As social institution, the public libraries in changing social environment are required to adopt a more systematic and efficient managerial strategy, only to function properly and to achieve the given goal. In this context, the specialization of the public libraries means the provision of information and library services through differentiation and focus strategy, and should be realized for the efficient library management. In order to examine the specialization of the public libraries in Korea, this study builds the theoretical background of the specialization of the public libraries, looks into the current situation of the public libraries, investigates and analyzes the specialization of the public libraries in terms of information and library services, and suggests some recommendation for improvement. By so doing this study aims at enhancing our understanding of the specialization of the libraries as a whole.

The purpose of this study is to discuss the developmental direction of public library specialization by investigating the library specialization and the perception and opinions on the theme specialized librarians. A total of 69 directors have responded to the survey, and the main result was that while there are difficulties in terms of manpower and budget in providing the specialization services, they have been fully aware of the need and value of the libraries' specialized services and were willing to maintain and develop the services in the future. In addition, more than half of the respondents said that the provision of specialized services and the placement of theme specialized librarians at the public libraries are essential. The qualification for the theme specialized librarians was said to be higher than a master's degree and 4 to 7 years or longer of relevant work experience and must be managed as a national qualification system. Based on these results, suggestions were made that the discussions of the specialization service comprised of the training system for specialized librarians, the establishment and operation of the theme specialized librarian qualification system, and the cooperation with the theme related organizations for the qualitative improvement of the specialization service, among others.

University libraries aim to improve not only educational effects but also the general quality of colleges. A primary way of pursuing this goal is through providing professors and students with sufficient amounts of available references and materials that can be used for academic purposes. However, even though university libraries are intended to be used by college students majoring in different fields, they tend to provide mostly books. This limited offering of resources means that they are not distinguishing themselves from regular libraries. The purpose of this study is to present basic data for the spatial design of a subject specialization room in a college library. Included in the design are recommendations for the type and placement of the furniture in the room. The summary of results for this study and the conclusions are as follows: The layout of data space and reading space in a subject specialization room can be categorized into both document-oriented (document centralized and document categorized) and reading-oriented (reading centralized, all, and group types). The public reading seats and private reading seats in a subject specialization room, according to their ratio, can be divided into private reading, public reading, and distributed reading sections. The ratio of open-spaced tables is higher for groups of four or more people, but users often sit separately from others in order to ensure privacy. Unfortunately, this practice results in seating gaps that do not make efficient use of space. The result is that the public reading seats are less efficient than the private reading seats in terms of space. Therefore, it is necessary to increase the number of cubicles.

In this study, based on the results of analyzing the facilities and operation of the public libraries in Iksan, several strategies that may contribute to its regional development have been established. The strategies are as follows. The first one is to hire more librarians to perform the role of libraries at the advanced level that are suitable for the ever-growing library facilities. The second is the plan for specialization of the libraries, which was proposed with each subject suitable for each library such as History Culture, Modern and Local Culture, Jewelry and Precious metal, Food Cluster, Female, Administration & Welfare, and Environment & Ecology by matching the urban policies and characteristics of Iksan with these library. The others are the operation of English library in the way suggested in this study and the establishment of youth library to build up the role of the libraries in educational city. Through these strategies, the overall function and role of the public libraries in Iksan can be strengthened and emphasized.

The purpose of this study is to investigate the field librarians' opinions of the library specialization and specialized librarian and understand the librarians' working conditions and environment. Questionnaire were developed based on the previous studies and surveys were conducted with the librarians of public libraries, university libraries, and professional librarians across the nation. A total of 392 librarians have responded to the survey. As for the main result, the users' satisfaction with the specialization service was perceived to be high, and the most difficult matter in performing the specialization service is the lack of knowledge on the subject matter, and the library environment for the specialization service is not enough. The specialization service should be led by the theme specialized librarians, and the qualification criteria for the theme specialized librarians are required, and the qualification systems should be managed by the state.

With accommodation of a population of many young people and families due to Hangang River New Town Housing Project and development of railway station spheres, a need is increasing to improve the quality of public libraries service for Gimpo citizens and to establish more libraries. This study thus analyzed the book lending data of Gimpo City libraries, and the city's libraries-related social media big data in an effort to forecast the users, and thus to propose four library service improvement measures. First, in terms of book gathering and book development policy plans, a proposal was made to expand good books for children and youth, and to expand general original-language books related to learning of English, and English books for children. Second, in terms of the establishment of additional libraries or specialization strategy, a proposal was made to establish exclusive children's libraries or English libraries, and to establish library specialization strategy with a focus on children and English themes. Third, in terms of library culture programs, a proposal was made to provide library culture programs in relation to children education and to expand weekend library culture programs. Fourth, in terms of library facilities, considering the convenience of parking facilities, a proposal was made to establish libraries near apartment complexes.

The analysis on changes in the name of public libraries was conducted to identify critical issues in LIS in South Korea. The library names registered in the National Library Statistics from 2015 to 2020 were analyzed, and types of change and its characteristics were identified. The findings indicate that 211 changes were reported during five years which were categorized in 7 types. As the characteristics, the changes in library names show the administration agency controversy, the emphasis on library services for young adults, library subject specialization, and citizen participatory name contest.

Recently, public libraries as complex cultural spaces are becoming a trend, and public libraries as complex facilities that are built in one building or one site are being highlighted. This can be seen as part of a policy to expand public libraries as part of the government's Living SOC project. The establishment of libraries in government office is also included in this movement. Therefore, this study presented excellent cases by investigating the current state of government office in Korea and investigated citizens' perception on the establishment of public libraries in Busan Metropolitan City Hall. Based on this, a basic plan for the operation of public libraries in Busan Metropolitan City Hall, including basic directions, organization and manpower, collection development, and service programs (including specialization program), was proposed.

This study aims to analyze the current status of specialized services in public libraries in the Busan, identify associated issues, and propose improvement strategies. To achieve this, a survey was conducted among the staff of 25 public libraries, excluding two libraries (one of which was temporarily closed) out of the 27 libraries operating under the 2022 Library Development Plan. The survey covered topics such as the current status of specialized services, perceptions of specialization, and strategies for the development of specialized services. The survey results revealed that in 16 libraries, specialized collections accounted for less than 5% of the total collections; 20 libraries had no dedicated librarian, and in 15 libraries, the budget for specialized materials was less than 5% of the total materials acquisition budget. Despite these challenges, the librarians recognized the necessity and legitimacy of specialized services and believed that these services should continue, even in the face of insufficient personnel and budget. Additionally, they emphasized the importance of the role of metropolitan representative libraries, along with related training and the assignment of dedicated librarian, for the development of specialized services.
