Permanent rental housing, the construction of which was strongly financed by the central government, is regarded as a social housing for those who fall within the lowest income bracket. Differing from "public rental housing", offered to tenants for sale after a five year rental period, this type of housing is intended for rental use on a long-tenn basis. At present, about 190,000 permanent rental housing units exist in Korea. According to a statistics, 15.6% of its residents did not pay their management fee and rental payment in 4 or more months in 2005, which places stress on the housing management. Based on the "eviction condition" stipulated in the tenancy agreement for permanent rental housing, a householder owning assets or a vehicle which is not used as his means of living, who is overdue with his management fee and rental payment for a long time, may be evicted from the house. However, there are many conflicts and problems between administrators/housing managers and residents in the process of enforcing this regulation. The purpose of this study is to explore the key issues associated with the present situation and the reasons why so many management fee and rental payment for permanent rental housing are overdue. For the purpose of research, data were collected from 10,990 permanent rental housing residents nationwide via a questionnaire survey in February 2007. One third of the respondents had an experience of more than 2 months overdue since they have moved in current residence. For further analysis, the respondents were divided into three groups, based on their working ability. The major finding showed that the group of respondents who have working ability required a more practical plan, such as employment, to have a sustainable life, while the other group of no labor force indicated a need for more housing allowance from the government. To suggest more specific alternatives for the subject of housing payment overdue, further comparison study should be performed between the residents of permanent rental housing and other low income tenants in private housing sector.

The repair and maintenance cost of domestic public rental housing is an issue of considerable interest and growing financial concern. This paper suggests a quantity-based model as an alternative method for predicting costs, instead of the conventional model which is based on actual cost data. Furthermore, this paper provides a forecast of the repair costs incurred each year during the multi family house's maintenance phase (40 years). The recently changed the long-term repair plan and quality-improved interior materials were considered into the research. In order to estimate the cost of maintenance work, 5 sample apartments were selected and analyzed. The repair and maintenance cost from the case studies was converted to cost per household and per floor area for general use. On the other hand, the net present value method was applied to reflect the effect of time. We expect that the results will help to establish expenditure plans that are more effective for public rental housing in the maintenance stage.

This study aims to analysis of determinants of the residents satisfaction of purchased rental housing and currently being implemented policy of supporting low-income families are empirically evaluated through the residential evaluation of purchased rental housing residents. Purchased rental housing users are possible to live in currently residing community consistently, have advantages for fewer problems of the phenomenon of social isolation, exclusion and preventing slumism of low-income families, are expected to increase in the future. First of all, the characteristics of residential environment, housing expenses and a head of household were examined for the residential environment evaluation of the residents of purchased rental housing, on the basis of this, the characteristics of internal and external house and residential location are examined each for the determinants of the residential environment satisfaction of purchased rental housing. The variables that affect residential satisfaction according to residential location are public facilities, educational facilities and welfare facilities respectively. In particular, the higher the satisfaction of access to welfare facilities, the higher the satisfaction of residential location of purchased rental housing was analyzed. The variables affecting the residential satisfaction according to the internal and external characteristics of house are significant in window status, cracking, heating facilities, housing scale and management.
The Seoul Arts Center is an representing Korean arts-complex consisting of the Opera House, the Concert Hall and the Museums. Since its opening in 1993, it has been established as a mecca of arts and the culture in Korea. Many local public theatres in Korea are benchmarking its operating system and policy. Unlike most European or American theatres, the Seoul Arts Center has no resident art companies. It is not a 'producing theatre' whose programming is mainly based on house productions with resident companies, but a 'presenting theatre' that is to be managed with rental and invitation programs without resident companies. The majority of the Korean public theatres are also presenting theatres. This study aims to research and analyze how the Seoul Arts Center has developed the programming of the Opera House for last 19 years and which challenges and issues it has been dealing with, and finally to propose what will be recommendable remedies for its successful future. The analysis is divided into four development stages: preparation period from 1981 to 1992, establishment period from 1993 to 1999, growth period from 2000 to 2006, and lastly crisis period from 2007 to 2011. Facing the 20th anniversary next year(2013), the Opera House of the Seoul Arts Center is going through recent critical situations: higher competitions among increased theatres, trends of commercial musical productions, and rapid declines in its house programs due to the low budget and unclear programming policy. I propose as a discussion to start a repositioning strategy as a Korea's representing arts-complex, utilizing all sources from inside and outside and having the policy direction.
The objective of this research is to provide basic materials for future development of unit household plane of lease apartment house by comparing and analyzing the unit household plane of SH Corporation lease apartment house in Korea and PHA apartment house in the state of Minnesota, USA. For this purpose, the researcher chose 8 SH Corporation lease apartment houses in Yangcheon-gu Korea and 16 PHA apartment houses in St. Paul, Minnesota, USA. Drawing of 8 complexes of Korea SH Corporation, literary materials collected by Korea House Corporation and SH Corporation and the plane of USA were analyzed and the unit household plane of Korea and USA were processed by CAD to ensure exact analysis. Based on the drawing for CAD, the materialization work was implemented. The total size of materialized drawing and size of each room was drawn by using 'CAD POWER 2005' program. The result of this research is as follows. The plane of SH Corporation lease apartment house shows the difference in the plane composition from 12 pyung. Since LIVING ROOM is described in the drawing, the living room and bedroom seen in the existing size less than 12 pyung become independent as they are separate. While SH Corporation is composed in the form of kitchen that functions as dining room, living room functions as dining room in PHA. While SH Corporation shows 5 types, PHA shows different pattern in each complex. This is probably because PHA has diverse complexes. All planes of SH Corporation have entrance, which reflect the own character of Korea as it is. In PHA, the portion of receipt and storage space is very high.
This study aimed at examining whether the national rental housing supplied by Korea National Housing Corporation (KNHC) is truly contributing to the upward mobility of housing in low-income households without their own house by comparatively analyzing whether those who moved out of the national rental housing made upward, horizontal or downward housing type mobility. The subjects of this study included 333 people who had moved out of three national rental housing complexes in Cheongju, Chungcheongbuk-do in 2007, which had opened to the first residents two years ago. A telephone survey involving the subjects was carried out. Collected data were analyzed through frequency analysis, cross tabulation analysis and multiple regression analysis, with using the type of residential mobility(downward mobility, horizontal mobility or upward mobility) according to "housing size" and "housing costs" as a dependent variable, and personal and family environment and economic environment as independent variables. According to the results of the analysis, 76.4% of the households made an upward mobility, 1.6% remained little changed, and 22% moved downward in terms of "housing costs," compared to before moving into the national rental housing and while living there. Furthermore, in terms of "housing size" 61.8% of the households moved upward, 16.5% remained little changed and 19.7% moved downward. The variables affecting the upward mobility of housing type included the number of income earners in a household, income earner's occupation and education level. Income earner's amount of income, age and family to support, on the other hand, turned out to have little effect on the upward mobility. Based on the results of the study, the following suggests were made for the supply of effective national rental housing. First, various features of each type of residential mobility should be reflected. Second, national rental housing residents' self-sufficiency should be enhanced to help them move upward in housing type.

Due to the rapid demographic and structural changes, Korea has faced a variety of social issues and quickly entered the aged society since the 2000s. In order deal with this reality, diverse types of welfare policies are emerging in the society as a whole. The government began to supply domestic public silver housing in 2016 to provide against the quickly growing aged society and now, the government is planning to supply approximately 50,000 housing by 2022 for quantitative growth of aged society, by selecting 1st and 2nd designated areas for the project additionally. This public retirement(silver) housing combines 'space' with 'service'. The lower floors are a public silver welfare Facilities and the upper floors are a housing spaces. This type of housing is to deal with requirements of rental housing residents by combining physical space with supporting service. Based on barrier-free design, the complex and unit house have safety handles and alarm bells in the bathroom, undulating washstands, bathroom sliding doors, corridor safety handles, and emergency safety exit lamps in each housing unit so the aged and the disabled can use easily and conveniently. Also, hand rails are installed and stepped pulleys are removed to promote convenience. Currently, the government is planning to increase the supply, focusing on low-income groups, such as beneficiaries of national basic livelihood and the working poor. Recognizing that the public retirement(silver) housing project is at its early stage, this study examined satisfaction, based on evaluations of real residents. This study aimed to obtain more empirical research data and apply them to public retirement(silver) house space analysis. For analysis, this study targeted Wirye public retirement(silver) housing and Magnolia public retirement(silver) housing that are in operation, and literature review, previous research review, and field survey were conducted to examine the present state. Using the questionnaires consisting of four large classification items; Block Layout, Housing Unit, Welfare Facilities, and Barrier-free Design, and sub-details, a survey was conducted to analyze residents' satisfaction. In conclusion, it is anticipated that this study would serve as basic research data about public retirement(silver) housing to increase continuously in future by analyzing public retirement(silver) housing spaces, on the basis of the analyzed data.

Modular apartment houses are a relatively new approach to public housing in South Korea. While promising in terms of efficiency and potential cost benefits, initial occupancy and maintenance data highlight areas for improvement in quality control. Analysis of defects reported during occupancy and maintenance stages revealed a high prevalence of issues with wallpaper and flooring. This suggests a need for stricter quality control measures during the production and installation of these building components. Furthermore, maintenance data identified shortcomings in the waterproofing methods employed for roofs, as well as in the design and construction management of connections between the low-rise concrete frames and the modular units themselves, including balconies. These findings point towards the importance of meticulous design and rigorous construction management practices to ensure the long-term durability of these critical building elements. Finally, the research suggests that unifying responsibility for construction management by awarding contracts for both the frame and the modular units to a single company could improve overall quality control. This approach could potentially mitigate issues arising from divided responsibility and streamline communication channels. By addressing these quality control concerns, modular construction has the potential to become a more widely adopted and successful method for delivering public housing in South Korea.
In Korea, apartment complexes are built according to the social strata for which they are intended to house, thus the buildings tend to separate society both physically and even visually. Because of the sense of social exclusion this has caused the government has conceived a plan to develop a "social-mix" apartment complex master plan. Perhaps the foremost example of this type of plan is the Seoul Eunpyeong New Town. This study examines how resident's perception of the social mix plan has evolved, and also attempts to better understand the effectiveness of the government's attempt at social integration. The result shows that the perception of social-mix housing has improved after residents moved into the Eunpyeong New Town and that people responded positively to the concept of actually mixing residents socially. From the result, we can see that the visually unexposed environmental elements of rental housing and socials exclusion which was felt in the past has been reduced to a certain extent. However, residents living in solid-lot apartments have a negative reaction to social mixing especially when they are in the same building. Therefore, to achieve better social integration in a socially-mixed apartment complex, we need now to change the perception toward socially mixed housing among the residents living in solid-lot apartment buildings.
