series analysis models etc.

Impact of Utilizing Generative AI on Work Efficiency for Improving Public Service Quality (생성형 AI 활용이 행정서비스 질 개선을 위한 업무 효율성에 미치는 영향)

  • This study empirically examines the impact of Generative Artificial Intelligence (Generative AI) adoption on work efficiency aimed at improving public service quality. Focusing on the South Korean public sector, where legal and institutional frameworks for AI utilization remain underdeveloped, the analysis investigates the effects of public employees' AI acceptance, trust, usage experience, and perceived benefits on work efficiency. The results reveal that AI acceptance and AI trust significantly enhance work efficiency, whereas AI usage experience and perceived benefits show no statistically significant effects. These findings underscore the importance of psychological and cultural acceptance and trust among public employees over technical infrastructure in realizing the potential of Generative AI in the public sector. The study highlights the necessity of establishing legal and ethical frameworks to ensure responsible AI use, fostering an organizational culture oriented toward public value, and implementing change management strategies. Additionally, securing explainability and transparency in AI systems, building institutional trust mechanisms, and enhancing AI literacy and competency among public officials are critical. This research offers policy and strategic implications for the effective adoption of Generative AI in public administration and provides a foundation for future empirical studies.
