이 논문에서는 IMO-MEPC AFS 협약 채택(2001년 10월 5일)에 대한 국내 업게의 동향을 조사·분석하고 이를 바탕으로 AFS 협약과 연계된 국내법 마련(해양환경관리법 입법 방향, 선박안전법의 개정안)과 아울러 국제방오시스템증서 발급 방안, 효과적인 유해방오시스템 규제 방안(항만국 통제의 방안)을 제시하며, AFS 협약의 효율적 관리를 위한 관련부서의 일원화 방안 등을 마련하였다.

Recently , our govermment makes effort to prevent oil pollutin at sea. However, we still remain vulnerable to oil spills near the borders it shares with China, Japan and Russia due to legal and administrative impedements associated with cross-boundary spill response activity. For a reasonalbel domestic implementation of the International Conventions related oil pollution , our government has already accepted several Conventions such as SOLA 74 , MARPOL 73/78, STCW 78, CLC 69 and FC 71 except an International Convention on Oil Pollution Preparedness, Response and Co-operation, 1990. Therefore, this paper explores comprehesive legal structure applicable for future domestic legislation of international preparedness , response and co-operation on the base of the Convention, 1990. And also preliminary legal researches are to be done for earlier acceptance of the Convention, 1990. Consequently it is necessary to prepare natinal contigency plan and bilateral or multilateral agreements for oil pollution preparedness and response with adjacent natinos prior to acceptance of the Convention . In addition , it is also necessary that neighboring nations must take action to facilitate cross-boundary activities by responders providing responder immunity protection and by removing potential impediments to response activities by appropriate law and other requirements such as customs , immigration , and safety training.

개인정보보호법의 시행에도 불구하고 아직 개인정보 유출로 인한 침해사고가 발생하고 있다. 개인 정보 유출은 금융피해와 연관되어 진다. 개인정보의 탐색 및 검출과정에서 개인정보의 패턴을 분석하여 추출하는 연구와 불필요한 개인정보의 완전삭제에 관한 연구가 필요하다. 본 연구에서는 개인정보보호에 대한 패턴추출 연구와 완전삭제 방법을 연구하여 개인정보의 패턴추출 및 완전삭제 실험을 하였다.

최근 IT, BT, NT 등의 융합과 정보시스템의 비약적 발전으로 정보통신 서비스가 활성화되면서 SNS, 클라우드 서비스 등 신규서비스가 증가함에 따라 개인정보의 유출위험이 증대되고 있다. 특히 IT와 의료 분야는 지속적인 경제 발전과 고령화 사회 진입으로부터 발생되는 문제를 해결하고 삶의 질 향상에 대한 요구에 따라 IT 기술을 활용한 새로운 의료기기 및 유헬스 서비스의 새로운 시장을 형성을 기대할 수 있다. 하지만 이러한 IT 기술의 도입으로 대부분의 의료 정보 시스템이 전산화 되면서 의료기관간에도 의료정보정보의 교환 및 전송이 자주 발생함에 따라 의료 정보유출 및 보안에 대한 위험성이 커지고 있다. 따라서 본 연구에서는 개인 의료정보 보호와 관련 주요 법 제도와 관리적, 기술적 보호 방법을 검토 및 분석한다.

South Korea had encouraged farmers to breed bear to increase farmer's income since 1981. Currently farmers breed over thousand number of bears, however but the policy measures for breeding bears is expected to conflict the main stream of bear conservation due to South Korea belong to the member of CITES, which categorizes and manages bears under Wild Fauna and Flora Protection Act. Government needs to establish a special law containg the win-win relief strategy not only for farmers of breeding bears, but international corresponding policy. So, we have reviewed the domestic status and international trends on breeding bears, and suggest the alternative strategies of the policy such as a bear park, a bear village, use of species recovery center, use of a preservation organization. This policy should be accompanied with more detailed fact analysis, management agency, well equipped welfare facility and financial preparation for proper management of breeding bears against changing international trends on wildlife conservation.

This study was conducted to find out the proper ways of implementation of Hazard Analysis Critical Control Point (HACCP) concepts applicable to the current Korean food inspection system. The following recommendations are based on an in-depth review of the Canadian Food Safety Enhancement Program (FSEP), which is one of the leading HACCP programs adapted to the food industry. Since 1997, the HACCP system has been voluntarily applied to meat processing plants in Korea in accordance with the Food Protection Law. But the guidelines are obscure and inadequate to expand to the diversity of food plants, and are therefore only applied to a limited number of plants of small scale enterprise. For these reasons, it is necessary to prepare an enhanced food safety control program focused not only on the HACCP plants but also on the non-HACCP plants. The national program should be the fundamental framework of a food safety control policy enforced by all the relevant authorities. The Prerequiste Program of Canadian Food Inspection Agency and Sanitation Standard Operating Procedures (SSOP) of FSIS are good example programs for the non-HACCP plants. These programs, which are a major part of the HACCP system, could easily be adapted to the Korean food industry. To improve the current HACCP implementation guideline, it is necessary to develop a detailed implementation manual, generic HACCP model, training program, and an audit program.

진곡광산의 광미와 주변 밭과 논의 토양에서의 중금속과 시안의 오염도에 대해 조사하였다. 광미 중의 As, Cd, Cu, Hg, Pb, Zn및 CN￣의 평균농도는 각각 3.94$\times$$10^3$, 14.3, 266, 6,13, 4.07$\times$$10^3$, 2.51$\times$$10^3$, 1.19mg/kg이었고 Kloke가 제안한 허용기준치를 이용한 오염지수는 32~58 이었으며 pH 는 약산성이었다. 토양오염공정시험법에 의한 중금속 농도는 광미와 인접한 일부 토양만을 제외하고는 토양환경보전법의 농경지 우려기준이하였다.

Since the idea of registering architectural heritage from the early 20th century was introduced as part of the code in the Cultural Heritage Protection Law in July, 2001, more systematic and flexible application the code has been in great demand. It is the aim of this thesis that we preserve modern buildings and then use this research data what find our modern history. So we should find connection of modem and tradition with the overcome of the feeling of being victimized. Accordingly, based on preservation cases and finding of modern house heritage, it is the aim of this thesis that we find the way of the best use. The purpose of this research is to establish a more comprehensive and commonsensical guideline for the preservation of modern architecture satisfying both the government and the registering party, based on more thorough architectural analysis of residential edifices. The results of this study were as follows: (1) It is necessary for application and conservation by point, area and network method. (2) It is needed that periodically check and record central system for the purpose of the management of those. (3) It's consider that develop of conservation method on co-ownership with citizen by house personality.

컴퓨터기술과 통신기술이 결합하여 정보통신기술이 비약적인 발전을 하면서, 그 산물인 인터넷의 사용인구가 급증하고 있다. 정보화사회를 대표하는 인터넷을 통해 인간의 정보활용 능력이 획기적으로 증대되었다. 이에 따라 인터넷 이용자가 폭발적으로 확산됨에 따라 인터넷이용자들과 소비자들을 보호하는 법제들이 제정되고, 개정되고 있음에도 불구하고 인터넷이용자들의 피해가 날이 갈수록 증가하고 있는 것이 현실이다. 이에 따라 본 연구에서는 인터넷 이용자 보호를 위한 제도 개선방안을 도출하기 위하여 인터넷 이용자보호 관련 주요 이슈를 공정한 정보의 제공, 계약체결단계의 의무 등 개별서비스유형별 이슈로 세분화하여 현황 및 문제점을 분석한 후 개선방안을 도출하여 보았다.
