This study proposes a self-assessment model and its implementing procedure for the local industry promotion project, the purpose of which is to develop strategies for successful carrying-out of the project by diagnosing carrying capacities of its interested parties. The model, developed principally based on Eckes' $Q{\times}A=E$ Evaluation Model, was applied to 85 project-concerned persons which had been participated in the local industry promotion project from 2009 to 2011. Through the applicability test works of this model, its usefulness and importance for better implementation of the project was ascertained, especially to reflect cultural changes of project actors positively. The actors' recognition level of the project should be one of the critical factors for the successful implementation of the local industry promotion project. So, the higher understanding in the local industry promotion project, the more positive assessment in all respects of the project. Finally, it should be considered that the assessment results might differ for the same assessment standards from assessers' different perspectives.

This study verified for the necessity for the comprehensive analysis of outcomes resulting from the local industry promotion project in many respects. To analyze the operation planning for performance management of local industry promotion project, this study redesigns the so-called PDCA(Plan${\rightarrow}$Do${\rightarrow}$Check${\rightarrow}$Act) model which is also known as Deming Cycle and verifies some hypotheses. To accomplish study purposes, 169 response samples from 85 project groups which drive the local industry promotion project were verified using SPSS 12.0. The findings are as follows: First, there was a positive relationship between the planing phase and the implementation phase. Second, there was also a positive relationship between the implementation phase and completion of the project phase. Third, there was a positive relationship between the planing phase and completion of the project phase. Finally, the implementation phase was a partial mediator on the relationship between the planing phase and completion of the project phase. Based on these findings, the implications and the limitations of the research findings were discussed, and recommendations for future research were provided.

This study postulates a study model to examine the effect on the local economy revitalization of a selection of local resources, the local innovation capability strengthening, the establishment of promotion system and the creation of revenues for the participant groups of the local industry promotion project. To accomplish study purposes, 169 response samples from 85 project groups which drive the local industry promotion project were verified using SPSS 12.0 and AMOS 5.0. The results showed that firstly, the selection of local resources had a significant effect on the local innovation capability strengthening. Secondly, the local innovation capability strengthening had a significant effect on the establishment of promotion system. Thirdly, the establishment of promotion system had a significant effect on the creation of revenues. Fourthly, the selection of local resources didn't have an effect on the revitalization of local economy. Fifthly, both the local innovation capability strengthening and the establishment of promotion system didn't have an effect on the revitalization of local economy. Sixthly, the creation of revenues had a significant effect on the revitalization of local economy. According to the verifications of study model, the revitalization of local economy is achieved by inducing creation of revenues through the local innovation capability strengthening and the establishment of promotion system after the selection of local resources. From these results, this study presents suggestions, limits of study and directions in the future study.

This study postulates a partial mediation model(study model I) and a whole mediation model(study model II) to examine the effect on endogenous rural development of local innovation capability strengthening in the local industry promotion project, the establishment of promotion system, and the revitalization of local economy. To accomplish study purposes, 169 response samples from 85 project groups which drive the local industry promotion project were verified using SPSS 12.0 and AMOS 5.0. The results showed that in the partial mediation model, the local innovation capability strengthening had a significantly positive effect on the establishment of promotion system, the establishment of promotion system had a significant effect on the revitalization of local economy, and the revitalization of local economy had a significant effect on the endogenous rural development, while the establishment of promotion system and local innovation capability strengthening didn't have effect on the endogenous rural development. In the whole mediation model, the local innovation capability strengthening had a significant effect on the revitalization of local economy, the establishment of promotion system on the revitalization of local economy, and the revitalization of local economy on the endogenous rural development. According to the verifications of study model I and II, the endogenous rural development is achieved after the revitalization of local economy through the establishment of promotion system and the local innovation capability strengthening. From these results, this study presents suggestions, limits of study and directions in the future study.

This study of purpose is to examine the efficiency through the current status and performance of each institution providing the Daegu community service investment project, and to find a direction for the efficient operation of each institution. Specifically, it seeks to provide a more stable and sustainable local community service by measuring efficiency based on information from each institution and comparing and analyzing it among local governments. The purpose of this study is to propose a way to develop and disseminate the renewable energy technologies and industries in the local community. Fundamentally, the renewable energy is able to reduce environmental pollution and diminish a use of fossil-fuel energy in the local area. And it will lead to promoting regional sustainable energy in the future, as well as making contributions to local economic development. Above all, based on the environmental conservation project, including greening of the city and improving water quality, Daegu metropolitan city has launched a series of renewable energy projects, such as solar city programs and local energy plan. But, some problems still exist, due to the technological, economic and socio-political barriers. Thus, to encourage and disseminate a renewable energy in Daegu city, we need to examine a present condition on renewable energy and analyze constraint elements to prevent its distribution. Based on the results, we have to set the feasible strategy to develop and disseminate renewable energy in Daegu city and help it systematically integrate renewable energy technologies and industries into environmental economics and city planning. Ultimately, to achieve this purpose, we need to adopt the following policy measures: (1) establishment of a master plan for renewable energy; (2) interconnection between local development project and energy industry; (3) promotion of technological development; (4) inducement of and assistance to renewable energy industry; (5) fostering venture companies; (6) specializing Daegu's public office by energy-specific education programs. In particular, local entities including local company, consumers, policy-makers and citizen's groups have to pay attention to local energy plan for the regional sustainable energy future. These measures will lead to establishing an environmentally friendly and sustainable city.

After getting through the financial crisis, Korean government has promoted Local Industry Promotion Project across the country by realizing the needs to overcome structural recession and promote self-growth. Therefore researching current manpower status and manpower demand in shipbuilding industry, which is the strategic industry of Jeonnam province, is very critical to enhance the competitiveness and efficiently manage training professional manpower. In this respect, this study mentioned some issues and provided the improvements for the research on demand for Professional manpower training project in Shipbuilding industry of Jeonnam province. It was shown that the aging trend of professional workforce, short in skilled/professional manpower and lack of education & training institutions are critical problems of shipbuilding industry in Jeonnam province. To improve these problems, various support policies such as strengthening networks among related agencies and companies or universities are strongly recommended.

The Changwon city which announced 2040 hydrogen policy vision is planning to establish the new hydrogen-centered city. The building of plant which is available to produce the 5 ton/day of liquid hydrogen is promoted as one of the projects in order to achieve the vision. However, the analysis in terms of local economic and environmental aspects is insufficient because this liquid hydrogen plant is the first in Korea. Therefore, in this study, the financial feasibility of the liquid hydrogen plant project was analyzed by reviewing the benefits of liquid hydrogen supply and environmental improvement, and the feasibility of this project has been investigated which is being built based on the hydrogen industrial plan of Changwon city.

This study focuses on Hokkaido University Research & Business Park in Japan as an example of establishing a regional innovation ecosystem on campus based on the outstanding research and university-industry collaboration capabilities of local universities in non-metropolitan areas with weak foundations for start-ups and corporate growth. Hokkaido University Research & Business Park established a mid-to long-term plan using the idle sites on campus, and was developed through a gradual development process since 2003. The promotion of university-industry collaboration was pursued through an industrial-based approach of establishing a bio-industry cluster considering the characterization of local universities and the foundation of local industries. It also provides various corporate support services through cooperative governance between local industry, universities, research institutes and the government. This strategy for creating Hokkaido University Research & Business Park provides important policy implications for various policies and projects that promote regional development by utilizing university campuses like the campus innovation park project.

This study is a study on ways to revitalize traditional markets in the era of the 4th Industrial Revolution, and a total of 188 of the 2021 Cheonan City traditional market and shopping district fact-finding data were used for research and analysis. In order to revitalize the environment improvement of traditional markets, it can be seen that environmental changes suitable for the times are primarily required. The traditional market is an underdeveloped space, and through the parking environment improvement project and facility modernization project (toilet, facility equipment, etc.), space is improved through a specialization and subdivision process to meet the needs of the times, thereby increasing operational convenience, increasing visitor use, and improving natural perception. can promote In addition, the efficiency and effectiveness of the traditional market vitalization project can be increased when differentiated management vitalization contents and facility modernization projects are organically harmonized. This study is meaningful in that it analyzes the environmental improvement of facilities among the traditional market vitalization factors for the vitalization of the traditional market, and proposes a plan that can be a practical alternative to the government support policy for the traditional market.
