A decision support system (DSS) for construction risk efficiency in Taiwan

  • Many studies in risk management have been focused on management process, contract relation, and risk analysis in the past decade, but very few studies have addressed project risks from the perspective of risk efficiency. This study started with using Fault Tree Analysis to develop a framework for the decision-making support system of risk management from the perspective of risk efficiency, in order for the support system to find risk strategies of optimal combination for the project manager by the trade-off between project risk and cost of project strategies. Comprehensive and realistic risk strategies must strive for optimal decisions that minimize project risks and risk strategies cost while addressing important data such as risk causes, risk probability, risk impact and risk strategies cost. The risk management in the construction phase of building projects in Taiwan upon important data has been analyzed, that provided the data for support system to include 247 risk causes. Then, 17 risk causes were extracted to demonstrates the decision-making support system of risk management from the perspective of risk efficiency in building project of Taiwan which could reach better combination type of risk strategies for the project manager by the trade-off between risk cost and project risk.

  • This study aimed at examining the investment and economic analysis of greenhouse horticultural project area by governmental subsidy project. There were only 5 project areas that economic efficiency of investment is recognized in 30 project area in Kyungsangnam-do. And there are 7 project areas to gain farm firm revenue. These were possible area to develop to farm firm. There are 4 project areas to gain farm firm revenue in 18 project areas of glass greenhouse area, and 8 project areas to gain farm firm revenue in 12 project areas-vinyl greenhouse area. The rate of return of the fixed capital is higher in the vinyl greenhouse area than in the glass greenhouse area by type of greenhouse. There were cultivated tomatoes, cucumbers, peppers, etc. in the greenhouse area. The investment efficiency of the fixed capital is higher in cucumber and pepper than in other vegetables. Flowers a re lower than the vegetable in investment efficiency.

  • Recently, the affiliates of the Ministry of Information and Communication have been conducting a performance evaluation study on IT policy projects, based on the performance evaluation model of the U.S. Office of Management and Budgets, with regard to investment in computerization. The performance evaluation model for the policy project could provide the objective information required for the planning, development, and operation of the policy project. However, the performance of the most policy project is likely to be evaluated using the subjective evaluation criteria of evaluators. Therefore, this case study evaluates the relative efficiency using DEA (Data Envelopment Analysis) in order to improve the performance evaluation method of the digital pioneer' project implemented by the Korea IT Industry Promotion Agency. The improvement value of inefficient Decision Making Units (DMUs) was measured by a static efficiency analysis. The measured value will suggest a objective viewpoint of the performance between DMUs to evaluators. In doing so, it will show an appropriate direction for the policy project to be evaluated successfully.

Efficiency Analysis of Project Management Offices Using Bootstrap DEA (부트스트랩 자료포락분석을 이용한 프로젝트 관리 조직의 효율성 분석)

  • The purpose of this study is to analyze the efficiencies of project management offices in large information system construction projects using the data envelopment analysis. In addition, we tried to estimate the confidence interval of those efficiencies using bootstrap DEA to give a statistical meaning. The efficiency by the CCR model is analyzed as eight project management offices are fully efficient and 22 project management offices are inefficient. On the other hand, there are 15 project management offices are fully efficient, but 15 project management offices are inefficient in the BCC model. As the result of the scale efficiencies, of the inefficient project management offices, 13 project management offices are inefficient in scale. It is possible to eliminate the inefficiency in the CCR model by improving their project performances. And, the nine project management offices showed that the inefficiency was due to pure technical efficiency, and these companies should look for various improvements such as improvement of project execution system and project management process. In order that the inefficient project management offices be efficient, it is analyzed that more efforts must be made for on-budget and on-time as a result of examining the potential improvement potentials of inefficient project management offices.

The Effects of Olive Flounder Outlook Project : Price Stabilization, Market Efficiency, and Causality Analysis on the Prices by Distributional Channel (넙치 관측사업 효과분석 : 가격안정 및 시장효율성 개선효과, 산지-도매가격간 인과성 분석을 중심으로)

  • The purpose of this study is to assess the effects of outlook project for olive flounder, from the view point of price stabilization, market efficiency, and causality of the prices in different distribution channels. Analytical results show that the volatility of producer price of olive flounder has been significantly mitigated after the implementation of the outlook project. The market efficiency is estimated to be improved after implementing the outlook project although there is an inefficiency on price determination process in some producing regions. The causality test on the producer and wholesale price shows that producing stage leads the wholesale stage in forming the prices. It is found that Jeju leads the flounder price on the size of 500g and 2kg, while Wando leads the price of 1kg size. These estimation result as whole indicate that outlook project for olive flounder has accomplished the intended goals.

Location Suitability Assessment of the Living SOC Project in Rural Areas - Focusing on the Sports Center - (농촌 생활SOC 사업의 입지 적합성 평가 - 국민체육센터를 중심으로 -)

  • This study aims to evaluate the location suitability of the Living SOC Project in rural areas. For the assessment of location suitability, we applied location efficiency and location equity, respectively. One hundred sixteen national sports centers in 57 rural areas are selected as the target of analysis. The location efficiency and location equity in each sports center revealed a large gap between facilities. The location suitability evaluation results examined in 57 rural areas were similar to those analyzed at individual facilities. The correlation between the location suitability results and rural characteristics was weak. Also, location efficiency and location equity have a fragile relationship. In the light of these results, the location of the sports center, whose supply has been confirmed in rural areas through the Living SOC project, does not consider regional characteristics actively. In addition, it is difficult to say that the location efficiency and location equity of sports centers have been proactively estimated. Therefore, breaking away from the performance-oriented policy and switching to a lifestyle SOC supply policy based on the pre- and ex-post location evaluation system is necessary.

  • Over the past 30 years, the business effects of the improvement project at black spot have been decreasing since 2010, with a reduction in the amount of government spending, coupled with proposing a uniform improvement plan. In order to promote more efficient improvement projects, it is necessary to evaluate the efficiency of local governments and improve the business methods of local governments with low efficiency. However, more sophisticated efficiency analysis methods are needed. Because in previous studies have been limited to the analysis of effects before and after the project through the simple before-after analysis. For this purpose, this study analyzed the efficiency of improvement project at black spot by local governments in Gyeonggi-do using DEA to compare and analyze efficiency in various fields. As a result, Goyang, Seongnam, Paju, Hanam and Yangju showed high efficiency local governments. For local governmetns with low efficiency, the improvement projets to improve efficiency were divided into civil engineering work, structure work, pavement work, additional work and transportation work, and the appropriate construction ratios of each local government were analyzed and presented.

  • The Ministry of Maritime Affairs and Fisheries is supporting the "Environmentally Friendly Fisheries Promotion and Private Assistance Project" to increase production of eco-friendly, high-value-added foods. Private-backed operators selected for the project will have an economic opportunity to build, expand or refurbish eco-friendly fishing grounds. To facilitate this, the scope of project support was expanded after 2015 and an opportunity was prepared for private subsidy projects to grow to a new level in terms of quality and quantity by switching to a public offering project. However, starting in 2017, demand from the private sector will plunge and selected projects will be delayed or the project implementation rate will be lowered. It was a time for subsidy-related laws and systems to be reinforced but private subsidy projects do not temporarily shrink simply due to the increased administrative burden on private subsidy operators on subsidy management. It plans to review the correlation between laws and systems related to the construction of fish farms and suggest ways to enhance the efficiency of implementation so that economic advantages, the biggest advantage of the private subsidy project, can be recovered within the current legal system.

  • For successful projects, Project Management Information System(PMIS) using the formal systematic processes is necessary. Because the existing PMIS focuses on low-level project management, the life-cycle administration of the projects is required. In this dissertation, I describe not only the processes for managing a project with the top-down approach(a hierarchical goal setting of the project outcome), but also PMIS which can control whole processes of R&D projects. The PMIS described in this dissertation can reduce the workload of project management by providing user-adaptive environments and linking with related systems, so can be helpful to enhance the efficiency of the project management. And, it is expected that these processes can be the standard project management processes which are adaptive to various types of projects.

  • Motorola developed the framework of six sigma in 1987. In these days, many companies adapt this powerful tool. In 1996, six sigma was introduced to the Korean companies as a management innovation tool. This study shows case study of 'Champion Project' which was adopted on one Korean company. The champion project is directed by the leader who has a champion belt. The project focus on the processes optimization problem or resource concentration problem to solve critical issues inside of the process. This case study shows the result of champion project. The effect was encouraging in the aspect of effectiveness and efficiency. The most important point of this study is an introduction of the third generation six sigma which was successively adopted on the Korean company.
