  • The application of Internet-technologies to support inter-business transactions and relationships (also termed business-to-business, B2B, electronic commerce) has recently received tremendous attention. Recognizing the importance of the Internet as a powerful business tool, many companies including public organization such as KEPCO(Korea Electronic Power Corporation) have moved quickly to take advantage of electronic commerce. This study explores the impact of Internet-based technology on the procurement function, howe-procurement is helping organizations to enhance their competitiveness and the challenges to its adoption. The study also presents the findings from a survey conducted to gain insight into the adoption of e-procurement by KEPCO. Specifically, it seeks to uncover the prevalence of and extent to which public organization is adopting e-procurement, the benefits reaped and the barriers encountered in the course of implementation.

  • Domestic public e-procurement has been recognized excellence at home and abroad. However, it is difficult for procurement companies to check the related announcements and to grasp the status of procurement announcements at a glance. In this paper, we propose an e-Procurement Announcement Analysis Support System using the HDFS, HDFS, Apache Spark, and Collaborative Filtering Technology for procurement announcement recommendation service and procurement announcement and contract trend analysis service for effective e-procurement system. Procurement announcement recommendation service can relieve the procurement company from searching for announcements according to the characteristics and characteristics of the procurement company. The procurement announcement/contract trend analysis service visualizes the procurement announcement/contract information and procures It is implemented so that the analysis information of electronic procurement can be seen at a glance to the company and the demand organization.

A Basic Study on the Electronic Bidding Systems for Public Procurement in Construction Area (건설부문 공공조달을 위한 입찰업무 전자처리에 대한 기초적 연구)

  • Traditional bidding process and activities in public construction area has many problems in terms of the clearness and fairness of administration. And, it causes many cost consumption to suppliers. As part of the efforts to solve these problems, some public institutions developed the electronic bidding systems. But these systems have still problems in diverse aspects. Therefore, the purpose of this study is to analyze current bidding systems through literature survey, case study and process mapping methodology, to compare the result of the analysis with the developed electronic bidding systems and to suggest the improvement for the coming bidding systems. As results of this study, key processes and classified contract types about public construction bidding were identified. These can be applied by means of guidelines when public institutions are planning new electronic bidding systems. The composition of unified driving organization, the database development for information share and the standardization of national level for the new electronic bidding systems were also suggested.

As part of the efforts to solve these problems, some public institutions developed the electronic bidding systems. But these systems have still problems in diverse aspects. Therefore, the purpose of this study is to analyze current bidding systems through literature survey, Questionnaire, contentment estimation and IDEF method to compare the result of the analysis with the developed electronic bidding systems and to suggest the improvement for the coming bidding systems. According to the survey, under present bidding system big problem is inconvenience of conducting process. Nearly all users of current electronic bidding systems were contented. When public institutions are planning new electronic bidding systems, standardization, security, law and bidding system consolidation must be applied. This study proposes an improved bidding system and described the effects through the improvements.

  • The aim of this study is to reveal the effects of government and public electronic procurement on the private sector's productivity and technical inefficiency. Three cases are analyzed. The first scenario is that the government just appears as a new consumer to enterprises. Simply participating as a new consumer to enterprises reveals that government does not contribute to the private sector's productivity or improve technical efficiency. The second case is one where the government publicly procures the private sector's service or goods using IT technologies. It is revealed that government contribute to improve the private sector's productivity and reduce inefficiency. The last case is where the government demands business to connect to governments using new IT technologies. The government demands to adopt the IT technology for connection results in improved productivity and efficiencies in the private sectors.

A Study on the Performance Evaluation of G2B Procurement Process Innovation by Using MAS: Korea G2B KONEPS Case (멀티에이전트시스템(MAS)을 이용한 G2B 조달 프로세스 혁신의 효과평가에 관한 연구 : 나라장터 G2B사례)

  • It is difficult to evaluate the performance of process innovation of e-procurement which has large scale and complex processes. The existing evaluation methods for measuring the effects of process innovation have been mainly done with statistically quantitative methods by analyzing operational data or with qualitative methods by conducting surveys and interviews. However, these methods have some limitations to evaluate the effects because the performance evaluation of e-procurement process innovation should consider the interactions among participants who are active either directly or indirectly through the processes. This study considers the e-procurement process as a complex system and develops a simulation model based on MAS(Multi-Agent System) to evaluate the effects of e-procurement process innovation. Multi-agent based simulation allows observing interaction patterns of objects in virtual world through relationship among objects and their behavioral mechanism. Agent-based simulation is suitable especially for complex business problems. In this study, we used Netlogo Version 4.1.3 as a MAS simulation tool which was developed in Northwestern University. To do this, we developed a interaction model of agents in MAS environment. We defined process agents and task agents, and assigned their behavioral characteristics. The developed simulation model was applied to G2B system (KONEPS: Korea ON-line E-Procurement System) of Public Procurement Service (PPS) in Korea and used to evaluate the innovation effects of the G2B system. KONEPS is a successfully established e-procurement system started in the year 2002. KONEPS is a representative e-Procurement system which integrates characteristics of e-commerce into government for business procurement activities. KONEPS deserves the international recognition considering the annual transaction volume of 56 billion dollars, daily exchanges of electronic documents, users consisted of 121,000 suppliers and 37,000 public organizations, and the 4.5 billion dollars of cost saving. For the simulation, we analyzed the e-procurement of process of KONEPS into eight sub processes such as 'process 1: search products and acquisition of proposal', 'process 2 : review the methods of contracts and item features', 'process 3 : a notice of bid', 'process 4 : registration and confirmation of qualification', 'process 5 : bidding', 'process 6 : a screening test', 'process 7 : contracts', and 'process 8 : invoice and payment'. For the parameter settings of the agents behavior, we collected some data from the transactional database of PPS and some information by conducting a survey. The used data for the simulation are 'participants (government organizations, local government organizations and public institutions)', 'the number of bidding per year', 'the number of total contracts', 'the number of shopping mall transactions', 'the rate of contracts between bidding and shopping mall', 'the successful bidding ratio', and the estimated time for each process. The comparison was done for the difference of time consumption between 'before the innovation (As-was)' and 'after the innovation (As-is).' The results showed that there were productivity improvements in every eight sub processes. The decrease ratio of 'average number of task processing' was 92.7% and the decrease ratio of 'average time of task processing' was 95.4% in entire processes when we use G2B system comparing to the conventional method. Also, this study found that the process innovation effect will be enhanced if the task process related to the 'contract' can be improved. This study shows the usability and possibility of using MAS in process innovation evaluation and its modeling.

  • After the revision of the Enforcement Decree of the Public Records Act, the archives created a management standard table for data set records management and performed management and control. Therefore, in this study, the data set record identification procedure and evaluation index were developed for systematic data set record management of archives. By applying this, a management standard table was prepared after identifying the records of 8 datasets in kr's electronic procurement system, and the evaluation was carried out according to the evaluation index, and the retention period, transfer, and collection were determined. It is hoped that this case study will be of practical use to the archives at a time when concrete examples of procedures for the management of dataset records are lacking.

A Study of Electronic Commerce Transactions of the Hospitals (의료기관 전자상거래 현황에 대한 연구)

  • The purpose of this research is to evaluate the degree of transactions of the electronic commerce in the hospitals. We created well-organized questionnaire to achieve this goal. we did telephone interviews with the hospitals, and then we reached out to the hospitals by e-mail and postal mail. We interviewed 311 hospitals, and 104 hospitals participated in this study. We conducted cross tabulations. The results are following : Among the subjects, male was 77.9%(81) and female was 22.1%(23). 51.0% of the hospitals used electronic commerce in their work purpose. The proportion of the hospitals that started their electronic commerce before 2000 years was 30.2% and after 2000 years was 69.8%. In the major electronic commerce service providers, 30.4% of the hospitals had their contract with auction, 18.4% of the hospitals had their contract with public procurement services. which is running by Korean government, and 11.8% were with EZmedicom and 10.8% were working with Carecamp. Through electronic commerce, the most high usage was office supplies 41.0% and the send area was medical supplies 11.2%. The results of this study suggest that electronic commerce in health care field is a very new area compared to other industries. There may be lots of barriers in the aspects of a way of working and norms of health care field. Electronic commerce system and contracts with their electronic commerce service providing partners.

Improvement of ITSM IT Service Efficiency in Military Electronic Service

  • IT Service Management (ITSM) achieves consolidated management for the IT services supporting the acquisition system, and no outside connections can be established with such ITSM. Issues pertaining to the D2B can be addressed to System Q&A or a Call Center for problem-solving. In other words, internal staff can take the necessary measures for problems by directly connecting with ITSM. Currently, diverse innovative technologies are being used in electronics and ubiquitous computing environments. This allows us to create a better world by providing the backbone for remarkable development in our human society in the fields of electronics, devices, computer science, and engineering. Following the expansion of IT services in the military acquisition sector such as Defense Electronic Procurement, military export/import support system, etc., customers' dependence on IT for conducting business with the military or related companies is increasing, including the military's dependence on the same technology for services to the public. Nonetheless, issues pertaining to the simplified/integrated management of complex IT service management systems, including slow system recovery, lack of integrated customer service window, and insufficient information sharing, have become the priority problems that IT managers are required to solve. Therefore, this study conducted research on the integrated management of IT services provided by Korea's national defense acquisition system, which was developed based on the existing system IT Infrastructure Library (ITIL) v2, and investigated the level of satisfaction with services with focus on ensuring that it can be used for understanding the necessity of the system and its advancement in the future.
