APPRAISAL OF MAINTENANCE MANAGEMENT STRATEGIES USED IN PUBLIC HOSPITAL BUILDINGS IN LAGOS STATE, NIGERIA

  • The study focused on the evaluation of maintenance management strategies used in public hospital buildings in Lagos state. It also assessed the labour composition for maintenance operations. In achieving these objectives, opinions of maintenance officers of ten (10) different hospitals in different local government areas of the state were sampled through well structured questionnaires. The data collected were analyzed using descriptive and inferential statistics. From the analysis, the study revealed that majority of those public hospitals do not have specific budget for maintenance programmes, maintenance policies, maintenance log book and maintenance manual to guide the operatives. About 98% of them do not understand the type of maintenance strategy being used for their maintenance operations. 78% of the maintenance work are only executed when there is a breakdown or in response to user's request. For labour composition, the cleaning of interior and exterior of the building, inspection of building elements, repairs and replacements of building elements are mainly carried out by in-house staff, while the repair and replacement of equipment is by outsourcing. The study also revealed that using in- house staff, reduces costs and provides a higher security while outsourcing provides more flexibility in staffing reduces equipment expenditures and provide better access to special skills. The study recommended proactive measures to provide necessary training and support for maintenance staff and users of these facilities and a means of securing sufficient funds for maintenance programmes.

Exposure and Health Risk Assessment of Lead Workers using Monte-Carlo Simulation (납 취급 근로자의 Monte-Carlo simulation을 이용한 노출 및 건강위해성평가)

  • Objective : This study was conducted to quantify chronic lead exposure from various media(ie. working environment, food, ambient air), and to certify the usefulness of exposure assessment using Monte-Carlo simulation in the fields of occupational health. Methods : Data were obtained from Korean Industrial Health Association, Korea Food and Drug Administration, and the Ministry of Environment. Then lead worker's exposure was estimated indirectly from various media and parameters (ie. volume inhaled, body weight, dietary intake, etc.). Uncertainty was analyzed by Monte Carlo simulation with Crystal Ball software. Exposure doses and hazard indices were simulated with various hypothetical scenarios including weekly working hours and respiratory protective equipment. Results : Without respiratory protective equipment, the total exposure dose per kilogram of body weight of lead workers was estimated as $5.45{\times}10^{-3}mg/kg/day$, and hazard index was estimated as 2.26, and exposure contributions were calculated as follows : working environment(82.42 %); foods(17.57 %); and ambient air(0.01 %). But, if working condition has changed - reduction of working hours and using respiratory protective equipment, the total exposure dose per kilogram of body weight was estimated between $1.34{\times}10^{-3}-1.49{\times}10^{-3}mg/kg/day$, and hazard index was estimated between 0.56 - 0.62. Conclusions : This study suggested that occurrence of hazardous impact(ie. increased blood pressure) through lifetime lead exposure would be expected, and that the Monte-Carlo simulation was useful for the fields of occupational health.

Research of the Formation of Makerspaces in Public Libraries, Based on a Survey on Space Usage and Programs Being Operated (공공도서관 메이커스페이스 조성과 운영 현황조사 분석 연구)

  • The paper explores the formation of Makerspace in public libraries, based on a survey on space usage and programs being operated. The respondents targeted librarians in public libraries. The survey is divided into two categories: in space usage section, the questionnaire explores level of openness of the space used; availability of equipment rental services; frequencies of the space rented; cost of management; and the number of people in charge. In program section, the survey asks on types of program being operated; spaces used for the program; age groups of participants, time and budget spent for the programs. The survey resulted in highlighting difficulties in dealing with a lack of equipment, space, and people in charge. The paper therefore raises the need of guidelines for the area, cost, and the equipment needed, based on mid- and long-term consultation with expert groups.

Survey of asbestos containing material in laboratory equipment at a university (대학 실험실 장비 중 석면 함유 조사)

  • Objectives: The aim of this study is to survey for finding asbestos containing equipment at the laboratories using picture based questionnaire and polarized light microscopic analysis. Methods: This study was conducted from 2009 to 2010 at a university in Seoul. In 2009, picture based questionnaire was distributed to 100 laboratories during the regular laboratory air quality monitoring. In 2010, we emailed all professors of the same university who have laboratories to participate voluntarily this survey. For the laboratories consented to participate survey, picture based questionnaire was distributed and collected. Suspected asbestos containing material and apparatus were collected at the laboratories which replied they have suspected material and equipment. Collected samples were analyzed with polarized light microscope at the laboratory accredited by ministry of employment and labor in Korea. Results: Total of 18 out of 100 laboratories reported that they had suspected asbestos containing equipment in 2009. Twenty-three samples were collected and three samples (13%), one heating mantle and two pairs of insulation gloves, contained asbestos. Thirty four laboratories reported they had suspected asbestos containing material or equipment in 2010. Sixty samples were collected and four of them (6%), two pairs of insulation gloves, one packing rope in dry oven and, one pair of tongs, contained asbestos. All founded asbestos was chrysotile and the content of chrysotile was more than 90% for all equipment except heating mantle which has less than 1%. Conclusions: We confirmed that asbestos was still used at the laboratories though strict regulations on asbestos use in Korea. The method of picture based questionnaire invented in this study could be applied for asbestos survey to other research institute or university where there are many laboratories because of its simplicity and accessibility without huge man power, cost and time.

  • Although price of construction equipment affects overall cost of a construction projects, the cycle of updating them presented in the Poom-Saem in Korea is more than six years. Recently there is a demand of using the 'Standard Market Price of Construction Equipment', published by the ministry of Security and Public Administration, for estimating equipment operating and ownership cost. It is urgent to introduce an advanced system for updating the prices which can timely reflect market changes.

Online Monitoring of Ship Block Construction Equipment Based on the Internet of Things and Public Cloud: Take the Intelligent Tire Frame as an Example

  • In view of the problems of insufficient data collection and processing capability of multi-source heterogeneous equipment, and low visibility of equipment status at the ship block construction site. A data collection method for ship block construction equipment based on wireless sensor network (WSN) technology and a data processing method based on edge computing were proposed. Based on the Browser/Server (B/S) architecture and the OneNET platform, an online monitoring system for ship block construction equipment was designed and developed, which realized the visual online monitoring and management of the ship block construction equipment status. Not only that, the feasibility and reliability of the monitoring system were verified by using the intelligent tire frame system as the application object. The research of this project can lay the foundation for the ship block construction equipment management and the ship block intelligent construction, and ultimately improve the quality and efficiency of ship block construction.

  • In this paper, we implemented technology assessment on the public R&D activities in IT field in order to select the promising technologies, so called "star technology," making for national industry development. Technology assessment frame in this study included qualitative factors. IT technologies are classified five sector - network, wireless/broadcasting, SW/application/computer/terminal equipment, semiconductor/component. Expert opinion interviews on each field are carried out. Assessment factors consist of technology usefulness and technology competitiveness. In the final analysis, 23 technology items selected as a promising technologies and the results can be used public R&D planning and If industry policy.

Opinion Survey of Health Center Officers on Rural Health Service Improvement Project (농어촌의료(農漁村醫療)서비스 개선사업(改善事業)에 대한 보건소(保健所) 공무원(公務員)의 인식도(認識度))

  • This study was performed investigate the opinion of civil servants in Health center about Rural Health Service Improvement Project The survey by mail was carried out for 447 servants of 25 health centers in Kyungsangbuk-do and the data were collected through self-administered questionnaires to servants about need, participation, concern, and comprehension for the project and satisfied with current facility and equipment of health center. The results were as follows. Generally considered, 48.2% of the improved health center servants was satisfied with health center building and 14.0% or 24.1% of the improving or unimproved center was. About the location of health center, 37.7% of the improved health center servants was satisfied, 25.9% of the unimproved center was. Of the improved health center servants, 43% was satisfied with the medical equipment but in unimproved place, the dissatisfaction was appeared higher than any other place. 49.7% of respondents was participated in making out the Rural Health Service Improvement Project. 50.6% was interested in this project. In the improved area. 65.5% of health center servants replied that the mayor's or county executive's concern about this project was high and 46.5% in councilors but in the unimproved area. their concern was low. About the contents of the project. 24,6% of the servants in the improved center, only 15.2% in unimproved center replied that they had known well. After making out the plan, 13.6% of respondents was unsatisfied with this plan and 17.1% replied that the estimating method of selecting the project area was not good. After the improvement of institution and equipment, 86.1% of health center servants answered that the medical service provided by health center would increase but 59.2% replied that the residents' utilization rate of private medical facility would decrease. The servants of the improved health center replied that the recognition about the developing will of health service(91.2%), the efficiency(91.2%), the quality of health and medical service(93.0%), the amount of health project(91.2%) were improved. In health center which had already improved the institution and equipment, 88.5% of servants replied that the residents' utilization for health center was increased. So, this project should be continuously carried out for health center and health center must develope new project to fit region condition.

Evaluation of the Usefulness of Ancillary Devices for Patients with Acute Lumbar Pain During Magnetic Resonance Imaging (자기공명영상검사 시 급성 요추 통증 환자를 위한 보조기구의 유용성 평가)

  • The purpose of this study was to evaluate the convenience and image quality of patients with acute lumbar pain patients at a general hospital in Daejeon using ancillary devices for postural changes and correction. The results of the study are summarized as follows. First, the Turbo S pin Echo technique(TS E) using ancillary equipment has the highest image evaluation rating with an average score of 4.440, which is highly valuable on a diagnosis. Second, the average score for patient the questionnaire 'When using ancillary equipment, I feel that my body is calibrated to side without bias.' was shown as 4.440, which is very useful for the correction of the patient's body when using ancillary equipment. Finally, Breath Hold technique(BH) is very effective in shortening test time of acute lumbar pain patients, because it can reduce test time 86.4% faster than Turbo Spin Echo technique(TSE). The results of the study showed that the use of ancillary equipment to perform the test through the side lying postures helped to reduce the pain and control the patient's breathing, and the diagnostic value of the image was high.

A Study on the Current State and Improvement of Operation of Fire Investigation Teams (화재조사 실태 분석과 개선방안에 관한 연구)

  • The purposes of fire investigation are to identify and analyze the causes of fire and, using the results in promoting fire fighting policies, ultimately to prevent fires caused by similar causes and to protect people's life and properties from fire. However, although the patterns of fire are getting more diverse and complicated with the rapid development of industry, complicated with the rapid development of industry, fire fighting organizations are continuing traditional superficial fire investigation without operating a fire investigation department for the reason of insufficient manpower, equipment and budget, losing public confidence. Thus, the present study purposed to propose plans to improve the technicality of fire investigation and win public confidence in fire investigation. First, the technicality of fire investigation should be improved by operating a department and personnel exclusively for fire investigation. Second, fire investigation should be more scientific and precise using high tech fire investigation equipment. Lastly, responsible fire fighting administration should be realized through statistical analysis of the causes of fire and computerization. The results of this study are expected to contribute to the safety and security of our society.
