Appraisal of the Special Production Area Development Project in Rural Area and Countermeasures for Off-farm Income Increase (The Case of Chungnam Province) (농어촌(農漁村) 특산단지개발사업(特産團地開發事業)의 평가(評價)와 농외소득증대방안(農外所得增大方案) (충청남도(忠淸南道)를 중심(中心)으로))

  • Korean agriculture has encountered two problems. One is internal income disparity between rural and urbarn area and the other is external Uruguay Round trade problems as an abolition of direct and indirect import barriers, reduction in export subsidies and to reduce internal price supports. These problems will be brought severe farm problems such as decreasing farm household income and repressing agricultural growth in the near future. Considering the above inevitable facts Korean government has implemented several development projects such as rural industrial area development project, rural special production area development project, leisuresight seeing farm development project, traditional food development project, unskilled labor training project for off-farm employment and so on, to increase farm household income through off-farm income increase. This study was mainly concentrated on the identification of operational problems and post evaluation of the rural special production area development projects which aimed at increasing non-farm incomes and giving employment opportunity for rural farmers in small factories processing regional special farm products and mine products. The main findings and problems to be solved for the successful project implementation are as followed ; 1. Total number of the special production area development projects as of the end of 1991 was amount to 138, and total number of farm household participated were estimated at 2,079, and total amount of off-farm income per farm household was reached to 3,011 thousand won. 2. The total number of processed special products have increased from 21 items in 1981 to 56 items in 1991. On the other hand the total number of farm household participated in the projects have decreased from 2,518 to 2,079 during same period. 3. Total amount of investment for the projects has increased from 1,429 million won in 1981 to 24,760 million won in 1991 but the rate of G'T loan of the total investment has reduced from 24.5% to 5.2% during same period. 4. 138 special production area development project are classified into 6 kinds of commodity groups such as 19 of general industrial good production areas, 52 of folks-industrial art objects production areas, 39 of food processing areas, 9 of fiber and texstile processing areas, 18 of agricultural and fishery inputs processing areas and 1 of stone processing area. 5. The total production value in 1990 was estimated 20,169 million won of which export was amount to 2,627 million won. 6. The finacial rate of return of the UNGOK KUGIJA Tea processing Project operated by UNGOK coops and BAKSAN ginseng tea processing project were estimated at 45.4% (B/C Ratio=1.17, NPV=152.5 million won) and 17.7% (B/C Ratio=1.12, NPV=120.2 million won) respectively. 7. More favorite terms and condition of the loan including collateral problems have to be given to farmers participated. Heavy investment and G'T subsidy policies should be started for the successful project implementation anf farm household income increase. 8. To expand market demand of the rural special goods G'T have to provide special program of TV or other mass media for commodity propaganda and the total cost concerned must be supported by G'T subsidy. 9. The special farm products as GUGUJA,MOSI'Ramie', Ginseng. SOGOKJU,HEMP,Mushroom.DUGYUNJU and Chesnut processing projects have to be propelled and expanded for off-farm income increase in Chung Nam Province. 10. Direct operational pattern of the special production area by coops is more favorable to farmers and recommendable considering with off-farm income increase and market demand creation throughout Korea. 11. In rural area, special organizations for project appraisal are not exist. Accordingly special training program, project appraisal, formulation and preparation for civil servants concerned have to be prepared for project selection and sound implementation under limited budget and financial support.

A Study on Recognition of Land Acquisition for Ecology Restoration Project in Ecological and Landscape Conservation Area of Donggang River Basin. (동강유역 생태·경관보전지역 내 매수토지 생태복원사업 인식도 연구)

  • A protected area means a space designated and protected by law from development pressure and environmental pressure. It is mainly designated to protect specific ecosystems, natural landscapes, and cultural resources from irrational development (or damage), and involves policies of the public sector such as central and local governments. The United Nations Educational, Scientific and Cultural Organization (UNESCO) has conducted conservation and restoration projects for preserving natural ecosystems and genetic resources. In order to conserve the ecosystem in the protected area, national and public organizations purchase private land and use it ecologically; in addition, ecological restoration project is carried out for the purpose of creating waterside ecological belt or preserving ecosystem. Land acquisition refers to the land where highly influenced by the water quality and need to restore, and purchased by negotiating with the landlord. Although the nation and public institution carried out ecosystem restoration project for partial purchase land in order to conserve ecosystem, it is below the expected effect due to lack of comprehensive management system and have some problems in restoration project and unification of management institutions. Land acquisition in Donggang River Basin Ecological Conservation area is initiated in 2005 for creating income of local residents and ecological restoration. However, the lack of overall management and awareness resulted in poor vegetation growth and poor response by local residents due to terrain exposure. As such, there is insufficient research on the current situation and systematic integrated management although the number of land acquisition is increasing year after year. Futhermore, overall recognition and follow-up monitoring of eco-restoration are still inadequate. Therefore, the survey on the awareness of the purchase land ecosystem restoration project is necessary for the efficient restoration project and establishment of the management strategy for land acquisition in the future. Therefore, in this study, we provide fundamental materials on further research projects by carrying out research on the awareness of ecological restoration projects in the Donggang River basin ecological preservation area.

A Study on Actual Condition Survey of The Making Livable City (살고싶은 도시만들기사업의 실태 조사연구)

  • Recently, with the policy balance development in the country, Ministries of the government as managers related each of regional projects have prepared pan-governmental support system to achieve Making Livable Area Policy. This study is analysis result of investigation in 2007 authorized cases of MLCP(Making Livable City Project) which Ministry of Construction & Transportation have propelling from city and rural-urban area of town, myeon and dong, to rural area of small village size. Areas chosen for MLCP have the active participation of inhabitants, and to promote successfully project, need to support system and originality for area. Such projects will finally increase the life quality, and make life-spaces wanting to live in the area.

Environmental Impact Assessment for Development Projects Considering Carbon Sink and Sequestration(I) - Focused on a Solar Power Plant Development Project - (탄소흡수원을 고려한 개발사업 환경영향평가 방안(I) - 태양광발전소 건설사업 사례를 중심으로 -)

  • The objective of this work was to investigate how carbon sink and sequestration of vegetation and soil in the development project area can impact the land use plan, in addition to carbon emission capacity of the development project when we conduct environmental impact assessment. Especially, we did this work for a development project of solar power plant which would be constructed in forest area. Through this work, we found that 1) the amount of carbon sink and sequestration largely decreased due to reduction of the green area, 2) in terms of carbon sink and sequestration, conservation of natural green area is better than construction of newly vegetated area, 3) biochar application into soil can become an alternative for increase of carbon sink, and 4) even though a solar power production does hugely reduce carbon emissions and offset the carbon sink and sequestration capacity from the forest, it is necessary to consider the public value of the forest(reduction of heat island, habitat etc.) in siting for development area.

A Study on Economic Impacts of Drainage Projects (배수개선사업(排水改善事業)의 경제적효과분석(經濟的效果分析))

  • This study is aimed at identifying the economic effects of drainage improvement projects. The total area of poor drainage is equivalent to 170,000ha, 13% of the total area of paddy field in Korea. The development of poor drained paddy is an urgent problem considering the low rate of self-sufficiency of food grain and the limitation of farmer's income increase. Rapid development of Korean economy has brought labor shoriage in rural farming sector. Accordingly farm mechanization is an important agricultural policy to hike labor productivity and to save production costs of rice farming. The expected economic benefits of the drainage improvement project are derived from increasing land productivity, expanding double cropped area and farming the farm mechanization base in paddy fields. The economic and financial rate of return of the project are considered very important decision making criteria for project implementation by resource allocation. Therefore this study covered benefit and cost analysis of the sampled area, the estimated financial rate of returns in $Buy{\check{o}}$ and Jinsung are represented 15% and 51% respectively and the economic rate of returns in both project area are also showing 1% and 26% respectively. The rate of return of the projects has showed an outstanding variance according to the locational and natural characteristics of the project area. As showing the above economic rate of return, $Buy{\check{o}}$ is very low Jinsung is very high. But the financial rate of return of both projects are considered comparatively high. Cosequently, the drainage improvement projects should be promoted from the view point of farm income increase to make narrow the income gap between rural and urban incomes and farm mechanization to solve labor shortage in the rural area.

  • Since the village maintenance type public housing project was introduced in 2015, the resident needs for regional revitalization and pleasant living conditions are not being met due to the poor performance of the public housing complexes that reflect the surrounding area maintenance plan (village plan) and regional characteristics. The purpose of this study is to suggest a plan to revitalize the village maintenance type public housing project in consideration of regional characteristics as a result of analyzing the needs of local residents through the problems of the village maintenance type public housing project being promoted so far and resident satisfaction. As a result of the analysis based on the public housing project implementation status analysis and resident satisfaction, the plans to activate the village maintenance type public housing project are as follows. First, in order to secure the effectiveness of the village plan, it is desirable to promote the public housing project and the village plan at the same time. It is necessary to secure a budget according to the selection of public offering projects in the village plan, such as promoting public housing projects without setbacks by prioritizing land purchases for public housing sites and establishing specialized strategies considering regional characteristics. Second, a public housing project that responds to local demand is required. The evaluation factors such as continuous promotion of the urban architecture integration plan and strengthening of regional linkage plans such as specialization of regionally tailored designs should be supplemented so that regional resources and village plans are linked with the public housing specialization plan. Third, surrounding area maintenance plan (village plan) should be secured by the strengthen of the legal status or establishing related provisions. It is also necessary to promote system improvement for area maintenance plan (village plan) when selecting a publicly funded public project.

  • A project manager is required to have systematic knowledge in the project management in fashion and apparel industry. The Network Technique is a modern project management technique and applies to almost all industry sectors, including fashion and apparel industry. Through the Network Technique, we can save project time and cost. The purpose of present study are - to introduce the Network Technique into fashion and apparel industry management area, and - to make an practical application of he Network Technique to fashion and apparel industry. For these purpose, fist we define the Network Technique, and then we apply it to fashion show as an example. Only time component is considered in this study. Cost component can be dealt with later on in the project planning area.

  • The elderly rate in South Korea in 2013 is over 12%. Especially, the elderly rate in rural area is 36%, i.e., in rural area, one of three is people aged 65 and over. Senior community project in rural that is being promoted by the government. This project is to improve the quality of life health and welfare services for the elderly in rural Area. This paper investigates cases used as living space by interview and remodeling senior centers (village community center) for the elders living alone in rural areas. In Gimje two the nation's first senior centers were remodeled in 2006 (for both the village community center) and were begun to use these as group homes. Evaluation was a success. Since then, these were increased by approximately 20 centers per year by year and are currently 108 centers at the end of 2011. In Chungcheongnam-do, a pilot project has been begun for communal living by remodeling the senior center (for both the village community center) and elderly housing. Municipalities are similar in their business (is mostly). Senior community center projects can proceed smoothly in the direction of some of the following tips and suggestions to promote. Senior community center should be expanded for 'private room type'. Government must support the operating costs. It will increase employment in rural areas. Senior community center should be 'Home Atmosphere'.

A strategic R&D resource allocation and project selection based on R&D policy and objectives (정책목표와 연계한 전략적 R&D 투자재원배분 및 연구과제 선정방안연구)

  • We propose a strategic R&D resource allocation and project selection model based on national R&D policy and objectives. First, contributions to R&D policy and objectives for each R&D area are evaluated by using analytical hierarchy process (AHP). Second, fuzzy Delphi are proposed to estimate R&D budget for each R&D area. Then, a project selection grid is also introduced to implement two-phased evaluation for R&D project selection. We also discuss how to improve the consistency in AHP and how to reduce the pairwise comparison in AHP. The proposed model enables the decision makers to allocate R&D budget, and to evaluate and select the R&D proposals based on both the contribution to national R&D policy and objectives, and the size of each R&D area concurrently
