소프트웨어 진흥법 개정 후, 전자정부사업 경험이 적은 중소기업이 공공사업에 참여함에 따라, 정부는 정보화사업의 위험을 줄이고 품질을 확보하기 위해 전자정부사업관리 위탁 제도(PMO)를 2013년 7월 도입하였고, 이는 현재까지 확산되고 있다. 그러나, 현재 공공 PMO 서비스는 과도한 경쟁으로 인해 저가 수주 등의 사업관리 부실이 우려되어 개선안이 필요하다. 본 연구에서는, 이런 개선안을 마련할 때 고려할 수 있는 공공 PMO 서비스의 품질요인에 관한 연구모형을 수립하고, 이를 기반으로 품질요인을 측정 및 평가하여, 서비스 품질이 고객만족 및 고객충성도에 미치는 영향을 분석한다. 이에 공공 PMO 서비스를 이용한 경험자들을 대상으로 SERVPERF 모델을 이용하여 품질요인을 측정하고, 구조방정식 연구모형을 수립하여 품질요인의 영향을 실증분석하고 평가한다. 마지막으로, 공공 PMO 서비스 개선방안과 시사점을 제시하고자 한다.

공공부문 정보화 프로젝트에 도입하려는 PMO 제도는 전자정부 정보화 프로젝트의 철저한 사업관리를 통해 위험을 방지하고 품질향상을 통해 글로벌 소프트웨어 강국으로서 세계 제일의 스마트 전자정부를 선도하려는 목적을 가지고 있다. 이에 본 연구는 공공부문 PMO 제도를 시행하기에 앞서 이해관계자를 대상으로 PMO 도입 행위의도에 영향을 미치는 주요 요인에 대한 연구를 통하여 공공부문의 PMO 운영 모델을 제시하고자 한다. 연구 수행은 공공부문의 PMO 도입이 프로젝트를 통합적으로 관리하는 새로운 관리 기술로 판단하여 통합된 신정보기술수용 이론인 UTAUT 모형을 기반으로 공공부문 PMO 도입 행위의도에 관한 연구를 수행하였다. 연구결과 프로젝트관리 성과기대에 대한 PMO 도입 행위의도에 대해서는 긍정적인 영향을 미치는 것으로 나타났으며, PMO 도입으로 부가적 성과를 얻고자 하는 노력에 대한 기대는 PMO 도입 행위의도에 대해 영향을 미치지 않는 것으로 나타났다. PMO 조직활동이 PMO 도입의 촉진조건으로서 PMO 도입 행위의도에 대해 긍정적 영향을 미치는 것으로 나타났다. 본 연구에서 이해관계자 그룹 간 노력에 대한 기대와 촉진조건이 PMO 도입 행위의도 조절효과가 나타날 것이라는 가설 아래 검증을 수행한 결과 각 그룹간 조절효과가 유의하지 않은 것으로 나타나 공공부문의 PMO 도입 행위의도에 대해서는 이해관계자 그룹간 공통된 인식을 하고 있음을 확인할 수 있었다.

Recently the complexity and difficulty of the IT projects are increasing due to technological and environmental risks, resulting in the adoption of PMO(Project Management Office) onto IT project management practices, including public area projects. For example, the Korean government regulated the application of PMO onto large scale public IT projects. However, since there has been no reliable method to estimate the cost to execute PMOs, a PMO cost evaluation model to support the budget and cost planning of PMO projects is required. Thus, the purpose of this research is to develop a systematic cost evaluation model for PMO projects. We identified the dimensions that determine the PMO execution cost to be the scale of the subject project, the technical difficulty level of the subject project, and the tasks to be executed in the PMO project. Based on the determinants, the PMO execution cost model were developed from historical data and experts opinion. Upon verification, the validity of the developed model has high level of consistency compared with their experiences of real PMO project costs.

This study identifies influential factors for invigorating the public management office (PMO) system for system integration (SI) projects in public sectors and analyzes the priority of each factor from the point of different stakeholders, i.e., owners, SI company, and PMO. Based on the literature review, four first-level influential factors are identified: legal system maintenance, owner's capability, SI company's capability, and PMO's capability. Among them, the PMO's capability is determined as the most critical factor by all the stakeholders. Among the second-level influential factors, the capabilities of professional engineers and project managers are considered as important among the PMO's capability, whereas the reasonable consulting fee is considered as the most critical factor among the legal system maintenance. With respect to each stakeholder, project management capability is considered as the most important factor for owners, while the reasonable consulting fee is considered as the most important factor for PMO.

소프트웨어산업 진흥법이 개편된 후 문제로 지적된 사업 리스크와 품질 관리 문제를 해결하기 위하여 공공 PMO 허용을 골자로 하는 전자정부사업관리 위탁 제도를 도입하였다. 이해관계자인 발주자, 사업자, PMO의 견해 차이로 공공PMO 제도가 안착하지 못하고, 추가적인 제도 개선이 요구된다. 그러므로 균형 있는 제도 개선을 위해서는 각 이해관계자 간의 견해 차이에 영향을 미치는 근본적인 원인을 분석하는 심층적인 연구가 필요하다. 본 연구에서는 인지 심리학적 수단-목적 사슬이론(Means-end chain theory)과 그 방법론의 하나인 래더링 기법과 가치단계도(HVM, Hierarchical Value Map)를 이용하여 공공 PMO 제도의 성공적인 수행을 위한 이해관계자 별 인지구조를 분석하고, 견해 차이를 유발하는 근본 원인을 분석한다. 추가로 이해관계자들이 제도에 기대하는 혜택을 획득하는 데 필요한 제도들도 분석한다.

정보시스템 개발 프로젝트가 점차 대형화, 복잡화됨에 따라 프로젝트 성공을 위해 PMO 도입이 증가하고 있다. 전자신문(2012. 1. 3)에 의하면, "미국에서는 1950년대부터 PMO 제도를 채택했으며, 2010년 기준 공공 민간 발주 프로젝트 84%에 PMO가 참여한다."고 되어있고, 행정안전부에서는 사업수행 지원과 발주기관의 전문성 강화를 위해 "PMO 도입 운영 기준" 마련을 위한 Task Force를 구성하여 2012년 2월부터 본격 가동하게 되었다. 본 연구를 통해서 PMO 서비스가 프로젝트 및 조직의 성과에 미치는 영향을 검증하므로써, 이데 대한 전문가 또는 이해당사자간의 다양한 이견에 대해 학문적 및 체계적인 해답을 실무적으로 제공하게 되었다. PMO 서비스는 프로젝트 성과에 긍정적인 영향을 미치는 것으로 나타났으며, 조직의 성과에도 영향을 미치는 것으로 분석되었다. 또한 이 영향의 정도는 PMO의 역량에 좌우되고 있음을 알 수 있었다.

PMO(Project Management Office)는 해당 영역의 프로젝트를 조정된 중앙 통제 방식으로 관리하기 위하여 필요한 다양한 책임을 배정받은 조직, 부서나 주체를 말하며, 프로젝트 관리 지원 기능을 제공하는 일부터 직접적인 프로젝트 관리에 이르기까지 다양한 책임을 지니고 있다. 본 논문에서는 PMO 제도 도입에 따른 성공적인 공공 정보화 사업 완수를 위해 우리나라 PMO 관련 현 법제도 현황을 선행 연구자들에 따른 PMO 기능 분석 종합 자료와 미국의 표준화된 프로젝트 관리 프로세스인 PMBOK(Project Management Body of Knowledge) 관리 지식 영역 프로세스를 적용해 우리나라 현 법제도의 적합성을 비교 분석하였다. 연구 결과로 공공 정보화 사업에서 PMO 제도를 도입함에 있어 우리나라 현 법제도가 공공 정보화 사업의 품질을 높이는데 보완되어야 할 영역들이 요구되었다. 향후 본 연구를 통해 공공 정보화 사업의 PMO 제도 도입 시 법적 제도화와 전문성을 제고하여 성공적인 사업 수행에 도움이 되도록 하고자 한다.

It is well known that PMO (Project Management Office)s are effective for successful project performance. Since it takes a long time to develop PMO capability, many public organizations and companies that do not have internal PMOs are increasingly relying on outsourcing of PMO functions in order to introduce mature PMO capabilities in a short period of time. However, it is not verified yet whether outsourced PMO is more effective than internal PMO or not. The objective of this study is to verify the effectiveness of PMO outsourcing. There are many different definitions about PMO function, and even the same PMO function may have different effectiveness depending on the Industry. Thus, this study redefined the PMO functions and Project Performance based on the past studies, and conducted research by focusing on the ICT (Information and Communication Technology) industry. The ICT industry is an important industry economically and has been attracting global attention recently. This study is the first attempt to prove the effectiveness of outsourcing of PMO function in Korea. We found that PMO function outsourcing is effective for certain aspects of project performance, particularly technical support and infrastructure management. Overall, PMO outsourcing is usually more effective than internal PMO for improving project performance. The results of this study are expected to contribute to the development of PMO theories and practices.

PMO(Project Management Office)는 프로젝트의 수행을 일관성 있게 관리하고, 성공적인 완료를 위하여 지원, 감독, 통제 등의 제반 활동을 수행하는 조직이다. PMO의 도입으로 인한 프로젝트 성과 향상에 대한 연구는 이미 해외에서는 여러 차례 보고 되었고, 최근 정부에서도 전자정부법을 개정하여 공공정보화 사업에 대한 안정적인 PMO 제도 정착을 위해 노력하고 있다. 본 논문은 이러한 배경을 바탕으로 국내 공공정보화 프로젝트 지원에 필요한 PMO 8개 카테고리, 33개 주요 기능을 2000년 이전과 2000년 이후로 구분하여 각 기능에 대한 증가율을 비교, 분석하였다. 이러한 분석 결과를 바탕으로 향후 더 효과적인 PMO 제도의 안착을 기대한다.

Recently, the importance of project management has increased due to the scale and complexity of the construction projects. Therefore, this study conducted a survey on construction companies and related public institutions to verify the relationship between the role of the Project Management Office(PMO) and PM leadership for project performance. Based on this, the effect of the PMO role on the project performance was identified and the moderating effect of PM leadership was analyzed. As a result, first, the role of the PMO was found to have an influential on the project performance. Second, the PM leadership was verified to has a moderating effect in the relationship between the PMO role and the project performance. The purpose of this study is to analyze the influential of the role of PMO on project performance in the construction industry to suggest the necessity of PMO in the construction industry and the need to adopt PMO in large-scale construction projects and analyze the moderating effect of PM leadership on project performance.
