  • Overall reviews of papers presented at the seventh IRPA International Congress (Aprill 10-17, 1988) held in Sydney, Australia have been done in order to grasp the trends of radiation research. In this report, the changing and increasing matters in the field of ionizing radiation safety as well as non-ionizing radiation application are introduced to the KARP. In addition, a research paper, 'Emission Rate Measurement of a Cf-252 Neutron Source by Manganous Sulfate Bath Method', presented at the IRPA 7 Poster Session is followed.

Effects of surface radiation on the insulation for mechanical system (표면복사특성이 단열성능에 미치는 영향)

  • In this study, a rational procedures for estimation of insulation thickness for condensation control or personnel protection has been investigated. Both horizontal pipe and vertical wall configuration are included. Design parameters are pipe diameter or, height of the wall, thermal conductivity, emissivity, and operating temperatures. The results Indicated that the surface emissivity plays a very important role in the design of insulation for the purpose of surface temperature control, especially in natural convection situation. radiation heat transfer coefficients for some new insulation material surface, such as elastomers, estimated to be more than 90% of the total surface heat transfer coefficient. Adequate revision of specifications or standards has been also suggested.

  • This review is based on articles published in Japanese Journal of Health Physics on "Radiation-exposed medical care and waste" related to Tokyo Electric Power Company Incorporated (TEPCO)'s Fukushima Daiichi Nuclear Power Station accident. Here, we have considered three original articles; one technical data, one special article, one 50th anniversary article, one preface, three topics, and two cases of From Japan to the World (J to W). These articles have reported the system and standards that were established after the accident. Moreover, they have summarized rare experiences such as the fumbling response at the time and the evaluation of samples in that disaster. These articles constitute valuable records of the situation.

A Basic Study on the Performance Improvement of Safety Certification Standards (안전인증기준 성능화에 대한 기반 연구)

  • Purpose:The purpose of the paper is to review the problems of performance enhancement of safety certification standards and to suggest directions for improvement in order to rationalize safety certification standards for future industrial development and environmental changes. Method: The problems and limitations of the safety certification system are summarized through literature review and interview with manager, and the status of safety certification standards is classified into design standards, performance standards, and detailed standards, and the status analysis is performed. In addition, by synthesizing the results of the investigation and analysis, improvements are suggested to improve the performance of the safety certification standards. Result: Through the survey, the problems and limitations of safety certification could be grouped into six categories: government-led certification system operation, standardized certification standards, long time required to improve certification, poor certification standards preparation system, and lack of reflection of industry opinions. And, as a result of analyzing the certification standards by dividing them into performance and design standards, in the case of machinery, equipment, and protection devices, the design standards were high at 69.7% and 64.9%, whereas in the case of protective equipment, the performance standards were high at 61.1%. In order to improve the performance of safety certification standards centered on design standards, it is necessary to determine the possibility of performance enhancement of the certification standards and determine the feasibility of the inspection test method. In order to improve performance, it was reviewed that it was necessary to establish a systemic foundation and infrastructure, such as strengthening the Product Liability Act, systematizing market monitoring, etc., distributing certification test tasks, and participating in the preparation of certification standards by the private sector. Conclusion: Through this study, the problems and limitations of Korea's safety certification system were summarized and the necessity for performance improvement was reviewed. Performance improvement of safety certification standards is a matter that requires preparatory work, such as legislative revision and infrastructure construction, and requires mid-to-long-term promotion. In addition, rather than improving the overall safety certification standards, the performance requirements for each item subject to certification should be reviewed and promoted, and details should be specified through additional research.

  • It is necessary to obtain a fire resistance certification in order to use Fire Protection Coating in Korea. According to the fire test standards, columns have four heating sides and beams have three. In comparison with columns which are heated four sides equally, beams have three exposed sides and one unexposed up side. So the question arises as to there were the differences between the temperature of up side and others of beams in fire test. The purpose of this study is to consider the positions of thermocouples for beams through a comparative analysis of the temperature data obtained from fire certification tests.

A Study on the Protective Capacity of Military Shelters in the Contact Areas (접적지역 대피소 방호수준 설정에 관한 연구)

  • Protection against direct projectiles has been adapted just to the main command posts in the existing protective facility standards. However, protective capacity for the shelters against direct projectiles is also required because the initial survivability as well as the operation sustainment of the shelters is critical during a couple of days from outbreak of war. In this study, the Russian artillery is used to determine the existing and future threat of the North Korean Armed Forces indirectly. And then, required protective capacity of military shelters in the contact areas is calculated along with UFC 3-340-02 and it is verified using modeling and simulation. Based on the assessed capacity, actual inspect of military facilities with contact areas on spot is performed whether military shelters have enough protection capacity against determined threats. According to the field study, it is verified that proper earth bermed shelter has enough protection capacity. The results in this study could be used how to retrofit the current shelters in the contact areas.

  • With the recent advancement of information and communication technologies such as artificial intelligence, big data, cloud computing, and 5G, data is being produced and digitized in unprecedented amounts. As a result, data has emerged as a critical resource for the future economy, and overseas countries have been revising laws for data protection and utilization. In Korea, the 'Data 3 Act' was revised in 2020 to introduce institutional measures that classify personal information, pseudonymized information, and anonymous information for research, statistics, and preservation of public records. Among them, it is expected to increase the added value of data by combining pseudonymized personal information, and to this end, "the Expert Data Combination Agency" and "the Expert Data Agency" (hereinafter referred to as the Expert Data Processing Agency) system were introduced. In comparison to these domestic systems, we would like to analyze similar overseas systems, and it was recently confirmed that the Vermont government in the United States enacted the first "Data Broker Act" in the United States as a measure to protect personal information held by data brokers. In this study, we aim to compare and analyze the roles and functions of the "Expert Data Processing Agency" and "Data Broker," and to identify differences in designated standards, security measures, etc., in order to present ways to contribute to the activation of the data economy and enhance information protection.

Review on Regulatory and Technical Standards of Radiation Protection for Lens of the Eye (수정체 방사선 방호에 관한 규제기준 및 기술기준 검토)

  • The International Commission on Radiological Protection (ICRP) lowered the annual equivalent dose limit of lens of the eye for radiation workers from 150 to 20 mSv in April 2011. This trend of lowering the equivalent dose limit for radiation workers has been observed worldwide, including international organizations such as the International Atomic Energy Agency (IAEA), International Organization for Standardization (ISO) and the European Commission (EC). In 2016, the Nuclear Safety and Security Commission of South Korea published research results that included a proposal for lowering the equivalent dose limit of lens of the eye for radiation workers in line with the ICRP recommendation. However, as of now, South Korea's Nuclear Safety Act and related regulations still specify an annual equivalent dose limit of lens of the eye as 150 mSv for radiation workers. The IAEA and ISO have issued guidelines regarding radiation protection for lens of the eye and recommended a dose level for the lens of the eye at 5 or 6 mSv per year for periodic monitoring of the equivalent dose for the lens of the eye.

  • ETSI(European Telecommunications Standards Institute) 300 34701, ITU-T(International Telecommunication Union) G.965 recommended PSTN, CONTROL, LINK CONTROL, BCC, PROTECTION protocols on V-Interfaces. But it is possible to occur misalignment between LE(Local Exchange) and AN(Access Network), especially in link identification procedure because there isn't any comment about V5.2 system management. In this paper we propose S/W guard timer to improve reliability in V5.2 link identification procedure in scope of Recommendation.

  • The Special safety systems are incorporated into the plant design to limit radioactive releases to the public in the event of accident. Wolsung 2 is better builted than Wolsung 1 by 84 design changes for new approval requirements, codes & standards changes and manufacturing changes etc. This paper analysed and discussed the design change items for nuclear reactor safety system and needs development of design engineering for digital protection system.
