Naval combat system developed in-country is progressing at an alarming rate since 2000. ROK navy will be achieved all vessels that have combat system in the near future. The importance of System Engineering and Integrated Logistics Support based on reliability analysis is increasing. However, reliability analysis that everyone trusted and recognized is not enough and applied practically for development of Defense Acquisition Program. In particular, Existing Reliability Analysis is focusing on reliability index (Mean Time Between Failure (MTBF) etc.) for policy decision of defense improvement project. Most of the weapon system acquisition process applying in the exponential distribution simply persist unreality due to memoryless property. Critical failures are more important than simple faults to ship's operator. There are no confirmed cases of reliability analysis involved with critical failure that naval ship scheduler and operator concerned sensitively. Therefore, this study is focusing on Mean Time To Critical Failure (MTTCF), reliability on specific time and Operational Readiness Float (ORF) requirements related to critical failure of Patrol Killer Guided missile (PKG) combat system that is beginning of naval combat system developed in-country. Methods of analysis is applied parametric and non-parametric statistical techniques. It is compared to the estimates and proposed applications. The result of study shows that parametric and non-parametric estimators should be applied differently depending on purpose of utilization based on test of normality. For the first time, this study is offering Reliability of ROK Naval combat system to stakeholders involved with defense improvement project. Decision makers of defense improvement project have to active support and effort in this area for improvement of System Engineering.

Recent dramatical development of computer technology related to internet technology intensifies the dispute over software of computer or smart device. Research on software has been flourished with political issuing of fierce competition among nations for software development. Particularly industrial growth in ethernet based big data and IoT (Internet of Things) has promoted to build and develop open source programs based on java, xcode and C. On these circumstances, issue on software piracy has been confronted despite the basic security policy protecting intellectual property rights of software and thus it is of substantial importance to protect the rights of originality of source program license. However, the other issue on source technology protection of developer is the possibility of hindrance to advancement in industry and culture by developing programs. This study discuss the way of enhancing legal stability of IoT application program development and reinforcing precision in inspection of program plagiarism by analyzing the source programs with newly introducing text mining technique, thus suggests an alternative protective way of infringement of personal information due to duplicating program.

This paper suggests the 'growing together' strategy through the instrument of horizontal equalization development fund collected by Seoul Metropolitan Area(SMA) governments. This method is a kind of SMA's special grant composed of the real estate related taxes, corporate tax, property-related capital gain tax,. development gain, various charges by 'The Framework Act on the Management of Charges', the sharing of tax revenues. Also the up-zoning and exemption of capital gain tax burden in SMA's plant site sale process is suggested as a another method. Finally governance strategy with contract theories and social agreements point out how mutual duties between two parties can be efficiently managed. Governance system among levels of government is executive strategy that could be used as clarifying and learning tools for co-development by SMA's special grant.

It is natural that The government should be responsibility for the fulfillment of obligation to prevent a notional life, accurate rescue and first-aid from various calamities. Although, The government policy is established a foundation that is reventing a national life and a property from the calamity with deciding of the fire line, that is not satisfied with taking precautions against a calamity. In case of the calamity there is always pointed the confrontation procedures, especially, In case of crisis The government is lacking to come to an developed country on account of system of the emergency rescue and first-aid. The prevention and provision are the most important thing with reference to a confrontation of the calamity. But calamity is happened without warning, so We should establish line of prompt rescue and first-aid lately that is very important thing. The First, We should get the single line of the rescue and first-aid through a integration and elimination in terms of a law of the emergency rescue and first-aid, but also we strengthen a line of a scene confrontation ability and speciality. To raise awareness of improving a rescue and ability of first-aid, through reinforcing the human and material equipment of The 119 rescue party to charge of emergency rescue and first-aid in effect.

Recently, industrialization of sports is consisting rapidly as social part of sports is magnified by diffusion of domestic sports market and sport consumer's increase. Sports sponsorship has property of a communication policy too and contributes to climb general communication effect of corporation. The purpose of this study is that we are to review relationship among the sports sponsorship, product attitude and purchase Intention. The results of research hypotheses are that sports players, events sponsorship have effect on product attitude except teams sponsorship, then product attitude has an effect on purchase intention.

Considering that firms' view on R&D activities may differ depending on the economic situation, in this paper, R&D policies that significantly affect the business performance are identified. The analysis is conducted by dividing the analysis time-frame into before and after the economic recession. In addition, we analyze by considering the type of industry, the proportion of R&D investment, and the type of government support policy that the companies participate in. According to the results of the empirical analysis, the provision of global market and technology information is recognized to give a significant impact on business performance for both before and after the economic recession. It is shown that recognizing the importance of 'supporting self-technology development', 'enhancing technical cooperation with foreign countries', and 'enhancing the contract and intellectual property protection system' that had significant effects before the recession did not significantly affect the business performance after the recession. The analysis results could give meaningful implications to the government for deciding which R&D activities should be supported.

The present waste problems require a change of thinking with regard to conventional economics. It has been generally believed that competitive markets maximize social welfare. But, the other hand, a few economists argue that "the competitive markets cannot always be relied on to provide all goods in the efficient amount." One of the best examples of the latter contention is the environmental problem. What is the basic thinking of the conventional economics that causes this problems \ulcorner What is the present problem that requires the change of conventional economic thinking \ulcorner The environmental problem result from the conventional economic thinking such as pursuing the limitless of the Gross National Product(GNP), believing the increasing returns in economics of scale and the efficiency of competitive market. This economic principles, howe- ver, does not apply currently to public goods, especially environmental amenity and natural resource because the price of markets does not reflect the natural goods of services. We call this eternality. Externalizes are no considered by either buyers or sellers of goods of which production or use results in an eternality. This leads to market failure are causes an waste problem in the economic activities. Today, it is almost impossible to say in a word what the solution for waste problems is because they are by-products complicated and entangled human activities. In this paper, I have introduced the causes of environmental problems only from the economic point of view. I have also described the needs of conversion of conventional economic thinking. Firstly, sustainable development, maintaining the natural resources, should be the basis of the economic growth rather that pursuing the limitless growth of GNP. Secondly, an appropriate scale of human's production activity should be taken into account to reduce the impact to the natural environment. Thirdly, internalization of eternality is asked to correct the market failure. This requires the public policy such as imposing a talsubsidy, assigning a property right or implement a more detailed environmental quality standard through, because use of the natural resources can be. allocated optimally by the intervention of government or social associations.

Tracing an evolutionary technological trajectory in the macroscopic viewpoint is useful for technology policy, but not for corporate technology and intellectual property strategy. Tackling this issue, recent bibliometric studies using patents and papers have made efforts to identify more specific and detailed technological trajectory. However, these studies cannot go beyond simple description of the past trajectory. Also, identification of technology fusion and evolution relies on experts judgments. We suggest a way of identifying microscopic evolutionary technological trajectories by combining patent citation network analysis with dynamic technology tree. Also, using new indicators of generality, diversity and novelty, we can detect key technologies that can be a starting point of next generation technology and derivative technology. HVDC(High Voltage DC transmission) system technology is exemplified.

Remote sensing technology has been continuously developed both quantitatively and qualitatively, including platform development, exploration area, and exploration functions. Recently, the use cases and related researches in the agricultural field are increasing. Also, since it is possible to detect and quantify the condition of cropland and establish management plans and policy support for cropland and agricultural environment, it is being studied in various fields such as crop growth abnormality determination and crop estimation based on time series information. The purpose of this study was to analyze the vegetation index for agricultural land reclamation area using a UAV equipped with a multi-spectral sensor. In addition, field surveys were conducted to evaluate the accuracy of vegetation indices calculated from multispectral image data obtained using UAV. The most appropriate vegetation index was derived by evaluating the correlation between vegetation index calculated by field survey and vegetation index calculated from UAV multispectral image, and was used to analyze vegetation index of the entire area.

Recently, m-health care is be a problem that the patient's information is easily exposed to third parties in case of emergency situation. This paper propose an attribute-based access control protocol to minimize the exposure to patient privacy using patient information in the emergency environment. Proposed protocol, the patient's sensitive information to a third party do not expose sensitive information to the patient's personal health information, including hospital staff and patients on a random number to generate cryptographic keys to sign hash. In addition, patient information from a third party that is in order to prevent the illegal exploitation of the patient and the hospital staff to maintain synchronization between to prevent the leakage of personal health information.
