Recent personal data breach incidences draw the public's attention to their privacy and personal rights. The new personal data protection law effective in September 2009 imposes additional legal responsibility on personal data controllers and processors. For instance, if a data breach occurs, this new law requires that the processors must notify individuals (data subjects) and data protection authorities of the nature of incidents. This research reviews the U.S. forty six state laws and related acts, and offers a framework for managing incidents. This framework includes five major components: (1) type of personal data required to be reported and notified, (2) the ultimate subject notifying data subjects, (3) event occurrence and notification time phases, (4) notification message details, and (5) direct/indirect communication media. Along with this framework, we also offer directions for effective/manageable guidelines on data breach notification act.

As cloud computing services become popular, the concern on the data security of cloud services increases and the efforts for the data security become essential. In this paper, we describe the pros and cons of cloud computing including the definition of cloud. Then, we discuss the regulations about the protection of user data defined in cloud promotion act. Previous studies related to the privacy protection and the entrustment of personal information in cloud computing are reviewed. We examine how to store the personal information depending on the cloud service model. As a result, we argue that the entrustment of personal information should vary according to the cloud service model and we propose how to protect the personal information on IaaS and SaaS cloud service models.

Recently, the invasion of privacy in medical information has been issued following the interest in the secondary use of mass medical information. The mass medical information is very useful information that can be used in various fields such as disease research and prevention. However, due to privacy laws such as the Privacy Act and Medical Law, this information, including patients' or health professionals' personal information, is difficult to utilize as a secondary use of mass information. To do these problem, various methods such as k-anonymity, l-diversity and differential-privacy that can be utilized while protecting privacy have been developed and utilized in this field. In this paper, we discuss the differential privacy processing of the various methods that have been studied so far, and discuss the problems of differential privacy using Laplace noise and the previously proposed differential privacy. Finally, we propose a new scheme to solve the existing problem by adding a 1-bit status field to the last column of a given data set to confirm the response to queries from analysts.

In this paper, we study differential privacy processing procedure, one of various methods, and find out about the differential privacy problem using Laplace noise. Finally, we propose a new method using the Shamir's secret sharing method and symemetric key encryption algorithm such as AES for this problem.

With the emergence of advanced encryption technologies such as Quantum Cryptography and Full Disk Encryption, an era of strengthening information security has begun. Users respond positively to the advancement of privacy-enhancing technology, on the other hand, investigative agencies have difficulty unveiling the actual truth as they fail to decrypt devices. In particular, unlike past ciphers, encryption methods using biometric information such as fingerprints, iris, and faces have become common and have faced technical limitations in collecting digital evidence. Accordingly, normative solutions have emerged as a major issue. The United States enacted the CLOUD Act with the legal mechanism of 'Contempt of court' and in 2016, the United Kingdom substantiated the Compelled Decryption through the Investigatory Powers Act (IPA). However, it is difficult to enforce Compelled Decryption on individuals in Korea because Korean is highly sensitive to personal information. Therefore, in this paper, we sought a method of introducing a Compelled Decryption that does not contradict the people's legal sentiment through a perception survey of 95 people on the Compelled Decryption. We tried to compare and review the Budapest Convention with major overseas laws such as the United States and the United Kingdom, and to suggest a direction of legislation acceptable to the people in ways to minimize infringement of privacy. We hope that this study will be an effective legal response plan for law enforcement agencies that can normatively overcome the technical limitations of decoding.

Ubiquitous computing is a study area explained in a myriad of contexts and technological terms. So when you try to define it with simple words, it gets even more confusing. Payment. however, refers in nature to an act of money transfer from one entity to another, and it is obvious that a payment method will be valued as long as the transaction can be completed with safety no matter what technology was used. In the end, the key to U-payment is convenience and security in the transfer of financial information. The purpose of this paper is to find a desirable U-payment scheme by looking at the characteristics of seamlessness under the ubiquitous environments, Strong Personal Device, and peer-based if information transactions. We also propose U-SDT Protocol integrating critical technologies such as Radio Frequency Identification (RFID), Bluetooth, Personal Payment Device, Account Managing Application and Transaction ID as a way to make transactions between users seamless and secure better privacy protection.

According to the revision of the Data 3 Act in 2020, personal information of medical data can be processed anonymously for statistical purposes, research, and public interest record keeping. However, unidentified data can be re-identified using genetic information, credit information, etc., and personal health information can be abused as sensitive information. Recently, with the growing number of services using personal information, government offices' tasks have become more dependent to personal information. Various policies and systems have been made and managed for the safe use of personal information in the circumstances that inevitably require the use of personal information, but the personal information privacy incidents and their scale are on a constant increase. Thus, Korea has been implementing personal information protection management system since 2008 to examine whether public organizations observe the personal information protection act and to how well they manage the personal information, and to improve what is insufficient in the process. However, despite high scores of the outcomes of the system, questions about the effectiveness of the outcomes and about the actual manage level are being raised. Thus, this study seeks to analyze public organizations' activities to protect personal information and the effectiveness of their foundation efforts for them by using the DEA model, and to propose a new model to enhance the effectiveness of the outcomes of personal information protection management system by reflecting them into the outcomes of system, using the derived effectiveness.
