  • An exclusive monopoly on public sector information has been faced with dramatic changes. The movement of Government 2.0, which is described as meeting of Web 2.0 technologies and public services, provides a new paradigm for public information services, and spreads rapidly into many western countries. However, due to the absence of domestic Government 2.0 cases, our academic discussion on Government 2.0 ends up in the introduction of oversea cases and in a theoretical diagnosis. In the context, this study focuses on the first two cases of Government 2.0 in South Korea; Gwacheon Parliament's 'Local Parliament 2.0' and Seoul Metropolitan Office of Education's 'Seoul Education 2.0' along with theoretical debates on concepts of public sector information and Government 2.0. The case study reveals the role of Freedom of Information Center not only as a think tank, but also a policy coordinator for implementing Government 2.0 movements. As a conclusion, the study presents elements for public sector information services and proposes a planning model of Government 2.0.

  • This study conducted a survey research in order to prove the influence of public libraries on the creation of social capital. The analysis showed that the use of public libraries is generally focusing on information activities on a personal level and it is not extended to establish social relationships or form social trust between people on social level. If the personal information activities in public libraries are expanded to share information and opinions with other people, however, it can establish social relationships across people mediated by public libraries. It also has the possibilities to induce library users to participate reciprocal activities on social level. As a result, the information activities in public libraries on personal level can be extended to social levels mediated by public libraries, which can affect the creation of social capital. Based on these results, public libraries need to consider the social responsibilities on creating social capital as well as supporting information activities of members of society.

Some areas covered by this study were: importance of dengue-related information needs, preferred channels for seeking information, and respondents' perceptions of using dengue-related information. A questionnaire was used for data collection and 152 individuals participated in this study. Data analysis showed that the most sought after information concerned: dengue-related medicines, primary symptoms of dengue infection, and different possible treatments. The popular channels for seeking information were: websites of hospitals and other health agencies, the social media, television, and newspapers. • Public libraries have been facing new challenges as the number of channels providing information resources has been increasing due to information and communication technology development. The perception of public libraries of the general public is that they should continue to play a substantial role in information services. However, the libraries' environments are changing, and the public's needs are diversifying, so public libraries also need to differentiate themselves from other organizations that provide similar services. This paper proposes branding as a solution to create differentiation. The study conducted a questionnaire survey with Koreans in their 20s. A series of statistical tests with the survey data showed the impact of the brand association elements on customer satisfaction and brand loyalty and identified unique factors in public libraries. For example, Brand associations such as material-based services, benefits, and attitude affected both dependent variables. On the other hand, the non-product association such as space/place images did not. Based on these findings, we provided implications for introducing branding in public libraries.

  • Development, availability and users' participation in the information service of agricultural food sector is slower than that of other sectors in Korea. This phenomenon comes from the lack of development strategies and comparative analyses with other sectors, as well as the agricultural food industry's own characteristics which is developed based on the offline market. In this research, we will discuss about how to improve the public information service of agricultural food sector based on the example of establishing service improvement strategy by the most representative Okdab. In this research, we have drawn the following implications for development strategy of Okdab service based on three core keywords derived from benchmarking KOSIS. Three core subjects for upgrading public information service are 'analysis information with expertise and differentiation,' 'user cooperation-oriented platform,' and 'intuitive nd effective UX,' and to strength B.I. as an integrated information service of agricultural food sector, we need to identify the users' satisfaction and needs for the existing service, establish an optimized operating strategy on a short-term, mid-term and long term bases, and implement them in a positive way. Based on this positive action, it can become a trustworthy information service for the users, and we can expect the improvement of the users' recognition for its consistent usability and efficiency.
