  • The research which sees accomplishes the capital region high-speed railway and examines investigates about process of railroad construction project and an advance service contents from to understand a progress process, change process and technical investigation of basic design and the execution plan at the time of route led and accomplishes the plan which is detailed the process which in the center researched.   • The systems engineering (SE) process shall be applied to the project for successful development of ultra-high-speed (UHS) Maglev train system which is one of very large and complex systems. It is important to abolish technology differentials from the advanced developers such as Germany, Japan, etc. and to ensure discriminatory competitiveness of the application of systems engineering process for the development of the system based on appropriate concepts and requirements. General operation concept and stakeholder's requirements of UHS Maglev train system must be elicited with system concept for initiating the project. The management plan should be devised for all sorts of systems engineering activities of risk management, performance management, lifecycle cost management, etc. This paper would support to establish the systems engineering management plan (SEMP) for the program of UHS Maglev train system development with associated documents.

  • After the IMF shock, some major construction companies in Korea have been motivated to avoid and mitigate various risk factors which could be critical and catastrophic events to corporate revenue and organization internally or externally. It means that they are trying to introduce and set up a risk management plan and system suitable to their organization and culture. L construction co. ltd. is one of major construction companies that have been searching methodologies or technologies to manage various risk factors surrounding corporate marketing and project operation. This paper presents an unique approach to develop a model of risk management plan and system suitable to L construction itself focused on the construction phase.

A Comparative Study on the Local Governments' Environmental Impact Assessment Regulations in Korea (지방자치단체 환경영향평가 조례 비교 연구)

  • This study aims to survey whether local governments have legislated laws and regulations on environment impact assessment system, to compare and analyze specific projects and their scale, assessment items, and procedures & discussion process, to identify issues and generate improvement plans, and to suggest a direction for future legislation to local governments that plan to legislate laws and regulations in the future. Major outcome of the study are as follows. First, terminologies used for environment impact assessment by local governments need to be unified. Also, laws and regulations need to be legislated soon. Second, in "urban development project" areas, a total of nine project areas including "quarrying of soil and stone, sand, gravel, and minerals" was essential common projects. A total of six project types were added or newly established compared to national systems. Among them, four project types were added within national-level project areas and two project types were not available under the national-level project areas and newly added due to the nature of local governments. Third, in terms of project scale, scale enhancement of "urban development project" was most common. Analysis showed that in case of clean natural environment such as Cheju Island, it is necessary to consider reinforcing project areas where development activities take place directly in forests or rivers such as "industrial base and complex development", "water resource development", and "development of tourism complex." Fourth, the discussion and review procedures of assessment reports were similar to those at government level. However, in case of Seoul city, it is required to write a "preparation plan" before drafting an assessment report. The city features partial introduction of scoping and screening, which allows to exempt discussion procedures if impact on environment is found to be minimal after drafting the assessment report. In case of national-level, it has a dual system that is split between Ministry of Construction and Transportation and Ministry of Environment. However, in case of environment impact assessment of local governments, it is a single system where city mayors and provincial governors are in charge of both project execution and environmental assessment. Therefore, the most important task is how to satisfy objectiveness and accountability.

To make the project results more useful and to improve upon the current results, it is necessary to integrate the project outcomes produced under various circumstances into a consistent and coherent structure.

  • The number of safety accidents of the construction industry is higher than other industries. To prevent the accidents from hazard factor, the employees are variously trained in avoiding an accident. Also many studies have been conducted to reduced the safety accident. But most of these studies are limited to institutional complements. This study proposes safety management improvement plan of safety management through case studies.

  • Dongseong-ro public design was reformed for a short time to be short of connection and riffle effect of another project and to have limitation on long term and integrated development, so that systematic plan from beginning of the project was needed to produce synergy effects. The purpose of the study was to investigate reformation of Dongseong-ro public design and to check on existing development project again and to take actions against future projects in advance and to reexamine and make long term plan from point of view of development of downtown. This study investigated reformation of Dongseong-ro public design of Junggucheong office of Daegu that was done from May 2007 to December 2010. The study consisted of purpose of the project, scope, time, the committee of promotion, questionnaire survey, residents' participation and follow up to suggest reformation based on questionnaire survey. This study had limitation of investigation into internal materials of 'Dongseong-ro public design reformation's master planning service' of Junggucheong office of Daegu. Further studies were needed to investigate empirically.

  • Recently, many organizations such as, including government, railroad operational, railroad facilities managemental and research authorities have made a lot of efforts to identify and prevent hazards from leading to accidents and solve them all over the railroad industry. Railroad total safety technology development project conducted as one of national R&D projects has established business formation structure based on system engineering as an effort to define and give a solution to facing problems in the field of railroad. This paper is building procedures to verify the outcomes derived from this project. The verification process is the one for verifying the outcome produced in the final stage of the project or during the project. It makes sure that the system is satisfying the system requirements through verification of the outcomes produced after conducting the project for verification. We've made verification plan for technically reasonable verification using verification process developed through this research, and established master verification plan in the level of 15 detailed projects for interim and final outcomes produced.

An Urban Regeneration Project for Making New CBD of Northeastern Seoul: The Case Study of the Changdong & Sanggye Project

  • Although Changdong Sanggye area has been developed during 1980s as a new city for the supply of low-income housing, currently it was degraded to a bed town located outside Seoul. However, Changdong Sanggye area is designated as the center of a metropolitan area in '2030 Seoul City Basic Plan' due to a variety of potential factors such as a traffic center for linking metropolitan areas, location of 15 universities, and neighboring natural environment like Jungnang stream and Buckhan mountain. The purpose of urban regeneration plan is to create a new CBD of Changdong Sanggye which is the center of vocational and cultural lives of 3.2 million people in the northeastern metropolitan area. To achieve the purpose, 12 unit projects and 24 sub-unit projects are set up based on the three major goals and core strategies. An enterprise project team of northeastern area was newly founded and then a dedicated organization was established by the Seoul government in 2015 in order to integrate separated urban regeneration related functions. In the Seoul government an administrative council and a project promotion council are operated for consultation and coordination between the administrative divisions and government projects for urban regeneration. Through the success in Changdong Sanggye regeneration project, they are expected to have economic effects such as job creation and increase in tax revenue and to re-vitalize the area as a new economic center in northeastern Seoul having amenities and cultural facilities and waterfront parks.

The Development and Application of the Indices of Evaluation for the Cultural Tourism Development Project Using AHP -focusing on Cultural and Ecological Tourism Infrastructure Project in Three Cultural Areas of Andong City- (AHP를 활용한 문화관광개발 사업의 평가지표 개발 및 적용 -안동시 3대 문화권 문화·생태 관광 기반조성 사업을 중심으로-)

  • This study is about setting the weighed value of evaluation items for cultural tourism development project using AHP and it analyzed the cultural and ecological tourism infrastructure project in three cultural areas of Andong City. As a result of examining the reliability of evaluation items, it turned out to be 0.9, an appropriate level. In the analysis of weighed value, the items valued highly were in the order of validity of the plan, economic validity, validity of the policy. As for the detailed indices for the three that showed the highest weighed value, for validity of the plan, distinction of contents; for validity of the policy, compatibility of regional characteristics; for economic validity, sustainability were given high values. In the end, it could be concluded that as the cultural and ecological tourism infrastructure project in three cultural areas was delayed a lot more than previously planned, in order to flexibly respond to changing environment, it would be desirable to change parts of the previous plan before pushing ahead with it.
