Information Systems in Project Management of The Public Sphere

  • Project management is a current trend of management in the public sphere, based on different principles, methods and tools. The tools include information technologies providing control over time, cost, quality and planning process in order to ensure accountability to interested parties. The goal of the research was to examine the impact of the integration of information systems in project management of the public sphere on the quality of public governance and administration using the example of infrastructure projects involving the private sector in developing countries. The methodology of the research is based on the concepts of "digital-era governance" (DEG), "Information governance" and "project governance" to determine the effectiveness of information systems and technologies in the management of infrastructure projects in the public sphere. The data from the countries with Lower middle income (India, Indonesia, Philippines, Ukraine, Vietnam) and Upper middle income (Argentina, Brazil, China, Colombia, Mexico, Peru, Romania, Russian Federation, Thailand, Turkey) for 1996-2020 were used to study the effects of DEG. The results show two main trends in the countries with Lower middle income and Upper middle income. The first trend is the development of digital governance, the concept of "digital-era governance" through information systems and performance measurement of the governance system, forecasting of investment flows of infrastructure projects, measurement of payback and effectiveness parameters for investment management in the public sector, decision support. The second trend is the existence of systemic challenges related to corruption, social and institutional factors through the development of democracy in developing countries and the integration of NPM similar to developed countries. The confidence of interested parties, especially private investors, in public authorities is determined by other factors - the level of return on investment, risks and assignment of responsibility, probability of successful completion of the project. These data still remain limited for a wide range of project participants, including citizens.

  • Information technology(IT) has become the fourth major resource available to executives to shape and operate government and public organizations. Government and public organizations have managed the other three major resources for years : people, money, and machine. But today IT accounts for more than 10 % of the budget spent in the Korean government and public organizations. From an information resource management point of view, therefore, data and information, hardware and software, telecommunications networks, information systems personnel and other factors are valuable resources that should be managed for the benefit of the entire organization. This paper studied on the model of information resource management(IRM) architecture for government and public organizations and suggested a new generic model for IRM. The model is consisted of four basic architectures and each architecture includes several factors that should be managed for the benefit of the entire government and public organizations.

Understanding why the public agricultural information services would meet troubles?: based on systems thinking approach

  • This study aims to understand why public information systems in agricultural fields have shown lower performances than other industrialized fields and industries and how these problems would be fixed and overcame. To accomplish this research purpose, this study would overview the previous studies on developing agricultural information systems in public sectors and would find out meaningful and considerable factors. This study would accept the methodologies of literature review and systems thinking approaches to understand the relationships among the found factors and to suggest the conceptual research model. Agricultural information system should take care to reduce implement and maintenance costs to reduce the negative relationships between costs and expected service value and between expected service value to perceived service value. Also, it should be understood that impersonal response would reduce the eager to use the services, so the government sectors should consider positively to adopt the concept of CRM even though the government sectors traditionally have ignored its necessity. The failure of public information systems/services may be caused not only by lack of the contents but also by the failure of the persistent post management.

Reference Architecture and Operation Model for PPP (Public-Private-Partnership) Cloud

  • The cloud has already become the core infrastructure of information systems, and government institutions are rapidly migrating information systems to the cloud. Government institutions in several countries use private clouds in their closed networks. However, because of the advantages of public clouds over private clouds, the demand for public clouds is increasing, and government institutions are expected to gradually switch to public clouds. When all data from government institutions are managed in the public cloud, the biggest concern for government institutions is the leakage of confidential data. The public-private-partnership (PPP) cloud provides a solution to this problem. PPP cloud is a form participation in a public cloud infrastructure and the building of a closed network data center. The PPP cloud prevents confidential data leakage and leverages the benefits of the public cloud to build a cloud quickly and easily maintain the cloud. In this paper, based on the case of the PPP cloud applied to the Korean government, the concept, architecture, operation model, and contract method of the PPP cloud are presented.

  • A theory of public knowledge is offered for the purposes of defining more clearly its role in information systems and classification schemas. Public knowledge is knowledge intended to be available for use in a public system. It is knowledge accessible to the public or knowledge in the public arena as opposed to the other seemingly multitudinous ways to describe knowledge. Furthermore, there are many different public arenas or small worlds. Public knowledge, irrespective of these different arenas, has four important overlying characteristics: It is consensual, it does not imply complete truth or certainty, it is autonomous, and it has a constant renewal of old knowledge with new knowledge. Each of these attributes has been culled from a study of the works of Patrick Wilson, Karl Popper, and John Ziman.

  • As an interest in the efficiency of public sector expenditures has spread across the world, Korea has operated a self-evaluation system for government projects as a part of the performance-based budget system. However, an evaluation system for public information technology project has been criticized for its lack of validity, which stems from the uniformity of performance management. This study draws insight from knowledge management literature in an attempt to address the problems with the extant performance evaluation system in public agencies. To realize benefits from IT investment, an agency needs to develop its own performance management model for information systems projects, with a focus on the interaction of IT and organizational system. The knowledge management-based framework for IT projects was verified through a case study, with which we discussed the applicability of knowledge management to the evaluation of public information systems projects.

An Empirical Analysis of Public App Performance Based on Information System Success Model: The Moderating Effects of Service Quality of Public Web and Public Value (정보기술성공 모형 기반의 공공앱 성과에 대한 실증분석 : 공공웹 서비스품질과 공공가치의 조절효과)

  • Purpose The mail goal of this study is to find out factors influencing users' satisfaction of public application with the emphasis of service quality of public web and public value. For this purpose, we applied IS success model to develop the research model that explains users's satisfaction and public performance. Design/methodology/approach The proposed research model was developed based on IS success model along with two moderating effects - Service Quality of Public Web and Public Value in order to empirically test proposed causal relationships withing the model. A total of 377 survey responses were analyzed by forming the structural equation modeling with AMOS 24.0. Findings The analysis results show that the service, information, and system quality from IS success model are positively associated with user satisfaction, which in turn is positively associated with public app performance. The results also show that the relationship between user satisfaction and public app performance is positively moderated by public value. However, the relationship between public app service quality and user satisfaction isn't moderated by public web service quality.

Factors Influencing the Provision of Personal Information in Electronic Government Services (전자정부서비스에 대한 개인정보제공의 영향요인)

  • Frequent outbreak of intrusion of private information is occurring recently not only at portal sites but also in electronic information service of public agencies. Due to these intrusions, it is observed that the citizens tend to avoid providing their private information even to the service for public agencies. Therefore, the object of this research can be explained as demonstrating the influence of the intention of provision for private information to foster the selectronic information ervice of the public agencies. In order to achieve this, this research intends to demonstrate how the experience of the intrusion of the private information affects the concern about the privacy and how the information factor from the public electronic information service has influence on the reliability toward the public. The results showed that the experience of intrusion of privacy, awareness of the danger of privacy, and the sense protection of the information from the manager at public agencies have direct influence on the concern of privacy. Meanwhile, it has been verified that the awareness of information protection of a manager, the systemicity of information protection, and the surveillance and punishment of information protection have influence on the reliability of public agencies.
