Change Orders generally impact cost and schedule performance of highway projects. However, highway projects that do not have any change orders also face cost growth and schedule delays. This study seeks to determine the cost and schedule performance of Texas DOT projects by collecting project data for 120 highway projects completed between 2016 to 2020. For the study, we selected project data that has zero or negative change orders which were then grouped and analyzed based on their Project Types i.e., maintenance works; structural works; restoration and rehabilitation works; and safety works. The study found that performance of Maintenance and Safety type projects had less cost and schedule growth among the data analyzed. Statistical tests also found that even though the projects have no change orders, Rehabilitation and Restoration type projects experienced significant schedule growth compared to others. However, the data did not show any significant cost and schedule growth for the projects when statistical tests were performed on overall data. The study concluded that highway projects are experiencing schedule growth even though the projects had no change orders. Results from the study can help planners, engineers, and administrators to gain better insight on how different types of highway projects are performing in terms of cost and schedule and eventually derive appropriate solutions to minimize cost and schedule growth in such projects.

The purpose of this study was to find the effects and problems in the support projects in multicultural family support centers and to present suggestions for its improvement. For this purpose, 10 specialists in 3 multicultural family support centers in Daegu, who organize and operate projects for female immigrants and their families, were interviewed via focus groups and then interviewed in-depth. The major findings were as follows: 1) the effect of the support projects was an increase in participation and concern of female immigrants and their families; 2)problems of the support projects included lack of flexibility of the projects, and overlap of projects among centers. 3)The results of the study suggest improved operation by extending the support networks to other support centers and facilities within the community, increasing the individualized programs based on their specialties, and promoting integrated projects (such as combining language courses and cultural programs, family-support programs and cultural events). Further studies will be extend to find out model cases from support projects of several centers, expand them to other centers, and verify its effects on operating projects.
Assessment in Socio-economic items should be used to estimate social influence when policies and projects were introduced. To estimate current situation of socio-economic items 19 Environmental Impact Statement (EIS) of large scale projects were analyzed. The projects were selected based on magnitude of social impact when the projects were implemented. Environmental Impact Statement was categorized into line projects(road construction, railroad construction, stream development, etc), and surface projects(energy development, wetland reclamation, recreation and sport development, and housing and residential development, etc) thus being chosen for 19 projects in each categories. This report was based on the analysis of 7 items in socio-economic environmental items(i.e., population, residents, industry, public facilities, education, transport and historical monument). Most EIS did not follow the regulation suggested by Ministry of Environment, and only current circumstances were briefly described. Indifference of in-depth analysis of socioeconomic environmental items would influence the process of social and environment impact negatively in the midst of construction of National Projects such as Outer Circle Seoul Highways, Saemankeum Reclamation Projects, etc. This abrupt halt of construction was mostly based on a lack of public hearing or public participation. Socio-economic items are also very much lacking in quantitative method and strengthening socio-economic environmental items is needed via checklist or matrix that brings decision-makers better ideas objectively.

Risk identification for bridge projects is a knowledge-based and labor-intensive task involving several procedures and stakeholders. Presently, risk information of bridge projects is unstructured and stored in different sources and formats, hindering knowledge sharing, reuse, and automation of the risk identification process. Consequently, there is a need to develop structured and formalized risk information for bridge projects to aid effective risk identification and automation of the risk management processes to ensure project success. This study proposes a semantic risk breakdown structure (SRBS) to support risk identification for bridge projects. SRBS is a searchable hierarchical risk breakdown structure (RBS) developed with python programming language based on a semantic modeling approach. The proposed SRBS for risk identification of bridge projects consists of a 4-level tree structure with 11 categories of risks and 116 potential risks associated with bridge projects. The contributions of this paper are threefold. Firstly, this study fills the gap in knowledge by presenting a formalized risk breakdown structure that could enhance the risk identification of bridge projects. Secondly, the proposed SRBS can assist in the creation of a risk database to support the automation of the risk identification process for bridge projects to reduce manual efforts. Lastly, the proposed SRBS can be used as a risk ontology that could aid the development of an artificial intelligence-based integrated risk management system for construction projects.
Oral health projects that cater to the disabled should be more prevailing in order to ensure the maintenance and successful promotion of the oral health of disabled people. 70 public dental clinics that conducted oral health projects geared toward the disabled were examined to get a precise grip on their oral health projects. The findings of the study were as follows: 1. 31 out of 70 public dental clinics investigated(44.3%) were equipped with two or more dental hygienists who were professional human resources in charge of the oral health projects for the disabled. As for the age and disability type of the beneficiaries of the oral health projects, adolescents(74.3%) and people with mental retardation(87.1%) benefited most from the oral health projects. Concerning the most common implementation frequency of the projects, the projects were carried out once to three times a week(62.9%). 2. The most dominant oral disease treatment provided to disabled people was amalgam treatment and resin treatment(68.6%), which were the early dental caries treatment. The most common preventive treatment that was offered to improve their oral health was oral prophylaxis(82.9%). As for reform measures for the oral health projects, education of personnels in charge of the projects and their specialization(58.6%) were most emphasized. 3. Regarding factors related to the preventive oral health projects for the disabled, the implementation of oral prophylaxis and toothbrushing education was linked to the age of the beneficiaries. More oral prophylaxis was offered to teens, and more toothbrushing education was provided to preschoolers and adolescents. The age of the beneficiaries and the number of dental hygienists responsible for the projects had something to do with the application of fluorides. 4. Concerning the relationship of the preventive oral health projects for the disabled to the number of dental hygienists, one of the personnels in charge of the projects, the application of fluorides( 54.4%) and pit & fissure sealing(56.8%) were more prevalent when there were two or more dental hygienists. There was a statistically significant disparity in that regard(p<0.05). The above-mentioned findings illustrated that in order to boost the oral health of the disabled, dental hygienists who are responsible for the oral health projects for the disabled should put ceaseless efforts into fostering their professional knowledge and ability and offering quality service to disabled patients. Every public dental clinic should be equipped with plenty of professional personnels to enlarge the scope of treatment and ensure the efficiency of treatment and the preventive projects.
Desertification has been expanding with a remarkable speed across the Northeast Asia. Desertification in Northeast Asia significantly influences Korea's economy and environmental health conditions in recent years. For these reasons, a number of non-governmental organizations (NGOs) in Korea have carried out the reforestation projects to combat desertification in China and Mongolia. Several tree plantation projects were implemented in Mongolia and China. The objective of this study was to analyze and evaluate the performance of tree plantation aid projects carried out by Korean NGOs in Mongolia. The performance of tree plantation projects was examined through effectiveness, efficiency, equity and responsiveness of those projects. The performance was analyzed with the survival rate of planted trees and planting cost, the recognitions of Mongolian people. The analysis of the performance showed that the tree plantation cooperation projects carried out by Korean NGOs in Mongolia had comparatively high performance from a larger point of view. Especially, effectiveness and responsiveness of their projects were highly marked in spite of all the difficulties of carrying out the tree plantation. Such a high effectiveness represented the relatively higher survival rates of trees and Mongolian's positive recognition of plantation projects. Furthermore, the responsiveness also turned out to be high with a great satisfaction of the Mongolian people for plantation projects conducted by the Korean NGOs. Survey results indicated that the efficiency and equity of the projects would be increased by promoting the cooperation projects for tree planting throughout Mongolia with reinforcing infrastructures. By comparison between Korean NGOs and Mongolian Government plantation projects, confirmed the importance of sustained financial support and maintenance activities in the plantation sites.
Since a government design department office was set up in 2007, active design projects have been implemented. With this opportunity, each local self-governing organization has improved its administration and institutions, and are planning intensive research on public design for efficient execution of public design projects. However, recent public design projects have caused many problems due to unspecialized design processes, a lack of cooperation with relevant organizations, and unsatisfactory management systems after projects. Therefore, to overcome such problems in the execution of public design projects, a procedure-centered model should be developed. This study aims to analyse the process structures for the strategic execution of public design projects, and the methods and content of the execution process. For this purpose, this study looked into the process structures of public design projects based on design management strategies in order to draw suggestions needed for the execution process through advanced cases. The study is summed up as follows: First, when the process of public design projects was examined in terms of management strategies and design management strategies, it included two dimensions: the management structure of general projects and the design of development projects. Secondly, through the analysis of public design cases, this study discovered useful methodologies and the main programs used and drew suggestions needed for each step in public design projects. It is expected that the results of this study will be helpful for the development of a process model appropriate for national public design projects based on the current status of the project execution and to make a contribution to systematic development in national public design.

CII BM&M(Benchmarking & Metrics) in USA and DTI(Department of Trade and Industry) in UK have built up systems that enable performance measuring and made the results of performance measurement comparable between projects to utilize them as benchmarking tools. By comparing the results of performance measurement, it is possible to grasp the success level of project management and to establish the direction of management. However, construction projects are much diversified and even those projects with the same work type have different attributes. Therefore, simply comparing the results of project performance measurement without considering the characteristics of projects is not justifiable and affects the reliability of the benchmarking results. Therefore, to solve this problem, this study presents a methodology that makes it possible to compare the individual construction projects considering various characteristics. The benefits and importance of project characteristics to overall project performance will be quantitatively expressed and they will be reflected on the results of performance management. By maximally converting multiple projects with different characteristics into the same projects through a new methodology to convert different projects into the same level utilizing such utility-bases and comparing the performances of those projects, project performance results can be utilized in project management as a tool for more accurate decision making and as a robust benchmarking tool.

The objective of this paper is to develop an evaluation model for pilot informatization projects. There are relatively many researches on evaluation models for information systems. These previous researches, however, lack of comprehensive view of informatization Projects and pilot systems. We apply and test a hybrid evaluation model for to measure the success of pilot informatization projects. A user satisfaction model has been used and hypotheses are developed to find relationships of evaluation factors. The hypotheses have been tested with 51 user surveys. The result of this research can give an insight for the evaluation of pilot informatization projects.

Defense R&D is an essential investment for the national security. Recently our nation has also begun to initiate a number of defense R&D projects. As a lot of fund and resources are allocated to these projects, we need to identify which projects to initiate and then how to manage these projects well. Though there have been a number of studies on R&D projects in commercial sector, there are only a few studies in defense R&D sector. Moreover, these existing defense R&D studies mainly deal with the former issues, which are occurring at the stage of project planing. We are more concerned with project management issues, such as how to manage projects that had already been evaluated to undertake at the planning stage. Specifically our study aims to identify project management factors leading to the success of defense R&D projects. Results of the empirical analysis indicate that management support, user-driven requirements management, and project planning capability are key elements for project performance.
