ASEAN+3 Satellite Image Archive for Environmental Study

  • Several environmental problems have occurred and extremely affected throughout the East Asia region. Satellite imageries and spatial information have been used in the applications of environmental and natural hazard management for years. Sharing these data and resources in the community is considered as one of the optimal solution. It would consequently bring cost saving to all participated countries and eventually be beneficial to mankind as a whole. Encouraged by these factors, ASEAN+3 Satellite Image Archive for Environmental Study project was submitted by Thailand in the 3rd Senior Official Meeting between ASEAN, China, Japan and Korea (SEOM+3 Meeting) and approved by the SEOM+3. The main objectives of this project are to share satellite images, information related to natural resources and environmental issues, and to provide data information services to all ASEAN+3 countries. The proposed system is basically embedded by distributed system. The network of data users, data providers, and the center will be established using the Internet. User can access, navigate, display, and even download some archived contents. Its service site can be generally categorized into two parts, which are environmental related data archive and the Integrated satellite image catalogue. The extension of web based GIS is also planned for future development so that GIS users can conduct some preliminary analysis directly on line. This presentation will indicate scope of work, system, working scenario, and work plan of the project.

  • Determining the investment priority of the railway project is essential to keep its object of railway investment. [National railway construction plan] provide 4 major evaluation indicators and their weighting range in determining the investment priority of railway construction. Which are investment efficiency, inter-regional balance of development, network effects, government supporting policy. However this present criteria has inconsistency in determining economical feasibility of the railway transportation when applying the same evaluation indicator, investment efficiency, with the road transportation. The railway transportation is superior to road transportation in terms of transportation capacity and distance, while offering less carbon emissions. In spite of the prominent position of the railway transportation, it can be failed to obtain its proper investment priority when being determined under economical feasibility based. Therefore, this study analyzed the inconsistency under present evaluation criteria and proposed new evaluation method for the investment priority of the railway construction using AHP(analytic hierarchy process), while differentiate from the road construction. This method is optimized for only determining the priority of the railway construction itself under object of railway investment respectively.

  • The Center for Transportation Research at the Argonne National Laboratory (ANL) supports the DOE by evaluating advanced automotive technologies in a systems context. ha has developed a unique set of compatible simulation tools and test equipment to perform an integrated systems analysis project from modeling through hardware testing and validation. This project utilized these capabilities to demonstrate the trade-off in fuel economy and Oxides of Nitrogen (NOx) emissions in a so-called ‘pre-transmission’ parallel hybrid powertrain. The powertrain configuration (in simulation and on the dynamometer) consists of a Compression Ignition Direct Ignition (CIDI) engine, a Continuously Variable Transmission (CVT) and an electric drive motor coupled to the CVT input shaft. The trade-off is studied in a simulated environment using PSAT with different controllers (fuzzy logic and rule based) and engine models (neural network and steady state models developed from ANL data).

  • According to the New Town Development Plan, Gang-buk area, a symbol of slum in Seoul will be changed new residential area. There are a lot of challenges for success this project. First of all, new ways of city plan "pre-plan and development" and "environmentally friendly development" are necessary to carry out this plan. Another important idea is how to overcome conflicts such as unbalanced development, a traffic jam and environment problem. Also, Government and a citizen agree that this project have to accept eco-protectable and sustainable development theory. For increasing green area ratio and keeping eco-diversity, planting at roofs and water circulation system in residential complex are compulsory. Green network based on environmentally friendly development provides a natural energe stream on eco-system and protects a city from air pollution, hot air island phenomenon and a flood.

  • Authority control enables us to retrieve information accurately by coordination and cross reference of headings. It is considered that authority control is needed in machine readable catalogs as well as in conventional catalogs. Taylor, Maxwell and Frost divided automated authority control systems into major vendor and network systems then available into two groups. The first group was defined as a system that processes a library's machine readable catalogs on the tape against an automated authority file. The second group offers an online access to catalogs and authority records. This group was further subdivided into linked or integrated systems and unlinked systems. If authority work is shared with many libraries the costs can be considerably reduced and the quality of catalog data base can be controled by standardization of headings used in participating libraries. The NACO is a project for sharing of authority records started in 1977 by L.C. And LSP furthers the ability to share authority records. A project as the NACO is necessary not only in America but also in the other countries The responsible organizations for national bibliographies of the countries must take much interest in these matters.

  • Estimating software development effort remains a complex problem attracting considerable research attention. Improving the estimation techniques available to project managers would facilitate more effective control of time and budgets in software development as well as market. However, estimation is difficult because of its similarity to export judgment approaches and fur its potential as an expert assistant in support of human judgment. Especially, in software development for DCS (Distributed Control System), because of infrastructure software related to target-machines hardware and process characteristics should be considered, estimating software development effort is more complex. This paper suggests software development effort estimation technique using neural network. The methods considered are based on COCOMO and case-based projects. Estimation results applied to case-based project appeared to have value fur software development effort estimation models.

  • This study explores the application of the analytic network process (ANP) approach for the evaluation of R&D projects with heterogeneous objectives. The ANP model in this study produced the final priorities of projects with respect to several performance measures when there are interdependencies between research objectives and performance measures. The paper provides value to practitioners by providing a generic model for R&D project evaluation. The ANP approach is tested against empirical data drawn from fourteen R&D projects under six different objective programs sponsored by the Korean government.

  • Current large observational projects perform both static and dynamic sky surveys. The Thirty-Minute Target of Opportunity (TMT) is the project focusing on the dynamic sky survey using Korea Microlensing Telescope Network (KMTNet) that is the best observing system to investigate the dynamic sky. TMT aims to perform and experiment on following components : 1) to select transient or variable sources having hour to day scale cadences for future science cases, 2) to optimize the observation strategy for these objects, 3) to provide automated photometric pipelines for the time series data, and 4) to test the data release environment for all astronomers. In the near future, it is expected that a huge number of events will be alerted through large area surveys such as LSST. Therefore, the TMT project will provide opportunities to prepare the future large survey era as well as to understand the nature of interesting astronomical events.

CPM BAR CHART TECHNIQUE FOR CONSTRUCTION SCHEDULING

  • This paper proposes the CPM bar chart (CBC), a hybrid of the bar chart and the critical path method (CPM). The CBC overcomes shortages of the fence bar chart, while still retaining its advantages. The fence with direction is applied instead of the broken fence, which triggers considerable problems to identify and apply in the fenced bar chart. In addition, the notorious task to find dummy activities is no longer required. Upon the benefits of simplicity in the bar chart and logical work sequence in the CPM network, the CBC provides a relatively easy way to create and understand a schedule, thus improving communication quality between project participants.
