Delay Factors Affecting the Completion of the Government Construction Projects in Vietnam

  • The delay in construction is the challenge often faced in the course of executing construction projects. To the government projects, the delays become very serious. This problem directly affects the lives, social welfare of the people, and the other negative social impacts. However, the government projects have not been much interest. The questionnaire surveys in Vietnam were conducted to determine the causes of the delay and to find solutions for dealing with the delay. The average index was used to rank the delay factors and the solutions. This study identified the 5 most highly ranked delay factors and the 8 best solutions from a list of 31 delay factors and 19 solutions for the delay. The five most highly ranked delay factors were: information delays and lack of information exchange between the parties; incompetent owner; incompetent supervision consultant; incompetent contractor; and difficulties in financing project by owner. The findings of the study can help the parties involved the government construction projects and practitioners to give appropriate strategies for countering the delay in their projects.

  • Various construction bonds and warranties critically burden the general contractor. Also, sporadic or cumulative delays of progress payment by the owner can further trap the contractor in a financial quagmire. Facing the possibility of cash flow deficiency and callous response from the banks, most construction firms may become financially incapable of market competition, and attractive project tenders become a bidding game among few deep-pocket players. The downside of such market environment is that the depth of pocket, rather than that of professional competency dictates the choice of market winners. In Taiwan, this has been a potential crisis to the construction industry after the financial crisis which started out since 2008. To encounter this problem, this research will examine the means to better manage the construction industry. Essentially, a credit guarantee system (CGS) is the prime solution to strengthen a bank's confidence in any particular construction firm. Thus establishing a national platform which evaluates and rewards a construction firm's overall credibility is pivotal, and this third-party rated credit can help a bank to render a loan more wisely. Finally, this paper will propose the ideal operating schemes of construction-specific CGS in Taiwan and a credit scoring prototype model for construction industry, as reference for the government and banks, respectively.

공동주택 개발 사업의 비용분석을 위한 시스템 다이내믹스 모델 개발 연구 (Development of a System Dynamics Model for Cost Analysis of Housing Development Projects)

  • 본 연구에서는 아파트 개발 사업의 타당성 분석을 위한 시스템다이내믹스 모델을 개발하고 사례연구를 수행하고자 하였다. 연구에서는 기존의 아파트개발 사업 사례와 연구 프로젝트 자료들을 근거로 현금흐름 구성요소들을 도출하였고, 시스템사고 방법과 시스템다이내믹스 모델을 사용하여 이들 요소의 상호 영향관계를 찾고자 노력하였다. 연구에서는 모델을 정의하고 분석하기 위해 Vensim이라는 시스이내믹스 소프트웨어를 사용하였다. 이렇게 도출된 모델을 검증하기 위해 사례 연구를 진행하였으며, 사례연구 결과 연구에서 개발한 모델이 실제 프로젝트에 적용이 가능할 것으로 판단되었다. 연구에서 도출된 모델은 아파트 개발사업자들이 프로젝트의 초기단계에 프로젝트 파이낸싱과 관련한 의사결정에 도움이 될 수 있을 것으로 판단된다.

증권형 크라우드펀딩 영화 프로젝트 현황 및 결과에 관한 연구 (A Study on the Current Status and the Results of the Equity Crowdfunding Film Project)

  • 본 연구는 2016~2018년 증권형 크라우드펀딩 영화 프로젝트들의 현황 및 결과를 분석하였다. 영화 프로젝트는 일반회사채와 이익참가부사채의 방식으로 진행되며, 분석기간 동안 전체 채권 중 41.5%인 95억원이 발행되어 비중이 큰 것으로 나타났다. 또한 분석대상 영화의 손익분기점과 관객 수를 t-test한 결과, 통계적으로 유의하며 평균값은 관객 수가 손익분기점 대비 낮은 것으로 나타났다. 따라서 본 연구는 증권형 크라우드펀딩 영화 프로젝트의 지속적 성장을 위해 다음과 같이 제시한다. 중개업자는 영화의 손익분기점 달성 가능성과 투자설명서상 영화 흥행 요소 관련 사항 작성 여부에 대한 검토를 강화해야 하며, 흥행 가능성이 높은 대작 영화들에 대한 프로젝트도 적극 유치할 필요성이 있다. 본 연구는 아직 국내 연구가 많지 않은 증권형 크라우드펀딩 영화 프로젝트에 대해 분석했다는 점에서 의의가 있으며, 후속연구와 제도 개선 과정에서 시사점을 제공할 것으로 기대한다.

효과적인 재원조달을 통한 구도시 u-City 구축사례연구 (A Case Study on the Successful Old-Town u-City Construction by an Effective Financing)

  • As a leading nation of ubiquitous technology, South Korea has been promoting u-City pilot projects throughout the country. According to 'Fundamental Construction Law of u-City,' u-City projects are classified into old-town and new-town types. However, most projects have focused only on the new-town type. Pushing forward large-scale land development projects, Korea Land and Housing Corporation (LH Co.) under Ministry of Land Transport and Maritime Affairs (MLTM) has gained a development profit out of the u-City infrastructure and then donated the infrastructure to a local government without making any plan for operations. In the process of u-City pilot projects, old-towns have been relatively ignored and various of unexpected problems have emerged. Building the u-City of an old-town is not easy due to many constraints such as huge initial investment, long validity and verification procedures, lack of useful services for citizens, lack of professional outsourcing methods for business promotion, high operating costs of the integrated control center, inadequate law related, insufficient institutional requirements and so on. This paper introduces a case study on u-City development for an old-town, Ansan City, as a private investment project. The case will help boost u-City projects for old-towns by solving their problems and providing an effective operational mechanism. As the first BTL (Build-Transfer-Lease) project for constructing u-City, 'Broadband Information Network Development Project' of Ansan City will provide a reference model of expanding u-City projects for other cities.

Project Financing의 자금재조달(Refinancing)에 따른 효과 분석 - 우리나라 SOC민간투자사업 중심으로 -

  • 프로젝트 파이낸싱은 프로젝트 자체의 사업성과 프로젝트 현금흐름에 근거하여 발생하는 수익을 담보로 사업자금을 차입하고 운영 시 발생하는 수익으로 대출금을 상환하는 재원조달방식이다. 이 금융기법은 주로 광산 및 천연자원개발 사업에서 수 백년동안 이용되어 왔으며, 우리나라의 경우는 대규모 SOC민간투자사업에서 주로 활용하고 있다. 최근 우리나라 SOC민간투자사업에서는 기존에 정부와 민간사업자간에 체결하였던 실시협약 상의 재원조달 구조를 새롭게 변경하거나 유리한 금융기법을 이용하는 사례가 빈번히 나타나고 있다. 본 연구는 우리나라에서 프로젝트 파이낸싱 기법으로 어떻게 SOC민간투자사업에 투자하고 있는 지 분석하고 현황을 파악하였다. 또한 민간투자사업의 자본구조와 Refinancing의 발생사유를 분석하였으며, 광주제2순환도로, 신공항고속도로, 천안논산고속도로 민간투자사업에서 Refinancing 사례도 분석하였다. 그리고, Refinancing에 대한 효과가 어느 정도 인지 측정을 하였다. 결론적으로 Refinancing 효과가 사업에 대한 수익성을 높이는 효과와 부채비율이 높아져 운영위험이 증가하는 것을 실증적으로 보여주었다.

A Research Framework for the Success Factors of Information

  • This study is intended to identify the factors affecting the successful information warehouse (IW) implementation through the technology acceptance model. As the IW has played an important role with the organizations, it has become a strategic management tool. However, because the building of an IWS requires a great amound of financing and a multi-period, managers should consider identifying the variables as a predictor of IWS success. The related research areas, such as TAM , TRA, and innovation diffusion theory, and previous research associated with the EWS success factors are reviewed in this paper. Based on the hypotheses presented , the study will empirically test the relationships between six external variable-user involvement, computer self-efficacy, OLAP characteristics, problem difficulty , user training and top management support-and system utilization via user's perceptions of ease of use, unusefulness. This study semmes to be a first attempt in this research area, and its results will provide general guidclines for IWS project managers to enhancement the like hood of system succes.

해외농업개발의 문제점과 전망 (Problems and Prospects for Overseas Agricultural Investment)

  • This study attempts to make an observation on the problems and prospects for overseas agricultural investment(OAI) through the insights of farming and farmed companies abroad and through secondary data. OAI mainly aims at the securing steady supplies of crops, which could be anticipated to have increased foreign dependence, and to prepare for crop price fluctuations in the international markets. These functions of OAT are classified with the public and private sector. The public sector needs are largely crops supply for national food consumption and bilateral collaboration between nations. The private sector needs are to gain maximum profits from agricultural investments and to produce raw material for self-consumption in overseas farming companies. The problems in OAI are legal and institutional restrictions in the project area or nation; generally economical unfeasibility in the farm projects, and technical limitations of the farming companies. The prospects of OAI are not very promising. The reason why those many companies which previously planned on OAI changed their investment plans after what is called IMF system with financing difficulties.

  • "We need to overcome the lack of space and infrastructure." Construction in the 20th century had been basically motivated by this need. It had enabled almost automatic financing on land as well as plenty of public investment. However we cannot expect such investment in built environment any more in the 21st century, when urban structures have been fully built. "We have space and infrastructures but want to make them better." We must find the new way how to strategically organize creativity on use as well as such users' want itself for sustaining investment in built environment. In this paper the outline of such a new way is discussed.

An Empirical Analysis of the Financing Behavior of Listed Construction Firms in Korea Stock Market - focused on Testing Two Capital Structure Theories -

  • The purpose of this study is identifying the relationship among the business strategy, order receiving capability and leverage variables of a construction company using industry characteristic variables, in addition to the explanation variables used in the previous studies. The samples of this study were limited to the construction companies listed in Korean stock market. This study built multiple regression analysis models, which have been frequently used in traditional previous studies, in the explanation of company capital structure. Empirical analysis on Static Trade-off Theory and Pecking Order Theory was done by the built model. The study results suggested that the capital structure determination behavior of a construction company generally follows Static Trade-off Theory; however, profitability was found to follow Pecking Order Theory. The explanation variables used in the previous capital structure studies mostly produced significant results; however, the variables, which this study experimentally used, did not produce significant results. It is believed that it implies that additional studies are required in the selection of variables and study methodology. Consequently, a case that unconditionally supports a particular theory is scarce. It has been also found that a case can support both theories at the same time. Therefore, it is believed that development study methodology or introduction of new study methodology that can identify the dynamic characteristic of construction company capital structure formation is required.
