Despite the recent economic difficulties, the on-line market is overtaking the off-line market. Since US Amazon CEO Jeff Bezos mentioned that a delivery service using drones is possible, it has been creating new perspectives and values that have never been seen before. Drones are being used in various fields. Among them, the delivery service using drones will be the future growth engine of Korea in cooperation with the 4th industrial revolution. However, as drones are put into practical use, problems such as human life and property damage and personal information protection due to public collisions or falls are expected. The practical use of future drones is inevitable, not optional. As a method for commercialization of drones, first, securing safety through drone use and securing a national certification system, which is the minimum standard system for drone safety, and second, securing various infrastructures by activating drone use, and third, aviation regulations and personal information protection, etc. It needs to be supplemented in terms of laws and regulations.
This study was to analyze changes of landuse and environmental value of cultivate land for eight years from 1999 to 2007 year in greenbelt area, Seoul. Greenbelt area decreased from $166.82\;km^2$ in 1999 to $156.50\;km^2$ in 2007 according to removal policy. Regarding landuse status in 2007, forest field area accounted for 64.16 %, dry paddy area 4.10 %, facilitated farming area 3.82 %, rice paddy area 2.95 % out of total greenbelt area. Cultivate land occupied wide spaces with dry paddy area, facilitated farming area, tree nursery in Seocho-gu, Gangnam-gu and Gangdong-gu. Changes of landuse were serious in Seocho-gu. The trend of changes of landuse for eight years is that rice paddy area was changed dry paddy area by laying the ground and dry paddy area was changed facilitated farming area for intensive agriculture. Rice paddy area could change without permission by laying the ground in below 50 cm height and it was changed to green houses due to increase in profit and modern policy of agriculture. It is nessary to monitor landuse regularly, improve regulation for change of landuse, compensate a property loss for maintaining environmental value in greenbelt area.
This study intended to understand the factors influencing the utilization of charged retirement home services for the elderly by stage of discision making. At the same time the purpose of the study is also to present the results of this study as data for the expectation of the demand. The subject of this study was non-utilizer (635 persons) and utilizer (62 persons) of charged retirement home services over the age of sixty. Non-utilizer was selected by random sampling in urban and rural area, and utilizer was investigated by census survey in the three charged retirement home. The research method was interview survey by questionaire. The questionaire was composed of 59 items, 25 variables, 5 components. The research model was to add Andersen's Prediction Model. The components were predisposing component, enabling component, need component, actualizing component, psychologic component. The results of this study were as follows. 1)In the stage of recognizing the residence problem, the recognizer were 76.7% (487 persons) of all the non-utilizer. The factors of influencing were property (B=-4.1E-05), solidarity with children (B=-.1070), house satisfaction (B=-.2517), need of charged retirement home (B=.2614). 2)In the stage of selecting an altenative as utilizing of charged retirement home services, the selecter were 41.1% (261 persons) of all the non-utilizer. The factors of influencing were perception of charged retirement home (B=.2790), need of charged retirement home (B=.2971). 3)In the stage of decion-making, the decider were 29.6% (188 persons) of all the non-utilizer. The factor of influencing was need of charged retirement home (B=.3570). 4)In the stage of the actualization, the factors of influencing were charge ability of utilization (B=.1025), significant others (B=.1868). The upper results were implemented by using the statistical methods of frequency, t-test, $$\chi$^{2}$-test, multiple logistic regression ( and P 〈 .05 ).
Since 1970's, the rivers in industrial cities and metropolitan cities in Korea have been severely contaminated and the riverfronts have been to garbage yard, warehouses and sanitary facilities that produce low efficiency in urban land-use. As a result, riverfront in most cities became lost space and artificial area which composed of asphalt road, concrete riverbank and parking lot. However, Sustainable management is the main concept of riverfront development in 21st century. Also, in contemporary riverfront space, it is the pivotal paradigm that the development of eco-space and mixture of cultural space. Citizen require greener, more ecological and water-friendly space in riverfront of city. So, the purpose of this paper lies in suggestion for building sustainable development and management for riverfront in Korean city. For this purpose, this paper has reviewed the developmental trend of recent riverfront, has analyzed locational environment and land use of riverfront in city, has set policy and the strategy for sustainable riverfront.

Spam email is an electronic mail sent to a large number of netizen who do not want it. Criminals have been to take an advantage of this tool easily through harmful activities such as phishing. Recently the spam mail containing commercial information is broadly accepted as an illegal commitment to endangering the network. According some report, it could cause real damages. For the better policy on controlling spam mail we need new Efficient Countermeasure. Several laws have been enacted in Korea for controlling spam mail. The most important acts is the Using and Protecting Communication Act. Main targets of this law is virus spreading, computer hacking, cyber pornography, intellectual property breaching, private or public information abusing and cyber terrorism. But the Using and Protecting Communication Act is insufficient to control spam mail. For the better policy on controlling spam mail we need new Efficient Countermeasure. Therefore, this research wishes to present way to control for efficient spam mail through enactment of conversion, induction of clash action system degree, special law of national regulation form for spam mail.
Using MD Property View database on 15 counties in Maryland in the U.S., this study attempts to explore the estimation process on the housing development capacity under the Maryland's urban growth management policy known as the Smart Growth Initiatives. This study also seeks to draw the implications of the estimated development capacity by individual counties on successful implementation of the urban growth management policy. The finding shows that this region has land for residential use enough to accommodate growth for the next 30 years. However, contrary to the goal of the Smart Growth Initiatives, a majority of development capacity is located not only outside the Priority Funding Area designated by the Smart Growth Initiatives but also at counties that are located far away from the major metropolitan area. In addressing this problem, the state does not need to either abolish or immediately expand the Priority Funding Area. Rather, the state requires local governments to include housing elements in their comprehensive planning, to provide periodic estimates on housing and employment capacity, and to establish and manage database on the location and the capacity of developable land.

Recent huge losses of both life and property have occurred by unexpected natural disasters. We studied snow damages, an important natural disaster issue because it happens more frequently in recent years. This study tries to select vulnerable areas of snowfall in advance and then establish climate change adaptation policy for minimizing unexpected snowfall damage. Busan, where is our study area, has hilly in downtown areas so that topography characteristics of the roads such as slope, elevation and aspect are vulnerable to snowfall. The sudden snowfall in Busan causes traffic jam and causes some schools in hilly to close some schools. At this moment, the adaptation policy has to be established for infrastructure (such as roads) in advance, because prediction of anomaly climate due to global warming is so difficult beside the damage of natural disaster is huge. Therefore, the purpose of this study is contribute to selecting and assessing vulnerable zones of snow damage focusing topography characteristics of the roads and then evaluating the degree of risk of vulnerable zones.
The objectives of the study mainly concentrated on identifying the political implication on genetically modified crops considering production potentials and problems. It is found that the comprehensive evaluation of the genetically modified crops could not be concluded and compromised in a word on account of the polarization and parallelism of the positive and negative benefits of genetically modified crops just like as the rail way. The genetically modified crops will be contributed to solving the food shortage problems in the world, when the issues such as food safety, ecological disturbance and loss and degradation of biodiversity can be guaranteed in transparency. And when the trade morality of the multi-national enterprises be accepted by the genetically modified crops consumers, the potentiality of genetically modified crops will be realized greatly. By the way, the first problems will be expected to be solved by scientific development. If the food safety of the genetically modified technology be verified in transparency, it will be greatly contributed to solve food problems of human beings in the world. But the second problem could not be expected to be easily solved from the view point of capital property. In conclusion, the genetically modified technology will be made a severe sense of incongruity and a seed of fire on it will be remained persistently. According to the results based on the analysing the genetically modified crops potentiality and problems, it was identified that the ex-ante preparation of counter-measures and actions on it should be necessary. Accordingly this study has recommended that how and what the R&D policy on genetically modified crops be established and suggested how to carried out the industrial and economic policy together with international negotiation, and organizational and institutional rearrangement and etc.
As a key of access to public participation and information, e-government is taking the active role of public service by relevant laws and policy measures for universal use of e-government websites. To improve the accessibility of web contents, the level of deriving the results for each detailed evaluation item according to the Korean web contents accessibility guideline is carried out, which is an important factor according to the detailed evaluation items for each website property and requires data-based management. In this paper, detailed indicators are analyzed based on the quality control level diagnosis results of existing domestic e-government websites, and the results are classified according to high and low to propose new improvement directions and induce detailed improvement. Depending on the necessity of management according to the detailed indicators for each website attribute, not only results but also level diagnosis to strengthen web service quality suggests directions for future improvement through accurate detailed analysis and research for policy feedback. This study ultimately makes it possible to expect government system management based on predicted data through deduction history management based on evaluation score data on public websites. And it provides several theoretical and practical implications through correlation and synergy. The characteristics of each score for the quality management of public sector websites were identified, and the accuracy of evaluation, the possibility of sophisticated analysis, such as analysis of characteristics of each institution, were expanded. With creating an environment for improving the quality of public websites and it is expected that the possibility of evaluation accuracy and elaborate analysis can be expanded in the e-government performance and the post-introduction stage of government website service.
Hong Kong, a well-known metropolis characterized by skyscrapers on both sides of the Victoria Harbour, consists mainly of 3 parts, namely the Hong Kong Island, the Kowloon peninsula and the New Territories (N.T.) which is the land area north of Kowloon plus a number of outlying islands. Located in the N.T. are all the new towns, market towns; and in the plains and valleys lie scattered village houses of not more than 3 storeys within the confines of well-defined village. These village houses are governed by a rural housing policy that could be traced back to the very beginning of the former British administration in the N.T. By the Convention of Peking of 1898, the N.T., comprising the massive land area north of Kowloon up to Shenzhen River and 235 islands, was leased to Britain by China for 99 years from 1st July 1898. Soon after occupation, the colonial government conducted a survey of this uncharted territory from 1899 to 1903, and set up a land court to facilitate all land registration work and to resolve disputed claims. By 1905, the Block Crown Leases with Schedule of Lessees and details of the lots, each with a copy of the lot index plan (Demarcation Plan) were executed. Based on the above, Crown rent rolls were prepared for record and rent collection purposes. All grants of land thereafter are known as New Grant lots. After completion and execution of the Block Crown Lease in 1905, N.T. villagers had to purchase village house lots by means of Restricted Village Auctions; and Building Licences were issued to convert private agricultural land for building purposes but gradually replaced by Land Exchanges (i.e. to surrender agricultural land for the re-grant of building land) from the early 1960's until introduction of the current Small House Policy in October 1972. It was not until the current New Territories Small House Policy came into effect in December 1972 that the Land Authority can make direct grant of government land or approve the conversion of self-owned agricultural land to allow indigenous villagers to build houses within the village environs under concessionary terms. Such houses are currently restricted to 700 square feet in area and three storeys with a maximum height of 27 feet. An indigenous villager is a male descendent of a villager who was the resident of a recognized village already existing in 1898. Each villager is only allowed one concessionary grant in his lifetime. Upon return of Hong Kong to the People's Republic of China on July 1st, 1997, the traditional rights of indigenous villagers are protected under Article 40 of the Basic Law (a mini-constitution of the Hong Kong Special Administrative Region). Also all N.T. leases have been extended for 50 years up to 2047. Owing to the escalating demand and spiral landed property prices in recent years, abuse of the N.T. Small House Policy has been reported in some areas and is a concern in some quarters. The Hong Kong Institute of Land Administration attempts to study the history that leads to the current rural housing policy in the New Territories with particular emphasis on the small house policy, hoping that some light can be shed on the "way forward" for such a controversial policy.
