Purpose: This study investigated the situation of public health official training and suggested a scheme for improving central and local official training institutes, in order to improve the quality and quantity of training programs for central and local public health officials. Methods: This study examined training resources, design processes, content and methods of training programs of the Department of Health and Welfare Training in NIH and the fifteen city and provincial officials training institutes in 2002. Results: The central and the local officials training institutes didn't exchange information on public health training. NIH supplied various specialized training programs for senior and junior officials. However, city and provincial official training institutes supplied a few training programs for local public health officials. Conclusion: A mutually cooperative relationship is needed between central and local official training institutes to exchange information on public health official training. The Department of Health and Welfare Training in NIH as a central training institute has to develop training programs related to new public health policies, supply training programs for senior officials, and support local official training institutes. To satisfy the training demands of public health officials, the city and provincial official training institutes should increase the number of training programs for junior officials.

The study seeks to establish a theoretical basis for extending the accessibility and availability of records to the public area. For the purpose, the study links the target and scope of archival literacy with official document literacy and proves the relationship between the elements of archival literacy and official public literacy. The literature reviews and survey comparing public officers and undergraduates are conducted. The results of the survey are as follow; public officers with official document literacy showed higher the degree of actual use and awareness than undergraduates; awareness was higher than the degree of actual use in all questions and factors; all correlations showed a positive correlation. In the public officers group, the correlation between 'communication as public officers' and 'analytical concepts' (0.626) was the highest, In the undergraduates group, the correlation between 'communication as the public' and 'analytical concepts' (0.561) was the highest, As a whole, the respondents show the highest correlation between 'communication as the public' and 'analytical concepts' (0.563); As a result, the group with official document literacy is more aware of the homogeneity between official document literacy and archival literacy.

This study has aware of the seriousness of public official. and come up with an effective counterplan about public official. This research is a study on previous research on government and officer crime. And understanding is the status about public official. It proposed ways to solve the problem Drunk driving is illegal to drive a vehicle while drunk act. Drunk driving is likely the potential to cause a traffic accident. As a result, drinking and driving is decreasing since the mid-2000s. The cause of the change is to strengthen social awareness, regulations for drunk driving. and public official was decreased. However, it did not disappear. Cause of drunk driving is wrong, such as dinners and cultural distrust of the deputy driving, drinking after misjudgment on his physical condition. public official is a bigger influence. It is a social problem. Personally great damage to organization. Therefore, this study is an analysis of international practices and domestic best practices. Officials drunk driving drunk driving prevention measures are proposed to strengthen preventive measure, it is proposed the organization of internal control measures, union officials supporting the improvement of company dinner.

This study started to diagnose the perception of 'public official' who are exposed to various tasks through public institutions in our daily work. In particular, among the public officials in various fields, public officials engaged in social welfare, health and welfare, and administration were diagnosed with the attitude of public officials to be equipped. For analysis, Q method, which is a qualitative research method, was used to diagnose and typify perceptions. First, the analysis results were derived into four types. In each type, shows the uniform distribution of public officials in health, administration and welfare fields and is named "General Type". is named as "Administrative Public Official Type" because the distribution of administrative civil servants is high. has a high distribution of welfare officers and is named as "Welfare Official Type". is composed mainly of public health officials, and is named as "Health Official Type". The public officials who are subject to this study should be responsible for "public service", that is, the unique work for the state and the public. In order to do this, we emphasize the accountability of the public officials themselves, and expect to expand into empirical research in future research.

This study aims to analyze the effect of marketing using Chinese public library WeChat official accounts on the perception of the library and loyalty. For this purpose, research possibilities were explored, and a questionnaire was developed through in-depth interviews with users who subscribed to the Chinese public library WeChat official accounts and those who did not. A survey was conducted with the questionnaire for public library users in six regions of China. As a result, it was confirmed that the characteristics of the official account operation had a positive effect on the perception of the libraries and users' loyalty. This study is meaningful in that it verified how Chinese public library marketing using SNS affected users' purpose on the use of libraries, perception of libraries, and users' loyalty, and suggested how to deal with WeChat official accounts among SNS types.

ODA projects such as multi-purpose dam, industrial complex, road construction etc. have resulted in environmental damage and resident relocation including destruction of site of living. Even the grandiose developments as ODA projects have made clear the value clashes between development and environmental conservation, and have brought about conflicts between public interests and public environmental right, and the discordance between public interests and private property rights in the recipient country. This study summarizes and analyses the Korea's ODA projects and will suggest the public participation and governance system based on Saemaul Movement, Strategic Environmental Assessment and Environmental Impact Assessment based on the guideline of OECD DAC, and emphasize Strategic Environmental Assessment and Social Impact Assessment in the procedure of ODA projects. In the future the ODA project should be implemented for the overcome of poverty and response to climate change based on the experience and trial and errors of Korea's compact growth and past ODA projects.

Through this incident, it reminds me of the idea that personnel appointments are everything once again. Public officials should try to be good at ethics and conduct. If a public official fails to fulfill his or her role as a public official, how can the public trust him or her? You should know that the country does not exist under that official. Looking back on the constitutional history after liberation, it is undeniable that the collusion between politicians and businessmen shocked the people with many suspicions and distrust, and the various irregularities they caused disrupted healthy democracy and the national economic order. In this respect, this paper focuses on Korean political reform measures, but also examines ways to improve public officials' ethics. This paper focuses on that political reform should move in the direction of revitalizing the function of the National Assembly and allowing autonomous and independent parliamentary activities. Parliamentary activities should not be too dampened, and it should not end in a brief promotion in consideration of election votes. The ruling and opposition parties should seriously consider and implement this political reform plan. As one of the people, I hope that this privilege reform plan can be a touchstone for the advancement of political culture. This paper was studied as follows. First, the purpose and justification of political reform were identified. Second, it emphasized the need to improve public service ethics. Third, the problems and improvement measures of political reform were considered.

The purpose of this study is to analysis the change of composition and terminology of the official public relation(PR) brochures of the Presidential Security Service of Korea. For this purpose, the qualitative study was conducted on the official PR brochures of the Presidential Security Service. The results of this study are as follows. First, the compositions of the official PR brochures of the Presidential Security Service have been gradually changing from the Presidential Security Service to the public. Second, the terminologies of the official PR brochures of the Presidential Security Service have been gradually increasing the using public friendly terms in the middle of the using rigid terms because of the nature of the Presidential Security Service. Therefore, the Presidential Security Service should fulfill the public's rights to know through active PR efforts in the future and concentrate the capabilities in securing the legitimacy of presidential security service while leading the academic development of security service. In addition, it is necessary to consider ways to renew specific concrete grounds for organization, functions, and employees through legal and institutional improvements to secure the professionalism of the Presidential Security Service, and to extend the scope of work to the field of national security management and coordination.

This study was conducted with a view to investigating and analyzing classification and types of literature sources of Sikuquanshuzongmutiyao and the results of this study are as follows. First, the literature sources of Sikuquanshuzongmutiyao were classified mainly into five types including national version, provincial version, individual version, public official version, and societal distribution version. Second, court and Emperor's version was classified as national version, while literatures collected from state and province were classified as provincial version. Third, each of individual version and public official version, which were not clearly differentiated from each other due to their being named private version, were distinctively and separately classified. They were classified into individual version if associated by province name and book owners' names and into public official version if associated by public post names and public official's name. Fourth, societal distribution version included distributed and purchased versions in the society of those days. Fifth, in terms of the number of literature listed in all descriptions of Sikuquanshu, provincial version, national version, individual version, public official version, and societal distribution version were more found in the descending order. Sixth, it was found out that causes are being a little more stressed in the description of reference names of Sikuquanshuzongmutiyao through 1) public post names on public official version, 2) company names on private version, and 3) names of societal distribution version instead of sales version.

International public opinion on King Sejong Institute (KSI) is one of the most important factors influencing its overseas development as a worldwide non-profit educational service organization. China is one of the overseas strategic regions for KSI to spread the Korean Language. This paper intends to assess KSI's current public opinion environment in China. With content analysis of 87 news reports related to KSI in WeChat Official Accounts from 2014 to 2022, this paper attempts to assess the public opinion environment of KSI in China. In this paper, we show that the Chinese media' s current attention to KSI is generally lacking. The current reports focus more on activity narrations, and the main report factors come from local media and universities' oncampus news, which have relatively weak dissemination power and limited influences. On one side, the reasons are related to the characteristics of Chinese media, while the KSI establishment method in China also accounts for a lot. Therefore, it is necessary for the KSI to timely adjust the cooperation mode and publicity strategies according to the Chinese political and cultural characteristics to promote the sustainable development of KSI in China by continuously improving the public opinion environment.
