As the amount of IT investment and the complexity of information systems in public agencies have been increased, efficient and structured management of IT systems is more emphasized. For the Korean government. ITA (Information Technology Architecture) is one of the core parts of the e-Government initiative. Also introducing and managing ITA in organizations is mandated by law in Korea. The objective of the paper is to study whether using ITA in public agencies is related with their IT capability and IT performance or not. A questionnaire had been designed for the purpose, and a survey had been performed on Korean public agencies. The survey results show that using ITA has influence on relation and technology capability. However, ITA does not influence on human capability and IT performance. The reason why using ITA is linked to relation and technology capability is that ITA includes relationship between both business and technology. Also ITA provides a technical reference model (TRM) and standard profile (SP), so it has influence on technology capability.

To improve the quality of the services and to concentrate on the core capability, in public sector the IT outsourcing is recently being vitalized by the institutional support of the government for the entrusting non-government. Because the lots of general studies so far have simply focused on indicating fragmentary factors i.e. economical factors, risk factors, system factors, or induction objects, etc., they are insufficient in making the practical decisions, therefore we indicated systemized model extending over the whole range of the IT outsourcing to support substantial decision makings, and assorted 4 categories and drew considerable 55 factors from the literature study to materialize the previously considerable factors at each decision making stage. And the principal factors were drawn from each decision making category by a group of 11 experts. Besides, a henceforth plan for the application was also presented through an actual example of the IT outsourcing decision making process of 'M', a public enterprise.

최근 전자정부 로드맵 과제 중 하나로 '범정부 정보기술아키텍처 적용'이 포함됨에 따라 여러 공공기관에서 EA 도입을 추진하고 있다. 그러나, EA 프레임워크, 표준, 원칙, 참조모델 등과 관련된 모델 정립 및 개발 기법 이제시되지 않아 각 기관 및 실무담당자의 어려움이 크다. 따라서 본 논문에서는 각국의 도입사례를 분석하여 공공기관 특성을 고려한 전자정부 EA도입을 위한 성과 및 변화관리 기반의 개발 방법을 제안한다. 전자정부 EA 도입을 위한 기법은 전자정부 EA구축이 다년도에 걸쳐 여러 기관의 협력에 의해 추진되어야 할 사업이므로 각 기관의 장기적 사업추진 과정을 전체 최적화 관점에서 객관적으로 모니터링 할 수 있는 EA 성과관리 모델과 EA에 대한 개념이 생소한 공공기관의 이해관계자들에게 EA에 대한 개념, EA가치와 필요성 등 전반적인 인지도 향상을 위한 계층별 변화관리 활동을 결합하고 있다. 동 기법의 활용은 행정자치부에서 수행한 EA 구축사례를 통하여 구체적으로 소개하였고, 이를 통하여 공공기관은 업무 프로세스 혁신 및 정보화 계획수립을 EA를 근간으로 보다 효과적으로 수행할 수 있다.

본 연구에서는 광주광역시와 제주특별자치도에 소재하고 있는 (예비)사회적기업의 네트워크구축 활동에 관한 사례연구를 실시하여, 현재 사회적기업의 지역 네트워크 실태와 미래 자원연계 방향에 대한 수요파악, 전략적 협력적인 네트워크구축 활성화 방안을 모색해보고자 하였다. 양 지역의 사회적기업이 맺고 싶은 지역자원은 기업과 공공기관, 지역언론사가 가장 많고, 다음으로 전문가 등의 프로보노, 민간단체, 자원봉사단체로 나타났다. 희망하는 연계내용으로는 제품구매, 인건비 및 재정지원, 홍보, 서비스구매, 마케팅, 공동사업 순으로 나타났다. 연계를 위해서 관련행사 참여, 정부기관의 도움, 관련단체 가입, 기관장의 역할 순으로 노력을 수행하고 있는 것으로 나타났다. 연구결과 사회적기업의 지역자원연계 활성화를 위해서는 지역사회내 영리기업과 대학 등과 1사 1사회적기업 협력체계를 추진하거나, 지역사회내 자원봉사자 활동을 발굴할 필요가 있으며, 윤리적이고 대안적인 소비자운동의 촉발과 연대, 사회적기업의 신뢰형성 등이 중요한 활성화 방안으로 도출되었다.

마을기업은 지역사회와 지역경제를 활성화하기 위한 공익성과 수익성을 동시에 추구하는 사업방식이면서 지역주민이 주체가 되어 지역자원을 활용하는 공동체 회복을 위한 대안적 노력의 한 형태이다. 이처럼 사회적 가치를 지향하면서도 영리기업의 특성을 함께 가진 마을기업은 자신의 삶에 대한 궁극적인 의미를 가지고, 마을기업의 일을 통해 삶의 의미와 목적을 찾으며, 동료들과 함께 있다는 심리적 정서 즉 공동체 의식이 마을기업에서 중요하다. 이러한 일터에서의 영성은 일반기업에서도 중요하지만 사회적 가치를 가지고 지역과 사회의 문제를 해결하는 목적으로 지역의 공동체를 형성하여, 비즈니스 형태로 해결하려는 마을기업에서도 중요하다 할 수 있다. 오늘날 급격한 경영환경의 변화와 사회적 역동성의 중심에서 개인과 조직의 문제 해결 방법을 제공해 줄 수 있는 대안 중의 하나가 일터영성이다. 일터영성은 만족, 몰입, 헌신, 조직시민행동에 이로울 뿐 아니라, 조직의 성과에 긍정적인 영향력을 발휘한다. 대부분 일반기업을 대상으로 이루어진 기존 일터영성 연구에서 연구 범위와 대상을 확대하여 마을기업에서의 일터영성 효과를 실증 분석하여 마을기업의 발전에 기여코자 한다. 분석결과, 마을기업과 일반기업 모두 동일하게 일터영성은 직무만족, 조직시민행동에 정(+)의 유의한 영향을 미쳤다. 직무만족은 조직시민행동에 정(+)의 유의한 영향을 미쳤다. 그리고 직무만족은 일터영성과 조직시민행동 간의 관계를 매개하였다. 또한, 마을기업에서의 일터영성은 일반기업과 차이가 있었는데, 마을기업에서 일터영성의 계수와 영향력이 더 높게 나타났다. 일터영성이 영리를 우선으로 추구하는 일반 기업에서도 중요하지만 마을기업에 더 중요하다 할 수 있다. 마을기업을 통한 일의 소명의식, 자신에 대한 내면의식, 타인에 대한 공감의식, 조직에 대한 공동체 의식, 자신을 넘어서는 초월의식인 일터영성은 마을기업 내 촉진되고 정착될 필요성이 있다.

세계적으로, IT 기술의 발전 및 급격한 정보화 사회로의 변화는 정보의 디지털화를 가속시켜 왔으며, 전자상거래 등의 활성화로 여러 유형의 민감 정보가 수집, 보관, 운용되는 경우가 급격히 증가하고 있다. 현재, 공공부문 및 금융뿐만이 아니라 민간부분에서도 다수의 개인정보들을 활용하고 있으며, 정보의 유출로 인한 사고도 나날이 증가하는 추세이다. 이러한 민감 정보에 대한 보안상의 문제점들의 검토와 방지를 위해, 보다 쉬운 평가관리체계 지원도구의 필요성이 제기되고 있다. 본 논문에서는 민간부문에서 효과적으로 적용 가능한, 기업을 위한 개인정보영향평가 관리 시스템인 E-PIAMS (Enterprise- Privacy Impact Assessment Management System)를 제안하고자 한다.

고객만족도는 고객의 충성도 이탈율, 재구매율 신규고객창출 등과 밀접한 관련을 맺고 있어서 기업의 성과측 정의 평가관점에서 중요한 의미를 지닌다. 이처럼 중요한 의미를 갖는 고객만족도 측정은 민간부분에서 이미 일반화되었으며, 다양한 평가모형들이 존재한다. 그러나 기존의 일반적인 평가모형은 업종별 차별성이 없고, 새롭게 등장한 인터넷을 기반으로 한 공공도서관의 e-서비스 환경을 반영한 고객만족도 평가를 수행하기에는 한계가 있다. 본 연구는 기존의 도서관 서비스 관련 연구와 고객만족도 평가관련연구들을 고찰하고 이를 바탕으로 공공도서관 서비스 분류체계와 공공도서관 서비스에 특화된 고객만족도 평가체계를 제시한다.

According to office building design in Korea, building exterior and office automatic systems through introducing IB system have been improved. However, the lower floors of a building are functionally easy to transfer but actually functions as an enterance. Although at takes a large investment by the owner or enterprise, mainly the tenants and neighbors are in a broad sense the actual users. In this point of view, the lobby of an office bulidling which is the connection between the exterior as a public space and the interior as a private area, does not only have the function of an enterance but also has to be an image of the enterprise or the building itself. Therefor the lobby must contain various functions of space.

In the early 1990s, the market-orientation attracting a lot of attention as the implementation strategy of marketing is an effort to give customers a value and get sustained earnings in the market. In the previous studies, most of the studies on the market-orientation have focused on hotels, large companies and IT, so it was hard to find the study on railroad in the view of transport service. Thus, this study aimed to find out how marketing activities using transport service and a variety of products linked railroad are shared by group members and what effect the organized union of corporate culture has on business performance as market-orientation activity. Previously, the purpose of this study was to research whether the management system of a private enterprise based on market could be applied to the public enterprise like Korea railroad.
