  • Fire accidents in foreign countries, like the accident in a thermal power plant in Beijing, the accidents in domestic power plants, including Boryeong Power Plant in 2012 and Taean Power Plant in 2016, a disaster in a nuclear power plant in Fukushima in 2011 or the large-scale power failure in California in 2001 are safety accidents related to electric power, which caused losses in the people's stable lives and the countries. Electricity has an absolute impact on the people's life and the economy, so we can easily expect the serious situation affecting economic growth as well as direct damage to the protection of the people's lives and the losses of properties, if there are fire or explosion accidents or radioactive leak because of negligence in safety management, or problems because of natural disasters like an earthquake in power plants that generate electricity. In this study, it was drawn the improvement of the organizations exclusively in charge of firefighting, the operation of a program for the improvement of professional competency, the development of a customized firefighting management system for plants for systematic firefighting safety management and the improvement of the earthquake-proof correspondence system, which has recently become an issue, as measures for improvements through a survey of the actual conditions concerning the necessity of the construction of a firefighting safety management system for power plants with five power generation companies, including Korea Southern Power Co., Ltd., and the persons in charge of firefighting safety Korea Hydro & Nuclear Power Co., Ltd.

Development of Fuzzy Inference Systems for Protection to Electrical Accidents of Laboratory (연구실 전기사고방지를 위한 퍼지 추론 시스템 개발)

  • To prevent the electrical accidents in the laboratory, we identify problems for periodic inspections of the electric field and develop a fuzzy inference system that can be practically applied to check items. Focusing on electrical safety in the lab environment, we draw check items that can be applied in common and develop a standard checklist that is consistent with the laboratory electrical safety and the periodic inspections. Using the standard checklist we select the items that may contain a linguistic ambiguity and define the membership functions for these items. We also have a safety rating defined by the membership function. Using these fuzzy variables we form the fuzzy rules in the form of 'If-Then' and develop a fuzzy inference system through the fuzzy engine. From this, electrical accidents could be prevented in advance continuously by managing the intelligent and efficient inspection and electrical safety to prevent the electrical accidents in the laboratory.

Effectiveness of Active Hood and Pedestrian Protection Airbag Based on Real Vehicle Impact Test (실차평가시험을 기반으로 한 액티브 후드 및 보행자 보호 에어백 효과)

  • Pedestrian to vehicle traffic accidents show a very high mortality rate compared to the frequency of occurrence. In order to improve the pedestrian protection performance of the vehicle, the korean government added a "pedestrian safety" entry from the year 2007. The performance for pedestrian protection of current vehicles gradually improved compared to the past, but it is still insufficient. It was found that the pedestrian protection performance was very weak, such as the top of the bonnet, the A-pillar and under the front windshield. A application of an active hood and pedestrian protection airbags can be countermeasures for these weak points of pedestrian safety. The active hood and pedestrian protection airbags are designed and manufactured to apply to the top of the hood and to the bottom of the windshield. The manufactured system is equipped in a test vehicle and evaluated based on the Korea New Car Assessment Program(KNCAP) test procedures for the performance of pedestrian safety. As a result, the outstanding effect of pedestrian protection has been achieved by the active hood and the pedestrian protection airbag. The rates of pedestrian injury are reduced by 82.2% and 95.4%, respectively.

Toxic Concentration(T-LOC) Endpoint Distance Study for Fire Brigade Protection in Response to Chemical Accidents (화학사고 초기대응 소방대 보호를 위한 독성농도(T-LOC) 끝점거리 연구)

  • The purpose of this study is to propose a quantitative toxicity endpoint distance suitable for the initial response of firefighters by comparing and analyzing the commonly applied toxic level of concern (T-LOC), specifically emergency response planning guidelines (ERPG), acute exposure guideline levels (AEGL), and immediately dangerous to life or health (IDLH). This is to protect the fire brigade, which responds to toxic chemical accidents first during the golden time. Using areal locations of hazardous atmospheres, a damage prediction program, the amount of leakage for both acidic and basic substances, along with the endpoint distance, were analyzed for alternative accident and worst-case accident scenarios. The results showed that the toxicity endpoint distance, serving as a compromise between Level-3 and Level-2 of T-LOC, was longer than ERPG-3 and shorter than ERPG-2 with IDLH, while its values were analyzed in the order of ERPG-2, AEGL-2, IDLH, AEGL-3, and ERPG-3. It is suggested that the application of IDLH in an emergency (red card) and ERPG-2 endpoint distance in a non-emergency (non-red card) can be utilized for the initial response of the fire brigade.

  • In order to realize a safety society in traffic accidents, Korea prepared comprehensive government-wide measures in 2017. Efforts are being made to minimize accidents while walking by children and the elderly by lowering the speed limit in urban areas from 60 km to 50 km and limiting the vehicle to 30 km in the case of child protection zones. In this study, after pre-processing each data with the status of vehicle registration and traffic accident spatial data (GIS) by designating a specific area, Danyang-gun, where the rate of child traffic accidents is increasing every year, it is intended to understand the structure of the data and find out the structural pattern of the data analytical studies were conducted.

  • It is not an exaggeration to say that modern chemicals take a leading place in our life, and people live with the chemicals, having a huge impact on their daily life. The chemical industry in South Korea, ranked seventh in the world, is one of the key industries that are forming greater part of Korean economy. The actual state of the chemical industries, however, is that over 14 tons of hazardous chemicals are being discharged annually and threaten people's lives with a lack of knowledge of its potential danger. In this way, not only beneficial to us, some of these substances, All chemicals, but also present a threat fundamentally our living environment to hazards to human health and the environment, accidents such chemicals, unlike accidents general understanding the scale of damage and propagation velocity has a complex very difficult risk profile, that can occur during deployment of an accident type is also very diverse. Is the actual situation of public concern against harmful chemicals management's is amplified by the chemical accident in the wake such accidents, government and corporate and reactive system and management system prior to the chemical accident the need for communication to exchange ideas with each other between residents, providing information is important. Therefore, the government departments and corporations, which manage variety of chemicals, ought to contribute toward a development of national security by rigid control over the Hazardous chemicals.

  • Protection martial arts are neither the ability to protect oneself nor the exercise to increase the personal record. Their aim is to protect clients for the sake of their safety, Therefore, it needs special training course distinguished form general martial arts. Those who perform the duty of protection should make efforts to master every skill capable of meeting any situations in which unforeseen accidents may occur. So the coaches of protection martial arts should teach their disciples basic techniques by stages according to each martial art. They also should teach them systematically how to deal with each accidental affair on the ground of protection method. With teaching the way to cope with a crisis coaches might make the disciples feel real by presenting the real situation of different events to which protection arts can be applicable. And a mock exercise with a careful plan and enough practices as well as a mental training to all evaluate the anxiety which might be shown on duty could be helpful for educating elite personnel who will perform the duty of protection completely.

Study of the Introduction on the Aviation Safety Data Protection System (항공안전데이터 보호제도 도입 방안 연구)

  • To promote the aviation safety reporting system that is operated to enhance aviation safety and to utilize related information, it should first be preceded by standards for non-punishment and data protection. It is because the purpose of collection and analysis of aviation safety related data through the aviation safety reporting system is to prevent recurrence of accidents by investigating their causes through collection and analysis of diverse types of information related to aviation safety. Both mandatory and voluntary reporting systems are in operation for aviation safety under the current Aviation Safety Act. It is said that they were introduced to survey causes for accidents and to prevent recurrences. In fact, however, it is hard to expect active implementation of the reporting system for aviation safety unless the reporters are firstly exempted from punishment. Therefore, the system should be improved so that it can satisfy its purpose and the purposes of data collection concerning aviation safety through examination of the purposes of the reporting system. One of the matters that needs to be considered to promote the reporting system should be the scope of aviation safety hindrances presupposed under the current institution. The voluntary aviation safety reporting system differs from the systems of ICAO or the key advanced countries, including the USA and the UK as it limits the target accidents subject to reporting to minor aviation safety hindrances only. That being said, improvements should be made by requiring mandatory reporting of aviation safety hindrances based on their severity while recognizing a greater variety of aviation safety concerns like international standards. Safety actions and sharing of information based on collection and analysis of diverse data related to aviation safety will greatly contribute to enhance aviation safety as the purposes of the reporting system are to explore causes for accidents and to prevent their recurrences. What is most important in this regard is strict data protection and non-punishment principles; compliance with them should be secured. We can hardly expect the successful operation of the system unless the reporter is exempted from punishment and the relevant data is protected as promotion of voluntary reporting is an essential factor for enhancing the safety culture. Otherwise, the current system may induce hiding of relevant facts or data to evade punishment. It is true that the regulation for enhancing safety tends to have limitations or blind spots; nevertheless, it should still be enforced strictly and completely. Technological progresses and mistakes of operators appear in different forms based on individual cases. The consequential damages may amount to a truly severe level. Therefore, we have studied and suggested to the methods of activiation and amendments on the aviation safety reporting system, which is referred for one of the proactive safety management systems. The proposed improvement of the reporting system and introduction of non-punishment for collection of aviation safety data for deploying a preemptive prevention system would serve as the backbone for enhancing aviation safety in Korea.

Status and Improvement Plans for Sidewalk Safety Facilities (Barrier) in Child Protection Area (어린이보호구역 내 보도안전시설(방호울타리) 설치 현황 및 개선 방안)

  • Accidents involving deaths of children and pedestrians continue to occur in child protection zones, also known as school zones. Over the three years from 2019 to 2021, 11 child deaths occurred in school zones in Korea. In December 2022, a fatal accident occurred among an elementary school student in a school zone near an elementary school in Gangnam-gu, Seoul. In April 2023, an accident occurred in which an elementary school student died in a school zone near Seo-gu Middle School in Daejeon and an elementary school in Yeongdo-gu, Busan. Until recently, child deaths continued to occur on sidewalks in child protection zones. It is time to closely review the status of safety facilities installed in school zones and related regulations. We investigated and analyzed the current status of safety facilities and related regulations installed on sidewalks in child protection zones in Korea, and identified matters necessary for institutional improvement regarding safety facilities for sidewalks in child protection zones.

  • A large number of accidents at an underground place have been happening, including the gas explosion under construction of subway, the fires of underground utility and underground shopping malls, and other explosion, at home and abroad recently. These accidents make the function of a city ineffective due to the paralyses of electricity and communications net as well as the loss of property, and cause people to feel unsecured with accompaniment of a heavy of toll of lives. This study suggests safety assessment items and fire protection assessment technique for underground shopping malls by extracting dangerous elements in the management stage through examination of related accidents, documents and present conditions.
