Tobacco use is the most readily preventable cause of premature death; it is a worldwide problem, with a significant impact on heath and well-being. In order to design an effective tobacco education program, it is important to understand smoking patterns and the underlying factors associated with smoking in different generations such as adults or young people. Despite a general decline in the prevalence of regular smoking among adults, recent surveys commissioned by the Ministry Heath & Welfare for the Republic of Korea have shown no evidence of any decline in smoking rates among young women and adolescents. The Republic of Korea has the highest adult male smoking percentage (65.1%) in the world and smoking in adolescents is still an increasing trend. Smoking in adolescents and young women is especially more dangerous, thus health education of anti-smoking directed at these groups is an important area that will benefit from using internet content that they can easily access. The purpose of this study is the evaluation of visual perception and effectiveness analysis in smoking cessation websites in promoting smoking cessation in adolescents and young women through Internet content. As a result of this project, at first we evaluated the Internet content of cyber smoking cessation programs by the evaluation criteria of web design interface. The Internet site of http://nosmokeguide.or.kr received the most superior evaluation in the domestic Internet content for smoking cessation and the Internet site of the National Center for Tobacco-Free Kids received the most superior evaluation in the foreign Internet content for smoking cessation. This evaluation was surveyed by an expert in Internet content and user. Secondly, we developed the Internet content for cyber smoking cessation program, namely, "Dr. Smoking" that contained several menus and a database regarding anti-smoking designed in accordance with the results of this evaluation. The domain address of Dr. Smoking is http://www.dmosmoking.com and our webpage has assorted kinds of news, information, self-diagnosis, prescription, consulting, a no-smoking mall etc. In conclusion, this project is designed to develop Internet content for the most effective smoking cessation program and to contribute to eliminating smoking from our society. Due to the low interest rates of banks according to the breakdown economy after the global financial crisis in 2008 As a substitute for financial products, the investment demand has been increased for rentable investment funds such as commercial building and officetel. However, the problems such as oversupply, decrease of a rental profit and negative perception of development projects have been occurred. One of the primary problems is the existing deterministic method of project feasibility analysis. Therefore, the objective of this study is to develop feasibility model by applying system dynamics method in residential officetel. To achieve the objective, first, the previous studies are investigated. Second, the causal loop diagram is structured based on the collected data. Third, the feasibility model is developed through the causal loop diagram. Fourth, the effectiveness is validated and compared to collected actual data. The proposed model can be helpful whether or not conduct execution of an officetel development project to the decision makers.

As the international-level concern has been focused on the environmental sustainability in recent years, many researches emphasized the needs for methods and techniques that would facilitate sustainability assessment at the various project level interfaces. As part of methods and techniques to facilitate sustainability assessment, this paper provides 'Computerized Waste Management Performance Evaluation Tool' for the purpose of assessing the level of management system in dealing with the onsite construction wastes. This tool applies twenty-three waste management performance factors for the purpose of evaluating the level of waste management performance by scoring those factors which were identified in the previous research. These twenty-three factors are classified into four categories: manpower, material, method, and management based on their characteristics. In order to quantitatively evaluate the effectiveness of waste management performance, the levels of actions executed in a site by each waste management performance factor were identified and their weight were analyzed throughout the expert interview and survey. Furthermore, an excel-based computerized tool was developed in order to facilitate the evaluation process. If this tool can be developed in more detail and be used as the method to control waste management at a project level for the future, it is expected that this tool can play an important role in the body of knowledge of environmental management in construction industry.

In the last decade, the use of Building Information Modeling (BIM) as a new technology has been applied with traditional Computer-aided design implementations in an increasing number of architecture, engineering, and construction projects and applications. Its employment alongside construction management, can be a valuable tool in helping move these activities and projects forward in a more efficient and time-effective manner. The traditional stakeholders, i.e., Owner, A/E and the Contractor are involved in this BIM system that is used in almost every activity of construction projects, such as design, cost estimate and scheduling. This article extracts major features of the application of BIM from perspective of participating BIM components, along with the different phrases, and applies to them a logistic analysis using a fuzzy performance tree, quantifying these phrases to judge the effectiveness of the BIM techniques employed. That is to say, these fuzzy performance trees with fuzzy logic concepts can properly translate the linguistic rating into numeric expressions, and are thus employed in evaluating the influence of BIM applications as a mathematical process. The rotational fuzzy models are used to represent the membership functions of the performance values and their corresponding weights. Illustrations of the use of this fuzzy BIM performance tree are presented in the study for the uninitiated users. The results of these processes are an evaluation of BIM project performance as highly positive. The quantification of the performance ratings for the individual factors is a significant contributor to this assessment, capable of parsing vernacular language into numerical data for a more accurate and precise use in performance analysis. It is hoped that fuzzy performance trees and fuzzy set analysis can be used as a tool for the quality and risk analysis for other construction techniques in the future. Baldwin's rotational models are used to represent the membership functions of the fuzzy sets. Three scenarios are presented using fuzzy MEAN, AND and OR gates from the lowest to intermediate levels of the tree, and fuzzy SUM gate to relate the intermediate level to the top component of the tree, i.e., BIM application final performance. The use of fuzzy MEAN for lower levels and fuzzy SUM gates to reach the top level suggests the most realistic and accurate results. The methodology (fuzzy performance tree) described in this paper is appropriate to implement in today's construction industry when limited objective data is presented and it is heavily relied on experts' subjective judgment.
The purpose of this study is to analyze the ex-post evaluation reports of KOICA's grant aid project in terms of criteria, methods, and contents. To this end, we will examine the evaluation history and process with particular reference to EDCF and KOICA. Our key research questions are: 1) How are the evaluation standards of the OECD DAC reflected in the KOICA ex-post evaluation reports? 2) Whether did Korea's practices of development evaluation change after its entry into the OECD DAC. The paper attempted an content analysis on the key words used in findings and recommendation section of the reports since 1998 that ara available on the website of KOICA. The main results can be summarized as follows. First, the frequency of OECD DAC criteria(relevance, efficiency, effectiveness, impact, sustainability) and the use of quantitative methods have been increasing after joining the OECD DAC. Second, in the ex-post evaluation reports issued after 2010, the reference indices including the Project Design Matrix (PDM), baseline data, and performance have increased exponentially.

Research in which an individual's entrepreneurial spirit contributes to the country's economic development through revitalization of entrepreneurship is being actively conducted, but studies related to individual satisfaction or life satisfaction are still insufficient. This study aims to clarify the influence of young adults' entrepreneurial spirit on their life satisfaction and at the same time verify the mediating effect of self-efficacy and self-determination. In addition, an empirical analysis was conducted on 511 young people to reveal the effectiveness of participation in government start-up support projects. The research results are as follows. First, the entrepreneurial spirit had a positive effect on the life satisfaction of young people. Second, self-determination and self-efficacy played a role in mediating the relationship between entrepreneurship and life satisfaction. Finally, participation in start-up support projects did not show a statistically significant moderating effect. This study is expected to provide a clue that life satisfaction can act as a major variable in the impact of entrepreneurship on entrepreneurship. It also implies that the performance of the government start-up support project should be considered not only about the quantitative performance such as sales and employment effect, but also the qualitative performance such as personal life satisfaction.

The selective public-benefit direct payment is a system that provides subsidies to farmers that improve the public benefit of agriculture. However, there are limits in improving the public benefit since the current system simply integrates the prior direct payment system. Therefore, it is necessary to improve the public benefit of agriculture by reorganizing the implementation framework. This study uses the analytic hierarchy process and analytic network process to set the priority of the system and propose an implementation framework. A survey was conducted targeting 51 experts for about two months from August 2020. Study results show that the most important goal of the system is its effectiveness. The public beneficial implementation framework of the selective public-benefit direct payment is bundle type. Meanwhile, the effects of the subcategories of the bundle type lack research. Therefore, it is necessary to conduct a pilot project for the bundled type system and systematically establish policies by analyzing the effects of the pilot project. This study provided indicators about policy directions through the evaluation of the selective public-benefit direct payment (plan). The results of this study are expected to provide an objective basis for government policies related to the reform of selective public-benefit direct payment systems in the future.
Due to the recent coronavirus outbreak, many universities in Korea have started to implement remote education. Accordingly, the Ministry of Education has stated its plans to continuously encourage and maintain remote learning as the future innovation model for education and suggested the need for a diverse range of remote learning models. However, studies on the development of practical learning models have not been carried out actively until now. Particularly, there are not many case studies in the field of design, especially regarding mobile website development. As means to improve the newly designed practice environment, this study therefore proposes the "modoo" project that offers domain creation and online marketing services. As a result of this study, the researcher suggests the use of a mixed(blending) teaching method and realized that the effectiveness of education multiplies when project-based learning and flipped learning is combined appropriately. The research methodology was divided into two big sections, education content and operations, and the effect was evaluated using the course evaluations. The study results confirmed that the applicability will increase given that learning satisfaction levels increased by more than 5% compared to face-to-face learning.

The number of architects who adopt BIM(Building Information Modeling) as the design method are gradually increasing because of its productivity and efficiency. Climate Change and Global Warming lead to legislation of new energy regulations and strengthen existing ones. The current architectural design methods (2D CAD) take a lot of time and effort to verify energy codes and are hard to adjust according to the design changes. The purpose of this study is to show the effectiveness of the BIM in building envelop energy modeling of the housing project. In the process of design method change, We could contribute to increasing productivity and efficiency in building energy verification through BIM because the updated value could be calculated simultaneously without information omission or recalculation process. The procedure for the study is as follows. Using BIM of the Goldin at Essex Crosing Housing Project by Revit 2011 as a case model, this study analyze the criteria for energy plan to conform to the energy code in NYC. The result value from the setting of the Revit model is compared with the reference value required by the NYC Energy Code. Finally, the data from BIM are entered into COMckeck, the energy verification program provided by U.S. Department of Energy, to check whether the building envelope energy performance conforms to NYC Energy Code.
Purpose: In this study, the effectiveness of pilot project of PLSP (Priority Lane and Signal Preference) system, which was operated in Cheongju City, was analyzed. Method: The priority signal was operated by a police officer switching to a blue signal when approaching a fire truck through CCTV, and the priority lane of emergency vehicles was displayed on the road to enable preferential traffic. VISSIM simulation analysis was performed for the 1.2km section (3.8km) of the pilot project section and vehicle data was analyzed for some of the test operation sections. Result: Simulation analysis shows that the moving speed of the emergency vehicle can be increased by 42 km/h with the introduction of PLSP, which can be increased by approximately twice the speed. Travel time was reduced by about 3 minutes, and considerable improvements of 69% compared to cities that are not operating was analyzed. The pilot operation of Cheongju City showed a time-shortening effect of about two minutes on average, with the average time reaching 4 minutes and 14 seconds in the first period and the average time reaching 5 minutes and 40 seconds in the second period. Conclusion: The system has been shown to be effective in minimizing time-to-site arrival of emergency vehicles.
