Establishment scheme for official standards of liquid swine manure fertilizer

  • A more efficient use of nutrients can benefit both farmers and water quality. To propose an establishment scheme for official standards for liquid fertilizer from swine manure slurry, we evaluated previous and present data related to swine manure as well as analyzed 101 swine manure samples collected from 28 public livestock recycling centers throughout the nation. From these investigations, we found that the official standards for byproduct fertilizers set by the Rural Development Administration (RDA), especially for a liquid swine manure fertilizer, should be revised due to nutrient content requirements having to meet at least 0.3% content for the sum of nitrogen, phosphorus, and potassium. Otherwise, most of the swine manure cannot be utilized as a liquid fertilizer because the result of the 101 samples' analysis showed fewer than 28% of them met the minimum standard of ${\geq}0.3%$ content for the sum of nitrogen, phosphorus, and potassium, while the contents of heavy metals as indicators of toxicity met the standard requirements. Therefore, it is suggested that official standards for byproduct fertilizers set by RDA should be revised as follows: no limit for nutrient contents and addition of chloride as homogeneity. Also, NaCl should be changed to Na because NaCl cannot be analyzed by instrument.

A Study on the Transition of the Building of Daegu City Library During the Japanese Colonial Period (일제강점기 대구부립도서관 건물의 변천과정에 관한 연구)

  • The aim of this study is to analyze the transition of the building of Daegu City Library during the Japanese Colonial Period. To do this, the articles of newspaper and periodicals, books, official documents, official gazettes, statistics, publications of official history of Daegu City Library and research papers were widely collected and cross-checked with each others. As the result of this study, the precedent researches and official history publications related to Daegu City Library had some important errors including the date of the municipal ordinance for Daegu City Library, the first building of Daegu City Library and the date of the breaking-ground, completion and opening for the new building. It is assumed that these errors were generated from the shortage of bibliographic information and full-text databases at those time. At the end of this study, additional research about the history of Daegu City libraries during the Japanese Colonial Period were suggested.

A Study on the Relationship between the Freedom of Information and Records Management: Focusing on Local laws and Regulation about Information Disclosure (기록물관리와 정보공개의 상관성에 관한 연구: 지방자치단체의 정보공개 자치법규를 중심으로)

  • This study aims to shed light on the relationship between information official disclosure and records management in the local government's authority regulations. To that end, analyzed 337 local autonomy laws found in ELIS and the Ministry of Office of Legislation. As a result, it found a link between the 'Public Records Act' in terms of 'records preservation (making minutes)', 'information disclosure procedures for transferred records,' and claims receiving department. 'Record keeping (written minutes)' was similar to that of the 'Public Records Act,' and the 'Claims Receiving Department' mentioned 'Record Management Department.' However, the 'Claims Reception Department' had a strong characteristic of the civil service department, and the 'Public Record Act' did not specify the clause in terms of 'minutes of the minutes.' In 'relation with other laws.'

Strength Map of Presidential Candidates 2019 in Indonesia Based on a NodeXL Analysis of Big Data from Twitter

  • Leading up to the 2019 presidential election in Indonesia, campaigns have emerged through social media, particularly Twitter, using various hashtags, such as #2019GantiPresiden (2019 Change President) and #TetapJokowi (Always Jokowi). This paper tries to understand the presidential candidates' power map in forming opinions and influencing voter behavior by analyzing Twitter from August 6, 2018 to September 15, 2018, just before the beginning of the official campaign period, by searching for the keyword "pemilihan presiden RI Tahun 2019" (RI presidential election in 2019). According to our NodeXL's analysis, there were 1,650 active Twitter users talking about the 2019 presidential election. The 1,650 Twitter users have formed a communication network of 46,750 relationships formed from messages in the form of tweets, comments, and retweets. Our analysis found that those mentioning "pilihan presiden 2019" form large communication networks around four clusters: one for each of the two candidates (Jokowi and Prabowo) and two for opinion leaders who are undecided about the election (Gus Mus and Mas Piyu). GusMus is a religious leader, as an official of the PBNU Rais Syuriah (an Islamic organization) and has a large following both on and off Twitter. "MasPiyu" is an unidentified Twitter user; he only has a large following on Twitter, but does not have support offline.

  • Continuously monitoring and improving information system (IS) performance is a major concern in organizations. Thanks to invisible characteristics of IS performance, this is still enduring research question. The purpose of this study is to examine and analyze factors influencing IS Performance in public sector. Influencing factors of IS performance include IS quality such as System Quality, Information Quality and IS Use. The data for analysis was collected from local official in Korea. We used PLS 3.00 Version for an analysis. Analysis revealed that Information Quality has directly influenced IS Use. But there were not Significant in relations between System Quality and IS Performance, System Quality and IS Use, System Quality and IS Performance, and IS Use and IS Performance.

Language Choice in Philippine Government Websites: Sociolinguistic Issues and Implications

  • Government websites provide useful and timely information to the public such as government's history, organizational values, codes of ethics, public services, facts about public official, among others. Using language choice as framework, the study seeks to examine what language is used, in what contents, and in what kind of website. The study employed online observation in 235 Philippine government websites (.gov.ph) via content analysis. As a result, English is overwhelmingly used; while Filipino, the Philippines' national language, and only a handful of regional languages, are minimally used in the contents. Discussion will follow how multilingualism can improve the dissemination of information and communication more conveniently and efficiently from the government to its citizens.

Comparison of Job Stress, Quality of Life Scale and Health Promotion Behaviors in Public Health Officials and General Administration Officials (보건직 공무원과 행정직 공무원의 직무 스트레스, 건강증진행위와 삶의 질 비교)

  • Purpose: The purpose of this study was to compare the job stress, health promotion behaviors and quality of life between public health officials and general administration officials. Methods: Subjects were 60 public health officials and 71 general administration officials in G-City in Korea. Data were collected from January 25 to February 5, 2016 through self-administered questionnaires and analyzed t-test and Pearson's correlation coefficients. Results: Job stress (t=4.060 p<.001) and quality of life (t=3.963, p=.025) were significantly different between public health officials and general administration ones, while health promotion behaviors were not significantly different between these two official groups (t=0.394, p=.606) Conclusion: Results of this study suggested that it was necessary for public health officials to develop intervention program aimed at reducing job stress. Also, it would be effective to focus on improving health promotion behaviors and quality of life for them.

Historical Review of Lee Keumjeon, a Pioneer in Community Health Nursing in Korea (한국 지역사회간호의 선구자 이금전에 관한 역사적 고찰)

  • Purpose: The purpose of this study is to show the development of community health nursing in Korea in light of the life of Lee Keumjeon (1900~1990), who devoted her life to community health nursing. Methods: Primary and secondary sources were collected and analyzed. Results: Lee could get high level education up to college courses, which was very exceptional at that time in Korea. She got nursing and midwifery education in Severance Hospital (1929) and majored in public health nursing at Toronto University (1930). Then, she worked in mother-and-child health practice for more than 10 years. She helped the Korean Nurses' Association to publish Public Health Nursing (1933) and other nursing books. After the liberation of Korea, she became a governmental official in the public health nursing field and tried to establish the national public health nursing system. During the Korean War, she devoted herself to nursing education and practice at nursing schools and hospitals. After the war, she worked as president of the Korean Nurses' Association. In 1959, Lee was given the Nightingale award. Although she retired in 1960, she continued to devote herself to the development of nursing, and published her book Public Health Nursing (1967). Conclusion: Lee worked from 1920s to 1960s for the development of nursing in Korea and during the period Korean nursing showed great development to national system and professional status.

Influencing Factors of COVID-19 Stress, Impulsiveness, and Family Strength on Suicidal Ideation of Public Nursing Officials in Community Health Center (간호직 공무원의 코로나19 스트레스, 충동성, 가족건강성이 자살생각에 미치는 영향요인)

  • Purpose: This study was conducted to identify factors of COVID-19 stress, impulsiveness, and family strength on suicidal ideation of public nursing officials in community health centers. Methods: This study was a descriptive analysis study the subjects of this study were a total of 145 public nursing officials from community health centers in Busan. The data were analyzed using IBM SPSS/WIN 23.0 version. Result: The result of the predictor analysis showed that the motor impulsiveness (β=.383, p<.001), workload (β=.222, p=.003), cognitive impulsiveness (β=-.205, p=.012), bond (β=-.169, p=.033). The regression model showed an explanatory power of 24.1%. Conciusion: it is necessary to increase impulse and stress control ability, and to adjust the workload. In addition, it is necessary to systematically guarantee a working environment where practical vacation can be used, but it may not be a realistic alternative in a disaster crisis such as COVID-19, so indirect alternatives such as reinforcing infectious disease experts, improving the work environment, and psychological support to prevent suicide in advance are required.

A study on career competency, task and job satisfaction of dental hygienists - Focusing on public officials, public institution workers, and researchers (치과위생사 취업 역량, 업무, 직무만족에 관한 연구 - 공무원·공기업 취업자·연구원 중심으로)

  • Objectives: The purpose of this study was to investigate career competency, tasks, and job satisfaction of public servants, public institutions, and researchers. Methods: The survey was conducted about career competency, job satisfaction, and satisfaction on work life. Next, they interviewed on the characteristics of each job by two or three dimensions. The following conclusions were obtained from July to August 2017. Results: Career competencies were GPA with 3.87, 818 points of TOEIC score, and ITQ certification. Public servants required the information on literacy skills for employment and job performance, while civil servants need more than one year of clinical experience in the dental hospital. The non-commissioned officer needed a written test and fitness training. The health insurance review and assessment center required more than one year of experience from general hospital or medical institutions. Researchers required a research career, language skill, and professors required research and teaching experiences with clinical experience more than three years. The main job tasks were as follows; for public servants, they were official document processing and community projects. For the civilian workers and military/noncommissioned officers, they were medical assistant and administrative works. The employees of the health insurance review and assessment service are examining the medical expenses and the medical examination, the researchers are experimenting, researching and writing articles, and the teaching staff are lecturing and conducting individual research. Conclusions: The results of job satisfaction survey showed that occupational satisfaction was the highest in civil servants, researchers, and teaching professions. Job security was the highest in health workers and health inspectors' evaluation centers, and time vacancy was the highest in civilian workers and military/noncommissioned officers. If you want to work in such an institution, you should prepare elements that match your basic literacy and job specific characteristics. And we should try to increase the satisfaction of work even after work.
